PRE- FEASIBILITY REPORT Vardan Environet 16 Project Name- Mining of Sand(Minor Mineral) Bega-Chandauli-Pabnera Unit, Tehsil & District- Sonipat, Haryana M/s Aleron Consultants (India) Private Ltd. 1.0 EXECUTIVE SUMMARY Letter of Intent (LOI) for mining contract Bega-Chandauli-Pabnera Sand Unit, Sonipat for minor mineral sand over an area of 45.22 ha has been granted from Director Mines & Geology department, Chandigarh, Haryana,. Memo No. DMG/HY/Cont/Bega-Chandauli-Pabnera/2015/ dated 21/01/2015, for the period of 8 year to M/s Aleron Consultants (India) Pvt. Lt d.(Copy enclosed as Annexure-I) The proposed production capacity of sand is 16,50,000 MTPA. The contract area lies on Yamuna riverbed/Private Agricultural land. The total mine contract area is 45.22 ha which is non forest land. The proposed mining contract project covered the riverbed/Private agriculture land. 1. Bega/Chandauli/Pabnera River bed Block (area of 35.02 ha) 2. Chandauli Outside River Bed Block (area of 10.20 ha) The period of contract shall be 8 years and same shall commence with effect from date of grant of Environmental Clearance by the competent authority or on expiry of 12 months from the date of issuance of Letter of Intent, whichever is earlier. The following special conditions shall be applicable for the excavation of minor mineral from river beds in order to ensure safety of river-beds, structures and the adjoining areas: a. No mining would be permissible in a river-bed up to a distance of five times of the span of a bridge on up-stream side and ten times the span of such bridge on down-stream side, subject to a minimum of 250 meters on the up-stream side and 500 meters on the down-stream side; b. There shall be maintained an un-mined block of 50 meters width after every block of 1000 meters over which mining is undertaken or at such distance as may be directed by the Director or any officer authorized by him; c. The maximum depth of mining in the river-bed shall not exceed three meters measured from the un-mined bed level at any point in time with proper bench formation; d. Mining shall be restricted within the central 3/4th width of the river/ rivulet; e. No mining shall be permissible in an area up to a width of 500 meters from the active edges of embankments in case of river Yamuna, 250 meters in case of Tangri, Markanda and Ghaggar and 100 meters on either side of all other rivers/rivulets; f. Any other condition(s), as may be required by the Irrigation Department of the State from time to time for river-bed mining in consultation with the Mines & Geology Department, may be made applicable to the mining operations in riverbeds. A safety margin of two meters shall be maintained above the ground water table while undertaking mining and no mining operations shall be permissible below this level unless a specific permission is obtained from the competent authority in this behalf. New contract 2.2 Brief description of nature of the project The proposed mining contract area is 45.22 Hect. of Bega-Chandauli-Pabnera Sand Unit, Sonipat , Haryana is located on NH -1 ( 13 km, W) & SH-11 (11 Km, S). It has been proposed to excavate approximately 16,50,000 MT per annum of sand from the bed of the Yamuna River/Private Agricultural field. The Sand material will be replenished during monsoon season every year, as the mining will be undertaken on a rotation basis, in such a way that excavated areas of previous years of mining will act as depository for the post monsoon season. 2.3 Need for the Project and Its Importance to the Country or Region Building huge infrastructure as envisaged by Government of India/Haryana Government particularly in road and housing sector requires basic building and construction raw materials. The sand is one of primary building material required for the purpose. The mining activities as proposed are the backbone of all construction and infrastructure projects as the raw material for construction is made available only from such mining. The sand to be excavated is in high demand at the local market for real estate and infrastructure industry. This project will also provide employment to local people helping them earn livelihood. In addition to this, it will further prevent widening of the Yamuna river bed due to the deposition of sediments which if not mined out will result in raising of the river bed causing flooding, damage to the adjoining areas, destruction of life and property. 