Jan. 17, more than 200 Lake
Kiowa residents occupied the
Lodge Assembly Room to
attend the KWC-sponsored
Candidates Forum. They
had gathered to meet the six
LKPOA Board of Directors
candidates and hear about the
candidates’ backgrounds and
their responses to submitted
questions. Elsewhere in
this issue you will find the
information the candidates
provided for the audience.

forum. They were Bill Morris,
Jim Nehib, Tom Blackwell,
and Greg Buchanan.

Gainesville OB/GYN Welcomes Dr. Zaira Jorai-Khan
Dr. Jorai-Khan joins Dr. Amy Klein at
Gainesville OB/GYN. Dr. Jorai-Khan was born
and raised in Trinidad and Tobago and after high
school, moved with her family to a rural town in
Texas. Her love of the quiet life of a small town
is what brings her to Gainesville. She is happily
married to her husband of nine years and has
two beautiful daughters.
Dr. Jorai-Khan did her undergraduate degree
at UT Dallas, attended medical school at Touro
University Nevada, internship in Toledo, Ohio
and OB/GYN residency in Far Rockaway, New
York.
Her passion for her specialty stems from the
unique opportunity it allows her in being
part of a woman’s life from adolescence to
the childbearing years to menopause and
beyond. Her residency program exposed her
to a diverse population in New York and New
Jersey, which enhanced her training in high risk
obstetrics, menstrual disorders, PCOS, pelvic
pain, endometriosis, incontinence, menopause,
infertility, and gynecologic oncology.

Community Manager’s Report
Hello Kiowans,
Next month the LKPOA
Board of Directors loses three
members. At the Candidates
Forum, we were introduced
to six candidates who have
volunteered to serve on our
board. Ron Spencer, Pete
Mason, Gary Cotten, Dan Busch, Jim
Mead, and Al Arronté are vying for
the three positions being vacated by
Brent Reed, Craig Lamkin, and Jay
Titus.
First, I want to thank Brent, Craig,
and Jay for serving our community.
It’s easy to be armchair quarterbacks
and complain, second guess, or argue
that the board should have done things
a different way. But, for the past three
years (and for Brent the past five),
these gentlemen have had to make
decisions affecting our lake, roads,
buildings and structures, investments,
and, most importantly, our safety.
The older we get the faster time
goes by and we forget that these
board members were involved in the
decision to form the Indian Creek
Volunteer Fire Department, adopt
the zebra mussel quarantine program
to protect our lake, make changes in
our covenants and bylaws, establish
the Firewise program, upgrade our
front gate, the 52-acre land
purchase, and many, many
more issues, problems, and
opportunities. They and the
other members of the board
discussed and agreed upon
how to address and resolve
them for the betterment of
our community. While we may not
agree with some of the decisions the
board has made over the past three
years, these board members stood up
and made the difficult decisions while
the rest of us sat in our easy chairs at
home, or at the coffee shop, to lament
on what was done and what should
have been done.
A philosopher once wrote, “Making
the choice to do what’s right isn’t
always easy, but it is the only way
that we can learn how to live without
regrets.” I hope those board members
who are leaving are doing so without
any regrets, because, as the community
will show, over the past three years
you made the right choices. And, for
the new members who will be joining
the board next month, may God grant
you the wisdom to make the correct
decisions that will confront you over
the next three years.

in Cooke County.

