CONSOLIDATED GENERAL ELECTION
Dear Voter:
This sample ballot booklet has been prepared for you in order to provide important information about
this election’s contests and candidates.
“Go Green” Madera County! Save taxpayer dollars and choose to read your Sample Ballot online!
To change your status, sign up online or complete the short form found in this booklet on the page
titled “Go Green”, and return it to the Elections Division. Your sample ballot booklet is available to
view online 30 days before each election and is also available in full audio.
Voting by Mail: If you are one of the many voters already classified with Permanent Vote by Mail
status, no further application is necessary. Your ballot will be mailed to you automatically beginning
on October 6, 2014. If you do not have Permanent status, but wish to vote by mail, you can use the
application found on the back cover of this booklet or simply call our office and request a ballot by
telephone.
Voting at the Polls? Be sure to check the back cover of this booklet for your polling place location,
as it may have been changed. On Election Day, all polling places in Madera County will open at 7:00
a.m. and will close at 8:00 p.m.
For voters with specific needs, Madera County has a Supplemental Voting System available. It
provides voters with disabilities or limited proficiency in English, the opportunity to cast their ballot
privately and without assistance. Voters have the option of listening to instructions and ballot options
with headphones or may navigate through the ballot using tactile switches. Equipment is available
for use at the County Clerk’s office and at each polling location in the county on Election Day.

QUICK FACTS ABOUT THE “Top Two Open Primary Act”
On June 8, 2010, California Voters approved Proposition 14, which created the “Top Two Open Primary Act”
Prior to the “Top Two Open Primary Act”
t Candidates running for a partisan office appeared only on their party’s ballot.
t The top vote-getter from each qualified party and any candidates who qualified using the independent
nomination process would then move on to the General Election.
Now, under the “Top Two Open Primary Act”
t All candidates running, regardless of their party preference, will appear on a single combined ballot.
t Voters can vote for any candidate from any political party.
t Changes the way elections are conducted for all statewide offices and legislative offices.
Voter- Nominated
Voter-Nominated offices are contests in which the nominee is selected by the
voter. Any voter can vote for a candidate, regardless of party.
November 2014 Offices:
Governor, Lieutenant Governor, Secretary of State, Controller, Treasurer,
Attorney General, Insurance Commissioner, Member State Board of
Equalization, US Representative in Congress, State Senator, and Member
of the State Assembly.
Who can vote:
All voters, regardless of party preference, can vote for any candidate.
Who advanced to the
General Election:
The top-two vote-getters from the Primary, regardless of party preference.
Nonpartisan
Nonpartisan offices are contests in which no political party nominates a
candidate.
November 2014 Offices:
Supreme Court Justices, Appellate Court Justices, Superintendent of
Public Instruction, School District Offices, County Supervisor District 1,
District Attorney, Sheriff-Coroner and Special District Offices.
Who can vote:
All voters, regardless of party preference.
Who advanced to the
General Election:
If no candidate received a majority of the vote in the Primary election for a
nonpartisan office, then the top-two vote-getters move on to the General
Election for a run-off.
Who wins at the General
Election:
The Candidate receiving the highest number of votes.
How does this affect write-in candidates?
Write-in Candidates are NOT allowed for Voter-Nominated offices at a General Election.
Write-in Candidates are allowed for a Nonpartisan offices at a General Election.

Madera County’s Supplemental Voting System
This supplemental voting system provides voters with disabilities the opportunity to cast
their ballot privately and without assistance.
Voters have the option of listening to instructions and
ballot options with headphones or may navigate and
cast a ballot by using highly sensitive tactile switches.
This equipment also accommodates voters with
limited proficiency in English by providing the ballot
and instructions in Spanish.
Equipment will be available for use in the County
Clerk-Recorder’s Office and at each polling location
in the county.
Madera County will continue to use our Mark-a-Vote voting system as always, for all
voters.

“Voter-Nominated and Nonpartisan Offices”
“All voters, regardless of the party preference they disclose upon registration, or refusal to
disclose a party preference, may vote for any candidate for a voter-nominated or nonpartisan
office. The party preference, if any, designated by a candidate for a voter-nominated office is
selected by the candidate and is shown for the information of the voters only. It does not imply
that the candidate is nominated or endorsed by the party or that the party approves of the
candidate. The party preference, if any, of a candidate for a nonpartisan office does not appear
on the ballot.”

In accordance with this section, no write in spaces shall be printed for voter-nominated offices at
a general election.

