Ms. Friedrich is a senior manager at JSI with nearly 30 years of experience working with health care and public health organizations. Since joining JSI in 1985, Ms. Friedrich has consulted with federally funded programs at the federal, state and local levels and worked on a number of national policy initiatives. Ms. Friedrich is an experienced project director for large Capacity Building projects. She manages MCHB’s, Division of Children with Special Health Care Needs project to strengthen systems of care for children and youth with special health care needs. Ms. Friedrich also serves as Project Director on two national projects to collect, validate, report, and analyze the Uniform Data Set for the Bureau of Primary Health Care (BPHC) and the Indian Health Service (IHS). Ms. Friedrich worked with the State of New Hampshire and partners (e.g., Navigator organizations, community health centers and health and social service organizations) to implement the Health Insurance Marketplace and advised community‐based organizations (CBO) on how best to outreach to eligible populations. Ms. Friedrich holds a MBA in Health Care Administration from Boston University and a BA from Amherst College. Ms. Friedrich received her Project Management Professional (PMP) certification in 2010. Technical Advisors Jan Shepherd, MD, MCH Core Competencies and Best Practices Technical Advisor, received her MD from Northwestern University, completed a residency in Obstetrics and Gynecology at the University of Cincinnati, and then a fellowship in Reproductive Endocrinology and Infertility at the University of South Alabama. She currently serves as a Clinical Associate Professor in Obstetrics and Gynecology at the University of Colorado School of Medicine, as the Medical Advisor for the Women’s Wellness Connection at the Colorado Department of Public Health and Environment, and as a consultant for both the Women’s Health and Menopause Center in Denver and Boulder Valley Women’s Health Center. In addition to her clinical practice, Dr. Shepherd began working with the Healthy Start program in the Florida Panhandle in 2003. She developed and taught the curriculum in both gynecology and obstetrics, including the essentials of prenatal care. She also participated regularly in the Panhandle Fetal and Infant Mortality Review sponsored by the Healthy Pregnancy Network at Capital Area Healthy Start Coalition, giving her significant insight into the Healthy Start program. Dr. Shepherd has been a nationally recognized speaker on women’s health issues locally, nationally, and internationally for the past 20 years. Kimberly Bradley, MPH, MNM, Community Engagement Technical Advisor, is the Technical Assistance Specialist with the Maternal Infant Early Childhood Home Visiting Technical Assistance Coordinating Center (MIECHV TACC) with ZERO TO THREE (ZTT) for Regions IV and V. Prior to joining ZTT, Kimberly worked at the Health Council of Southeast Florida (HCSEF) as the Director of Health Programs. There she led the HIV/AIDS system redesign efforts that increased system integration and access to care through the development and implementation of a centralized intake system that crossed multiple funding streams. Additionally, she oversaw the community engagement and consortium development activities and facilitated several county and regional health planning processes. Prior to her work at the HCSEF, Ms. Bradley served as the Project st Director for the Federal Healthy Start grant and Project Manager for the implementation phase of the 1 Nurse Family Partnership site in Palm Beach County, Florida. Ms. Bradley holds a MPH from Virginia Commonwealth University’s Medical College of Virginia and a Master of Nonprofit Management from Florida Atlantic University. 1 Lea Ayers LaFave, PhD, RN, Quality Improvement (QI) Technical Advisor. Dr. LaFave has broad experience as a registered nurse working across the healthcare system and the continuum of care, focusing on community‐based services. Dr. LaFave’s doctoral research included nurses’ organizational systems knowledge as well QI learning collaboratives. Dr. LaFave provides consultation in the areas of systems change and development, and QI at local, regional, state, national and international levels. She embraces an improvement model that fosters empowerment through the development of action learning collaboratives (ALCs), by fostering collaboration and shared learning toward the implementation of evidence‐based programs and interventions. As the Project Director for the QI‐focused Multistate Learning Collaborative, she collaborated with two cohorts of learning teams comprised of CBOs to link health status and capacity targets. The successful QI initiative with pregnant women has spread horizontally to support reduction of tobacco use among women of childbearing age in NH through WIC programs, and vertically to improve the interface between community‐based WIC service delivery programs and the state level program office. Dr. LaFave obtained her PhD from the University of Massachusetts, Worcester, School of Nursing and her RN from Yale University School of Nursing. CBA Coordinators Coordinators collectively will bring substantial expertise in the areas of training and technical assistance (T&TA), product and resource development, online technologies and instructional design, evaluation and QI, as well as significant regional and population‐based experience. They will be responsible for implementing the work