A Homeowner's Worst Nightmare!
When I went to bed Thursday
evening, Dec. 11, I had a very
painful stomachache, but
figured I would tough it out
and sleep it off. That was
not to be. At 7 a.m. the next
morning I called 9-1-1 for help
as I was in sad shape. Lou
Vander Molen arrived very
quickly thereafter and began
to treat me in anticipation of
the arrival of the ambulance.
In the meantime, another
ICVFD first responder arrived
to assist Lou, as did a couple
more guys. I was ready to travel
when the ambulance arrived
thanks to the great work done
by our specialists here inside
the gates.
Everybody needs a close
friend, a Johnny-on-the-spot
who responds immediately
when help is needed. I am
very fortunate to have such
a friend who got to us very
quickly when Valya and I
hollered for help. Thank you,
Dennis, for everything you
did that morning, and during
the next week, to make sure
Valya had help. Thanks also
to Joan and Sharon for being
at Valya’s side when needed.
Special thanks go to CQ staff
for their extra work done to
fill in for me on the January
issue. What a great team!
I greatly appreciate the notes,
cards, calls, and goodies that
people took time to provide as I
recuperated. One reads about
how Kiowans respond, but
you can’t really grasp just how
overwhelming and welcome
all that support is until you
experience it yourself.
Thank you all very much for
everything you did. May the
good Lord bless you!

It was 4 a.m. one morning back in
January 2009. The phone ringing in
my hotel room awakened me. “Hello,
Mr. Noble? This is the lake manager at
Cherokee and I was calling regarding
a fire at your house this morning.” A
FIRE!! Is it still burning? How did
it start? What kind of damage? My
mind was reeling with questions. The
lake manager told me that the call
came in late, because of the neighbors
being asleep and not seeing it, but
the VFD responded immediately and
have it extinguished. “Unfortunately,
the damage was extensive,” he said. I
hung up the phone, packed our bags,
and started the two-hour journey back
home, a really long two-hour drive.
A fire. A homeowner’s worst
nightmare! If you have never
experienced one, let me tell you it is
a life-changing event. We lost a lot of
things that night: our home, clothes,
dishes, furniture, books, photographs,
paintings, electronics etc. But thanks
to the quick response of our volunteer
fire department, two of my most prized
possessions, irreplaceable portraits of
my mother and father, were saved.
Both of them had passed away and
there were no negatives to recreate
them. They were more than images to
me; they were a lifetime of wonderful
memories. Without the brave men
and women who sprang from their
comfortable beds in the middle of the
night, all would have been lost.
We are so blessed to have the men and
women of the Indian Creek Volunteer
Fire Department stationed right here
in our wonderful community. They
are on call 24/7 to help prevent and
stop disasters such as the one we went
through. It is a great comfort to us all
to know they are here, willing to step
up and do their part.
We as good citizens must do our
part as well. They need donations and
support on a yearly basis in order to
acquire and maintain the unit. From
the big shiny trucks to the brooms in
the corner, it starts with us. Attend
their fundraisers, donate and buy from
The Shabby Chic, volunteer your
time, and contribute to their yearly
donation request. You never know
when you will need them to save your
house, your memories, and possibly
your life. They make a difference.

Inspirational Events

We hope your

Chapel

to give us a try.
We meet in the Lodge every Sunday
at 8 a.m. and you will be on your
way by 8:30 a.m. You will receive a
friendly greeting from our community
members and a cup of coffee to warm
your body. Please come and give us
a try.
Chapel supports 12 agencies in
our community on a monthly basis.
One of these agencies is VISTO.
We support VISTO with a monthly
contribution of $250. This is
supplemented with food that members
bring and place in a box in the Lodge
on Sundays and special occasions,
as well as additional contributions of
individual chapel members. VISTO
provides a food bank for people in our
community who have need for food.
They also handle the Backpack Buddy
program that gives to children who
are in danger of not eating during the
weekend a backpack filled with food
they and their siblings can share to
get the through the weekend. They get
free lunch at school on school days.
VISTO also helps out with electric,
gas, and medicine bills on occasion.
If you look in the showcase by the
dining room, you will see all the
awards Chapel has received for our
contributions. We are very proud of
our contributions to this organization
as we don’t want to have anyone in
our community go hungry.

