Budget Statement
Enclosed in this newsletter is the twelve-month report of the financial results (Profit & Loss
January through December 2014) of the Churchill Estates Homes Association, Inc. (CEHA). The
financial statement illustrates the Association’s income and expenses for 2014 and then compares
the actual results to Budget. Excess revenues over expenses will be reserved for capital replacement
and improvement at the end of the year.
Delinquent Assessments
As of December 31, there were 38 homeowners who had not paid assessments, totaling $50,845.39.
In this group, 33 members were delinquent for more than one year, totaling $49,948.59. CEHA
assessments are mandatory and accrue interest at the rate of 10 percent per year. After 9 months
of delinquency, property liens are filed against the delinquent members who have not responded
to the numerous invoices and letters from the Association. All legal and filing fees will be added
to the homeowner's account.
As clearly stated in the bylaws, the Board may, at its discretion, initiate foreclosure proceedings
against any member who is delinquent in paying assessments.
Audited Financials
The 2013 Audit Report for CEHA performed by Armstrong Vaughan & Associates is available to
any members during regular business hours at the American Postal Center at 13423 Blanco Road.
Copies may be made at your own expense.
Financial Reserves
The reserved cash amounts for major repair and replacement and capital improvements have
accumulated year-by-year through board recommendation and membership approval at each
annual meeting.
A reserve study, which estimates the remaining useful lives and replacement costs of the
components of common property, was updated in 2012 and reviewed in 2014. As of December
31, 2013, the ideal accumulated reserves were estimated to be $102,663. The reserve fund as of
December 31, 2013, was determined to be $116,073, or 113% funded. In 2014, CEHA increased
the replacement fund by $4,630 and spent $9,461.10 on major repairs and replacement projects
from the reserve fund.

Swim team would not be possible without our wonderful volunteers. We are in desperate need of volunteers--four Stroke and
Turn Judges and an assistant scorekeeper. MSSL will provide
training in May that will require your attendance for certification.

CE resident Oksana Karle, owner of Karle Design and Photography, will be taking our team photos again this year, as well as creating action portrait collages for those families that are interested.
Although the team picture date has not been set, Oksana will be
taking the action shots for picture collages during the third meet,
June 15th. Oksana has done our photography work the past few
years and does a wonderful job!
We will have a parent meeting on Thursday, May 7th at 5:45 PM
to discuss expectations, rules, etc., and to answer any questions
