Terms of Reference 1.1. Background & Purpose Maharashtra Tourism Development Corporation (MTDC) is a registered company under the Companies Act and is fully owned by Government of Maharashtra. MTDC has a clear mandate from government to promote tourism in the state through systematic development of tourism on commercial lines. MTDC has, since its inception, been involved in the development and maintenance of the various tourist locations of Maharashtra. MTDC owns and maintains resorts at all key tourist centres and having more resorts is on the plan. Maharashtra is geographically one of the larger states in India. It offers famous mountain stretches with over 550 forts to visit including over 20 Sea Forts, 720 km of coastline, the incredible vistas of its western ghats that has superb wildlife, scores of temples with intricate carvings boasting of a large number of popular and revered religious venues that are heavily frequented by pilgrims. Moreover the entire western region of this State comprises of white beaches which are major hotspots for tourists. Maharashtra has total tourist arrivals of around 64 million tourists in 2014. In the domestic scenario, Maharashtra accounted for approximately 4% of the arrivals in India and was ranked seventh. The need for tourism in the state, tourist flow, the location / political / historical value of the tourist destination, etc. has urged the Board to invite proposals for classification of the tourist destinations through the empanelled agencies. Tourism is an important tool for the development of Maharashtra State. Hence, the growth of tourism sector can act as an instrument for creating a turnaround in Maharashtra’s economic condition. For generating skilled as well as unskilled employment, developing infrastructure facilities, increasing foreign currency exchange, etc., MTDC needs to prioritize the progressive sectors by classifying the tourist destinations. 4 TOR for Classification of Tourist Destinations of Maharashtra 1.2. Detailed Scope of Work and Responsibilities of Consultant: The Consultant will be required to undertake following activities: 1. Prepare a list of tourist, religious and pilgrimage places of all the districts in Maharashtra. 2. Design and develop parameters to determine the classification criteria of tourist destinations across Maharashtra. 3. Classify the tourist destinations based upon the classification criteria. 4. Holding stakeholder consultations including district administration, social groups, locals, tour operators, hotel accommodations, entrepreneurs, investors, historians importance, tourism sector experts, etc. 5. Taking the requisite approval from the committee formed by MTDC for the classification of destinations. 6. While determining the criteria for classification of the destinations, following suggestive parameters should be included: a. Historical importance of the destination b. Geographical location of the destination c. Population of the area where the destination is located d. Tourist flow to the destination e. Investments made by Government and Private sector f. Employment opportunities generated and provided by the tourism destinations g. Basic facilities at the destination h. Connectivity to the destination (transportation, communication, etc.) i. Accommodation facilities at the tourist destinations and presence of star and non-star category hotels Note: The Scope of services specified above are not exhaustive and the Consultant shall undertake such other tasks as may be necessary to appraise the project. 5 TOR for Classification of Tourist Destinations of Maharashtra 1.3. Eligibility Criteria The bidders should satisfy the following minimum eligibility criteria and only those who satisfy these criteria should submit the proposal with necessary supporting documents: 1. Consultant should have an experience of preparing at least two tourism development plans 2. Consultant should have minimum Average Annual Turnover of Rs.2 Cr. in last 3 Financial Years 3. The Firm should have an experience of providing Consultancy services in Tourism Sector in the preceding 5 years. 1.4. Approach & Methodology Consultant should provide a detailed methodology of their understanding of the Terms of Reference and the scope of the services to be rendered. The Consultant should also provide a proposed work program for the execution of the services illustrated with bar chart of the activities. The composition of the Team, the assigned tasks and their timings should be brought out properly using bar charts and flow diagrams. 1.5. Expertise Required The consultant shall deploy requisite personnel, who have knowledge and experience of tourism sector, socio-economic survey & analysis. The above mentioned timelines are indicative only. The Consultant shall propose and appropriate timeline as part of their approach and methodology. The timelines proposed by the Consultants shall be considered for evaluation. Evaluation Criteria The proposals will be evaluated in two stages i.e. Technical Proposal and Financial Proposal Technical Proposal: The Technical Proposal shall be evaluated as per following: Sr. No. Criteria Approach & Methodology along with Work Plan 1. Consideration will be given to the total price offered by the consultant to carry out the study as per the scope mentioned. The consultant (L1), who has quoted the lowest price, will be given score of 100. The other Bidders will be allotted score relative to the score of L1, which will be; Financial Score = 100 x PL / P Where PL = Lowest Price; offered by L1; P = Price of the proposal being considered. 8 TOR for Classification of Tourist Destinations of Maharashtra Weightage of Technical and Price Factor The total score of each consultant will be calculated by weighting the score of Technical Proposal and Financial Proposal as calculated above. The weightage for Technical Proposal will be 80% and the weightage for Financial Proposal will be 20%. Based on the weighted scores, the consultant will be ranked from highest score to lowest score. The successful consultant shall be selected on the basis of the combined score of the consultant in technical and financial terms. Any effort from any consultant to influence the process of examination, Clarification, evaluation, and comparison of bids and in decision concerning the award of contract may result in rejection of bid. 1.8. General Instructions to Consultants 2.1. Introduction The Assignment shall be implemented in accordance with the TOR. Please note that the costs of preparing the proposal and discussions up to the contract signing, including site visits, are not reimbursable as a direct cost of the Assignment. The consultant shall provide professional, objective and impartial advice and at all times hold the Client’s interests paramount, without any consideration for future work, and strictly avoid conflicts with other assignments or their own corporate interests. 2.2. Preparation of Proposal Consultants shall submit their Proposal written in English language. 2.4. Confidentiality Information relating to evaluation of proposals and recommendations concerning awards shall not be disclosed to the Consultants who submitted the proposals or to other persons not officially concerned with the process. 2.5. Facilities / Assistance for the appointed consultant a. MTDC shall provide all necessary information available with them for conduct of the assignment. b. MTDC shall provide copies of earlier studies and reports conducted and available with them, if any, relating to the assignment. 2.6. Additional Services The Consultant shall, if so required by MTDC, provide the services as specified below as additional services to those specified in the TOR. a) Preparations of reports or additional contract documents for consideration of proposals for carrying out of additional work. b) Any other specialist services required by MTDC or other specifications as may be agreed upon. c) Any sub consultancy / appointment of expert required for the services which are not included in scope of work but approved in writing by MTDC. All additional services other than minor extras without materially affecting the scope of work will be authorized by MTDC at rates or on man month basis and under conditions to be mutually agreed. 11 TOR for Classification of Tourist Destinations of Maharashtra 2.7. Extension to Time Limit a) If there is genuine (for reasons not attributable to the Consultant) delay to complete the pre tender activities by the Consultant on account of reasons beyond his control then the Consultant should obtain valid extension for the prescribed period. b) The payment of fees will not be made unless the valid extension is granted. c) The decision of designate authority for granting extension shall be final and binding.