120 Cayuga trail Lake Kiowa.

In May of
2013, my wife
and I moved
to
a
lake
front property at Lake Kiowa
because we knew this is where
we wanted to make a home
and spend the rest of our lives
together. My wife and I have
been married for 37 years,
raised 3 children, and enjoy
two very active grandchildren.
In our community, I am a
member of the Men’s Golf
Association, Anglers Club and
the Lake Kiowa Kiwanis Club.
I recently organized and led a
group of Kiwanis men who, at
the request of a local family,
under pinned their house trailer
insuring a much warmer living
area for their family of five
children. My wife, Cheryl,
is a Women’s Club member
and opened our house for the
Christmas Tour of Homes. We
both belong to the Friends of
the Lodge organization.
I am an effective leader
who has a proven track record
of success in both business
and community endeavors.
My greatest professional
accomplishment was my 29
year career with Pitney Bowes,
the largest mailing and shipping
equipment manufacturer in the
world. Through my extensive
experience in successful
management as the Director of
Operations, I exceeded targeted
sales goals while maintaining a
$48 million budget, led teams of
over 90 people and introduced
numerousQualityImprovement
Programs. In addition, I
accepted a challenging role in
our Learning & Development
Department
where
we
developed training programs
for new hires and managers
plus
created
educational
programs for new initiatives.
As a Fortune 500 company
with over 30,000 employees
world-wide, the ability to
develop employees quickly
as well as create innovative
solutions was imperative to our
overall success.
I have lived in 6 states and
have always taken an active role
in local boards and community
activities. In 2006, I was elected
to the Board of Directors for the
Greater Dallas Postal Customer
Council for a 2 year term and
re-elected for an addition 2
year term in 2008. Now being
a part of Lake Kiowa, I hope
to continue sharing my skills,
ideas and business acumen to
benefit our community.
I will be effective because
a community leader needs to
listen to all views, encourage
open dialogue, and in the end
make the best decision for the
entire community, regardless
of personal bias. It’s imperative
that they are experienced
business leaders and skilled
negotiators, whether dealing
with legal issues for the
community or strongly differing
opinions of property owners.
Our population varies greatly –
from families to single persons,
from persons who come only
for recreation to those who plan
to live here for the remainder
of their life. But for all of us,
our property values and our
personal investments depend
upon whether we are able to
maintain and develop a vibrant
community.

We purchased our first
Kiowa house in 2009 as a
weekend home. In 2012 we
moved in full time and began
building our current home
that we occupied in 2013. I
enjoy boating, gardening and
woodworking. My bucket list
includes becoming a golfer
and a fisherman.
I worked my entire career
for Texas Instruments and
Raytheon setting up and
maintaining manufacturing
facilities

Defense electro-mechanical
products. My job focused
primarily on developing
and improving processes to
streamline operations and
reduce cost.
I grew up in Mont Belvieu,
Texas, near Houston. I
received a BS degree in
Engineering from Lamar
University in Beaumont,
Texas. I married my wife
Penny when we were in
college together. We have
two married daughters and
three grandsons. They live
in the metroplex, so we get
to be with them often and
Kiowa has proven to be the
perfect place for family gettogethers.

JIM MEAD
My wife Patricia and
I bought our house at
Lake Kiowa in 2002 and
were weekenders until
2008 when we moved
here full time.
I am a lifelong Texan having grown
up in Amarillo. I graduated from TCU
in Ft. Worth with a degree in Business
Management After a brief tour with the
U.S. Army, I spent the next 22 years in
the commercial banking industry where I
reached the position of president of a bank
with assets of one billion dollars and 350
employees. During my banking career,
I served on numerous boards of civic,
charitable and private clubs. In 1995,
I entered the residential construction
business operating a builders’ service
company and building custom homes in
Plano, Frisco and Ft. Worth. Since 2008,
I have been retired to enjoy the good life
here at Lake Kiowa.
Since living here full time, I have served
on the following LKPOA committees:
Architectural Control, Celebration,
Nominating, Rules Enforcement, Ways
& Means, Investment, and Real Estate
Evaluation. I have also served on the
Men’ s Golf Association board and was
one of the founding directors of the
Indian Creek Volunteer Fire Department.
Previously, I had the opportunity to serve
on the LKPOA board of directors from
2010-2013.
Lake Kiowa is a great place to live
because of the people who live here
that volunteer their time and energy to
continually improve our community. If
elected, I will always work to preserve
and improve the quality of life that we all
enjoy at Lake Kiowa.

