THE FEI CODE OF CONDUCT
FOR THE WELFARE OF THE HORSE
The Fédération Equestre Internationale (FEI) expects all those involved in international
equestrian sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept
that at all times the welfare of the horse must be paramount and must never be
subordinated to competitive or commercial influences.
1.
At all stages during the preparation and training of competition horses, welfare must
take precedence over all other demands. This includes good horse management,
training methods, farriery and tack, and transportation.
2.
Horses and Athletes must be fit, competent and in good health before they are
allowed to compete. This encompasses medication use, surgical procedures that
threaten welfare or safety, pregnancy in mares and the misuse of aids.
3.
Events must not prejudice horse welfare. This involves paying careful attention to
the competition areas, ground surfaces, weather conditions, stabling, site safety and
fitness of the horse for onward travel after the event.
4.
Every effort must be made to ensure that horses receive proper attention after they
have competed and that they are treated humanely when their competition careers
are over. This covers proper veterinary care, competition injuries, euthanasia and
retirement.
5.
The FEI urges all involved with the sport to attain the highest levels of
education in their areas of expertise.

The number of athletes required to present themselves for the prize-giving ceremony of each
competition is 10.
4. INSURANCES
All owners and athletes are personally responsible for damages to third parties
caused by themselves, their employees, their agents or their horses. They are
therefore strongly advised to take out third-party insurance providing full coverage
for participation in equestrian events at home and abroad, and to keep the policy
up to date.
The FEI insures all FEI Officials, whose names are published in the FEI Officials
lists, against third party liability including Judges, Course Designers, Technical
Delegates, FEI Stewards, FEI Veterinary Delegates, Para Classifiers, Members of
the Judges’ Supervisory Panel and FEI Coaches (FEI MCP Veterinarians are
covered under a different policy):
-
Who are acting for or on behalf of the FEI as stated in the approved
schedule of the Event or who are acting in the scope and course of the FEI’s
Business as described in the final approved schedule; and
-
Who have received the status of FEI Officials at FEI Events through a
qualification process.
The FEI will NOT insure:
-
National officials officiating at FEI Events; and/or
-
FEI Officials, who have no official function at the Event.
The insurance extended is for any liability that the FEI Official incurs to a third
party, and for the costs of defending any such claim arising as a result of actions
undertaken by the FEI Official in good faith (including errors and omissions) on
behalf of the FEI. However, the insurance for obvious reasons does not extend
to any liabilities incurred as a result of an FEI Official’s dishonest, fraudulent,
malicious, and/or illegal act.
Should an FEI Official become aware of an incident that he or she believes might
result in a claim, that FEI Official should notify the FEI immediately and provide
all of the facts known to the FEI Official. The FEI cannot guarantee the insurance
coverage described above in circumstances where the FEI Official has good
cause to believe that there might be a claim and does not provide such timely
notice directly to the FEI.

PROTESTS/APPEALS
To be valid, all Protests and Appeals must be made in writing and accompanied by a
deposit of CHF 150.- or equivalent.
9.
EVENT'S ORGANISATION
In exceptional circumstances, together with the approval of Chefs d'Equipe and Ground Jury
the OC reserves the right to modify the schedule in order to clarify any matter or matters
arising from an omission or due to unforeseen circumstances. Unforeseen circumstances
do not include situations arising as a results of the OC altering the approved Schedule
without FEI’s authorisation. Any such changes must be notified to all competitors and
officials as soon as possible and they must be reported to the FEI Secretary General by the
Foreign Judge.
10.
SCHOOLING DURING COMPETITIONS
Riders wishing to school during speed competitions (Table A and Table C) must inform
the OC before these competitions begin. These riders will start first in these competitions.
11.
DISPUTES
In the event of any discussion concerning the interpretation of the schedule (in translated
languages), the English version will be decisive.
12.
RESULTS
In order to proceed with the results publication and for qualification purposes the FEI
requires results to be uploaded directly on the FEI Database within five days after
the conclusion of the event.