2.4 Demands-Supply Gap The demand for Sand is ever growing with the growth of the infrastructure sector in our country. The mineral is used mainly in the construction activities like roads, buildings, bridges etc specially in NCR. The requirement for the mineral is always high in the nearby cities and towns. Therefore there is always a good demand of the mineral in the domestic market. 2.5 Imports vs. Indigenous Production The demand in the domestic market is high sand mineral is available in abundant quantity in the contracted area and can be excavated indigenously. Import does not apply in the present case of sand mining. Export Market The proposed mining activity is for indigenous consumption only for real estate and infrastructure sector etc. No possibility of export of sand from this contract. 2.8 Employment Generation (Direct and indirect) due to the project This project operation will provide livelihood to the poorest section of the society. It will provide employment to the people residing in vicinity and indirectly by the development of supporting infrastructure. 3.0 PROJECT DESCRIPTION 3.1 Type of Project Including Interlinked and Interdependent Projects, If Any. The proposed project of 45.22 Hect area is of Bega-Chandauli-Pabnera Sand mining project. The mineral excavated will be directly transported to the real estate, construction and infrastructure projects. 3.2 Location The mining contract area is linearly stretched in 1 Block/Quarry located on Yamuna at Bega-ChandauliPabnera Sand Unit, Sonipat, Haryana. The project falls in SOI Toposheet No. H43R4, H43X1, H43R8, H43X5 The contract area lie on 20 km Southwest direction fom Sonipat town. Figure 1 Location map of the Project site Key plan is attached as Annexure-III 3.3 Details of Alternate Sites Rivers and streams by far have been the most lucrative and attractive source for extracting large volume of building materials such as boulders, stone, pebbles, sand and gravel for a variety of construction activities. Following are some advantages of using river sediments as compared to the crushing of rockmass from rock-in-situ quarries. • Due to attrition, the material is already granulated and rounded, well sorted and generally clean • Sediments can easily be collected / extracted by digging less deep pits in active channel or dry river beds of upper terraces • Invariably free from weak materials and interstitial loose / fine material. • Not far from cities or market as the civilization has developed near the bank of rivers • Require comparatively less processing. Vardan Environet 21 Project Name- Mining of Sand(Minor Mineral) Bega-Chandauli-Pabnera Unit, Tehsil & District- Sonipat, Haryana M/s Aleron Consultants (India) Private Ltd. • Natural replenishment takes place annually due to transportation of sediments from upper course/reaches during high stage of river, which is achieved a number of times during monsoon In plain reaches, where the bed slope is gentle, the river bed is overlaid with matrix mainly comprising of sand of different gradation along with silt and clay. In the present case, the Government of Haryana has issued LOI for riverbed mining to the project proponent for carrying out extraction of sand in Riverbed and Private Agricultural land falling within the territory of Tikola-1 Sand unit, Sonipat. Thus, the mining site has been specified by the government and thus, there is no case for alternate site studies. Besides this any other alternative other than river bed mining like mining of rock in-situ quarry shall result in exorbitant cost, result in comparatively higher land degradation and cause more environmental impacts. 3.3.1 Size or Magnitude of Operation The mine contract area is land in the river section and the project is contemplated to win the mineral sand by fully mechanized open cast method of mining without blasting. The daily production has been contemplated as 5501.66 MT. 3.4 Size or magnitude of operation The proposed mine has contract over an area of 45.22 Hect.. The maximum rated capacity of the project will be 16,50,500 MT Per annum which will be excavated out in layers upto a depth of 3m in Riverbed & 9m in Agricultural field. 