O’Neil, Ph.D. Pasco County Clerk & Comptroller Generous Jurors Support Local Nonprofits In 2014, 290 jurors graciously donated a total of $4,890 to local nonprofits through the Voluntary Jury Service Compensation Donation Program. The Office of Paula S. O’Neil started the program on May 5, 2014, to allow jurors to voluntarily donate their jury service fees to one of three Pasco County designated charities: Salvation Army Domestic Violence Program of West Pasco, Pasco County Guardian ad Litem, or Sunrise of Pasco, Inc. The Clerk & Comptroller’s Office commends the generosity of the citizens who participated. Below is an update on how the nearly $5,000 in donations has made an impact in Pasco County. Pasco County Guardian ad Litem The Florida Guardian ad Litem Program is a partnership of community advocates and professional staff providing a powerful voice on behalf of Florida’s abused and neglected children. The program reports that the donations from Voluntary Jury Service Compensation Donation Program and other sources have led to a number of the following enhancements: • Increased the representation of children by 13 percent • Trained 318 new child advocates • Created a Normalcy Fund to provide financial support for children in the dependency system to participate in normal childhood activities and help bond with their Guardian ad Litem volunteers Sunrise of Pasco, Inc. (Sunrise) Sunrise is a full-service domestic violence and sexual assault center providing a safe place for victims to heal and to plan their future. The nonprofit recently expanded its shelter from a 24 bed facility to a 40 bed facility. The extra support from the Voluntary Jury Service Compensation Donation Program has funded services such as: • Prescriptions for participants who were ill • Relocation assistance, in cases when it was determined that it was not safe for participants to stay • Food for those residing in the 40-bed emergency shelter • Filing fees for those needing identifications cards, birth certificate copies, etc. Salvation Army Domestic Violence Program of West Pasco (Salvation Army) The mission of the Salvation Army is to provide cost free, comprehensive services to victims of abuse and domestic violence and to educate others about domestic violence to promote prevention. In 2014, the Salvation Army utilized funds donated from the Voluntary Jury Service Compensation Donation Program and other sources to provide: • Safe refuge for 196 adults and 156 children who experienced the crime of domestic violence • 8,506 shelter nights • 25,518 meals • Services to 1,002 Outreach Clients Individuals and their children enter the shelter feeling lost and frightened. They have left everything behind to be safe. Without the generous donations made by jurors and other donors, many needs may go unmet. Each year our deputies and civilians partake in activities around the county meant to help as many people here as possible. On Feb. 20, we’ll host our Shotgun Shootout at Tampa Bay Sporting Clays & Archery, 10514 Ehren Cutoff in Land O’ Lakes. The event, which starts at 9 a.m. with an 8 a.m. registration, will benefit the Pasco Sheriff’s Office K-9 Association, which brings awareness and support to the unit, and Explorers Post #916. Our Explorers Program allows young people between the ages of 14 and 21 to explore a career in law enforcement by receiving training in all aspects of the profession. Sporting clays, one of the fastest growing sports in the country, consists of using a shotgun to fire at clay targets from a number of shooting stations located on a rural course. The clay targets are catapulted into the air by hidden machines throughout the course. The flight of the clay target is unpredictable, testing the shooter’s marksmanship. Shotguns will be available for rent and vision and hearing protection is required, which will be made available. Only 12-, 20-, and 28-gauge shotguns in safe working order will be permitted. Registration is $150 for individual shooters, which includes ammunition, 2015 Shootout hat, and luncheon; or $600 for a group of four, which includes ammunition, cart, 2015 Shootout hat, gift bag and luncheon. Our children’s success and development depend on that productive partnership that begins before kindergarten and continues through high school graduation. Please understand that you are your child’s first teacher. As their teacher, seek opportunities to provide your child with everyday instruction. Since many children begin school below grade level, according to state standards, it is never too early to get involved. You can support your child at home by: • Reading multiple books on the same topic. • Talking with your child about the text or words being read. • Listening to him/her read nightly. • Providing opportunities for your child to write. • Using everyday objects to allow your child to count and group collections of objects. • Encouraging your child to construct numbers in multiple ways. For example, what are some ways that you can make 10? Answers might include 5+5, 6+4, 8+2, etc. Have your child explain his or her thinking. • Creating story problems to represent addition and subtraction of small numbers. • Encouraging your child to stick with it whenever a problem seems difficult. These are just a few snapshots of the many strategies you can begin with your child to enhance their academic development. As your student progresses through school, continue building upon these strategies. I want to encourage all parents to actively work with their students’ teachers, coaches, and administrators to make sure we all are meeting their needs. Also, make it a point to talk to your student so you know if he or she is getting everything possible out of the school experience and if they need you to take a more hands-on role. If you know parents who aren’t active in their child’s education, please make an effort to get them involved. Education entails so much more than it used to, and schools, the school district, and most importantly – your children – need all of us to work as a team in order for them to succeed. Corley Supervisor of Elections Pasco County 800-851-8754 With the onset of the 2015 legislative session and as chair of the Florida State Association of Supervisors of Elections (FSASE) Legislative Committee, one of the legislative priorities my committee and I are strongly advocating is the implementation of an on-line voter registration application process. On-line voter registration application offers accessibility and convenience for voters, and the association feels it is the appropriate time for Florida to join 20 other states which have moved forward by embracing available technology. The convenience of an online voter registration system will have indirect cost-saving benefits such as a reduction in data entry errors and the resultant increase in the accuracy of the voter registration rolls. Voters with current address information would potentially save the Division of Elections and respective Supervisors of Elections millions of dollars by reducing the need to conduct costly, state mandated mailings which notify voters and encourage them to update their information. Unlike the current on-line voter registration application which requires the form to be printed, signed and mailed, the updated version uses an existing signature that is already on file through the In Support of Online Voter Registration Applications Department of Highway Safety and Motor Vehicles (DHSMV) and/or Tax Collector. For this reason and to insure integrity of the system, an on-line registration application process would not be an option for first-time registrants who have not satisfied the requirement of presenting themselves before casting a ballot. In another important step to improving the integrity of the voter registration rolls, the association is advocating participation in an interstate program which cross-checks voter registration rolls among state agencies. Enter ERIC, an acronym for Electronic Registration Information Center, a non-profit consortium endorsed by the Presidential Commission on Election Administration, which utilizes official information including voter registration rolls, motor vehicle records, and postal addresses to identify voters who are registered in more than one state, have relocated or changed names. By crosschecking Social Security death records, invalid registrations of deceased individuals are identified resulting in more accurate voter rolls. With the passage of the necessary legislation, a coordinated effort between the Florida Department of State, DHSMV and the Supervisors of Elections would be necessary to ensure congruity of the system. Also, Help America Vote Act (HAVA) funds could be utilized to defray implementation costs.
