Town of Fuquay-Varina Falcon Park Concession/Restroom Facility 1 of 27 INFORMATION FOR BIDDERS Separate, sealed informal bids will be received by the Town of Fuquay-Varina (herein called the OWNER) at the Fuquay-Varina Town Hall in the Conference Room until 10:00 a.m. on Friday, January 30, 2015 and then at said office publicly opened and read aloud. Each proposal shall be submitted in a sealed envelope, addressed to Office of the Assistant Finance Director, Town of Fuquay-Varina, 401 Old Honeycutt Road, Fuquay-Varina, North Carolina 27526. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation in respect to his/her/its bid. After bids have been submitted, the Bidder shall not assert that there was a misunderstanding concerning quantities of Work or the nature of the Work to be done. The contract documents contain the provisions required for the construction of the project. Information obtained from an officer, agent, or employee of the Owner or any other person shall not affect the risks or obligations assumed by the Contractor or relieve him/her from fulfilling any conditions of the contract. The Owner may make such investigations as he/she deems necessary to determine the ability of the Bidder to perform the Work, and the Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request. The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is Town of Fuquay-Varina Falcon Park Concession/Restroom Facility 2 of 27 properly qualified to carry out the obligations of the agreement and to complete the Work contemplated therein. The award of the Contract, if it is awarded, will be to the lowest responsive, responsible Bidder whose qualifications indicate the award will be in the best interest of the Owner. The Owner reserves the right to waive technicalities and/or reject any or all proposals. The low Bidder shall supply the names and addresses of material suppliers and subcontractors when requested to do so by the Owner. The party to whom the contract is awarded will be required to execute the Contract within ten (10) calendar days from the date when the Notice to Award is delivered to the Bidder. The Notice of Award shall be accompanied by the necessary agreement forms. In case of failure of the Bidder to execute the agreement, the Owner may, at his option, consider the Bidder in default. The Owner, within five (5) calendar days of receipt of an acceptable agreement, signed by the party to whom the bid was awarded, shall sign the agreement and return to such party an executed duplicate of the agreement. Should the Owner not execute the agreement within such period, the Bidder may by written notice withdraw his signed agreement. Such notice of withdrawal shall be effective upon receipt of the notice by the Owner. The Notice to Proceed shall be issued within five (5) calendar days of the execution of the agreement by the Owner. Should there be reasons why the Notice to Proceed cannot be issued within such a period, the time may be extended by mutual written agreement between the Owner and the Contractor. If the Notice to Proceed has not been issued within the five (5) calendar days period or within the period mutually agreed upon, the Contractor may terminate the agreement without further liability on the part of either party. A Performance Bond and a Payment Bond, each in the amount of one hundred percent (100%) of the contract price, with a corporate surety approved by the Town of Fuquay-Varina, will be required for the faithful performance of the contract. Bidders shall provide certification that performance and payment bond sureties are licensed in North Carolina. Alternate equivalent sureties will be accepted on a case by case basis. All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over the project shall apply to the contract throughout. GENERAL REQUIREMENTS: Part 1 Definitions A. Owner: The term ‘Owner’ shall mean the Town of Fuquay-Varina, North Carolina B. Architect: The term ‘Architect’ shall mean TOFV (Town of Fuquay-Varina) 401 Old Honeycutt Rd. Fuquay-Varina, NC 27526. C. Contractor: The term ‘Contractor’ shall mean that General Contractor (individual or entity) enlisted by the Town of Fuquay-Varina to construct the subject project. D. Contract Documents: All work encompassed by the drawings, schedules, and specifications or required by the contract for a complete and finished project, including all addenda, change orders and work orders which may amend the original documents. All work above shall be accomplished under a single prime contract agreed upon between the Owner and the Contractor. Part 2 Administration of the Contract A. The Scope of the Work shall include all labor, materials, equipment, temporary services (including utilities, tap fees, toilets, space heating, generators, etc.), permits and fees necessary to complete the job as shown in Construction Documents dated December 18, 2014. B. The Contractor shall perform all work required under the contract in a good workmanlike manner, in accordance with the contract documents. He shall assume responsibility for the condition of the workplace with regard to safety, security, and adherence to all applicable governmental regulations. All materials shall be new and inspected for fitness for the use intended, and all work shall conform to all applicable codes and ordinances. C. No changes or material substitutions shall be made to the contract documents unless agreed to in writing by the Owner, Architect and Contractor. D. Contractor shall haul away all debris from the site on a periodic basis and shall maintain dumpster service on site if required by the governing authorities. F. Contractor shall provide all tools and machinery necessary to accomplish the work. G. Contractor shall provide a one year warranty on all labor and materials, and a longer warranty on all items where the manufacturer provides such warranty. 