3.5 Project description with process details Method of Mining The method of mining is open cast mechanized method. Mining will be done by deploying earthmovers like excavator/Poclain, Backhoe and loaders for loading of mineral into trucks, tippers and tractor/trolleys and directly transported into market. Mining Machinary and transporting vehicles may be deployed on contractual basis. No mineral beneficiation will be carried out at the site 3.6 Raw Material Required Along With Estimated Quantity, Likely Source, Marketing Area of Final Product/s, mode of Transport of Raw Material and Finished Product No raw material will be required in the proposed project. The operation involves the excavation of sand in its existing form and transported to the endusers. Thus a scientific approach will be taken up for excavation of mineral with systematic method. There will be no overburden or solid-waste generation. 3.8 Availability of Water, its Source, Energy/ Power Requirement and Source 3.8.1 Water Requirement Total Water Requirement (20 KLD) Dust Suppression Domestic Plantation (12 KLD) (2 KLD) (6KLD) Thus total water requirement will be 20 KLD. This water will be supplied from the Available sources from nearby villages through tankers. 3.8.2 Power All the activities will be carried out in a mechanized manner. The material will be excavated and loaded directly into, dumpers. tractors-trolley etc by the diesel run excavator cum loaders. The operation will be done only from sun rise to sun set. So there is no power requirement for the mining activity. 3.8.3 Liquid Effulent Septic tanks/portable toilets will be provided at the project site. SITE ANALYSIS 4.1 Connectivity 4.1.1 Nearest Railway Station- Sonipat Railway station – 20 km, SW Vardan Environet 24 Project Name- Mining of Sand(Minor Mineral) Bega-Chandauli-Pabnera Unit, Tehsil & District- Sonipat, Haryana M/s Aleron Consultants (India) Private Ltd. 4.1.2 Nearest Airport- Indira Gandhi International Airport, Delhi – 60 km, S 4.1.3 Nearest Highway- NH -1 (13 km, W) & SH-11 (11 Km, S) 4.2 Landform, Landuse and Land ownership The contracted block is a part of Yamuna riverbed/Agricultura field. The proposed activity is to take place in the stream bed and hence there will be no change in land use. 4.3 Topography The district of Sonipat is bounded by 28048’15” to 29017’10” north latitude and 76028’40” to 77012’45” east longitude. It falls in the survey of India topo sheets no.53C, 53D, 53G & 53H covering an area of 2260.53 sq.km. Sonipat is one of the smallest districts in Haryana State and covers 5.11 % area of the state. The district is surrounded by Panipat district in the north, Jind district in the west, Rohtak district in the S.W direction and Delhi in the South. 4.4 Existing land use pattern and shortest distances from Forests, Water bodies, Eco sensitive areas, etc. The mine contract area is an undulating River bed/Agricultural field. There is no forest land in the mine contract area. The entire mining contract lies within the bed of Yamuna River/Private Agricultural land. No Protected & Reserve Forest areas present within 10 km of the project site. 4.5 Existing Infrastructure The site being on Yamuna River bed has no existing infrastructure, except for connecting road for transportation. 4.6 Environmental Settings (Secondary Sources) Physiography & Drainage: The River Yamuna, which borders the district in the East, is the main river in the district. The district is drained by drain no.8, which was constructed to take out excess monsoon runoff from uplands to River Yamuna. The areas east of upland plains are more prone to flooding because of its low-lying nature. Depth to water level during pre-monsoon varies from 1.41– 23.22m while during post-monsoon it varies from 0.99 – 24.46m. The depth to water level lies within 10m below the land surface in most parts of the district. It rests between 2 to 25m deep in the eastern side and 2 to 10m in the north western parts of the district. An only in small patch in the Rai block, water table is deeper having range of 20m to 40m. Geography: The area forms a part of the Indo-Gangetic plains and exhibit flat terrain with general slope from north to south. The maximum elevation of the plain is 230m above msl. Topographically the district can be divided into the following units. 1. Active flood plains along the present day course of the river Yamuna in eastern part of the district. Abandoned flood plains of recent past. These are generally bordering the active flood plains and are wider, low lying flat tracts. 