Cyber threats pose real dangers to both government and business

The United States is not yet properly prepared to combat cyber threats from foreign entities
but is getting better and one solution is a partnership between the government and private
sector, according to John Bolton, former U.S. ambassador to the United Nations.
Bolton was the keynote speaker at the 94th Annual Meeting Luncheon of the Morris
County Chamber of Commerce held earlier this month at the Hanover Marriott Hotel in
Whippany. He spoke about strategic threats to America from cyberspace.
“This is a particularly important time,” he told the audience of more than 600. “It’s
important in understanding the risks we face in cybersecurity. For a lot of people it’s hard
to imagine the Internet as a threat like war…But its potential consequences are enormous.

“We need to dispel the myth that cyberspace is a benign environment, that it simply
unleashes potential and doesn’t really have any downsides. It has downsides,” he added.
While cyber technology can be a force of good, Bolton said, citing the Arab Spring in
which demonstrations were driven by social media, “it works in the other direction, too.”
Bolton said the Nazis were the first to use technology to spread fear and intimidation
and pointed to the Chinese Jasmine Revolution, pro-Democracy protests, which led to
government crack downs on technology.
“It’s as if people have forgotten ‘1984,”’ he said, referring to George Orwell’s dystopian
novel in which authoritarians used technology to control people.
Bolton cited the 2011 downloads or more than 250,000 cables from U.S. embassies by
WikiLeaks as a recent cyber attack against the United States.
“This was about harming our intelligence community and it had devastating effects,” he
said.
He also spoke of Edward Snowdon, the former National Security Agency contract
analyst who leaked classified information from the NSA in 2013, revelations that resulted
in damage to not only U.S. intelligence but to the nation, as well, leading Americans to no
longer trust the military intelligence community, Bolton said.
Yet cyber attacks from outside the United States threaten not just the government but
also private businesses, Bolton warned. He spoke of “massive Chinese efforts” to penetrate
the nation’s telecommunications sector to either steal intellectual property or perform
cyber sabotage.
“This is where we’re most vulnerable and least prepared,” he said. “I don’t think we’ve
thought enough about what our offensive strategies are. I don’t think we’ve considered our
defensive strategies.”
He cited the hacking of Sony by North Korea.

state exchanges versus state exchanges only, a ruling that could decide the future of the

the Internal Revenue Service to establish a
list of eligible employees and benefit levels,
according to Visakay. The paperwork is
extensive and could require employers to
hire new staff or to retain outside support to
help them be in compliance.
Arris Veronie, chief executive officer of
Care Finders Total Care, LLC, a homecare
provider with more than 600 employees,
said the company is sensitive to the
reporting requirements of the 30-hours-perweek as full-time standards because of the
variables of their business.
A home health aide assists one client at
a time and, depending on the needs, the
number of hours required to provide service
can vary, Veronie said. Further, if the care
of that one client ends, sometimes finding
a new assignment takes time. That means
over a year, one aide could work both under
30 hours a week and over that mark.
These variables must be communicated to
the IRS, he said.
If the rule is changed to define fulltime as 40 hours per week, some of these
reporting issues change but the weekly
assessment of an aide’s hours would
continue, he added.

the 40-hour-week standard they would be
eligible to get health insurance through the
market exchange, Veronie said. He added
his company is monitoring these changes
carefully because offering benefits is
important for employee retention.

“We don’t want to put these employees in
no-man’s land,” he said.
On a different front, 2015 also is
expected to see the continued consolidation
of independent medical practices into
hospital systems and the creation of large
non-hospital medical groups, according to
Dennis Alessi, an attorney at Mandlebaum,
Salsburg, P.A. The concern is that primary
care as many patients know it – done
through a local doctor’s office – could
change dramatically, he added.

The industry consolidation is cost-driven,
he said. The attachment of doctors practices
to larger hospital systems could affect how
patients gain access to advanced testing, he
said.

The key is how these changes challenge
the fee-for-services model that is driving
higher costs, Alessi said.

