Promotion Specialist (1 position: Raleigh) Position # 60088488: The purpose of this job is to promote the NCEL through the execution of sport and event sponsorships, collegiate sponsorships, retailer and consumer promotions and special events designed to maximize ticket sales, increase public awareness and promote total contributions raised for education. This position is one of six Promotion Specialist positions. Requires 40-50% travel. Responsibilities include, but are not limited to: plan and execute sport and event sponsorships and ensure fulfillment of all contractual elements. This includes monitoring production deadlines, digital and print artwork requests, television and radio placement and web elements; act as the main on-site contact for assigned sponsorships; prepare for events by loading and unloading marketing vehicles and trailers and assembling and dismantling marketing kiosks; sell lottery tickets at select promotional events. Ensure proper distribution of instant tickets and track daily sales; draft contract agreements and internal contract terms for assigned sponsorships; create event banners, retailer banners and winners checks using Adobe Illustrator; ensure preservation of the NCEL assigned vehicles, marketing trailers, kiosk displays, tents and promotional tools and equipment; maintain established promotional & premium item inventory tracking system. Customer Service Representative I (1 position – Raleigh) Position #60088348: The purpose of this position is to oversee and provide customer services to all external and internal customers. This is accomplished by performing customer service tasks; maintaining and updating databases; preparing and processing retailer requests; analyzing and verifying data; training employees; processing adjustments; and corresponding with retailers and players. Responsibilities include, but are not limited to: Corresponds with players and retailers by answering and logging incoming calls; providing input and feedback from interactions; assisting players with registration; authenticating retailers; providing general information; responding to requests; processing retailer adjustments, providing troubleshooting tips for jackpot signs; directing incoming calls; and preparing mail/memos. Ensures customer service tasks by preparing reports; providing guidance in ticket transfer and appropriate phone coverage; resetting user names and passwords in ES and RWS, Lucke-Zone; updating spreadsheets; updating files; assisting in filling out claims forms; and communicating policy or procedure changes. Processes adjustments by logging retailer and ticket information; organizing adjustments; requesting transaction reports; completing logs; creating and filing reports; and maintaining and updating spreadsheet. Analyzes and verifies data by using VLOOKUP verification to filter out data into spreadsheets; using ES database to edit and verify retailer status; and February 5, 2015 reviewing reports for accuracy. Maintains databases by updating Retailer Management System and ES with completion dates; maintaining spreadsheets; entering new instant game information; updating mailing and complaint log; and following up with retailers. Trains employees by teaching processes, procedures, policies, products, and games; and showing employees how to use software and hardware. Claims Representative (1 position – Raleigh): Position #60088395: The purpose of this position is to provide customer service and administrative support. This is accomplished by validating and processing claims; performing accounting and reconciliation of transactions; selling tickets; providing customer service; and performing clerical duties. Responsibilities include, but are not limited to: Performing sales and claims by maintaining cash drawer; selling tickets; performing daily balances; emailing winner notifications; storing ticket dispensers; retrieving tickets, dispensers, and cash/checks; verifying signatures; and entering and approving claims. Provides customer service by greeting and assisting customers; instructing players on procedures; assisting players with purchasing tickets; presenting checks, debt set off information; and promotional items; assisting players with ticket checker; and assisting Sales department with returning ticket stock and supplies. Provides administrative support by maintaining inventory of player materials; sorting and filing RTR certificates; purging files; attending meetings and training; printing SR information; scanning, copying, and verifying documents; maintaining lobby; and printing and distributing reports. Education and experience: Work requires knowledge of a specific vocational, administrative, or technical nature that may be obtained with six-months/one year of advanced study or training past the high school equivalency. Community college, vocational, business, technical, or correspondence schools are likely sources. Over one year up to and including three years of work related experience. Work requires the use of standard technical skills appropriate to the work environment of the organization. Ability to perform the four basic arithmetic operations. Gaming Reporting and Analysis Manager (1 position: Raleigh) Position # 60088546: The purpose of this position is to provide day-to-day gaming report development, data analysis, and business intelligence needs. This position will be responsible for the supervision and leadership of the Gaming Reporting and Analysis staff; providing comprehensive knowledge, leadership, and support in the physical design, testing, implementation and maintenance of the NCEL’s SAS data warehouse and other reporting and business intelligence mechanisms. Responsibilities include, but are not limited to: Consulting and collaborating with the Director of Gaming Systems and Deputy Executive Director of MIS and Gaming Systems on the overall business intelligence and reporting strategy and vision of the NCEL; aiding internal lottery staff in the design, creation and development of reports using internal business intelligence and reporting tools. Ensuring that all gaming reporting and analysis needs are being met; coordinating the accurate and timely creation of large scale reports to be utilized by other NCEL departments; consulting with NCEL gaming vendors, and NCEL departmental personnel to identify and enhance data utilizing business intelligence and reporting tools (file feeds, cross-referencing database, etc.); collaborating and working closely with MIS staff in the coordination of software installations, software updates, and the configuration of business intelligence tools. Administration of all business intelligence and reporting tools; including SAS servers within a