Ya no podemos confiar en las fuerzas ciegas y en la mano invisible del mercado. El crecimiento en equidad
exige algo más que el crecimiento económico, aunque lo supone, requiere decisiones, programas, mecanismos
y procesos específicamente orientados a una mejor distribución del ingreso, a una creación de fuentes de trabajo,
a una promoción integral de los pobres que supere el mero asistencialismo. Estoy lejos de proponer un populismo irresponsable, pero la economía ya no puede recurrir a remedios que son un nuevo veneno, como cuando
se pretende aumentar la rentabilidad reduciendo el mercado laboral y creando así nuevos excluidos.
We can no longer trust in the unseen forces and the invisible hand of the market. Growth in justice requires more
than economic growth, while presupposing such growth: it requires decisions, programmes, mechanisms and processes
specifically geared to a better distribution of income, the creation of sources of employment and an integral promotion
of the poor which goes beyond a simple welfare mentality. I am far from proposing an irresponsible populism, but the
economy can no longer turn to remedies that are a new poison, such as attempting to increase profits by reducing the
work force and thereby adding to the ranks of the excluded.

Ante el conflicto, algunos simplemente lo miran y siguen adelante como si nada pasara, se lavan las
manos para poder continuar con su vida. Otros entran de tal manera en el conflicto que quedan prisioneros,
pierden horizontes, proyectan en las instituciones las propias confusiones e insatisfacciones y así la unidad
se vuelve imposible. Pero hay una tercera manera, la más adecuada, de situarse ante el conflicto. Es aceptar
sufrir el conflicto, resolverlo y transformarlo en el eslabón de un nuevo proceso. “¡Felices los que trabajan
por la paz! (Mt 5,9)”.
When conflict arises, some people simply look at it and go their way as if nothing happened; they wash their
hands of it and get on with their lives. Others embrace it in such a way that they become its prisoners; they lose their
bearings, project onto institutions their own confusion and dissatisfaction and thus make unity impossible. But there
is also a third way, and it is the best way to deal with conflict. It is the willingness to face conflict head on, to resolve
it and to make it a link in the chain of a new process. “Blessed are the peacemakers!” (Mt 5:9).

INTRODUCCIÓN
La cultura del encuentro al servicio de los
pobres y los pueblos pobres
“Mientras no se resuelvan radicalmente los
problemas de los pobres, renunciando a la
autonomía absoluta de los mercados y de la
especulación financiera y atacando las causas
estructurales de la inequidad, no se resolverán
los problemas del mundo y en definitiva ningún problema. La inequidad es raíz de los
males sociales”1
Inspirados por el pensamiento del Papa Francisco, su acompañamiento permanente a los
excluidos, a sus luchas y a sus experiencias organizativas, hemos impulsado la realización
de este Encuentro Mundial de Movimientos Populares. Queremos traer frente a Dios, frente a
la Iglesia, frente al mundo, la voz de los que
no tienen voz no porque no griten sino porque
son silenciados por quienes detentan el poder
económico. Queremos practicar la cultura del
encuentro al servicio de los pobres, los pueblos
pobres y de esta Iglesia pobre para los pobres
que, junto al Santo Padre, todos anhelamos.
Queremos escucharnos, juzgar y actuar a partir
de las vivencias de los sectores más golpeados
en su dignidad por la injusticia social, por una
economía de exclusión, por un sistema idolátrico
del dinero. Queremos debatir juntos cuales son
las causas estructurales de tanta inequidad que
nos roba el trabajo, el techo y la tierra, que genera violencia y destruye la naturaleza. Queremos también enfrentar con coraje e inteligencia
el desafío que el propio Francisco nos plantea:
buscar propuestas para resolver radicalmente
los problemas de los pobres.
Este Encuentro Mundial de Movimientos Populares reúne a dirigentes sociales de los cinco
continentes que representan organizaciones de
base construidas por quienes ven vulnerado,
amenazado o directamente cercenado su inalienable derecho al trabajo decente, al techo
digno, a la tierra fértil. Se trata principalmente
de movimientos representativos de tres sectores
sociales cada vez más excluidos: (a) los trabajadores precarizados, migrantes, temporales, y
los que participan en el sector popular, informal
y/o autogestivo, sin protección legal, reconocimiento sindical ni derechos laborales; (b) los
campesinos, los sin tierra, los pueblos originarios
y las personas en riesgo de ser expulsadas del
campo a causa de la especulación agrícola y la
violencia; (c) las personas, muchas de ellas migrantes y desplazados, que viven en los suburbios y asentamientos informales, marginados,
olvidados, sin infraestructura urbana adecuada.
También participarán organizaciones sindicales,
sociales y de derechos humanos que se han
mostrado cercanas a estos movimientos y que
han sido sugeridas por ellos mismos para acompañar el Encuentro. Finalmente, contaremos
con la participación de agentes pastorales, autoridades del Pontificio Consejo de Justicia y
Paz, y científicos de la Pontificia Academia de
Ciencias.
Durante tres días de intenso trabajo, debatiremos en base a tres ejes fundamentales: tierra,
techo y trabajo. Se trata de derechos que deberían
estar al alcance de todas las personas y pueblos
pero que, sin embargo, se encuentran cada vez
más lejos de las grandes mayorías y, muy especialmente, de las nuevas generaciones. El Papa
Francisco ha denunciado en incontables ocasiones esta situación y reivindicado constantemente la centralidad del trabajo decente para
la prosperidad de las familias y los pueblos (“en
el trabajo libre, creativo, participativo y solidario,
el ser humano expresa y acrecienta la dignidad de
su vida”2), la inviolabilidad del derecho a una
vivienda digna (“Hay tantas familias sin vivienda,
o bien porque nunca han tenido o porque la han
perdido por diferentes motivos. ¡Familia y vivienda
van de la mano! Es muy difícil llevar adelante una
familia sin habitar una casa (…)invito a todos, a
las personas, a las entidades sociales, a las autoridades, a hacer todo lo posible para que cada familia
pueda tener una casa”3) y la importancia del
campesinado (“es necesario reconocer cada vez
más el papel de la familia rural y desarrollar todas
sus potencialidades...La familia, de hecho, favorece
el diálogo entre diversas generaciones y pone las
bases para una verdadera integración social, además
de representar esa deseada sinergia entre trabajo
agrícola y sostenibilidad: ¿quién se preocupa más
que la familia rural por preservar la naturaleza para
las próximas generaciones? ¿y a quién le interesa
más que a ella la cohesión entre las personas y los
grupos sociales?’’4)
En el marco del Encuentro se abordarán también dos problemas que afectan principalmente
a los excluidos: la violencia fratricida y la destrucción del ambiente. El Papa Francisco nos indica la íntima relación entre las guerras y el sis-