Mindy and I bought
a home here in 2008
and became full time
residents about two
years ago. We have
4 children and 7
grandchildren living in Plano who
enjoy visiting us at the lake.
I graduated from the US Naval
Academy in 1977 and served 5 years,
3 on a destroyer and 2 at the Academy.
I also received my Master’s Degree in
business before I left the military.
I worked in the Corporate Real
Estate division of EDS for 22 years, the
last 8 years as Global Vice President.
I was responsible for a 900 million
dollar annual budget and 32 million
square feet of space in 40 countries.
I was also President of the Legacy
association, a 2200 acre corporate
development in Plano Texas, home of
over 100 corporations and the award
winning Legacy Town Center. I also
lead the design review board for the
development.
I then was a Managing Director at
Trammell Crow Company, a major
real estate company before my last
corporate position which was President
of Structuretone Southwest, a 400
Million dollar commercial general
contractor based in Dallas. I served
on the Executive management team of
the 3 billion dollar parent company.
At Kiowa, I serve on the long range
planning committee and helped start
the Men’s Bible study group. I have
been Class President of my Naval
Academy class and remain active with
the Naval Academy Foundation on
leadership and fundraising programs.
I am on Congressman Sam Johnson’s
committee to select young men
and women to attend all the service
academies each year.
I stay busy with some consulting
work and also help a start-up
technology company with new
investors.

manager feels that the biggest
concern facing LK is apathy and
lack of volunteerism. Questions
from the community indicate
concern for the signaficant decline
in attendance at board meetings the
past few years and thus the lack of
input from homeowners. Members
of the community have been
frustrated with the perceived lack
of transparency of the Board. What
action would you take to improve
these concerns?
5. How do you think the
community should be involved in
the decisions to develop the 52acre tract? What impact do you feel
this development will have on the
community?

1. Lake Kiowa is not a constant
level lake and never has been. It has
always been a shallow lake. Rainfall
is the only way we have to fill the lake
and our area is in a drought situation.
Algae and other growth in the lake
are being treated. Grass carp have
been reintroduced into the lake. It will
take about two years to see results.
Please read the history of Lake Kiowa
(four copies in print) and let’s not go
down the same path we have in the
past dealing with the lake, but use the
lessons learned.
2. We own six buildings plus
bathrooms on the golf course and east
and west beach. Painting and repairs
should be addressed by the Lake
Kiowa public works manager, Don
Hoover. Contingency funds are to
be spent for major components (airconditioning, etc.)
3. One thing would be patches in
the roads. After having a conversation
with Ronnie Young, I am satisfied with
what he said. Waterlines are going to
be replaced in the near future with
double PVC piping under our roads.
Roads will be paved as funds permit.
Golf course is the responsibility of our
Golf Course Superintendent, Bryan
Brown. Spend our money wisely.
4. Everyone who lives at Lake
Kiowa has to see the need for
volunteering. For any project we have,
state the reason to the community and
the benefit from it to the community.
Everyone living at Lake Kiowa only
has so much time. We need to convey
the importance of any project for
which we need volunteers.
5. Anything we do with the 52 acres
should be voted on by the community.
There is no way to say how it will
affect the community until we know
how it is utilized.
1. To improve and maintain the
quality of the lake, a multi-faceted
approach is required. The addition
of the grass-eating carp is the first
positive step towards the resolution of
the grass issue. Chemical application
must be continued to help control
growth, but with extreme caution as
to not impede our quality fishing. In
addition, it’s prudent to acquire, either
through purchase or lease, mechanical
equipment to remove the grass in the
shallow coves. It must be determine
if dredging of the low water coves is
feasible. The entire community must
bear the cost of the dredging since the
quality of the lake affects everyone’s
property values and the majority of
residents access the lake for fishing or
recreation. Funding the cost could be
accomplished by
a. Long term bonds, repaid over 10
years, or
b. One-time assessment of lot
owners, based on lot type: lake front,
golf lot or interior. Assessments could
be payable over several years the same
as street improvement assessments are
structured.
The funding method would be
determined by a simple majority vote
of the property owners.
2. The Facilities Committee of the
Board of Directions should be held
accountable to inspect the assets
quarterly and report any repairs,
upgrades, or enhancements deemed
necessary. The board would then
prioritize and be responsible to take
appropriate action.
3. Every aspect of the Lake Kiowa
community must be viewed with a
“realtor’s eye”. It’s our property values
we need to protect, as well as attract
new families to keep our community
vibrant. A few areas of improvement
include:
a. Regular mowing and weeding of

