Plenty of time has passed since the Australian Government started to try to understand the requirements of the ICT Industry and also try to understand the IT Industry, its requirements and how to put in place programs, policies and schemes to assist in its growth and to build export capability in the sector. Although there is no easy consensus about the need to develop a “common technology vision” there has been much less of a consensus on how to get there and what that “vision” would entail in terms of practical policies. Consensus on industry policy matters across an industry as diverse as ICT is not easy. Opinions are polarised in the sector over many fundamental issues. This means consistent presentation of industry views to the government is more difAicult than for other industries in which consensus is far easier. The proliferation of ICT associations in Australia has not helped. Governments Aind it hard to know who to engage with about ICT matters, because such a large group of organisations represents the overall Australian ICT community. Today there is no association or authority that collects and publishes comprehensive current statistics on ICT, except for the collections of the Australian Bureau of Statistics (ABS) and they are typically 2-‐3 years out of data. In a fast moving and changing environment like ICT, this is a signiAicant impediment. Admittedly there are some proprietary market research databases that can be accessed for a considerable fee but there is no availability of comprehensive and current industry data to the wider community of the industry and importantly to policy makers. The problem is also compounded by the wide diversity of products and services that are now covered by the overall ICT industry. In this week’s industry player profile interview we speak to David Rowe, SVP and CMO, Rimini Street. View the interview in a new window. The ABS and the Department of Communication have recently teamed up to investigate which new statistical datasets would be most useful for tracking ICTs contribution to the national economy and also informing better government policy. “The ICT sector is critical to Australia’s national and global economic performance and it’s important to understand the contribution the sector makes to the overall economy” a statement on the ABS website reads. Diane Braskic, head of the IT statistic branch at the ABS said in a statement recently “I encourage anyone interested in making a statement to go to the ABS website for more information”!! Sizing the market today is critical but we must also respond to the challenge of taking advantage of the enabling effect of information and technologies and this must be orchestrated without delay. Australia needs to group this vision which is currently within its reach. Stakeholders from all Aields must now join forces if we are to respond to those crucial challenges and attain the edge we need to compete in international markets. Notwithstanding the centrality of ICT to economic growth, surprisingly there have been very few attempts to catalogue what is known about ICT’s impact on the economy. In order to better understand ICT’s role in economic growth it is important to realize that the digital economy is more than an economy conducted on the Internet. Rather it represents the pervasive use of ICT in all aspects of the economy, including all internal operations of organisations, transactions between organisations and transactions between individuals acting as consumers, citizens and organisations. Australia urgently needs a bipartisan approach to ensure it does not miss the opportunities of the future. What it needs are people of vision to champion and sell Australia overseas all with a sense of urgency. In 2015 we need to create a research agency/Institute to address all these ICT Industry related issues staffed by associations, research groups, academics as well as people from government, post haste.