14. STEWARDING
The following policy is effective as of 1 July 2014:

If an athlete is uncertain as to whether the boots he/she intends to use during an event
are allowed, he/she or his/her representative should show the boots to the Chief Steward
for his/her opinion before the boots are used in training or in competition.

In addition, athletes are to be made aware that hind boots must be removed and placed
again on the horse’s legs in the presence of a Steward while in the warm-up arena prior
to entering the competition arena for certain competitions. (If bandages are used in
place of boots, athletes are not required to remove the bandages in the warm-up arena.)
This procedure is compulsory for competitions for which boot and bandage control is
mandatory, that is the Nations Cup, Grand Prix, and the competition with the highest
prize money, and is at the discretion of the Chief Steward for other competitions.
·
As an alternative to carrying out this procedure at the time designated by the Steward
an athlete may ask his/her groom to take the boots to the in-gate and place them on
the horse’s legs in front of the Steward prior to the combination entering the arena.
·
The Steward has the authority to intervene if a boot is deemed excessively tight by
instructing that the boot be removed and put on again correctly. [Stewards are to note
that it is normal for a horse’s gait to be somewhat affected immediately after boots have
been removed and re-placed.] If an athlete or his/her groom refuses to remove and replace the boot(s) when instructed to do so by the Steward, a Yellow Warning Card will
be issued to the athlete in question.
·
If it is deemed impossible or unsafe to remove the hind boots in the warm-up arena prior
to the combination entering the competition arena, due to an extremely excited or
nervous horse, the boots of the horse in question are to be removed by the
athlete/groom following the athlete’s round upon leaving the arena and inspected by the
Steward. This inspection may be carried out during the boot and bandage control if the
boot and bandage control is carried out for the competition in question.
·
This procedure does not replace boot and bandage control after completion of an
athlete’s round for competitions for which boot and bandage control is mandatory (refer
to JRs Art. 244.1).

2. HEALTH REQUIREMENTS
GENERAL
In accordance with the FEI Code of Conduct it is imperative that all horses at FEI Events
are physically fit and free from infectious disease before allowed to compete.
ENTRY OF HORSES
Horses entering Chile must comply with the sanitary requirements asked by the
relevant Agricultural Ministry for the Games.. Team managers and Shipping agents for
horses requiring such certification and/or any possible special requirements must liaise
closely with the relevant authorities and the Organising Committee in good time to

ensure that horses can be moved with maximal efficiency and minimum wastage of
time. Therefore all shippers and National Federations are requested to work within a
coordinated approach with the relevant authorities of Chile and those of their country
of Origin. Horses being re-exported to other countries, must comply with the conditions
put in place to allow that. If order to ensure minimal problems, such conditions must
be established in good time, and shipping agents and the organizing Committee must
be aware well in advance of the Games, so that appropriate measures can be
undertaken