Linux environment performing the configuration, management, monitoring and debugging of SAS services such as the Object Spawner, OLAP Server, and JBoss application server, etc., as well as user account management; daily monitoring of system performance and availability; development of automated scripts to optimize system monitoring, administration, and business processes; review and understanding of data specifications and physical data models in relation to the creation, development, modification, and enhancements to extraction, transformation and the load processes (ETL) of the NCEL; provide detailed documentation on all processes and procedures relating to data flow and report creation. Network Engineer (1 position - Raleigh): Position #10000615: The purpose of this position is to provide planning, implementation and support for the NCEL data network. This position will also provide secondary support for the NCEL voice and video systems. This is accomplished by addressing issues assigned via the Helpdesk ticket system; includes assessing, debugging, and resolving technical problems associated with Cisco switches, routers, firewalls, VOIP systems, wireless networking, and Polycom video conferencing equipment. Candidate will be responsible for analyzing and making recommendations for network planning, implementing solutions and providing support. Responsibilities include, but are not limited to: Assess, debug, and resolve technical problems associated with Cisco switches, routers, firewalls, VOIP systems, wireless networking, and Polycom video conferencing equipment. Analyze and make recommendations for network planning, including configuration changes, replacement equipment for end-of-life switches, firewalls, and routers, and best practices for optimal network health. Monitor and maintain the health and integrity of the enterprise network. Support the LAN/WAN, SAN, UCS, and VOIP systems. Write and maintain technical designs and documentation. Perform project support as coordinator and lead as needed. Perform hardware and software upgrades to the network infrastructure equipment including, routers, switches, firewalls, & UCS. Provide phone support to employees or customers relative to networking technology. Deploying, installing, and configuring Virtual Servers. Configure and troubleshoot SNMP, syslog, NetFlow, fiber channel, and FCOE, VLANS, TCP/IP, HSRP, EIGRP, Multicast, SPAN, vPC, Trunks, Etherchannel, FC, FCOE, NAT, PAT, ACL’s, & VPN’s. Solve complex, cross-functional issues that cross many technologies in network, server, storage, O/S, virtualization, consolidation, security, applications, operations, content switching, and/or caching. Education and experience: Two year associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school and over three years up to and including five years of experience. A minimum qualification of CCNP or CCSP certification is required. Investigator (1 position: Raleigh) Position # 650088359: The purpose of this job is to investigate any incident that could affect the integrity of the North Carolina Education Lottery (NCEL). Responsibilities include, but are not limited to: Conduct both internal and criminal investigations and develop case files from sources such as: blocked ticket reports, police reports, ticket redemption claim forms, complaints, interviews and NCEL operational information; conduct interviews of victims, witnesses and other persons involved in the investigation; request, prepare and evaluate reports relating to validation and sales activity from NCEL system information including validation and sales records; investigate claims for winning instant and on-line tickets that cannot be validated using standard system validation methods; conduct inspections of NCEL and vendor facilities and operations to make recommendations on improving security; conduct Instant Ticket press checks for quality assurance; respond to questions, complaints and requests for information by telephone, in person or by mail from retailers, players, employees, department head, etc.; conduct security surveys and risk assessments to ensure regulatory compliance, business continuity, reduce risk, loss or damage, and reduce liability risks for the NCEL, in accordance with agency security standards. Education and experience: Bachelor degree from an accredited college or university in Criminal Justice, Loss Prevention or related area of study preferred. A minimum of three years of investigative, criminal process, civil liability, evidence handling, and preparation for prosecution or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for this job. Considerable knowledge in the areas of interviewing, deception detection, and techniques utilized to determine response validity preferred. Intermediate knowledge of Microsoft Word and Excel is required. Candidates must have excellent verbal, listening, and written communication skills. A strong knowledge of technical security applications such as CCTV and recording systems is desirable. February 5, 2015 Gaming Reporting and Analysis Specialist (1 position – Raleigh) Position #10000715: The purpose of this position is to provide technical report design, analysis, instruction, and guidance to departments of the NCEL. This is accomplished by designing and distributing reports; utilizing various in-house business intelligence applications, performing technical writing, providing training, support, performing data mining to analyze data, performing testing, developing methods, queries and algorithms. Responsibilities include, but are not limited to: Designs reports by utilizing business intelligence tools and database applications; providing and distributing reports; using query language to analyze data; analyzing customer needs; making recommendations; providing logical output; and managing projects. Performs technical writing; designing and producing documents; maintaining technical specifications; documenting new processes and providing technical specifications; communicating improvement needs; interviewing internal customers; researching project related topics; maintaining productivity in various settings; and presenting visual documentation of processes in various formats. Provides training and support by conducting classes; demonstrating software; facilitating transitions; developing training materials; providing recommendations; clarifying processes; testing developments; acting as liaison between Lottery and vendor; troubleshooting issues; implementing specialized support; and facilitating meetings. Education and experience: Bachelor's degree or equivalent with over one year up to and including three years of experience. Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.