3. Upland plains representing the relatively older river deposits. The western Yamuna canal has been roughly aligned along the ridge formed by upland Plains. Climatic condition The climate of the district is characterized by the dryness of the air with an intensely hot summer and a cold winter. The cold season starts by late November and extends to about the middle of March. It is followed by hot season, which continues to about the end of June when the southwest monsoon arrives over the district. The period from July to September is the southwest monsoon season. January is the coldest month with mean daily maximum temperature 21.3oC and mean daily minimum temp 7.3oC. May is the hottest month with mean daily maximum temp 26.6oC. In May and June, the maximum temperature sometimes reaches about 47oC. Rainfall: The normal annual rainfall of the district, based on the record for the period 1901-1980 is 567 mm recorded in 30 rainy days in a year. About 76% of the annual rainfall is recorded during the southwest monsoon from June-September. July is the wettest month of the year with 7.5 rainy days and 169 mm rainfall. During the period 1901-80, deficient to scanty rainfall was recorded in 18 years. The probability of occurrence of rainfall in the range 400-700 mm is 0.65. Administrative set-up The district comes under Rohtak division administratively. Since then, many small and big industries has been established. Sonipat has four industrial areas (Sonipat, Kundli, Rai, Barhi) which contain numerous small- and medium-scale industries. Sonipat is the major industrial area in Haryana, the Old Sonipat Industrial Area has now gone into a limbo of sorts. The area is no longer under the Vardan Environet 26 Project Name- Mining of Sand(Minor Mineral) Bega-Chandauli-Pabnera Unit, Tehsil & District- Sonipat, Haryana M/s Aleron Consultants (India) Private Ltd. District Industries Centre (DIC) and its current monitoring authority the Haryana Industries and Infrastructure Development Corporation (HSIIDC) is yet to complete the handover formalities. Due to this, the 100 operational units in the industrial area spread across 140 acres are in a fix. These units do not know to whom they should consult and where should they go for redressal of infrastructure problems. Geophyical Status About 28% area is adversely affected with shallow ground water salinity. Such areas include few localities in Mundlana, Gohana, Kathurah and Kharkhauda blocks. Ground water is saline within 20m depth over half of the Sonepat district particularly in the areas lying in west, northwest, and south of the district. However, the impact of ground water salinity is less in the vicinity of river and canals. Part of the study area over northern eastern, northeastern, central and southeastern direction has fresh quality of ground water within a depth of 40 to 80 m b.g.l. Such areas include blocks of Sonepat, Rai, & Ganaur. Major area has saline quality of ground water in the depth range of 40 to 80m depth b.g.l. The prominent localities where considerable thickness of aquifer bearing fresh ground water has been inferred are Kheora, Ganaur, Chirasmi, Quamaspur, Kheri-gujar, Rajpura, Ghasauli, Murthal, Majrimawai and Ahulana. Part of the area over southeast and small pockets in extreme north and northeast of Sonepat district has been identified bearing fresh ground water within a depth of 100 to 150m b.g.l. The prominent localities where fresh water available within 100 to 150m depth are around Simbalgarh and Jagdishpur lying in extreme northeast and southeast of the district adjacent to Yamuna river. Part of the district over northwest, west and south is water logged which is also one of the reason for ground water salinity. Preventive measures are suggested to stop water logging. The salient features of the study are shown in figure . Infrastructure In a bid to strengthen infrastructure support to the local industries, National Bank for Agriculture and Rural Development (Nabard) has sanctioned Rs 205.7 crore for 25 road projects in nine districts of Haryana, including Sonipat and Karnal. Small and medium enterprises (SMEs) and micro, small and medium enterprises (SMEs) falling in the area of these 25 road projects have welcomed the initiative and reverberated in unison that it would help the industries grow once the proposed roads become