INFORMATION ABOUT VOTING YOUR BALLOT
It is important to know how to properly mark your ballot cards and what the consequences can be when ballot cards are not
m arked correctly.
If voting at the polls, mark your choices on your ballot card (s) with the Mark-A-Vote pen pro vided by the precinct officers. T his
pen has special, non-reflective ink that allows the card reading equipment to “see” the marks you mak e, and tabulate your
votes.
If voting by m ail, mark your choices on your ballot card(s) with either a #2 lead pencil or a ball point pen (blu e or bla ck ink) on ly.
Do not use re d ink pens, Sh arpies or m arkers of an y other kind.
Marking more voting spaces than allowed for a contest is called an OVERVOTE. For example, if the contest heading states
“Vote for n o m ore than T wo” and you m ark three voting spaces , your votes fo r that contest will not be counted.
Marking fewer voting spaces than allowed for a contes t is called an UNDERVOTE. For example, if the contest heading states
“Vote for no m ore than Two” an d you m ark o nly one voting space, your vote for the one candidate for whom you marked the
voting space, will be counted. In addition, the ballot counting system will record one undervote, as you ha d the opportun ity to
vote for two candidates and chose to vote for only one candidate.
If you ch oos e to vo te for a write-in candidate, you must write the candidates name in the space provided below the list of names
of the other candidates for that office, and you must m ark the voting space next to the candidates name you have written in.
If you write in a candidates name without marking the voting space, the card reading equipment will not “see” the vote and your
write-in vote will not be counted. In addition, only votes for qualified write-in candidates will be counted. To be a qualified writein candidate, the candidate must have filed the required nomination documents within the timeframe specified by law.

HOW TO VOTE YOUR BALLOT CARDS
VOTE- Both sides of ballot card.
VOTING BY MAIL: Follow the instructions provided with your vote-by-mail ballot (yellow
sheet).
VOTING AT THE POLLS: Use only the marking device provided to fill in the small
rectangle in the square. Do not fill in the whole square or your vote may not be counted.
ALL VOTERS: To vote for a candidate for Chief Justice of the Supreme Court; Associate
Justice of the Supreme Court; Presiding Justice, Court of Appeal; or Associate Justice,
Court of Appeal, FILL IN THE RECTANGLE in the square after the word “YES,” to the right
of the name of the candidate. To vote against that candidate, FILL IN THE RECTANGLE in
the square after the word “NO,” to the right of the name of that candidate. To vote for a
candidate whose name appears on the ballot, FILL IN THE RECTANGLE in the square to
the right of the candidate’s name. Where two or more candidates for the same office are
to be elected, FILL IN THE RECTANGLE in the square to the right of the names of all
candidates for the office for whom you desire to vote, not to exceed, however, the number
of candidates to be elected.
To vote for a qualified WRITE-IN candidate, write the person’s name in the blank space
provided for that purpose after the names of the other candidates for the same office and
FILL IN THE RECTANGLE in the square to the right of the name you have written in, or
your vote will not be counted.
To vote on any measure, FILL IN THE RECTANGLE in the square after the word “YES” or
after the word “NO.”
Marking the ballot outside of the designated space to vote for a candidate or measure
may compromise the secrecy of the ballot.
If you wrongly mark, tear or deface any portion of your ballot cards, replace the cards in
the secrecy holder and return it to the Precinct Board Member and obtain another set.
MAKE SURE YOU VOTE BOTH SIDES OF YOUR BALLOT CARDS.
AFTER YOU HAVE COMPLETED VOTING, place your ballot cards in the secrecy holder
with the NUMBERED STUBS AT THE TOP and hand it, along with the marking pen, to
the Precinct Board Member who shall, in your presence, remove numbered stubs, hand
them to you and deposit the voted ballot in the ballot box.

Right now, our education system is ranked 47th in the nation. That’s unacceptable.
During the Recession, California cut millions of dollars to education. We need to
put our kids back on track to a great future. But it’s so much more than that. We will
be laying the groundwork for prosperity by investing in the young men and women
who will bring innovation and jobs to our state. Being in business for 30 years, I
know what it takes to make a business grow – investing in people.
We have to invest in water. The drought has taken a drastic toll on our community.
Passing a comprehensive water bond that includes appropriations for conveyance,
storage, and restoration will mitigate these issues in the future while creating much
needed jobs now.
Every drop of water counts. Illegal marijuana growers are draining water from our
creeks and rivers but politicians are too scared to confront the issue. Let’s take
marijuana from the black market to the free market. I will take the lead to ensure
these marijuana growers follow the rules.

events for the youth and seniors of community. I am the President of the Chowchilla Soroptimist club; my passion is to serve and give back to my community.