the boat trailer storage area is a must.
b. Enforcement of existing rules for
grass maintenance by home owners,
especially for vacated property.
c. Insure the grasses in the lake are
controlled and remove all cattails
along the banks.
d. Enforce the collection of POA
dues.
4. It is critical that we improve
volunteerism and increase interest
in the preservation and improvement
of the entire community. I would
recommend the following four
actions:
a. Email the upcoming board meeting
agenda to all property owners at least
seven days prior to the meeting. We
must let people know the issues that
will be discussed and acted upon.
b. Reduce the number of executive
sessions which inhibit transparency of
board actions.
c. Recruit and encourage female
participation in committees and board
elections. Currently only 23% of the
board members are female and we
should have a much higher percentage
of female representation.
d.
Encourage
each
social
organization to have a representative
member attend board meetings and
report critical or timely issues at their
membership meetings.
5. The community members should
be made aware of all development
options
and
recommendations
brought forward by the planning
committee via the Communique.
Property owners should be allowed
to voice their opinions during a
town hall meeting(s) prior to any
action taken by the board. The final
outcome must have a positive impact
on our entire community and take into
consideration the increased stress on
current facilities and infrastructure, as
well as any increased revenue.

1. I suggest we continue the Zebra
Mussel quarantine, monitor the results
of the Pond Medics lake management
plan and carefully review the upcoming
results of Atkins Engineering’s Phase
II lake silt study. To ensure the lake
is getting the additional attention the
community expects, we may also
consider hiring a lake manager.
If we find we have inadequate
funding, I suggest we present the facts
and data to the members along with
plan and funding options and let them
help decide how it should be funded.
2. The Board should approve and
implement the Facilities Maintenance
and Schedule Plan developed by
the Facilities Committee. The plan
includes all Lake Kiowa owned
buildings and identifies long range
refurbishment
or
maintenance
projects for components such as;
carpet, roofing, paint and etc. Each
one was assigned a life expectancy,
replacement timing and an estimated
cost. The plan shows the year items
are expected to need attention and the
associated cost.
3. I feel the areas around the water
crossings could be cleaned up and
we should continue to remove high
growth vegetation from the lake. The
appearance of the trailer storage area,
the Lodge and the Security Guard
house could be improved and all
three are in the Long Range Plan for
consideration. Since a large percentage
of the view from the lake and golf
course is of someone’s back yard, that
would have to be improved by more
strictly enforcing Covenant 6.04, that
states, “All property must be kept in a
neat, tidy and safe condition.”
4. As for apathy, I think the people
of Kiowa do care about certain things
as evidenced by last year’s town
hall meeting’s high attendance and
the large voter turnout regarding the
proposed budget increase. I believe
if people were informed of specific
needs they would respond positively
by volunteering, as we have a very
giving community
Regarding Board attendance, I
know members have been encouraged
to attend, but attendance is often less
than 1%. I would like to hear from
the community as to why they are not
attending before I could recommend
an action. Members could soon have
another opportunity to be heard
through a community-wide survey that
covers all aspects of Lake Kiowa.
To improve Board transparency, I
would suggest the Board President
write a monthly column for the
Communiqué to highlight Board
activities to keep the community
