NITI Aayog replaces PlanComm; PM to be
chairperson
New Delhi, Jan. 2 : The
Planning Commission was
on Thursday replaced by a
new think-tank, NITI Aayog,
that will be headed by the
Prime Minister and will have
all Chief Ministers as
members in a broad-based
Governing Council to
involve states in evolving
national
development
priorities.
The inclusion of Chief
Ministers and Lt. Governors
in the Governing Council is
a break with the past in the
structuring of NITI Aayog
(National Institution for
Transforming India), which
Prime Minister Narendra
Modi, described as a
landmark change that will
foster spirit of cooperative
federalism. The body will
have a Vice Chairperson
and a CEO in addition to five
full-time members and two
part-time members, while
four union ministers would
serve
as
ex-officio
members. The erstwhile
command economy era
body set up nearly 65 years
ago by late Prime Minister
Jawaharlal Nehru had a
Deputy Chairman and fulltime members with a
member secretary, an
official, as a convener. A
PMO statement said the
Centre-to-state one-way
flow of policy, that was the
hallmark of the Planning

New Delhi, Jan. 2 :
Himmat’,
a
mobile
application of Delhi Police
that will allow women to
send a distress call to
Police Control Room and
their relatives in case of any
emergency, was launched
in New Delhi on Thursday
by Union Home Minister
Rajnath Singh.
The app will basically
cater to employed women
who have smartphones and
travel alone even late in the
night. Singh also distributed
pepper spray to women and
awarded girls who had
successfully completed
Delhi Police self-defence
programme. He lauded
Delhi Police’s efforts to use
technology for better
policing. Explaining the
work of the app, Delhi
Police Commissioner B S
Bassi said that after
downloading the app, a new
user has to register with the
Delhi Police website by
sharing their name, mobile
number and that of a
minimum of two relatives/
friends. Once the User
registers, the user will get a
SMS on mobile number
given at the time of
registration with a download
link and registration
key. User has to enter this
key in the registration
window in the application.
This is a one-time
process. ”In case of an
emergency, the user can
send an alert by shaking her
phone or by pressing the
power button/soft button. As
soon as the distress button
is pressed, it will trigger a
30-second audio and video
recording on the phone
which will be relayed to the
Police Control Room, and
the victim will get a call back
from the PCR,” said Bassi.

Diesel by 2 rupees per litre.
The hike in the rate came
into effect from last
midnight. However retail
price of Petrol and Diesel

over India despite Excise
Duty hike.

Mars. The Mars Orbiter
launched on November 5,
2013 on board ISRO’s

entered the Martian orbit on

year after a nine-month long
odyssey. Since then, the
spacecraft has been
sending data, including
pictures of the terrain of the
Red planet to the ISRO,
which are being received at

websites have been
blocked following an
advisory by an antiterrorism team. The blocked
URLs or uniform resource
locator include files, videos
and source code-sharing
websites. The Department
of Telecom said, the 32
URLs have been blocked
under Section 69 of the
Information Technology
Act, 2000, and under
Information Technology
(Procedure and Safeguards
for Blocking for Access of
Information by the Public)
Rules, 2009. This will give
the central government
powers to block access to
information if it is in the
interest of the sovereignty
and integrity of the country,
defence of India, security
of the state, friendly
relations with foreign states
or public order or for
preventing incitement to
the commission of any
cognizable offence.

LPG consumers to get
cash subsidy in
bank accounts
New Delhi, Jan. 1 : LPG
consumers across the
country will get cash
subsidy directly into their
bank accounts from today
so that they buy the cooking
fuel at market price.
Domestic LPG users will get
568 rupees in the bank
account the moment they
join the Direct Benefit
Transfer Scheme for LPG,
which has now been
renamed PAHAL.
They will have to use
this money to buy 14.2-kg
refill at the market price.
Currently, the subsidised
LPG costs 417 rupees per
14.2-kg cylinder, while a
market-priced refill costs
752 rupees in Delhi.
The ambitious plan
was launched in June 2013
but abruptly stopped earlier
last year following court
orders, on the issue of
requirement of unique
identification
number
(Aadhaar) for availing the
cash subsidy. Now the
Scheme has been modified
to exclude the requirement
Aadhaar for availing the
cash subsidy.
Consumers who
wish to join the scheme will
have to either link their
Aadhaar number into their
bank account and their LPG
consumer number or if they
do not possess Aadhaar
number, they will have to
link their bank account
directly with their 17 digit
LPG Id. The Scheme was
rolled out in 54 districts from
15th of November 2014 and
extend to 676 districts of the
country from today.
Under the scheme,
LPG consumers will get
cash subsidy to buy twelve
14.2 kilogram cylinders or
34 five-kg refills. world’s
largest direct benefit
transfer scheme will cover
over 15.3 crore consumers
across 676 districts of the
country. Currently over 6.5
crore consumers have
already joined the scheme
and receiving subsidy in
their bank account.The
Centre will launch a
Nationwide Real Time
Monitoring of the use of
toilets from today. An official
release said that the
Monitoring System will give
a big push to Swachh
Bharat Mission, which aims
at attaining a hundred
percent open defecation
free India by 2019. It said,
people across the country
will be mobilized to check
and verify the use of toilets
in rural areas through
Mobile Phones, Tablets and
upload the same in case of
any discrepancy on the
Website of Ministries of
Drinking
Water
and
Sanitation. Earlier, the
monitoring was done only
about the construction of
toilets, but now the actual
use of toilets will be
ascertained on a sustained
basis.
French black box specialists
join AirAsia search
New Delhi : A specialist
black box search team from
France is joining the
international effort to find
the AirAsia flight which
crashed en route from
Indonesia to Singapore.
Nine bodies have so far
been recovered from the
water off Borneo, near the
suspected crash site of
flight QZ8501, which went
down with 162 people on
board on Sunday. Heavy
seas stopped divers
reaching the possible wreck
of the Airbus A320-200
yesterday. An aviation
official said it could be a
week before the black box
flight recorders were found.
The plane was
travelling at 32,000 feet on
Sunday when its pilots
asked to fly at 38,000 feet
to avoid bad weather. A few

"With reference to Letter No. 61/3/2011-FY dated
5.2.2014 from U.T. of Lakshadweep on the above subject, it
is informed that the following villages (Agatti, Amini, Andrott,
Bitra, Chetlat, Kadmat, Kalpeni, Kavaratti, Kiltan, Minicoy)
are considered as fishermen villages as per table 1.2.1 of
section 2 of Marine Fisheries Census 2010 (Union Territories
of Andaman and Nicobar and Lakshadweep islands). In this
regard, this is to inform that the "fishing villages" as covered
in the Marine Census 2010 of Union Territory of
Lakshadweep are "Fishermen Villages" for all intents and
purposes and for availing any such benefits under any
scheme of the Government."

'National Scheme of Welfare of Fishermen is annexed the
detailed guidelines of the schemes are available in all field
units of the department in the islands.