plans within their field of expertise. Naomi Clemmons, MPH, TA Coordinator. Ms. Clemmons is a Senior Consultant with extensive experience in conducting program evaluation, needs assessments and QI monitoring. Over the course of her 17 years of experience, she has worked to address a wide range of public health issues. Currently, she is working as Senior Technical Advisor on a five‐year Teen Pregnancy Prevention project funded by the CDC and is Senior Evaluator for the Performance Measurement and Impact for Achieving Healthy People 2020 Goals for Children and Youth with Special Healthcare Needs under MCHB. Ms. Clemmons’s state projects include working as Task Manager for the Delaware Department of Public Health, Title V strategic planning and needs assessment; Project Director for the Vermont Department of Health, Division of Maternal and Child Health on the Title V Needs Assessment, a requirement of the Maternal and Child Health (MCH) Block Grant application and currently Project Director for the Vermont Department of Maternal and Child Health on the Title X Family Planning Needs Assessment. In 2010, Ms. Clemmons was Project Director for Vermont’s MIECHV Programs, a statewide assessment of Vermont’s population, systems needs and resources conducted to identify appropriate evidence based programming for the State’s home visiting initiative. Ms. Clemmons holds an MPH from University of Massachusetts School of Public Health, Amherst and a BA from American University. Deborah Dean, MSPH, Materials Development Coordinator. Ms. Dean is a technical specialist with over 25 years experience in health communications, curriculum design, and health education materials development. With expertise in adult learning theory, health behavior change principles and organizational development, Ms. Dean specializes in the translation of state‐of‐the‐art science and health information into products that can be applied in the real world by providers, consumers and policy makers. For a recent CDC project, Ms. Dean was lead instructional designer for the development of online training in evidence‐based HIV medication adherence strategies for health care providers. Currently, Ms. Dean serves as materials developer for JSI on a CDC‐ funded teen pregnancy prevention project, responsible for a website and e‐newsletters for grantees, as well as development of tools on root cause analysis, and trauma‐informed care. In addition, Ms. Dean has many years of experience in the development of health education materials for lay audiences, including consumers with limited reading skills. Ms. Dean graduated with a BA in Psychology and Social Relations from Harvard, and received her MSPH from Harvard School of Public Health. Yvonne Hamby, MPH, QI and Collaborative Coaching Coordinator. Ms. Hamby has worked extensively with DHHS agencies as well as state and local health departments; she has extensive experience with programs of the CDC. Ms. Hamby is particularly experienced in the development of quality assurance assessment plans. Ms. Hamby has participated on an Evaluation/QI Workgroup with the Florida Breast and Cervical Cancer Coalition. Additionally, she directed a project to develop one set of criteria to evaluate the quality of care provided at family planning clinics for the Regional Office of PHS Region VIII (RQIP). Most recently, Ms. Hamby completed a study to determine the effectiveness of the unique patient identifier system within the Region VIII Infertility Prevention Project as well as the ability of the unique identifiers to track the utilization of services in various clinic types. She also serves as the site evaluator for six Special Programs of National Significance (SPNS) sites, Options Replication Project; additionally, she serves as project director for the HIV Integration and Evaluation of the Steps to a Healthier Weld County 2 Projects. Ms. Hamby has her MPH in Maternal Child Health from the University of South Florida where she was the recipient of the MCH Traineeship, and her BA in Sociology from Georgia State University. Megan Lane Hiltner, MPH, Co‐ Training Coordinator. Ms. Hiltner has 12 years of health services program experience related to T&TA and maternal and child health. Currently, Ms. Hiltner is a project manager with JSI’s National Training Center for Management and Systems Improvement funded by the Office of Population Affairs. On this project, she works on a team of seven to support Title X Family Planning Grantees incorporate the Affordable Care Act (ACA) into their programming, specifically outreach and enrollment. In addition, Ms. Hiltner has served as a TA Coordinator for JSI’s Early Childhood Comprehensive Systems (ECCS) project, supporting 12 ECCS grantees in the Midwest and Western states to build statewide systems and collaborations in early childhood. She also directed JSI’s Family and Youth Services Bureau T&TA project. She oversaw a team of TA providers in their support of Personal Responsibility Education Program grantees with planning and implementation of evidence‐based pregnancy prevention programs and led the roll‐out of a Communities of Practice website. She also managed JSI’s T&TA project with the Office of Adolescent Pregnancy Programs in which she oversaw the provision of training and TA to school based health centers, CBOs, and health clinics that were conducting demonstration projects focused on caring for pregnant and parenting adolescents. Ms. Hiltner has a BA from Colorado State