2. SITEWORK Part 1 Execution A. Excavation: 1. Contractor shall grade site as indicated on the drawings. Notify the Architect if soil conditions are encountered which would create unsuitable conditions for the construction, including but not limited to uncompacted fill, fill with significant quantities of debris or organic material, wet or excessively clayey soils, and underground springs or other groundwater, and bedrock or large boulders which cannot be removed with ordinary earthmoving equipment. 2. Backfill: Contractor shall install backfill using materials and methods as suitable for the condition encountered. Use only clean materials free of organic matter. 3. All utility lines shall be extended underground from building to utility connection. Connection charges shall be included in Base Bid. Contractor shall contract ULOCO at 800-632-4949 two (2) days, and not more than ten (10) days prior to beginning excavation in the public right-of-way. 4. Footing trenches shall extend into adequate bearing soil a minimum of 6”, and be a minimum of 12” below finish grade. Provide fences, barricades, or any other safety devices around all open trenches, excavations or any other hazardous area. Protect all graded and excavated areas from traffic and erosion. 5. Use tree protection measures where required by the governing authorities. Take care to avoid damaging vegetation to remain and do not store soil or significant quantities of material within the drip line of trees to remain. 6. Grade rough driveways as needed to access the site during construction. Install crush & run stone as needed to serve temporary access needs. Remove crush & run when work is complete. Provide bonded termite protection, installed by licensed applicator per instructions from manufacturer and regulations for State of North Carolina. Provide Certificate of Application to Owner. 3. CONCRETE Part 1 Products A. Concrete/Reinforcing 1. All concrete shall be 3000 psi minimum strength in 28 days. 2. Reinforcing Bars shall conform to ASTM Specification A625, Deformed Bars, with a minimum yield stress of 60, 000 psi. Provide wire chairs below all rebar and take care that rebar has adequate concrete coverage. 3. Vapor barrier for concrete slab shall be minimum 6mil with all joints overlapped and taped. Part 2 Execution A. Footings 1. Footings shall be sized as shown and shall be reinforced with (2) #5 bars each way. 2. No concrete shall be placed if it will be subjected to freezing with 24 hours, on frozen ground, or in standing water. B. Slab 1. Building slab elevation to be .2 (2 tenths) higher than the existing concrete around the building slab. 4. MASONRY Part 1 Products A. Exterior Veneer 1. Shall be constructed of wrought iron; 42” high, posts 1” square tube 16 gauge, pickets ½” x ½” solid square bar max spacing 4”, top and bottom rail 1” x ½” x 1/8” channel. 6. WOOD AND PLASTICS Part 1 Products A. Rough Carpentry 1. Floor joists, roof rafters, trusses, structural headers, and girders shall be #2 or better kiln dried Southern Yellow Pine 2. Wall studs and ceiling joists shall be #2 or better kiln dried Spruce-Pine-Fir. 3. Wood in contact with concrete shall be pressure-treated; ground contact approved Southern Yellow Pine. 4. Metal framing connections where noted shall be by Simpson Company or equal. Comply with N.C. Building Code and local Building Inspectors for required tie-downs. 5. THERMAL AND MOISTURE PROTECTION Part 1 Product A. Roofing and Flashing 1. Three tab asphalt roofing shingles (30 year), color specified by owner. 2. Ridge vent shall be provided and installed per manufacturer’s requirements. B. Insulation and Accessories 1. Insulation shall be fiberglass of R-values and facing as indicated. 2. Gypsum Board 1. Examine framing and blocking and weather protection for defects which would adversely affect the gypsum board installation. Provide for proper panel support around all openings and cutouts. 2. Verify that insulation has been placed in an acceptable manner and that inspection of framing, electrical, mechanical and plumbing rough in work has been completed before beginning the installation. 3. Install board in maximum practical lengths to span surfaces with a minimum of end butts joints. Where butt joints occur, stagger the vertical joints between courses. 5. Do not tape and bed joints if they will be subjected to freezing. Allow joint compound to dry between coats. Extend each coat slightly beyond previous coat. Sand between coats and after final application of compound in order to provide a smooth surface. Avoid roughing surface of wallboard. Leave wallboard areas smooth and uniform, ready for painting. C. Paints and Finishes 1. Prepare samples of each type of paint specified on site for approval. 