abreast of what has been done and
what is coming.
5. One way the community can
be involved is by contacting Land
Use Committee or Board members
to make their desires and concerns
known. They also could attend town
hall meetings and vote on the ultimate
use. Members should have an input
into Covenants that will govern the
property. And finally, participating in
the survey will provide yet another
avenue for members to be in involved
in the decisions to develop the 52
acres.
I feel the 52 acres will have a very
positive impact on the community,
if it is planned and developed with
broad community involvement and
endorsement.
JIM MEAD
1. My suggestion is to continue
with the engineering study that the
board has underway, evaluate the
information and develop a plan in
conjunction with our marine biologist
and engineering firm. There is not any
doubt that the funding for any lake
project is inadequate as there isn’t
any funding mechanism at the present
time, it is difficult for me to suggest
a specific type of funding at the
present because I don’t know what the
recommendations of our engineering
firm will be. But I will say that I think
it might entail a long term reserve
funding program to be voted on by
our community.
2. First let me say that our
buildings are in pretty good shape.
An improved maintenance effort
should be instituted to maintain our
buildings and other POA property in
the manner our community deserves
and expects. I understand the board is
looking at a long range maintenance
program which will better define our
maintenance program and establish a
funding mechanism. I think that this is
a worthwhile effort.
3. The front entrance to our
community is the first impression
people have of Lake Kiowa. The new
trees, as well as the older ones, need to
be trimmed and maintained properly.
The grass while frequently mowed
isn’t always trimmed around the
trees, flower beds and stone columns.
The trees on the POA owned lots
immediately past the entrance should
also be trimmed. An effort should
begin to try to control the mistletoe
growing in the trees on all POA
property. All around the golf course,
the course entrances, yard markers,
out of bound stakes, etc. should be
fixed and straightened. Trash around
the lake shore needs to be cleaned up
as well as the cattails that have become
very invasive. Bent and broken signs
need to be replaced. Caved in and
rusted out culverts need to be replaced.
All of these things don’t require a lot
of money and would reflect a positive
community pride.
4. Volunteerism is a growing concern.
It does seem more difficult to get
more people involved in community
activities. That may be because we
do a poorer job of trying to get people
involved or to some extent the change
in our demographics. As for lower
attendance at board meetings, I don’t
tie that to apathy necessarily. My
experiences would show that when
there is a topic that the people in
the community are passionate for or
against, they will show up at meetings
to let their voices be heard loud and
clear. As for the perceived lack of
transparency of the board, perception
is reality and the board must work to
improve this perception. Complying
with the state legislation passed in
2011 governing POA board meetings
is one way to improve this perception
and improve transparency by the
board. Also, I would hope to improve
communications from the board about
news and events that the people need
and want to know about. This can
easily be handled by email, other
social media and the gate signage.
5. The board has appointed a
committee to develop a plan for the
52 acres. Once a plan for the use of
the tract is finalized by the board,
town hall meetings should be planned
for the community to have input and
to determine community support. Any
development of this property should
be approved only if it will have a
positive impact on Lake Kiowa. I
don’t foresee any development of this
tract in the near future.

