1.
The Spanish Ministry of Industry, Tourism and Commerce, nowadays Spanish
Ministry of Economy and Competitiveness has made financial facilities available to
the Ministry of Planning and Investment of the Socialist Republic of Vietnam, by
means of a concessional loan charged against the Fund for the Internationalization of
the Spanish Companies (hereinafter referred to as the “FIEM”) in order to finance
the contracting of "Extension of the South Binh Duong Waste Treatment Complex”
(hereinafter referred to as the “Project”).

The Binh Duong Water Supply-Sewerage-Environment Company Ltd. (BIWASE) Socialist Republic of Vietnam (hereinafter referred to as the “Contracting Authority”),
now invites only Spanish companies, or their Joint Venture or Consortium, that are
eligible and duly comply with the economic, technical and financial solvency criteria
established within the Bidding Documents, to present their sealed Bids for the
Project and execute the following scope under the “turnkey” modality in accordance
with the Bidding Documents including:
a) Works including: construction works for a domestic solid waste composting facility
with capacity of 420 tons per day, for an after-furnace system and for the
auxiliary buildings.
b) Goods including: supply of a domestic solid waste composting facility with
capacity of 420 tons per day, vehicles for waste collection and equipment for
landfill operation, equipment for hazardous waste landfill, transformer station,
generator station, after-furnace system, spare parts, consumables and manuals.
c) Services including: Design and all supplementary services related the Goods to be
supplied, including delivery and transport to Project Site, inspection prior to
delivery, installation, commissioning, start up, technical guarantee and preventive
maintenance for 24 (twenty-four) months, technical assistance and training
courses.

The Works, Goods and Services included under the scope of the Project must
comply with the requirements of origin established in the Bidding Documents.
4.
The maximum budget available for this Contract is EUR 12,450,000.00 (twelve
million four hundred fifty thousand euros).
5.
The Bidding Documents shall be available for collection free of charge in Spain by
interested Spanish companies or their authorized representatives, between October
20, 2014 and November 14, 2014. Late applications for Bidding Documents will be
rejected.

Bidders shall register at the time of collection of the Bidding Documents by proving
a Letter of Registration including the following information:
a) Name of the Bidder (for the case of Joint Venture or Consortium, the names
of all members shall be listed, stating the member which shall act as leader
during the Bidding Process);
b) Contact details to which any communication from the Contracting Authority
should be sent (name and title of person in charge, fax number, postal
address and e-mail);
c) Letter of Appointment towards the duly authorized representatives of
interested Bidders for this particular Project, if applicable. Such authorized
representatives shall be limited to act on behalf of the Bidder for the Bidding
Documents’ obtaining and/or for attending the Clarification Meeting and the
Site Visit and Bid Opening Session, and not for exchanging communications
with the Contracting Authority on behalf of the Bidder.
A receipt will be extended by the Subdirección General de Política Comercial con
Europa, Asia y Oceanía evidencing that Bidder has duly fulfilled the registration
procedure.
A copy of the Letter of Registration and the Letter of Appointment shall be sent by
the Bidder to both the Contracting Authority at the address stated in Clause 13
below and to the Head of the Spanish Economic and Commercial Office in Vietnam
at the following address:

It will be allowed, after being registered as a single company, to Bid in a Joint
Venture or Consortium with other registered or non registered Bidders. In this case,
before the deadline for obtaining the Bidding Documents, the Bidders must
communicate the Contracting Authority and the Spanish State Secretariat for Trade
its intention to participate in the Bid as a member of a Joint Venture or Consortium
by submitting a Letter of Registration and a Letter of Appointment of Joint Venture
or Consortium as stated in Clause 7 above. A Bidder participating on its own or as a
member of a Joint Venture or Consortium shall not be allowed to participate in more
than one Bid.
9.
Only registered Bidders shall be entitled to request clarifications on the Bidding
Documents and to attend the Clarification Meeting and the Site Visit.
10. A compulsory Clarification Meeting and a Site Visit will be held on November 21,
2014, at 10.00 a.m. (Vietnamese Time) in Binh Duong. At this meeting, the
Contracting Authority shall announce the list of the companies which have obtained
the Bidding Documents and have been duly registered. Only these companies shall
be invited to the Clarification Meeting and the Site Visit.

11. All costs arising from attending the compulsory Clarification Meeting and the Site
Visit must be borne by the Bidders. The Contracting Authority will send, within 35
(thirty-five) days from the date of publication of the Invitation for Bid, the schedule
of the Clarification Meeting and the Site Visit to those Bidders who have collected
the Bidding Documents.
12. Bids must be delivered to the address specified in Clause 13 below, no later than
January 13, 2015, at 10.00 a.m. (Vietnamese Time). Bids received out of time will
be rejected.
13. Bids will be opened on January 13, 2015, at 10.00 a.m.( Vietnamese Time) in the
presence of duly authorized representatives of Bidders wishing to attend and a
representative of the Spanish Economic and Commercial Office in Vietnam at the
address below:

14. All Bids must be accompanied by a Bid Security duly issued by a bank of renowned
international prestige in the amount of EUR 150,000.00 (one hundred and fifty
thousand euros) valid for a time period of 150 (one hundred and fifty) days.
15. 2 (Two) hardcopies and 2 (two) electronic copies of each of the submitted Bids shall
be given to the representative of the Spanish Economic and Commercial Office in
Vietnam at the time of the opening of the Bids.
