Call for Proposal Innovation Project on Safe Migration Open Idea from NGOs BRAC Migration Programme is playing a significant role for promoting the development and welfare for potential migrant workers and their families in over 122 upazilas in 33 migration prone districts of Bangladesh. We are calling for proposals from NGOs /CBOs/ idea incubation experienced organisations for Innovation Fund Open Idea. The Innovation Fund ideas will be utilised under the project “Safe Migration for Bangladeshi Workers” which is implemented in 80 Upazilas under 21 districts (see annex for the list of upazilas). It is observed that innovation programmes to support potential migrants lack seed capital for their testing/replicating/further strengthening. As per the project strategy, the Innovation Fund will be utilised for migrant workers’ and their families for pre-departure preparation to ensure migrants’ safe migration, welfare and development. Proposals should focus on the community based skill resource, service delivery mechanism, business model/concept, new product that can test the existing ones or adaptation of existing products and services. These services should be accessible and affordable especially for the migrant workers and their family members in the project areas. The services remain sustainable after completion of project period. BRAC is piloting a 3 years long project on Safe Migration for Bangladeshi Workers funded by the Japan Social Development Fund (JSDF), a trust fund managed by the World Bank. This grant is supporting an innovative pilot of significant scope and scale which aims to address the knowledge and information needs of potential migrants in Bangladesh by disseminating knowledge in an appropriate manner, particularly at the pre-decision to pre-departure stage of the migration process. The project is aiming to reduce vulnerability of migrant workers and their families through (i) better access to accurate and timely information and services for safe migration for both male and female migrants; and (ii) reducing dependency of migrants on middlemen by establishing and strengthening community-based organisations. The key issues the project intends to address include identification and establishment of CBOs to protect migrants’ rights and promote safe migration services; pre-departure preparation to promote safe migration; knowledge on safe migration process; reduce dependency on middlemen; improve management of remittances, etc. We are calling for proposals from the NGOs/CBOs/idea incubation experienced organisations for Innovation Fund Open Idea. The services should remain sustainable after completion of project period. 2 Innovation Fund As per the project strategy, BRAC Migration program has embarked an Innovation Fund to support the migrants, their family members and the people of migrants’ community in predeparture stage through new product, service delivery mechanism, business model/concept that can test the existing ones or adaptation of existing products and services. The services should remain sustainable after completion of project period. Initiatives that prioritises direct benefits to migrant workers will be considered. The concept of Innovation Fund emerges from finding the most effective programmes for migrant workers and their families, pilot those programmes in the selected areas under project geography, aiming to replicate their success among migrants communities around the country later on. By 1 Business Model is a plan for the successful operation of a business, identifying sources of revenue, the intended customer base, products, and details of financing. It will brief what problems of the migrants we are going to solve through the Business model; which group of migrants it is going to attend; which sort of products and services it is going to deliver; who we are going to solve the problem; what sort of value propositions it is going to suggest; how it is efficient; effective and sustainable for the development and welfare of the migrant workers of the project areas. 2 2 focusing on high impact, result-oriented minimum profits , this innovation project will ensure that grant money is spent in a way that is effective, accountable and worthy of the migrants’ trust and benefits. Proposed Innovation Fund project themes should cover at least one of the following: a) Supporting potential Migrants’ families who are left behind b) Training/capacity building courses for potential migrants and c) Supporting potential deceived women migrants The brief description stated below may give some idea about the innovation initiatives to be considered. However, open ideas are not necessarily limited to this description only: a) Supporting migrants’ families who are left behind The potential migrants and their immediate family members will be organised in groups. A common contributory fund will be created with equal share from the group members and a seed grant from project allocated for innovation piloting. The group members will be provided with essential trainings to build their capacity, eg. IGA/SME development, operational and financial management of IGA/SMEs etc. After training, the innovation fund will be endowed within the groups. This endowed fund will be used to sponsor the fund required for the potential migrants or their family members to receive different trainings from government and non-governmental organisations that would facilitate their successful migration or income earning capacity. In addition to that, any other viable projects may support the families of the migrants. b) Training/capacity building