EXIGENCIAS SANITARIAS PARA LA INTERNACIÓN DE EQUINOS BAJO EL RÉGIMEN DE
ADMISIÓN TEMPORAL
Servicio Agrícola y Ganadero - SAG - Chile
Las facultades conferidas por la Ley N° 18.755, Orgánica del Servicio Agrícola y
Ganadero; la Ley N°18.164, que introduce modificaciones a la legislación aduanera;
DFL. RRA. N° 16 de 1963, sobre Sanidad y Protección Animal; Decreto Nº 16 de 1995,
del Ministerio de Relaciones Exteriores que promulga el “Acuerdo
de Marrakech”, por el que se establece la Organización Mundial del Comercio y los
Acuerdos Anexos, entre ellos el de aplicación de Medidas Sanitarias y Fitosanitarias;
las Resoluciones del Servicio Agrícola y Ganadero Nºs 1.808 de 1990, y 1.150 de 2000;
y las recomendaciones del Manual y Código Sanitario para los
Animales Terrestres de la Organización Mundial de Sanidad Animal (OIE).
CONSIDERANDO:
1. Que el Servicio Agrícola y Ganadero es el organismo público garante de la sanidad
animal.
2. Que es función del Servicio Agrícola y Ganadero adoptar las medidas tendientes a
evitar la introducción de enfermedades que puedan afectar la Salud Animal.
3. Que es necesario adecuar las regulaciones nacionales a los estándares de los
Organismos Internacionales de referencia.
RESUELVO:
1. Establécese exigencias sanitarias específicas para la internación a Chile de equinos
bajo el régimen de admisión temporal, de menos de 6 meses, para participar en
competencias o exhibiciones
2. Los equinos provienen o han transitado por países o zonas que han sido declarados
por la Organización Mundial de Sanidad Animal (OIE) como libre de Peste Equina y tal
condición sanitaria ha sido evaluada favorablemente por Chile.
3. Los equinos provienen o han transitado por países o zonas en la que no se ha
declarado ningún caso de Durina (Trypanosoma equiperdum) durante los seis meses
anteriores a la exportación.
4. En la certificación deberá señalarse él o los países donde hayan permanecido los
equinos los 90 días previos a su arribo al país.
5. En el recinto donde permanecieron y en los predios colindantes, durante 90 días
previos al embarque, no se han presentado evidencias clínicas de las siguientes
enfermedades: Anemia infecciosa equina, Encefalomielitis equina (Este, Oeste y
Venezuela), Fiebre del Nilo Occidental (West Nile), Estomatitis
vesicular, Rabia, Piroplasmosis, Surra o Mal de Caderas (Tripanosoma evansii),
Influenza equina, Muermo, Rinoneumonitis, Encefalitis japonesa y Gurma equina
(Streptococcus equi).

6. Al momento del embarque, los animales no presentaron síntomas de enfermedades
transmisibles y en los 30 días que lo precedieron, fueron sometidos, con resultados
negativos, a las siguientes pruebas diagnósticas y/o vacunaciones
6.1 Anemia infecciosa equina: Prueba de Inmunodifusión en gel de agar (Test de
Coggins) o cELISA.
6.2 Encefalomielitis equina (Venezolana):
Animales vacunados: Certificación de la inmunización realizada entre los 15 y 60 días
previos al embarque. Indicar nombre del producto y fecha de vacunación.
6.3 Influenza equina:
Vacunación con vacuna inactivada, aplicada entre 3 meses y 30 días previos al
embarque.
Indicar nombre del producto y fecha de vacunación.
6.4 Muermo: Prueba de Fijación del Complemento o ELISA.
6.5 Herpes Virus Tipo I:
a) Animales no vacunados: Prueba de Seroneutralización con resultado menor o igual
a 1:8.
b) Animales vacunados: Certificación de la inmunización realizada como máximo 12
meses y mínimo 30 días previo al embarque. Indicar nombre del producto, marca
comercial y fecha de vacunación.
7. Las pruebas diagnósticas señaladas, deberán efectuarse en laboratorios oficiales o
reconocidos oficialmente.
8. Los animales no deben ser inmunizados con vacunas a gérmenes vivos,
exceptuándose las vacunas contra Herpes virus Tipo I, si corresponde.
9. El traslado de los animales hasta el lugar de embarque deberá realizarse bajo control
oficial, en vehículos aseados y desinfectados, sin entrar en contacto con animales
ajenos a la exportación,
debiendo adoptarse todas las medidas y precauciones que aseguren la mantención de
las condiciones sanitarias y de bienestar de los animales.
10. Los animales deben venir amparados por un certificado sanitario oficial, extendido
en español y en el idioma oficial del país de origen, otorgado al momento del embarque
por la autoridad sanitaria competente del país de procedencia, que acredite el
cumplimiento de las exigencias sanitarias.
11. En la certificación se deberá dejar constancia de las vacunaciones a que han sido
sometidos los animales, indicando el tipo de vacuna y la fecha de vacunación, además
de los protocolos correspondientes a las pruebas diagnósticas, como también se deberá
indicar la fecha y tipo de tratamiento antiparasitario a que han sido sometidos.
12. Los animales deberán llegar con la anticipación suficiente para cumplir con el
período mínimo de cuarentena de 3 días, durante el cual no se realizará toma de
muestras, a excepción que el ejemplar evidencie enfermedad.
13. Se prohíbe la monta y/o extracción de semen, durante todo el tiempo de
permanencia de los animals en Chile.
14. Si la cuarentena se realiza en el mismo recinto en que se efectuará la competencia
o exhibición, y en él permanecerán equinos nacionales, ajenos a la competencia:
14.1 Los equinos que no participen de la competencia o exhibición, deberán estar
suficientemente aislados de los animales extranjeros y de los nacionales que regresan
al país para participar en la competencia o exhibición, mientras permanezcan en el
recinto, ya que al sospecharse y/o constatarse alguna enfermedad infectocontagiosa,
a todos los animales que hayan estado en contacto con el animal enfermo o sospechoso
de estarlo, se les aplicarán las medidas sanitarias que determine el Servicio.
14.2. El entrenamiento deberá efectuarse en horarios diferidos, de los ajenos a la
competencia o exhibición, en el caso que se deban utilizar lugares comunes.
15. Los organizadores de la competencia o exhibición deberán:
15.1 Comunicar por escrito a la Oficina del Servicio en que se ubica el lugar de
cuarentena, el nombre de la persona que los representará, para coordinar y solucionar