operational. Earmarked as a priority town in the Delhi Metropolitan Area (DMA), Kundli’s development is of prime importance to the government. The biggest infrastructural project in the area is the 135 km long Kundli-Manesar-Palwal (KMP) Expressway, the largest highway project in the country, to be implemented on a build operate-transfer (BOT) basis. Expressway, KMP will connect four National Highways, namely, NH-1, 2, 8, and 10 Also, there is a proposal for a 100-metre-wide road between the IGI airport and Narela, which passes through Kundli and is in close proximity to Kundli-Ghaziabad-Palwal (KGP) Expressway and KMP. Other mega developmental projects include the forthcoming 5,000-acre Rajiv Gandhi Education City, IT parks, and the expansion of Kundli Industrial Zone-which will all help generate huge employment and spur economic activity. Demography Total population of the region as per 2011 census is 14,50,001 out of which 781299 are male and 668702 are female. Various kinds of trees and shrubs are found growing indigenously. On account of the pressure of population and extensive cultivation, very little land has been left under natural forest cover. Strip forests along the roads and canals and block forests of Babool (Kikar) are on the forest record. Most of the area is occupied by agriculture fields. Whereever the forests are present, they are of open evergreen scrub or thorn type comprising mainly of: Butea Monosperma (Dhak), Prosopis Cineraria (Jand) , Capparis Deciduas (Kaur) , Capparis Separia (Hins), also trees are Acacia Nilotica (Babul) , Albizzia Lebbek (Siris) , Azadirachta Indica (Nim) , Bauhinia Variegate (Kachnar), Butea Monsperma (Dhak) , Cassia Fistula (Amaltash) , Crataeva Nurvala (Barna), Dalbergia Sissoo (Shisham), Moringa Oleifera (Sohanjna) , Morus Alba (Sahtoot), Saraca Indica (Ashok) The majority domestic animals are Cow, Buffalo, Horse, Donkey, Goat, Pig, Dog. The main Birds are Pintail, Coot, House Sparrow, Myna, Cattle Egret, Little Egret, Pond Heron, Indian Ring Dove, Blue Rock Pigeon, etc 5 PLANNING BRIEF 5.1 Planning Concept Open cast mechanized mining method will be adopted for sand mining. Project will annually produce 15,17,600 MT sand Per Year, which will be used for meeting the huge demand of construction material Vardan Environet 28 Project Name- Mining of Sand(Minor Mineral) Bega-Chandauli-Pabnera Unit, Tehsil & District- Sonipat, Haryana M/s Aleron Consultants (India) Private Ltd. like coarse and fine aggregate required in building construction and infrastructure works, road material for construction and maintenance of roads / highway; in National Capital Region (NCR). 5.2 ASSESSMENT OF INFRASTRUCTURE DEMAND (PHYSICAL & SOCIAL) Adequate infrastructure facilities are available in the vicinity of mine contract area and due to the mining activities; no extra infrastructure over and above the existing infrastructure is required except for the creation of approach road from riverbed to link roads from different blocks of mining. 5.3 Amenities/Facilities Mines Office, Workshop etc. Proper site services such as First Aid, Rest Shelter, and Drinking Water will be provided to the mine workers. Rest Shelter Rest shelter along with first-aid station complying with all the provisions of Mines Rules shall be provided by the project proponent. Water Supply Water will be supplied for human consumption, dust suppression and for plantation. Power Supply The mine will work in day time only, so no lighting arrangement will be required. Transport of Men and Material Employee will report to the duty on own means. The material from the mine will be transported by trucks / tippers / tractor trollies. Communication Mobile phones shall be used for communication. Security Arrangements Appropriate security arrangement shall be made. 5.4 Population projection The project will employ most of the workers from nearby villages except for supervisory staff. Thus there will no increase in population due to the project. However, few people from other areas may migrate in this area for employment and business opportunities. 