2. Examine surfaces scheduled to receive paint. Do not proceed with painting work in each location until unsatisfactory conditions have been corrected in a manner acceptable to applicator. The beginning or work in a specific area shall be construed as acceptance of the surfaces by the applicator as satisfactory to produce proper finished surfaces. 3. Protect carefully all adjacent surfaces not being painted concurrently or not to be painted. 4. Surfaces to be painted or finished shall be clean, dry, smooth and free from dust and all foreign matter which will adversely affect adhesion or appearance. Perform preparation and cleaning procedures in strict accordance with the paint manufacturer’s instructions and as herein specified, for each particular substrate condition. 5. Exterior siding, block and trim shall be clean and dry. Apply primer or knot sealer on new siding as recommended by manufacturer. 6. Workmanship shall be of high standard, by skilled mechanics using proper types and sizes of brushed, roller covers, or airless spray equipment suitable for finish required. Apply material evenly and uniformly under adequate illumination completely covering surfaces, smooth and free from runs, sags, clogging and dust, excessive roller stipple, and other imperfections. 7. Upon completion of painting work, clean window glass and other paint spattered surfaces. Remove spattered paint by proper methods of washing and scraping, using care not to scratch or otherwise damage finished surfaces. Contractor shall leave painting schedule and one quart of each finish paint material with Owner at completion of work. 10 SPECIALTIES Part 1 Products A. Toilet Compartments and countertops 1. Toilet compartments and countertops shall be as manufactured by Santana Products, Inc. Toilet compartments shall be floor supported and overhead braced. Countertops shall be fully wall supported with under counter braces of like material, with 4” backsplash and 6” skirt. Color shall be as selected by Owner from Deluxe 1000 series. B. Bath Accessories 1. Toilet tissue dispensers shall be B-686, type 304 stainless steel as manufactured by Bobrick. One per toilet compartment. 2. Paper towel dispenser/water receptacle shall be B-38032, type 304 stainless steel as manufactured by Bobrick. One per bathroom. 3. Lavatory mounted soap dispenser shall be B-8226, type 304 stainless steel as manufactured by Bobrick. One per lavatory. 4. Grab bars shall be B-5507.99, peened gripping surface with satin finish ends, type 304 stainless steel, as manufactured by BobricK. In accessible toilet compartment as indicated. 5. Mirrors shall be B-290 by Bobrick, with one piece roll formed frame of 304 stainless steel angle and no. 1 quality ¼” float/plate glass mirror electrolytically cooper plated. One per lavatory as indicated. Plumbing 1. Plumbing plans as shown are schematic. Design of the plumbing system shall be the responsibility of General Contractor’s selected plumbing contractor. Systems shall be designed to be consistent with best engineering practice and in accordance with all codes and authorities. 2. Water lines shall be copper. 3. Waste lines shall be PVC. 4. Water heater and plumbing fixtures shall be as scheduled, with all required accessories necessary for complete installation. Part 2 Execution A. Plumbing 1. Provide all plumbing supply, vent and drain lines needed for a complete system with fixtures as shown on the drawings and as scheduled. Install piping in a neat and workmanlike manner, and avoid drilling through the top or lower third of joists or except in the center studs. Advise contractor if additional framing adjustments are needed to accommodate plumbing. Connect vents where practicable to minimize roof penetrations, and locate vents on rear side of building when possible. Locate clean-outs and other visible rough plumbing elements so as to be as visually unobtrusive as possible. 2. Provide 1 water outlet in each bathroom, and 1 exterior water outlet as indicated. 3. Insulate all water lines with ¾” flexible rubber insulation. 4. Support waste lines at maximum of 8’ -0” o.c. 5. Provide cut-off valves for all lavatories, toilets, and other plumbing fixtures. 6. Heating and Air Conditioning Part 1 Products A. Central heating and air condition system consisting of a 1.5ton unit installed in the attic. Manufacturer – Trane, Ruud, Carrier Part 2 Execution A. All HVAC equipment and accessories is to be installed in accordance with the North Carolina State Mechanical Code. 16 ELECTRICAL Part 1 Products A. Electrical plans as shown are schematic. Design of the plumbing system shall be the responsibility of General Contractor’s selected electrical contractor. Systems shall be designed to be consistent with best engineering practice and in accordance with all codes and authorities. B. Provide specified items and any items required by Code C. Switches and receptacles shall be white plastic. D. All wiring except from transformer to meter base shall be copper. E. Power wiring shall be underground to meter with all fees for connection service to be in base bid. Provide exterior rated main panel at the exterior rear of new building. Part 2 Execution A.