1. With the drought, the issues with
the lake have become more apparent
and I believe in recent years there has
been a realization that the amount of
funding dedicated to the lake is out
of balance with the need. Some good
things have been accomplished and I
would continue to focus on improving
the overall condition. In regard to
additional funding we need to see the
results of the Phase two study and
build the case for the next steps.
2. All our buildings should have
a 5 year plan for maintenance and
upgrades to meet the current and future
needs. I know we have this in place
but should increase our focus and then
communicate this in a greater way.
We should also look at any returns of
these improvements such as review
if improvements to the Lodge would
drive greater revenue opportunities.
3. We have a great looking
community but are challenged with
an aging infrastructure that needs
attention. We need to enforce the
standards that have been established
over the years. Events such as the spring
and fall cleanups are good examples
of things we have done that are very
worthwhile and we need to build on
these types of ideas. Many proposed
changes are good but come down to
funding and we need to continue to
prioritize the needs. I would like to
see us focus on the marketing and sale
of the 79 POA lots we still own to help
fund these types of needs.
4. I believe we need to improve
upon the communication by utilizing
other means of communication, social
media for example. We are going to
have a survey issued in the next few
months which will be the first one
since ‘09. I would like to see more
emails from the Community Manager,
and maybe a communication from the
Board President in the Communique
that addresses some of the long
term, more strategic issues here. One
example may be to send an email
out before the board meetings to let
people know about specific items that
will be addressed at the meeting that
may peak interest in attending.
5. I believe that the community
should have input as to the use of this
tract. One way I have been involved
in this in the past is at the appropriate
time conduct a design charrette. This
is a series of meetings with various
parties to obtain input as to the use,
and then pulling all these ideas
together. More visual displays would
show everyone where the tract is and
possible uses.

1. No additional action at this time.
We have introduced grass eating carp
into the lake to deal with the foliage
in the lake.
There are five lakes that are
considered north Texas lakes. All
of them are below there full level.
Ranging from Chapman Lake 10,456
acres at 34.8% or down 12ft to Lake
Texoma 63,111 acres at 85.2% or
down 5.4ft. Lake Kiowa is 563 acres
and 2ft down. North Texas is currently
in a drought situation. Were we to
dredge the coves it would merely
lower the lake level and cause further
problems, while negatively impacting
our financial status.
2. The community currently owns
six major buildings and a number
of minor building (i.e. bathrooms).
The building presently in most dire
need of upgrading is the guard shack.
After that would be the kitchen in the
lodge.
3. Lake Kiowa came into being in
November of 1968, 46 years ago with
an absolute minimum of architectural
guidelines. Now in 2015 we have more
than adequate architectural guidelines
to properly display our community.
Of greatest concern needs to be the
roadways themselves that absolutely
display their years. In the near future,
this will have to be addressed. In
conjunction with the roadways the
management of rain runoff requires
attention, be it with culverts or open
ditches.
4. Request agenda topics from the
community via the CommuniQué.
All agenda topic suggestions must
then have a written response with
either inclusion in the meeting agenda
or why it is not included. Publish
upcoming board meeting agendas.
Minimize executive sessions.
5. Any monetary actions with
regards to the 52 acre tract should be
only taken with a majority vote by the
residence of Lake Kiowa. If not done
correctly and with the support of the
majority of Lake Kiowa residences it
could severely negatively impact the
community morale and the financial
status of Lake Kiowa.

It won’t be much of a mystery to find
lots of laughs during Butterfield Stage
Players’ upcoming Mystery Night.
Each night of the performances is
actually two short mystery-comedies!
In one of the shows, “My Gun
Is Pink,” Babe Archer is a tough
private investigator and Angel Stark
is her right-hand woman. While they
are investigating a crime, Angel is
murdered. With the help of Liz King,
an inspector for the New York Police
Department, Babe goes after the killers
with fists swinging and guns firing.
Vernon Hopkins is Babe’s handsome
secretary and Wayne Reilley is a
rich jet-setter. The four would-be
conspirators add international flair
to the action. Director Sandy Geyer
says, “As you may have noticed, the
tables are turned in this story – the
women are the tough and in-control
characters, with the men following
behind. Lots of good laughs!”
Presented alongside is “The Very
Great Grandson of Sherlock Holmes.”
In this show, we find that the (very)
great-grandson of the master sleuth
is trying to make it as a private eye,
his mind filled with beautiful girls
in dire straits who will be saved by
his massive intellect. Unfortunately,
great-grandson Sherwood is not
quite up to his illustrious ancestor
Sherlock, a fact pointed out to him
by the descendant of Doctor Watson.
Thrust into a marvelous and complex
murder mystery, young Sherwood tries
desperately to rise to the occasion,

