This publication is intended to provide a general overview of projects that currently are under construction and those scheduled to be awarded or begin construction in 2015. The 2015 Construction Program is divided into six sections, one representing each county in District 4. Award dates, expected completion dates, project descriptions, project locations, cost and maintenance of traffic are listed. Total costs include preliminary engineering, right-of-way and construction. County maps have also been included for your reference. STATEWIDE TRANSPORTATION INITIATIVES CONTINUE AT DISTRICT 4 Two innovative and exciting statewide programs continue and begin in District 4 with projects highlighted in the following pages of the 2015 Construction Book. The Ohio Bridge Partnership Program (OBPP) is a new construction initiative designed to reduce the excess of deficient county bridges. ODOT works cooperatively with Ohio’s County Engineers and municipalities to replace bridges in need of repair and/or replacement. The statewide OBPP provides $120 million from State Fiscal Year 2015 – 2017 for the replacement of bridges. In District 4, 17 bridges as part of the OBPP will be replaced in Portage, Stark and Trumbull Counties. The projects are highlighted on pages 17, 22 and 35. On page 13, the second project accelerated by Governor John Kasich’s Jobs and Transportation Plan, the widening of Interstate 80 in Mahoning and Trumbull Counties is highlighted. This project along with the widening of Interstate 271 in Summit County (page 26), which broke ground last construction season, were made possible by an innovative plan to issue bonds backed by turnpike toll revenue dedicated exclusively to Northern Ohio. The Jobs and Transportation Plan helps fill ODOT’s budget deficit without raising taxes that would kill jobs. The entire plan injects nearly $3 billion in state, local and federal, and turnpike money into 41 transportation projects across the state. These needed funds erase delays and accelerate most construction projects by more than 10 years. District 4 Public Information Office 330-786-2208 OVERVIEW Printed: January 2015 2 2015 DISTRICT 4 CONSTRUCTION PROGRAM Construction Outreach at ODOT District 4 During the 2014 Construction Season the District 4 Public Information Office continued its expanded outreach to inform motorists, residents and businesses of any construction projects causing significant maintenance of traffic issues. One of the key components to this outreach is the use of Closure Notification Brochures on high impact projects around the district. These brochures identify construction projects that have large maintenance of traffic impacts in areas that may affect businesses. The Closure Notification Brochures explain the construction project, the maintenance of traffic, the amount of time motorists and businesses will be impacted and include detailed detour maps for the area. If a project is deemed to have a Closure Notification Brochure created, these documents are handed out to local officials, residents and businesses. A representative from the District 4 Public Information Office will typically be joined by a construction project engineer and will distribute the brochures door to door within or near the construction project. Projects marked with a red asterisk (*) in this book are projects that the Public Information Office will include Closure Notification Brochures during the 2015 construction season. In the upcoming year, the Public Information Office has identified 16 projects where brochures will be distributed to businesses in the surrounding area. ROAD WILL BE CLOSED MAY 14 FOR 90 DAYS INFO: 330-786-2208 OVERVIEW Also in 2014, District 4 continued to place signs along bridge and ramp closures that provided a contact information number if motorists had questions regarding a construction project or a closure associated with the project. These orange signs let motorists know that a roadway will be closed for a certain number of days and provided a phone number to the Public Information Office if they had any questions. The project includes the installation of sidewalks and drainage improvements on US 20 from SR 11 to Cook Rd. and the widening of US 20 to add a two way left turn lane from Ridgewood Rd. to Cook Rd. MAINTENANCE OF TRAFFIC: A minimum of one lane of traffic will be maintained in each direction on US 20 during construction. Access to Walmart will be maintained through Metcalf Dr. Access to all residences and businesses will be maintained at all times throughout construction. * US Route 20 Interstate 90 Austinburg, Saybrook & Plymouth Townships PID: 76747 CONSTRUCTION COST: $68 million START DATE: February 2013 PROJECT: 12-0625 TOTAL COST: $70.6 million COMPLETION DATE: Nov. 2016 PROJECT DESCRIPTION: Pavement replacement on I-90 from just east of Clay St. to the Penn Central Railroad. This project also includes modifications to the SR 11 and I-90 interchange, as well as bridge rehabilitations to two bridges on I-90 and five overhead bridges. Work completed in 2014 included the