Editor’s Note
Dear Friends,
Winter is in full gear and the fun continues here on the mountaintop. For the
past 16 years, Deep Creek Lake has been home to the Deep Creek Dunk, raising funds for the Special Olympics in Maryland and is one of their largest fundraisers. People come from all over the region to participate and it has grown
from a two hour event to a full blown weekend with lots of fun activities taking
place before and after the event. Check out our feature story on Page 6 for
more information.
While natural snow has been in short supply, temperatures have cooperated
and the folks at Wisp Resort have been able to make snow almost continuously
since the first of the year. In addition to fun on the slopes, Wisp has lots of other
activities for both skiers and those who prefer more tame activities. Read our
Skier’s Notebook on Page 54 for the latest updates. You’ll also find a complete
listing of other area events and activities in our Calendar of Events and Entertainment Guide so you don’t miss a minute of the fun!

17th Annual MSP/NRP
Deep Creek Dunk
Freezin’ for a Reason!
The 17th Annual Deep Creek Dunk will be held on Saturday, February
21 on the beach behind Uno’s Chicago Grill & Bar on the shores of Deep
Creek Lake. The second part of the Special Olympics Maryland (SOMD)
winter water series,
the Deep Creek Dunk
has become a wintertime tradition for thousands of warm-hearted
Dunkers. Dunk participants take a chilly dip
in Deep Creek Lake to
raise funds for Special
Olympics Maryland,
which provides yearround sports training
and athletic competition in a variety of Olympic-type sports events for children and adults with
intellectual disabilities
A joint operation hosted by SOMD, the Maryland State Police (MSP)
and Natural Resource Police (NRP), over the past sixteen years this event
has seen over 7,500 Dunkers raise just
over $1,699,000 for Special Olympics Maryland. Organizers have set a
goal of $170,000 for the 2015 Dunk.
The Dunk fully funds the SOMD - Garrett County program’s annual budget
which benefits 47 local athletes.
For a minimum of $75 in pledges,
dunk participants take a quick dip in
the lake and earn some great prizes.
The event is free to spectators while
dunkers will receive a commemorative sweatshirt, lunch courtesy of Uno
Chicago Bar & Grill, a group color

to have their spotlighted moment in the lake. There is no charge for spectators. Come out and help Reveal Champions.

at Black Bear Tavern beginning on Saturday afternoon. There will be live
entertainment and plenty of fun. All door proceeds will benefit Special
Olympics Maryland as well.

Joshua Sines: Reclaimed
Metal Artist
Submitted by the Garrett Arts Council
Born and raised in the Appalachian mountains of Maryland, Joshua Sines is
enthusiastic about the growth of art in Garrett County. He is also pleased with the
community’s response to his own art created from reclaimed auto parts. Joshua’s
works meld the innate beauty of individual gears, sprockets, transmission chains,
spark plugs and other worn out machine parts
into sculptures for display in homes, gardens
and businesses. They are the perfect Valentine’s
gift for someone who loves machines and metal!
Joshua has been around the automotive
industry most of his life and currently manages
My-O-Tire Auto Services, a family-owned
business in Oakland, Maryland. His daily
exposure to multitudes of machines and spare
parts sparked an interest in metal as more than
just functional components. Over the last decade,
Joshua’s metal work that began as a business
necessity, has gradually developed into his
personal artistic expression. “Our family business
was going through some employee changes and I
was the only one with any experience in welding
or brazing. While teaching our technicians this
process, I began making simple little things out
of scrap metal. After many ash trays, coat racks

created.”
Intended as representational, Joshua’s metal sculptures promote and allow for
viewers’ individual interpretations. “My primary goal is to stimulate thoughts and
emotions using ‘stuff’ we discard every day without a second thought. In the auto
repair and tire business, I have witnessed large amounts of waste that, sadly, we all
see as needed. Through my art, I try to convey thoughts about overconsumption and
waste, and its impact on our environment.”
In addition to metal work, Joshua also enjoys photography. It was one of his
first artistic endeavors as a young person. He likes to incorporate metal work
and photography by shooting images of his sculptures in various settings, adding
additional content for the viewer’s interpretation. “It is my hope that we will all begin
to reevaluate what is actually needed and redirect life in a positive direction.”

