REQUEST FOR QUALIFICATIONS
MAP VALIDATION
TWIN COUNTY REGIONAL 911 COMMISSION
CARROLL COUNTY, GALAX CITY, GRAYSON COUNTY
A. PROJECT DESCRIPTION
Twin County Regional 911 Commission operates a PSAP for the Counties of Grayson and
Carroll and the City of Galax. The PSAP’s 911 map was developed in 2004 using ArcGIS.
The Commission is requesting qualifications from individuals and firms to validate and update
the map to NG911 standards. Proposals should not exceed $20,000 and work must be completed
prior to June 30, 2015.
B. SCOPE OF SERVICES
The specific scope of services required is described below:
1. Gap analysis of current map and processes to i3 and/or NG911 standards and other PSAP
good practices.
2. List of prioritized activities needed to enhance the map and processes to i3 and/or NG911
standards, and to implement other PSAP good practices.
3. Execution of some or all recommended enhancement activities.
4. Transition and training for Twin County 911 to complete recommended activities not
completed through the vendor’s statement of work.
5. Creation of a Quality Assurance/Quality Control process and training to ensure Twin
County 911 maps adhere to i3 and/or NG911 standards ongoing.
6. As an alternate approach, the vendor can perform a gap analysis of current map and
processes to E911 standards, and propose and perform activities to address the more critical
gaps.
C. CONTENTS OF RESPONSE
Statements of qualifications should be submitted for review by the Selection Committee and should
include, but not necessarily be limited to, the following items:
1. A general description of the vendor’s philosophy, experience, and capabilities.
2. Recent experience with similar type projects. Submit brief descriptions of the scope of
similar projects, contact person, address, telephone number, and e-mail address.
3. Qualifications and background resumes of staff persons who will perform the work and their
availability and proximity to the project location.
4. Demonstration of familiarity with NG911 standards and validation.
5. Statement of work, key deliverables and timeline.
6. Total proposed fees including separately billed travel costs, projected man hours and hourly
rate for the project.
D. SELECTION PROCESS/CRITERIA
A Selection Committee shall evaluate all proposals and rank vendors. The Commission reserves
the right to interview the highest ranked vendor agreed upon by the selection committee. The
Commission reserves the right to negotiate with the selected firm for any required and related
future needs for this project. The Commission also reserves the right to reject any and all
proposals that fail to qualify as responsive to our needs. The Commission is an equal

The Commission will review proposals and make its selection based on the criteria set forth
hereafter:





Understanding of the project and proposed scope of services.
Familiarity with similar projects.
Staff capabilities and availability to provide timely execution prior to June 20, 2015.
Performance on similar projects based upon interviews with other PSAP’s.
Proposed deliverables and pricing.
The vendor that best meets the criteria may be contacted for an interview to finalize the statement of
work and contract. If a mutually agreed upon contract is not reached, negotiations will begin with
the next most qualified vendor. The contract will be a fixed-fee contract for specified work tasks.
Payments to the vendor will be based on costs incurred and work tasks completed. Each responding
vendor will be notified of final selection.
All responding firms/individuals shall comply with Executive Order 11246.
E. INCURRING COSTS
The Twin County Regional 911 Commission is not liable for any costs incurred by vendors prior to
issuance of a contract.
F. IMMIGRATION REFORM AND CONTROL ACT OF 1986
By signing this statement, the offeror certifies that it does not and will not during the performance of
this contract violate the provisions of the Federal Immigration Reform and Control Act of 1986,
which prohibits the employment of illegal aliens.
