He has considerable work experience with the German Society for International Cooperation (GIZ) and has worked in the Senate Administration for Urban Development and Environment of Berlin. Since 2012 he heads the department of Urban Development, Building, Housing and Transportation for the Association of German Cities in Berlin. The Association of German Cities is the representation of German municipalities not associated with a county and independent cities. About 3,400 cities and municipalities with more than 51 million inhabitants are member of the Association. Adi Farjon Moderator Adi Farjon, Spokeswoman of the Embassy of the State of Israel in Berlin, introduces the theme of the discussion and the panelists “I am always excited to hear how experts around the world are inspired by Germany and Israel. Both lack substantial natural resources. Nonetheless, the former is a widely recognized by its technical innovation and high environmental standards and progress. The latter transforms its barren deserts into flourishing fields and pioneering new frontiers in science and technology through creativity and innovation.” Adi Farjon has a major in cultural science. Before entering the Israeli foreign service she coordinated the civil society network Sheatufim connecting the Israeli government, industry and non-governmental organizations. In 2011 Mrs. Farjon entered the Ministry of Foreign Affairs of Israel. Right away she assumed the position as deputy Ambassador of the Israeli Embassy in Santo Domingo, Dominican Republic. Since 2014 she heads the press department of the Embassy of the State of Israel in Berlin. The Embassy of the State of Israel in Berlin functions as the diplomatic representation of the State of Israel in Germany. He assumed the position as State Secretary in the Senate Administration for Economics, Technology and Research of Berlin before he took today’s position as chairman of the Board of the Technology Foundation of Berlin. The Technology Foundation of Berlin focusses on promoting Berlin as smart technology hub with application-oriented research and contributes to the strategic linkage with industry. With scientific studies the Foundation supports decision makers with valuable information and recommends actions to be taken. Ultimate aim is to put and encourage these topics on the political agenda. In 2013 the Foundation published the study “Smart City Berlin”. Dr. Arel Avineri 14:05-14:15 Dr. Erel Avineri, AFEKA Tel Aviv Academic College of Engineering “The top-down view of the smart city can be challenged by processes of user innovation. Users’ innovations focus are associated with rich understanding of user needs. I present this process of looking up and out through the eyes of city residents, examining how they take the challenges of travel, energy and water use etc. and turn them into innovations that meet their needs.” Prof. Erel Avineri received his degrees in Industrial Engineering and Management (B.Sc.) and Transportation Sciences (M.Sc., Ph.D.) from Technion - Israel Institute of Technology, Haifa. Between 2003 and 2012 he was a member of the Centre for Transport & Society, Bristol (UK). He is the Head of Infrastructure Systems Engineering and Management Department and the Head of ACITRAL - Afeka Centre for Infrastructure, Transportation and Logistics in Tel Aviv. His main research areas lie in travel behavior, Intelligent Transportation Systems, and behavioral change. Since 2010 he is proud co-founder and CEO of the Door2Door GmbH. In 2008 he was appointed all-time youngest vice-president of the Witten/Herdecke University. With 26 he founded Germany’s first academic Institute for Corporate Governance. As CEO he focusses on forming new visions and creating a strategic outline in order to rep-resent and sell both products. They enable the comparison and the combination of long-distance transport means (airplane, train, bus) or means of transportation in the urban arena (public transportation, car sharing, taxi, bike to go). Not least because 180,000 people are moving into cities each day. In the 600 urban world centers lives one fifth of the world population, generating 60% of the world’s gross domestic product, but also the vast majority of global carbon dioxide emissions. The local and global growth expectations of societies have to answer the environmental challenges of the 21st century, which call for less use of energy and fewer greenhouse gas emissions. The city of the future has to provide answers for all those challenges. “Smart”/ “intelligent” cities make use of available resources in an optimal and sustainable way, also employing modern ICT infrastructure aiming to fuel sustainable economic growth. For this purpose the Israeli government allotted financing for research and development on smart cities in the areas of transportation, energy monitoring and management, wide bandwidth free WiFi, and is supporting socio-economic academic research. Although few examples of actual implementation within Israel can be found, a multitude of Israeli companies are engaged in providing solutions for the smart city of the future. Based on the climatic situation in Israel, smart technology is especially advanced in the water sector. According to industry associations German companies are already market leaders in many spheres of smart city technologies. For further promotion the establishment of a German Smart-City-Initiative for concerted action of industry, municipalities, federal and regional political levels is encouraged. “Smart Cities” have become the dictum for the vision of how to live in Germany in the next decades. Israeli and German panelists from government and industry are going to explore the potentials for smart cities in either country. The panel seeks to draft the respective prerequisites for a concise smart city layout and discusses technological highlights. Thus best practice ideas shall be exchanged and bilateral learning effects shall be generated to see how and if German-Israeli cooperation in this field can be of mutual benefit.