courses for potential migrants The applicant NGOs will form groups of returnee migrants. The NGOs will provide support for potential migrants in terms of skill development in language, financial management of remittance etc. The NGOs will have similar joint fund (comprising project fund and contributory fund from members). The seed money will be utilised for essential support they require for the training module development, specific ToT they need to perform their operation including business plan preparation. The NGOs will work as liaison and referral service organisation for the potential migrants’ technical training and pre-migration documentation services. This will be a paid service. c) Supporting women migrants Similar groups will be formed for the women migrants in the female migration prone areas. The NGOs will provide support to sponsor training of the potential female migrants in BMET, TTC and other non-governmental organisations. Moreover, these NGOs will also arrange and provide trainings by the CBOs with token fees charged to the training recipients. The NGOs will also try to make productive investments and establish ICT based female migrants training/business centres at upazila level for generating income. It can be ICT based call centres; ICT based training per the demand and needs created by the formal and informal sectors in destination countries. 2 Minimum profit means the limit of products/services affordable for the potential migrants and their families in the poverty prone areas of Bangladesh i.e. unit service/product should not cost more than BDT 500. 3 Innovation Ideas need not be confined to these examples mentioned above. Submitted projects should demonstrate the following key components• • Replicable and sustainable improvements for the migrants and their family members Initiate practical and quality improvement projects that directly improve the migration management, support and service delivery for the migrants and their first kin such as spouse, first parents, children and the migrants vulnerable for the consequences arisen for migration 3 Expected Outcome Expected outcomes are as follows: The NGO will submit a viable project that may support the migrants and their families focusing on but not limited to any of the following issues: • • • • • Established functional service providing mechanism for potential migrants Provide skill development training for potential migrants Sponsor training for the potential female migrants ICT based training/business centres for migrants and their family members especially for female Business model, etc. 4 Eligibility • • • • Credibility in the community and country Mission and values in relation to ensure Safe Migration in the community Experience of working in development issues and in partnership approach 3 Having proven track record of any innovative project implementation 5 Geographical location Individual proposals should cover one upazila of the project area. Proposals for/from poverty prone and high migration prone areas will be preferred. 6 Language of proposal submission English 7 Proposal Submission process Interested organisations may submit their proposal with relevant documents in a sealed envelope addressed to the address given below. Envelope must be marked with the title of the assignment. 8 Proposal selection Criteria Proposal will be evaluated on the basis of technical (80%) and financial (20%) assessments. (No more than half a page) Institutional profile: brief description of your organisation, including its registration details and relevant experience Financial proposal should be submitted in separate envelope A single proposal should not exceed the limit of BDT 30 lakh Each of the proposals should be submitted in hard copies and electronic versions in DVD Proposals should be submitted in Microsoft word Arial/Times New Roman font size 12 Main proposal should not exceed page limit of 10 (excluding annex) in A4 size paper Any organisation having yearly fund management experience of minimum 25 lakh may apply 9 Guidelines for the Submission of Proposals The proposal should contain the following: a) Geographical and population coverage: The proposal should be for/from the poverty ridden/ high migrant prone areas of the stated project areas; b) Problem statement: Problems of Migrants/their families are facing are desired internationally/nationally to be resolved; c) The project objective: specific objectives to resolve the core problems of the potential migrants and their families; d) Expected results: the expected outputs and outcomes that would be achieved through this innovation idea in line with the outcomes mentioned above; e) Strategy: How the organisation will achieve the objectives of the innovation fund idea; f) Description of activities g) Work plan: It will describe the duration of the project not exceeding more than 1 year. h) Sustainability plan: It should be replicable and self reliant after the innovation fund; i) Proposed budget: A detailed budget proposal showing how much required for each activity. It should be submitted separately. 5 10 Selection Process Phase 1: Screening • • Call for proposal — opens on 1 February 2015 and close on 1 March 2015 Short listed organisations will be notified by March 2015 Phase 2: Evaluation • • Representatives from short listed organisations will be called to present the proposal inperson (date TBA) Additional documents to support the proposal may be requested if necessary Phase 3: Selection • • BRAC Migration Programme will do the final selection based on both the written proposal and the interview.