“It should tell us their capabilities are very
real,” he said. “It is a way of demonstrating
power over the United States that holds us
hostage.”
cannot be done through pacts such as those
negotiated in the area of arms control,
according to Bolton.
This underlines another important
consideration, Bolton said – that cyber
threats are not distinct from other concerns.
“We must work with our allies to show
we’ll stand together. That will build
deterrence (and show) we’re prepared to
do what is necessary to prevent them from
doing this to us,” he added.
“It’s new but it’s part of an arsenal
foreign governments can use against us,” he
said.
In the case of North Korea, that is
a country with demonstrated nuclear
capabilities which now has demonstrated
cyber attack capabilities.
“What else are they planning?” he asked.
While President Obama has said the
United States will respond proportionately
to the attack on Sony, Bolton believes we
should respond disproportionately to deter
and dissuade our adversaries from doing the
same.
“The point is to stop the attacks before
they happen,” he said. “The best cyber war
is the one you never fought.”

“It’s not going to work in cyber’” he said.
In addition, the United States must
increase our cyber capabilities and find
technology intellectuals to lead the
discussion, similar to those who pioneered
nuclear development, Bolton said.
The nation also needs a partnership
between the public and private sectors.
“This is just the beginning,” he said.
“This is the time to think through what the
ramifications are so we can plan both in the
government and private sectors.”
At the luncheon the chamber also
awarded the 2014 William Huber Award
for Outstanding Community Leadership
to Joseph Trunfio, CEO of Atlantic
Health System, for displaying outstanding
leadership to benefit the community.

Looks like a good year ahead
Our Annual Meeting Luncheon on January 23 attracted more than 600
attendees. Ambassador John Bolton, our keynote speaker, outlined the major
threats to the United States from cyberspace.
I am excited about 2015 and our luncheon was a great kick-off for the year.
It’s great to see those service station signs at $1.824 per gallon. Americans are putting billions in
their pockets and a variety of small businesses should be seeing some of that money show up in
their cash registers as consumers spend these additional discretionary dollars.

Inside Edge...
The Morris County Chamber of Commerce has become a member of the New Jersey
Cybersecurity & Communications Integration Cell (NJCCIC) at New Jersey’s Regional
Operations and Intelligence Center within the state’s Department of Homeland Security.
NJCCIC disseminates relevant cybersecurity communications to members and serves as a
one-stop-shop for all requests for cybersecurity information and cyber incident reporting.

Recent national polls suggest that more of us believe the economy is getting better and
the president’s approval rating hit 50 percent in mid-January. I’m hopeful Republicans and
Democrats will find a way to produce something edible from the Washington sausage factory
in the months ahead. New trade agreements and corporate tax reform would be popular menu
items for businesses here and across the country.
President Obama laid out his middle class initiatives in the State of the Union speech but as I
write this column Speaker Boehner is on CNBC saying it’s more big government spending and
not the way for our country to move forward.
In Morris County we have positive momentum as our unemployment rate is the second
lowest in the state at 4.3 percent. Honeywell is moving its headquarters from Morris Township
to Morris Plains this year and the Rockefeller Group will redevelop the current Honeywell
site. Ferring just dedicated their new $130 million headquarters in Parsippany. GAF is moving
700 employees into the former Reology building in Parsippany and investors continue to build
housing and niche retail establishments in Morristown. Our Freeholder Board continues to hold
the line on county taxes while paying down debt and increasing paving miles and infrastructure
improvements.
Strong demand for warehouse and distribution space has reduced vacancy rates to single
digit numbers across the state. Asking rents have increased to $5.72 per square foot according
to Transwestern‘s New Jersey Industrial Market fourth quarter 2014 report. However, we
continue to see close to 30 percent vacancy rates in Class A, B and C office markets in select
communities in the county. The Morris County Chamber of Commerce, through our Morris
County Economic Development Corporation (MCEDC), is working with a variety of private
and public stakeholders to address this problem. Some of this inventory is 40 to 50 years old and
does not meet the current needs of many potential corporate customers.
Meghan Hunscher will join the MCEDC February 2 as our executive director. She has an
impressive background in zoning and planning. Her economic development experience will add
tremendous value for our members as we pursue growth in the county. The chamber and the
Morris County Freeholder Board jointly fund the MCEDC and we’re happy that our freeholders
are in the game with us on retaining jobs and attracting new companies to Morris County.
We’re going to develop even stronger relationships with municipalities this year so we can be
advocates for whatever development they want in their locales.
Things are changing in Trenton as Michele Brown, the current head of the Economic
Development Authority, is moving to Choose New Jersey. She has been a partner for us and
we expect to continue to work with her in her new role. Our relationship with the Business
Action Center, a unit of the lieutenant governor’s economic team, is solid and we have one
major project we are working on with them right now. Please let me know if I can support your