todos los aspectos relacionados con la importación, el cual deberá ponerse en contacto
con el Servicio previo a llegada de los animales con la debida anticipación para estos
efectos.
15.2. Entregar al Servicio una nómina con el nombre y propietario de los equinos
nacionales que permanezcan o ingresen al recinto e informar por escrito el destino de
los que salgan de él.
16. Sin perjuicio de lo establecido en la presente resolución, estas internaciones están
sujetas al cumplimiento de todas las normas legales y reglamentarias relacionadas con
la prevención y control de las enfermedades de los animales, vigentes en el país.
17. Derógase la Resolución de este Servicio Nº 1.808 de 1990, que fija las exigencias
sanitarias para la internación de equinos bajo régimen de admisión temporal.

FEI Passports or FEI Recognition Cards - for those Horses with a national passport

Athletes whose Horse’s Passport and/or Recognition Card is not correctly validated,
or failing to meet other passport requirements including for vaccination and Equine
Anti-Doping and Controlled Medication control (Veterinary Regulations Article 1030)
will be subject to Sanctions in accordance with the Veterinary Regulations.
Athletes will be required to write their name and counter sign next to any passport
irregularity entry noted, as an acknowledgement, prior to receiving the passport and
leaving the show ground. Following a warning being issued for such an irregularity
the Athlete will have 30 days to correct this, failure to correct such irregularities within
30 days will result in a sanction being imposed.
Note: for Horses permanently resident in a Member State of the European Union, all
Horses must have a national EU passport in compliance with EU Regulations, to which

a FEI Recognition card is applied. The exception to this being Horses in possession of
an FEI passport which has been continually revalidated without interruption.
VACCINATIONS - EQUINE INFLUENZA

All proprietary equine influenza vaccines are acceptable to the FEI irrespective of the
route of administration. •All vaccines must be administered by a Veterinarian. •The
vaccination should be administered according to the manufacturer’s instructions (i.e.
intramuscular injection or intranasal)

must be recorded in the FEI passport.
Horses competing at FEI Events must comply with the requirements for Equine
Influenza vaccination in accordance with the Veterinary Regulations and as