When asked about his mentors and sources of inspiration, Joshua said, “While
growing up in Mountain Lake Park, I had the opportunity to live near and get to
know Mark and Laura Stutzman. Having
friends and neighbors like them, who were
achieving amazing things in the international
art community, was an early source of
inspiration. Their example still inspires me
to strive to do more. When I got older and
started my metal work, Josh Gambetta was an
enormous source of inspiration. He helped
me get started with the sales aspect of my art.
Without his guidance, encouragement and
the opportunity for exposure he provided, I
would still just be making ash trays and coat
racks!”
Most of objects that Joshua uses to create
his sculptures are old, discarded car parts
that have been replaced by the technicians
at My-O-Tire. “They’re from the cars you see
driving around Garrett County every day.”
His creative process usually begins with one
automotive piece that sparks an idea. “I get
an inkling that it looks like something and
from there, I begin to add or manipulate.”
Joshua describes his creative process as one
that flows from the original spark rather than

He describes it this way. “I will be
walking around the garage and see a scrap car part that sparks an idea. That idea
will nag at me until I start to develop it.” Joshua has found that, for him, the process
of creating requested or commissioned pieces is often more difficult than sculptures
triggered by his own imagination. “For commissioned pieces, I have to find a part
that reminds me of some aspect of the piece that I’ve been asked to make. Then my
creative process takes off from there.” After discovering the initial piece that serves
as the catalyst for an idea, it often takes Joshua months to find and assemble the array
of components needed to create the sculpture that he envisions.

Garrett County Memorial Hospital Receives National
Recognition from the American Hospital Association
The American Hospital Association (AHA) recognized Garrett County Memorial Hospital for its efforts in quality of care, patient safety and patient centered care and for its
participation in the AHA McKesson Quest for Quality Prize. The Quest for Quality Prize
is recognition for hospitals that pursue excellence in continuous quality improvement and
patient safety. GCMH received the recognition after submitting a description of its quality
improvement processes and measurements of success.
In the same week, GCMH was also
awarded the Carolyn Boone Lewis
“Living the Vision Award” for the
hospital’s participation and membership in a state collaborative that is
reinventing the payment systems for
hospitals in the State of Maryland.
This “new” payment is also known as
Total Patient Revenue, or TPR. The
way that the TPR payment system
works, is that hospitals assume risk for
the health of the community and are
paid based on the population served,

were presented the award for reinventing themselves to meet the new payment system. Awards were presented by Rich
Umbdenstock, President and CEO of the AHA.
“Garrett County Memorial Hospital is the longest standing TPR Hospital in Maryland.
We’ve been paid on this system since the early 1980’s. This work has led to GCMH having the lowest 30 day readmission rate in the state, which is currently below 6%, versus
the state average of 12%,” explained Mark Boucot, GCMH President and CEO. “The
people of Garrett County may not realize it, but this work could essentially become a basis for the rest of the nation when considering the implementation of a population based
health reimbursement system.”
Maryland TPR Collaborative formed in 2010 out of 10 hospitals involved in the Maryland Total Patient Revenue Project. The Maryland Total Patient Revenue Project uses a
fixed revenue system to encourage hospitals to decrease hospitalizations. The participating hospitals are the sole providers in communities in the western mountain region and
coastal parts of the state. The collaborative’s purpose is to reshape the participating hospitals’ approach to health care, learn from each other’s challenges and successes, share best
practices and data and improve care as a group, despite demographic diversity. Tracy
Lipscomb, Vice President and Chief Financial Officer (CFO) at GCMH remarked, “I have

been honored to work with such a talented group of CEO’s and CFO’s as part of this TPR
Collaborative.”
These 10 hospitals focus on providing greater access to primary care, which keeps patients out of the hospital, and improving quality. Some of the successful strategies implemented by TPR Collaborative Maryland hospitals include:

Creating partnerships with physicians, pharmacists and community groups;
•
Supporting the primary care physician practices;
•
Creating primary care medical homes;
•
Developing high-risk clinics like GCMH’s Cardiac and Pulmonary Rehab Unit;
•
Partnering with independent urgent care centers and increasing collaboration with Federally Qualified Health Centers (FQHC’s);
•
Expanding and supporting Home Health and community resources;
•
Focusing on appropriateness of admissions;
•
Improving and changing discharge procedures and follow-up; and,
•
Increasing health and wellness activities on a regional basis.
Umbdenstock recognized the TPR Collaborative in Maryland for their efforts to reducing costs, increasing access to primary care and sharing best practices in a way that all
hospitals can learn from. An important element of the Carolyn Boone Lewis Living the
Vision Award is that a hospital must be recognized as a leader and nominated by others
in the health care field.
Participating hospitals in the collaborative are Calvert Memorial Hospital, Carroll
Hospital Center, Chester River Hospital Center, Garrett County Memorial Hospital, The
McCready Foundation, Meritus Medical Center, Shore Health System, Union Hospital
and Western Maryland Health System.
The American Hospital Association is the national advocate for its members, nearly

Friendsville’s 250th Anniversary Celebration
Vintage Valentines Day Dance and Wing Night
February 14, 2015
The Town of Friendsville will continue to celebrate it yearlong 250th Anniversary
Celebration event series at the Friendsville Fire and Rescue Department with a Vintage
Valentine’s Day Dance and Wing Night slated for Saturday, February 14.
Wings will be sold from 5:00 p.m. to 7:30 p.m. with a dance being held from 8:00
p.m. to 11:00 p.m. In addition, alcoholic beverages and other snacks will be available
to purchase throughout the evening.
Time period dress is encouraged anywhere from early 1800’s to 1940’s. Costumes
are not mandatory. Prizes will be given for your efforts and an overall ‘best couple’ will
be selected. An “I Love My Town” matte mural will be available to sign as a 250th Town
keepsake in remembrance of our town’s birthday celebration.
Cost for the event is $10 per person or $15 per couple. Music will be provided by

GCMH Foundation Hits
$1 Million Target
William B. Grant, Chairman of the Garrett County Memorial Hospital Foundation
announced that the Foundation has reached the $1 million milestone in the Capital Campaign to help fund the Hospital’s expansion and renovation project currently underway.
Total campaign project goal is $1.65 million by the end of 2015. Volunteers for the
Garrett County Memorial Hospital Foundation are very excited about the progress of the
project and are pleased with the positive response and support from their friends, families
and neighbors.

Wisp Offers Music, Jams & Other
On-Snow Events!
Wisp Resort has scheduled a line-up of events to entertain skiers and non-skiers;
families and singles and everyone in between.
Wisp Resort is continuing the Stage Wisp Winter Concert Series. The series is
held every Friday in January and February 2015 in Wispers Bar from 6:30pm to
9pm. The concert is free and open to everyone.

point series gives freestylers several
opportunities to perform their best
tricks. The other two jams are being
held February 13 with the finale on
March 7 and the skier / rider with the
most points, takes home the title.
Other on-snow festivities include
the Subaru Winterfest slated for March
7 and 8. Wisp’s official resort vehicle
brings the show to the snow with
display vehicles, giveaways, goodies,
hot cocoa, cookies, an obstacle course
and more. The event is free and open
to the public (even if you don’t own a
Subaru). The festivities start at 10am
each day at the base of Face and Squirrel
Cage.
Wisp Resort is a four season
mountain resort by the shores of Deep
Creek Lake in Western Maryland.
Wisp offers skiing, snowboarding,
cross-country skiing, golf, lift-served
mountain biking and a variety of other
mountain recreation activities. The ski
resort has 14 lifts and 34 trails on 172
acres, more than 90% of which is lit for
night skiing. Wisp has a state of the art
snowmaking system which is generally
acknowledged as the most advanced
in North America capable of covering
virtually all trails with as much as a
foot of snow in 24 hours under ideal
snowmaking conditions.