5.5 Land use The mining contract area 42.50 hect is part of Yamuna river bed/Private Agricultural field falling in Tikola -1 Sand Unit, Sonipat, Haryana. Entire land of the contract area is Goverment/Agricultural Land. There is no forest land in the contract area. The area so excavated will get filled up due to sediment inflow during monsoon in the river bed. The ultimate land use of the mine contract area will Vardan Environet 29 Project Name- Mining of Sand(Minor Mineral) Bega-Chandauli-Pabnera Unit, Tehsil & District- Sonipat, Haryana M/s Aleron Consultants (India) Private Ltd. not change after systemetic and scientific mining closure. 6 PROPOSED INFRASTRUCTURE 6.1 Industrial Area (Processing Area) No industrial area is proposed. 6.2 Residential Area (Non Processing Area) As the local people will be given employment, no residential area/ housing is proposed. 6.3 Green Belt The green belt shall be developed as per approved eco-friendly mine contract plan and as per CPCB guidelines. The project proponent shall also develop greenbelt in the premises of the schools, hospitals and also carry out the avenue plantation in the vacant areas along roads. The greenbelt shall be developed by planting saplings per year. Indigenous species with the consultation of the State Forest Department shall be planted and maintained 6.4 Social infrastructure Road facility (existing roads will be maintained regularly) Employment opportunity Medical camps Social awareness camps, Donations to schools Secondary employment opportunities Formation of self help groups for the women in nearby villages 6.5 Connectivity From the contract area, an unmetalled road joins a metalled road which further joins NH -1 (13 km, W) & SH-11 (11 Km, S) 6.6 Drinking Water Management Water required for drinking purpose will be obtained through tankers from the nearby available sources. 6.7 Sewerage System No sewerage system is proposed. However for sanitation purpose portable toilets will be made available. 6.8 Industrial Waste Management Not applicable 6.9 Solid Waste management Negligible quantities of silt /clay mixture will be generated, most of which will be left on stream bed for back filling and and remaining will be used for plantation. All the activities will be carried out in a mechanized manner with diesel operated machinery. The operation will be done only from sun rise to sun set hence there is no power requirement for the proposed activity. 7 REHABILITATION AND RESETTLEMENT (R&R) PLAN There is no human settlement within the mine contract area. No human settlement will be disturbed due to the mining activity. So, no Rehabilitation and resettlement is proposed. 8 PROJECT SCHEDULE & COST ESTIMATES 8.1 Likely date of start of construction and likely date of completion. The project will commence once Environmental Clearance and other necessary certificates are obtained from the respective departments. 8.2 Estimated project cost along with analysis in terms of economic viability of the Project The Estimated cost of the proposed Project is approximately Rs. 12.15 Crores. 8.3 Viability of the Project 1. Per Annum Production = 16,50,000 MT 2. Production Cost of Mineral = Rs. 112.50 per MT or Rs. 4.50 per cu. ft. 3. Sale Value of Mineral Rs. 117.50 per MT or Rs. 4.70 per cu. ft. 4. Profit = = Sale Value – production Cost = Rs. 117.50 – Rs. 112.50 per MT = Rs. 5.00 per MT 5. Estimated Profit per annum = Rs. 5.00 X 15,17,600 = Rs. 8250000 (Rupees 82.50 Lakhs) As stated above, there is possibility that the project maybe viable. 9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS) The Project will bring economical benefits to the state by way of royalty on the mineral excavated and despatched . Achieving a huge infrastructure as being envisaged by Government of India particularly in road and housing sector requires basic building materials. Sand is one of primary building material required for the purpose. The mining activities as proposed are the backbone of all construction and infrastructure projects as the raw material for construction is available only from such mining. Sand excavated is in high demand at the local market for real estate industry. This provide livelihood to the poorest section of project operation will the society/economically backward population and tribals in the area. It provides employment to the people residing in vicinity directly or indirectly. The mine management will also help nearby villages by providing aid to school, conducting medical and social awareness camps, helping in formation of self help groups, etc. Thus the project will bring about socio-economic improvement of the area and will prove beneficial to the area.