replacement of I90 eastbound from SR 45 to Chapel Rd., the replacement of the Chapel Rd. bridge over I-90, the Jefferson Rd. bridge over I-90 and the replacement of the SR 11 northbound bridge over I-90. Work to be completed in 2015 includes the replacement of I-90 westbound between Chapel Rd. and SR 11, the replacement of the I-90 westbound ramps at SR 11, the completion of the new SR 11 northbound ramp to I-90 eastbound and the elimination of the SR 11 bridges over Carson Rd. MAINTENANCE OF TRAFFIC: Two lanes of traffic will be maintained on I-90 during peak travel periods. Ramp closures at I-90 and SR 11 will occur for 180 days. All detours will be posted. Access to all businesses and residences will be maintained at all times throughout construction. Village of North Kingsville & City of Conneaut PID: 83599 CONSTRUCTION COST: $11.3 million START DATE: March 2015 PROJECT: 14-537 TOTAL COST: $13.4 million COMPLETION DATE: June 2016 PROJECT DESCRIPTION: Replace the US 20 bridge at the border of the Village of North Kingsville and City of Conneaut between Overpass Drive and Industry Road. MAINTENANCE OF TRAFFIC: US 20 will be closed for 270 days. Access to Industry Road will be maintained at all times. A detour will be posted. The project also includes bridge repairs to five bridges, including one over Mill Creek, Sentinel Rd. over SR 11, Allen Comp Rd. over SR 11, Footville Richmond Rd. over SR 11 and Mill Rd. over SR 11. ASHTABULA COUNTY 6 2015 DISTRICT 4 CONSTRUCTION PROGRAM Mahoning County Construction Costs: Active: $34.1 million Upcoming: $113 million Total: $147.1 million MAHONING COUNTY 7 2015 DISTRICT 4 CONSTRUCTION PROGRAM Mahoning County Active Projects Interstate 76 Milton Township US Route 62 City of Youngstown PID: 24073 CONSTRUCTION COST: $16.9 million START DATE: April 2014 PROJECT: 14-0037 TOTAL COST: $19.2 million COMPLETION DATE: June 2016 PROJECT DESCRIPTION: Rehabilitation of the bridge on US 62 over SR 289, the Mahoning River and railroad. The rehabilitation includes replacing the deck, expansion joints and parapets as well as steel and concrete strengthening repairs. The ramps to Himrod Avenue will also be reconstructed as part of this project. Work completed in 2014 included the beginning of the replacement of the US 62 westbound structure. Work to be performed in 2015 includes the completion of the westbound structure replacement and the beginning of the eastbound structure replacement. MAINTENANCE OF TRAFFIC: One lane of traffic will be maintained in each direction on US 62. The entrance and exit ramps at Himrod Ave. and South Ave. will be closed for 12 months. All detours will be posted. Access to all residences and businesses will be maintained at all times throughout construction. PID: 93887 CONSTRUCTION COST: $2.9 million START DATE: November 2014 PROJECT: 14 - 0352 TOTAL COST: $3.3 million COMPLETION DATE: June 2015 PROJECT DESCRIPTION: Construction of noise walls along I-76 at the Lake Milton area. Work completed in 2014 included embankment work, drainage repairs and foundation construction for noise walls. Work to be completed in 2015 includes construction of noise walls and additional drainage repairs. MAINTENANCE OF TRAFFIC: Two lanes of traffic will be maintained on I-76 during peak travel hours. A minimum of one lane in each direction will be maintained during non-peak travel hours throughout construction. US Route 224 * City of Canfield; Canfield Township PID: 85245 CONSTRUCTION COST: $5.4 million START DATE: March 2015 PROJECT: 14-0494 TOTAL COST: $6.5 million COMPLETION DATE: October 2015 PROJECT DESCRIPTION: Replacement of the US 224 bridge over SR 11. Project also includes the widening of SR 11 and Raccoon Rd. to install additional lanes and turn lanes and the installation of an additional left turn lane on the SR 11 southbound ramp to US 224. MAINTENANCE OF TRAFFIC: A minimum of one lane of traffic will be maintained in each direction on US 224. Southbound traffic on Raccoon Rd. will be detoured for 60 days. This project also includes intersection improvements with an additional westbound right turn lane on Western Reserve Rd. at I-680 northbound entrance ramp. Project also includes the resurfacing of I680 from US 224 to the Pennsylvania Turnpike with minor bridge repairs. Work that was completed in 2014 included the resurfacing of I-680 from US 224 to the Pennsylvania Turnpike. Work to be completed in 2015 includes the replacement and widening of the Western Reserve Rd. bridge over I-680 and all intersection improvements. MAINTENANCE OF TRAFFIC: I-680 under SR 164/Western Reserve Rd. will have various lane restrictions. Western Reserve Rd. will be closed for 75 days. A detour will be posted. Access to all residences and businesses will be maintained throughout construction. The project also includes the resurfacing of SR 59 from the Ravenna Corporation limit to SR 5 and the widening of SR 14 between SR 59 and SR 5. MAINTENANCE OF TRAFFIC: SR 59 westbound will be closed for 120 days. SR 14 will have a minimum of one lane of traffic maintained in each direction.