tema económico idolátrico (“un sistema que para
sobrevivir debe hacer la guerra (…) se venden armas,
y con esto los balances de las economías idolátricas,
las grandes economías mundiales que sacrifican al
hombre a los pies del ídolo del dinero, obviamente
se sanean”5) y entre la violencia y la desigualdad
social (“Se acusa de la violencia a los pobres y a los
pueblos pobres pero, sin igualdad de oportunidades,
las diversas formas de agresión y de guerra encontrarán un caldo de cultivo que tarde o temprano
provocará su explosión”6). Asimismo, advierte que
la naturaleza queda a merced del poder económico (“En este sistema, que tiende a fagocitarlo
todo en orden a acrecentar beneficios, cualquier
cosa que sea frágil, como el medio ambiente, queda
indefensa ante los intereses del mercado divinizado,
convertidos en regla absoluta”7) y es constantemente
agredida por la cultura del descarte (“Dios, nuestro
Padre, no ha dado el cometido de cuidar la tierra al
dinero, sino a nosotros: a los hombres y las mujeres.
¡Somos nosotros los que tenemos este encargo! Sin
embargo, los hombres y las mujeres son sacrificados
a los ídolos de la explotación y del consumo: es la
cultura del descarte”8)
Los movimientos populares que desde los
sectores más empobrecidos de la sociedad se levantan en todo el mundo para enfrentar la
falta de tierra, el techo y el trabajo, para erradicar
la violencia y proteger la naturaleza, buscan
potenciar su imprescindible aporte en la edificación de una sociedad más justa y fraterna
porque “la tierra es nuestra casa común y todos
somos hermanos”9. Los pobres queremos ser protagonistas de nuestro propio destino y la Iglesia
quiere acompañar este proceso. Entendemos
que la diversidad de experiencias, pensamientos
y contextos no es un obstáculo sino que enriquecerá nuestro debate y practicar la cultura
del Encuentro. Damos gracias a Dios por permitirnos celebrar esta reunión que esperamos
sea un aporte para la comprensión de los graves
problemas sociales que nos aqueja y para la
coordinación de las acciones necesarias para
superarlos.