University and an MPH from Boston University with a Maternal Child Health Concentration. Naima Cozier, MSPH, Co‐Training Coordinator. She has 13 years of experience in community health, behavioral sciences, and training development and delivery. As a Senior Consultant with JSI, she works on a variety of training development and TA delivery projects. As CBA Provider for the CDC Capacity Building Branch, she provides focused technical assistance for CBOs on organizational infrastructure, implementation of evidence‐based interventions according to fidelity, and monitoring and evaluation. Ms. Cozier is on the targeted TA team for the Affordable Care Enrollment (ACE) TA Center. The center is a partnership with Health Resources and Services Administration (HRSA) HIV/AIDS Bureau (HAB) to help RWHAP‐funded agencies enroll minority clients in ACA coverage options through all stages of the health coverage access continuum, including outreach and education, enrollment assistance, post‐enrollment support, and renewal/re‐enrollment. The ACE TA Center's services include on‐site technical assistance, content‐specific training and technical support, webinars, e‐learning opportunities and institutes. Ms. Cozier served as Project Director for a gender integration capacity building project for the US DHHS Office of Women’s Health (OWH). The project provided capacity building assistance to CBOs that are directly funded by OWH with a focus on integrating gender‐responsive approaches to HIV prevention. Ms. Cozier holds a MSPH from Tulane School of Public Health and Tropical Medicine and a BS from Xavier University of Louisiana. Katie DeAngelis, MPH, Evaluation Coordinator. Ms. DeAngelis has expertise in program evaluation, nutrition and health promotion, and health reform. Most recently, Ms. DeAngelis conducted an analysis of gaps in outreach and enrollment assistance for the New Hampshire health insurance marketplace, established under the ACA. This included an extensive review of best practices and promising strategies for outreach to key target populations: men and women newly eligible for Medicaid, young adults, older adults, and low‐ and middle‐income adults eligible for premium tax credits. Additionally, she conducted key informant interviews with state partners, including Navigator and Certified Application Counselor (CAC) organizations, to understand what efforts were most successful in the early months of the first enrollment period. Additionally, her research into health reform has included the premium tax credits offered through the health insurance marketplace; models to coordinate care including the Patient Centered Medical Home (PCMH); and QI initiatives including Meaningful Use. Ms. DeAngelis graduated Phi Beta Kappa from Brown University with a BA in Community Health. She also received her MPH from Brown University. Aisha Moore, MPH, Online Technologies Coordinator. Ms. Moore has worked at the local, state, and federal levels on health communications, technical assistance, and program evaluation projects for the past 15 years. She has expertise in new media technology, adult learning theory, and community based participatory research. For the past three years, Ms. Moore served as the Communications Director for AIDS.gov. She managed the communications planning, clearance processes, relationships with the media, the new media channels (e.g. blog, social media , video, online campaigns) and provided strategic direction for multimedia projects. Currently, is an advisor to the project and leads the traditional and online marketing strategy. In previous projects similar to this effort, she has managed web content, distance learning activities, and online learning collaboratives. Those projects include: The Maternal and Child Health Training Resources Center, HRSA Managed Care and Technical Assistance Center, and SAMHSA Access to Recovery II. She has an MPH in Health Behavior and Health Education from the University of North Carolina at Chapel Hill and a BA from the University of California at Berkeley. 3 Karyn Madore, MEd, Branding and Marketing Coordinator. Ms. Madore is a Senior Consultant with over 16 years of experience managing public health projects and has expertise in the areas of women’s health, adolescents and children’s health and safety. She is an experienced coordinator of statewide media campaigns and community‐grant programs. Ms. Madore has facilitated a strong network of regional contacts within the media landscape to implement communication strategies that reach a wide range of populations. In addition, she has created communication and public relation plans for a variety of her clients. As Project Director of the New Hampshire (NH) Tobacco Helpline (Helpline), Ms. Madore has worked on a variety of health communication strategies to increase the tobacco cessation rates in NH, including targeting Low Socioeconomic Status women of childbearing years who smoke. Ms. Madore lead the rebranding of the Helpline to create a more modern and approachable look. In August 2014, the National Public Health Information Coalition (NPHIC) / Grady College Awards recognized this campaign for Excellence in Public Health Communication with a bronze, silver and gold award in the print categories (Provider Toolkit, Billboards & Posters). Ms. Madore has a BS in Marketing, MEd and recently graduated from the University of South Florida’s, School of Public Health, Social Marketing in Public Health Graduate Certificate Program. 4