Exceptions to the requirement for FEI equine influenza vaccinations currently exist
only for those Horses competing at CNs or CIMs where there are no national
requirements for influenza vaccination in both the Event host country and the Horse’s
country of origin (General Regulations Article 137). There will be no exceptions
therefore for these Games.
Veterinary Aspects (2014 FEI Veterinary Regulations)
Veterinary Exams and Horses Inspections
These will be carried out according to the 2014 FEI Veterinary Regulations and Rules
for the competitions. 1. First Veterinary Examination and Passport Control The First
Veterinary Examination takes place after the arrival of the horses at the Equestrian
Center and it is carried out by a veterinarian of the Veterinary Commission,
establishing the identity of every horse and verifying general health and freedom from

infectious disease. Compliance with the FEI requirements for Equine Influenza is
required before entry of horses to the venue is permitted (see below). It must have
an Official FEI Passport or recognition card, approved and recognised by the FEI as a
means of identification and to establish ownership. Associated microchips may be
read.
Horses Inspection for Dressage, Jumping, Eventing Events.
The horses participating in these events will have to be accepted at their relevant
Horse Inspection before these competitions, according to the time established it the
Competition Schedule.
Any other veterinary controls will be ruled according to the FEI Veterinary Regulations
2013and he effective regulations for the different disciplines to the time of the games.
Veterinary Examinations, Horse Inspections And Passports Control
These will be carried out under the effective FEI Veterinary Regulations at the date
ofcompetition: Regulations for each discipline. The Reinspections allowed by the
regulations, if necessary, will be carried out the days consigned in the Competition

LIMB SENSITIVITY EXAMINATION
All Horses competing at the Event are subject throughout the Period of the Event to
Examination under the 2014 FEI Veterinary Regulations, the Limb Sensitivity Protocol.
The objectives of the Protocol are to: (i) safeguard the welfare of the horse, according
to the principles outlined in the Code of Conduct for the Horse, and (ii) to ensure a
level playing field for all Athletes. Horses are not eligible to compete when a limb, or
part of a limb, is hyposensitive or hypersensitive. Hypersensitive limbs have an
excessive or abnormal reaction to palpation. Hyposensitive limbs include any
alteration in sensitivity induced by a neurectomy or chemical desensitisation for as
long as the alteration in sensitivity persists.
Horses may be examined under the Protocol at any time during the Period of the
Event, including, but not limited to, between rounds and before the Jump Off and they
may be examined once or on multiple occasions. All Horses selected to be tested must
submit promptly to the Examination or are subject to immediate Disqualification.
There is no obligation to examine any specific number of Horses during the Event.
5. TRANSPORT OF HORSES
Horses must be fit to travel and be transported in vehicles suitable for the transport of horses.
Any government requirements for disease testing and control must be requested well in
advance, and the Horse be in compliance by the time of arrival at the border of the country
where the Event is taking place. Athletes, or their representatives, have a responsibility to be
in compliance of national legislation in both the country of origin, return, and the host nation
of the Event; where necessary Athletes must contact local government authorities or veterinary
advisors for information regarding animal health requirements and transport legislation. Within
the European Union (EU), this includes EU Council Regulation (EC) No 1/2005 concerning the
protection of animals during transport within the Member States of the EU.

SAMPLING
All horses competing at FEI Events may be subject to sampling for the presence of FEI Equine
Prohibited Substances in accordance with the FEI Equine Anti-Doping and Controlled Medication
Regulations (EADCMRs). Horses may be selected for sampling in accordance with obligatory
testing, targeted or random sampling procedures (2013 Veterinary Regulations Article 1057
and 1058).
CLEAN SPORT INFORMATION
The current FEI Equine Prohibited Substances List of Banned Substances and Controlled
Medications (the EPSL) is available on the FEI Clean Sport website: www.FEICleanSport.org as
a PDF document, database or smart phone app. Detection times are also provided for a limited
number of Controlled Medication substances where available.
Elective Testing may be carried out, by Competitors for their Horses, prior to an Event to check
for the presence of prohibited substances (please refer to www.FEI.org/veterinary for
information and details Art. 1956)

Veterinary Regulations
Veterinary treatment or supportive therapy required during an Event is under the
control of the FEI Veterinary Official (Veterinary Delegate) and only permitted stable
opening hours when:
a) authorised using the appropriate Veterinary Form (see table below, or VRs), either
prior to the competition or prior to administration once the competition has begun;
b) conducted within the designated Treatment Boxes which are available during stable
opening hours and
c) administered by an FEI Veterinarian (VRs article 1003) or Other Treating
Professional (VRs article 1021).
Heated or magnetic blankets, physical therapy, ice and cold water, non-prohibited,
authorised substances that are administered orally or by nebulisation, or those
treatments exceptionally authorised by the Veterinary Delegate are allowed in the
Horse’s own stable.