INTRODUCTION
The culture of encounter at the service of
poor people and poor nations.
“As long as the problems of the poor are
not radically resolved by rejecting the absolute autonomy of markets and financial
speculation and by attacking the structural
causes of inequality, no solution will be
found for the world’s problems or, for that
matter, to any problems. Inequality (inequidad) is the root of social ills.”1
The thinking of Pope Francis, and how he
has constantly accompanied the excluded in
their struggles and their efforts to organize,
have inspired and motivated us to hold this
World Meeting of Popular Movements. We wish
to bring to God, to the Church and to the world
the voice of the voiceless. Not so that they raise
their voice no more, but because they are
silenced by those who hold economic power.
We wish to practice the culture of encounter in
the service of poor persons, of poor peoples
and of this poor Church for the poor which, together with the Holy Father, we all long for. We
want to listen to one other, to judge and to act
on the basis of the lived experience of those
sectors most seriously assaulted in their dignity
by social injustice, by an economy of exclusion
and by an idolatrous system of money. Together
we want to discuss the structural causes of so
much inequality (inequidad) which robs us of
work (labor), housing (domus) and land (terra),
which generates violence and destroys nature.
We also want to face the challenge Francis
himself sets puts to us with courage and intelligence: to seek radical proposals to resolve the
problems of the poor.
This World Meeting of Popular Movements
gathers social leaders from the five continents
who represent grassroots organizations established by those whose inalienable rights to
decent work, decent housing and fertile land
are undermined, threatened or denied outright.
In the main, these movements represent three
increasingly excluded social sectors: (a) workers
who are at risk or lack job security, in the informal sector or self-employed, migrants, daylabourers and all those unprotected by labour
rights or trade unions; (b) landless farmers,
family farmers, indigenous people and those
at risk of being driven out of the countryside
by agro-speculation and violence; (c) the mar-
ginalized and forgotten, including squatters
and inhabitants of peripheral neighbourhoods
or informal settlements, without adequate urban
infrastructure.
Also taking part in the meeting will be trade
unions and social and human rights organisations which are close to these movements and
which they have nominated to participate. Finally, we will have the participation of bishops
and church workers coming from different
countries, officials of the Pontifical Council for
Justice and Peace, and researchers of the Pontifical Academy of Social Sciences.
During three days of intensive work, the
discussion will unfold around three key topics:
land, housing and work. These rights should
be accessible to every person and every people.
However, they are increasingly out of reach for
the great majority, especially of the new generations. Pope Francis has denounced this situation
on countless occasions and has constantly argued for
• the centrality of decent work for the prosperity of families and peoples: “It is through
free, creative, participatory and mutually supportive labour, that human beings express and
enhance the dignity of their lives.”2
• the undeniable right to decent housing:
There are so “many families who do not have
a home, either because they never had one or
because they lost it for any number of reasons.
Family and home go together. It is very difficult
to bring up a family without a home to live in...
I invite everyone — persons, social institutions,
authorities — to do everything possible so that
every family might have a home.”3
• the importance of farming families: “It is
more and more necessary to acknowledge the
role of rural families and develop their full potential... In fact, families encourage dialogue
among different generations and lay the foundation for real social integration. They also represent the required synergy between agricultural
work and sustainability. And who better than
rural families can preserve nature for the coming
generations? And who, more than rural families,
is interested in cohesion between individuals
and social groups?”4
Within the framework of the meeting, two
problems mainly affecting the excluded will
also be addressed: fratricidal violence, and the

voice in order to take on the lack of land,
housing and work, in order to do away with violence and protect nature. They seek to enhance
their indispensable contribution to the building
of a more just and fraternal society, since “the
earth is our common home and all of us are
brothers and sisters.”9
We, the poor, want to take hold of our own
destiny, and the Church wants to accompany
this process. We understand that the diversity
of experiences, thinking and contexts is no obstacle but rather enriches our discussion within
the culture of encounter. We thank God for allowing us to hold this meeting, and we hope it
will enhance both our understanding of the serious social problems afflicting us and the necessary coordination of actions to overcome
them.

war (...) weapons are sold and, with this, the
balance sheets of the idolatrous economies —
the big global economies that sacrifice man at
the feet of the idol of money — are obviously
rendered healthy.”5
• between violence and social inequality: “The
poor and the poorer peoples are accused of violence yet, without equal opportunities, the different forms of aggression and conflict, finding fertile
terrain for growth, will eventually blow up.”6
Likewise, the Holy Father warns that
• nature is at the mercy of economic power:
“In this system, which tends to devour everything which stands in the way of increased profits, whatever is fragile, like the environment, is
defenceless before the interests of a deified market, which becomes the only rule.”7
• nature is constantly under attack by the
throw-away culture: “God, our Father, has not
entrusted the task of caring the land to money
but to us, men and women. This is our task!
However, men and women are sacrificed to the
idols of exploitation and consumption: this is the
throw-away culture.”8
From the poorest sectors of society all around
the world, the popular movements raise their