president of the Commercial Lending Department. Prior to joining

The Provident Bank Foundation has provided a $16,000 grant to Sacred Heart
Foundation in support of Come Home to Your Heart: The Campaign for Sacred Heart
Hospital. The grant will enable the hospital to expand their personalized home-like
environment through facility upgrades, enhance the BirthPlace for new mothers and
increase leading-edge surgical technology in operating rooms.
A man of deep faith with a penchant for
helping others, Pastor Sidney Williams left
behind a successful career on Wall Street
and traveled half way around the world to
South Africa with his wife and family to
preach the Gospel and to help the needy
living in the slums of Capetown.
He returned home four years ago to
minister at the Bethel AME Church in
Morristown. Those four years have seen a
rebirth of the congregation, which traces
its history to 1843, and the emergence of
the Spring Street Community Development
Center.
The center’s mission is “To improve the
quality of life for Morris County families
by addressing economic, educational
and social needs while preserving the
cultural and ethnic diversity of the area.”
This translates into a cornucopia of
academics, sit-down meals, health and
wellness programs, tutoring and youth
mentoring, family assistance, counseling
and intervention programs in a renovated
building adjacent to the church.

Community Development Center Williams

The center offers three primary
programs.
SOAR – The Student Outreach and
Academic Reinforcement program – assists
academically challenged students in the
Morristown and Morris Township school
districts. Through a partnership with

Berkeley College has announced that Michael Smith has been
named president, effective July 1. Smith currently serves as
senior vice president, finance and chief financial officer of BES
Inc., the corporate office of Berkeley College. He will succeed
Dario Cortes, who announced his retirement earlier this year
and has served as president since July 2008. Prior to joining
Berkeley College, Smith was managing director and chief
financial officer of MetLife Realty Group, a company of which
he was a founder.
Berkeley also announced that for the second consecutive
year the school has been ranked among the Best Colleges
for Online Bachelor’s Degree Programs by U.S. News & World Report. Berkeley
College was ranked among the Top 100 schools nationwide, rising to No. 87 in online
education.
The school also announced that Berkeley College and Sussex County Community
College have signed an articulation agreement to ease the transfer process between
both colleges in 10 different programs.

of Hope serves more than 500 people,
according to Williams. The program
is meant to complement Morristown’s
Community Soup Kitchen and Outreach
Center.
The center’s third big program is
CHANGE Fitness-Creating Healthy
Actions Through Nutrition and Group
Exercise, launched by one of Williams’
congregants, Carmalee Foster. The program
offers nutritional advice; a series of dance
and exercise programs for all ages and
abilities, from old school to Zumba; fitness
evaluations; and ongoing weight-loss
monitoring. Foster used her own money
and enlisted the help of volunteers to build
a small dance studio and has seen the
program offerings and the size of each class
increase significantly.
Williams estimates more than 30,000
people annually take advantage of the
services offered at the Spring Street
Community Development Center. Grant
Wentworth, a member of the center’s
board of directors, credits the success to
Williams.
“For me it is pretty simple,” he said.
“When the pastor took over, the building
had been neglected and was falling down.
He took an underutilized building, fixed it
up (and) put it to better use to better service
the community.
“I’ve seen a number of success stories,”
he added. “Pastor Williams oozes
motivation and energy. There’s no problem
that he doesn’t think he can’t solve.”
Williams’ agenda over the next few years
includes expansion of the center’s facilities
and working with Morristown officials
to revitalize the Spring Street corridor
between Morris Street and Speedwell
Avenue. Officials envision a blend of
residential housing, commercial and retail
stores in the redevelopment zone.
Williams looks forward to a
neighborhood of which everyone can be
proud.
“We’re looking to partner with
Morristown and hope to be a part of that
effort,” he said.
