----------------------------------------------------------------------------------------------The Technical Adviser on Population Data and Research post is located in the Population and
Development Branch of the Technical Division, and reports directly to the Branch Chief who provides
overall strategic direction. S/He is the principle technical adviser and authoritative expert in the Fund for
the technical area of Population Data and Research. The Technical Adviser works in an integrated,
coordinated, and systems strengthening approach which is fundamental to the Division’s and UNFPA’s
overall strategy.
JOB PURPOSE:
The Technical Adviser provides strategic technical leadership to ensure that the ICPD Programme of
Action in population and development is firmly placed within the global development agenda and that
Outputs 12 and 13 of the Strategic Plan 2014-2017 are carried out in accordance with that goal.
Responsibilities of the Technical Adviser on Population Data and Research include: generating
substantive knowledge on population and development issues and/or providing leadership to guarantee
that this is done; helping to define the substantive research agenda and the needs for new data; advising
on population and development priorities; raising awareness of the importance of data in formulating
policies and in monitoring the implementation of the ICPD Programme of Action and the post-2015
Development Agenda; identifying and capitalizing on new trends in data collection, analysis and
dissemination; maintaining technical partnerships with international organizations and academic/research
institutions in the regions; providing leadership to ensure that relevant data are collected and technical
knowledge is updated; and finding effective mechanisms for the dissemination of data and analytical
results to sustain technical and policy dialogues.
In all activities, s/he fosters collaboration within TD, with the Programme Division, including
Humanitarian Response, with Regional Offices, and with the UNFPA technical network, ensuring the
timeliness, adequacy, relevance and quality of substantive outputs.

Main Tasks & Responsibilties
----------------------------------------------------------------------------------------------A. Strategic technical support
Scan the substantive environment and maintain feedback loops on technical issues with the Programme
Division PSRD and ESP branches, Regional and National technical staff in order to identify gaps with
respect to data needs, data collection, data analysis, and the use of data and analysis of population
trends for policy purposes:
Identify priority areas in population and development and develop UNFPA strategic positions and
related policies, frameworks, evidence-based arguments, and operational strategies, in
collaboration and coordination with other Branches, for overall system strengthening;
Seek mechanisms to coordinate the various data activities across Branches and Divisions in
order to create a consistent vision and practice regarding Data for Development;
Collaborate with other Branches, Regional Offices and Country Offices, in the delivery of
technical assistance through the Cluster structure;
Understand and respond to the needs of the field through the regional offices, in developing and
updating policies, frameworks, guidance, standards, instruments and tools;
Provide support for the development of an advocacy and resource-mobilization role to support
countries in conducting population and housing censuses and other relevant surveys, using
international standards, and in building institutional capacity to analyse and use census data for
national development planning and monitoring;
Collaborate with partner agencies in developing technical proposals to strengthen civil
registration and other administrative data systems in countries;
Work with other actors in the area of statistical development, such as the Paris 21 Consortium, to
enhance UNFPA’s profile as a major actor in this area; and
Provide cutting edge technical advice to the Division Director and senior management of UNFPA.
B. Results-based management
Compile successful national programmes or policies (good practices) in the area of population
and development, particularly in the use of data for development;
Conceptualize, develop, manage, monitor and be accountable for components of the Branch’s
global programme; and
Contribute to technical support efforts, in coordination with IERD, in population and development
for the mobilization of additional resources.
C. Capacity development
Maintain and foster substantive, intellectual global partnerships in population and development
for advancing state-of-the-art knowledge;
Develop and manage substantive partnerships and collaborations with other UN agencies,
including in the context of the UNDG on data collection, data analysis and evaluation;
Contribute to substantive technical capacity development of international institutions;
Provide or promote training in the materials and manuals in population and development
developed under the auspices of PDB and ensure their availability for capacity development;
Contribute to and validate a roster of international population and development experts and
institutions;
Promote the organization of training workshops and other training modalities to operationalize
population and poverty linkages within national development strategies and PRSs;
Coordinate the UNFPA technical network in population and development, maintaining
communication and feedback loops on all substantive work; and
Coach and manage junior professional staff and associates, direct expert consultants and
facilitate working groups and task teams.
D. Evidence and knowledge development and dissemination
Lead the analysis and synthesis of trends and research findings in population and development in
order to produce cutting edge technical knowledge;
Identify, analyze, and synthesize state-of-the-art technical knowledge and evidence and ensure
its transfer to improve the effectiveness of UNFPA operations;
Develop modalities for the estimation of the basic indicators of the Strategic Plan at
disaggregated geographical levels, to assist the correct targeting of programmatic actions;
Advance the understanding of complex population-relationships, particularly with respect to
issues such as population-poverty linkages, social and economic implications of age-structural
transformations and the policy challenges faced by low fertility countries;
Ensure that evidence, technical knowledge and analysis of lessons learned are collected,
managed, disseminated and available for application in UNFPA operations, in collaboration with
the Programme Division, the Regional Offices, and UNFPA technical network; and
Assemble briefing and background materials in population and development for senior
management staff;

Promote the use of technical UNFPA documents such as the Population Situation Analysis Guide
(PSA) in countries and provide technical assistance to this end, when necessary.
E. Technical representation
Work in collaboration with staff of the Programme Division, including knowledge sharing and
humanitarian response; IERD; and regional offices in providing state-of-the-art technical support
on Censuses;
Represent the Branch in the Inter-Divisional Working Group on Censuses;
Represent UNFPA on substantive issues, elaborate UNFPAs substantive global perspective, and
advocate for substantive issues in international, inter-governmental, UN and other policy and
technical meetings and fora;
In particular, represent UNFPA in the UN Statistical Commission and the Coordinating Committee
for Statistical Activities (CCSA);
Collaborate with UN agencies, academia, research and training institutions, professional
societies, and act as focal point for inter-agency working groups in population and development;
and
Carry out any other duties as may be required by the Branch Chief or Division Director
Qualifications and Experience
----------------------------------------------------------------------------------------------Post-graduate University Degree or equivalent (preferably Ph. D.) in demography, statistics, population
studies, economics, sociology, urban planning, or other field directly related to the substantive area
identified in the title of the post.
Knowledge and Experience:
10 years of increasingly responsible professional experience in population and development, of
which five years at the international level;
An acknowledged expert in population and development and particularly in research on complex
population relationships and data;
Familiarity with new trends in data collection and analysis, such as administrative censuses,
internet data mining and information integration;
Familiarity with small area estimation methods;
Census and civil registration experience is essential
Understanding of Human Rights dimensions of Population and Development
Demonstrated expertise in the substantive area of work;
Strong track record of technical leadership and proven ability to produce demonstrable results;
Experience in administrative processes such as budget control, oversight, work planning, use of
procurement services, etc.
Extensive network within the academic and development community;
Experience with the work of UNFPA at the field level;
Familiarity with ICT/ERP is an asset
Field experience is essential.
Languages: Fluency in English is required. Working knowledge of another official UN language is
desirable.
Other Desirable Skills:
Initiative, strong conceptual abilities, sound judgment, strong interest in development work, especially the
mission of the United Nations Population Fund and dedication to the principles of the United Nations.