Supervision of all such treatments by FEI Officials may take place directly on a random
check basis or by requesting to see a copy of the relevant authorisation. No treatments
may take place without coming under such control and authority, except in the case
of a clear emergency, when a retrospective authority may be considered if the Horse
is to continue.
VETERINARIANS AT EVENTS
2014 Veterinary Regulations
VETERINARY SERVICES MANAGER (VSM)
All Organising Committees must appoint a FEI Veterinarian as a Veterinary Services
Manager to be responsible for assisting the organiser in achieving the Minimum
Veterinary Standards and facilities required for an FEI Event. The VSM will ensure
sufficient numbers of treating veterinarians are available for the type of Event and the
number of Horses attending. The VSM may be the event treating veterinarian
themselves.
FEI VETERINARIANS
All veterinarians treating Horses during FEI Events, including Team Veterinarians,
Athlete’s Private Veterinarians and Treating Veterinarians must be registered with the
FEI as FEI Veterinarians – either Permitted Treating or Official Veterinarians.
Veterinarians must carry their FEI ID Card with them at all times when in attendance
at Events and must present this on the request of FEI Stewards or Officials. Athletes
are advised to ensure that any veterinarian they wish to treat their Horse during an
Event is registered in the correct way with the FEI. Registering as an FEI Veterinarian
does not give any automatic right to having accreditation which is issued by the event
Organising Committee.

FEI Veterinary Delegates must verify that adequate facilities and services are provided
by the Organising Committee prior to the start of the Event, and ensure that FEI
Stewards are aware of the requirements for the authorisation of Veterinary Forms,
other treatments and the FEI Veterinarian ID Card during Events.

XI. HUMAN ANTI-DOPING
At a minimum, and pursuant to the ADRHAs, Organisers must provide the following at
Events where human anti-doping testing is scheduled to take place at least 2 months
prior to the Event:
1.
One (1) staff member able to act as point of contact and coordinator for the
Doping Control Officers (DCOs) with the contact name and details of this staff member to
be communicated to the FEI at least two (2) weeks prior to the starting date of the Event.
2.
Human anti-doping facilities reasonably separated from public activity, consisting
of:
- one (1) private room exclusively dedicated for use by the DCOs with one (1) table, two
(2) chairs, pens and paper and one (1) lockable fridge; and
- a waiting room/area with a suitable number of chairs as well as an appropriate amount
of individually sealed, non-caffeinated and non alcoholic beverages, which includes a mix
of natural mineral water and soft drinks ; and
- one (1) private and clean bathroom/toilet, adjacent or as near as possible to the DCO
room and waiting area.
3.
Staff members (or volunteers) of both genders, able to act as Chaperones. The
number of Chaperones available to the OC must be communicated to the FEI as early as
possible following receipt by the OC of the Testing plan for the Event. Please see the
qualifications for Chaperones in the ADRHAs.

DEDUCTIONS FROM PRIZE MONEY AT COMPETITIONS
Full details of any deductions from prize money must be outlined in the schedule.
This includes government taxes. If it is necessary for OCs to deduct such taxes,
they must provide participants with an official form indicating the amount of tax
deducted.
The tax form must be provided to the athletes upon arrival and returned to the
OC prior to departing.
IMPORTANT
The total amount of prize money shown for each Competition in the schedule must
be distributed. (GR Art 127, 128)
For details of the Breakdown for each competition please refer to the tables at the end of
this document; the OC must specify which of the two tables will be used. The total prize
money for the competition must be distributed among the first 12 placed athletes. The OC
must provide additional created prizes for athletes placed beyond 12th place. The minimum
amount for each of these additional prizes, for athletes placed from 13th to last place, must
be clearly specified in the approved schedule.