The Quilt Bee met on Jan. 5 for
the January meeting with 15 ladies
attending and ready to share news
and their recent projects with the rest
of the Bee. Sharon Catlett opened
the meeting with news about the
members who have been ill and any
new concerns.
Sharon reminded us all of the Texas
Association of Quilt Guilds (www.
taqg.org) that provides information
about the various shows, meetings,
and seminars in the many Texas quilt
guilds. The Gainesville Common
Threads Quilt Guild’s newsletter was
discussed as well as the new “block of
the month” at Kaleidoscope Quilting
Shop in Whitesboro. Kathie Milburn
informed us of a “Modern Quilt Show”
taking place in Austin that members
may like to attend.
The February Sew Day is scheduled
for Friday, Feb. 20 at the Lodge from
9 a.m. till 4 p.m. Towana Stafford
brought the squares that have been
donated over the years and it was
decided by those in attendance that
we should assemble them at our Sew
Days and try to complete them for
charity or raffles that will make good
use of them.
Sharon mentioned the various
classes and demonstrations that will
be offered during Sew Days. They are
“strip log cabins,” jean quilts, serger
quilting, and wool appliqué.
Our Quilt Challenge for 2015 will
be a two-color quilt of any size. There
was another discussion of the two
colors that were acceptable. They may
include prints, not necessarily solids,
but two colors only.
Our next meeting will be Monday,
Feb. 2, in the Lodge at 7 p.m. and Sew
Day on Feb. 20 – all day.

emergency. Becky had to be both the
President and 2nd Vice President at
our General Meeting; she did a great

knowledge of quilt history, Lisa is a
certified appraiser, lecturer, restorer,

her Master of Arts degree in public

high school, high school, and college
before deciding to focus on the quilt

discussion, we were made aware that
the New Testament describes patience
as a godly reaction to a variety of

As we grow in our devotion to God,

On Dec. 12, the Kiowa Woman’s
Club Bridge and Canasta groups
enjoyed a Christmas Brunch at the
Lodge and an afternoon of play. Over
70 women participated in the event and
fun was had by all. We look forward
to the 2015 season and adding new
players to our group.

I smell it, I see it, and I want it. The
thoughts of spring are all around us.
But the cold and rain discourage it. So
the Grouchy Gardener looks to seed
catalogs and an early spring.
Another pre-spring activity might
be going to the Hagerman National
Wildlife Refuge. The January meeting
group traveled to Hagerman and
learned new exciting information. First
of all – it’s right in our neighborhood
(north and off Highway 82 toward
Sherman). Second – it’s a nationally
recognized organization that monitors
many types of wildlife in the area.

With a goal of purchasing new
playground equipment for Callisburg
Elementary School, the Barbecue-Fest
is moving to a holiday weekend, hoping
to achieve increased attendance at the
event. Please mark your calendars!
The price of children’s playground
equipment is almost unbelievable!
Due to the extreme liability involved,
we have discovered that even with
volunteer labor, a decent playground
will cost over $35,000! . . . and that
doesn’t include the ground prep or
surfacing! The manufacturers of the
equipment require that one of their
representatives be on-site during
the installation and erection of the
equipment, adding substantially to the
cost.

After a very successful 14 years of
providing information to computer
users, the Lake Kiowa Computer
Club closed down officially. This
announcement came Dec. 11 during
the annual club Christmas Party. It
fell to President Justin McMurry
to pass on this sad news to those in
attendance.
The club was started in early 2000
coincident with the opening of the
new Lodge. Several residents were
attending computer classes at North
Texas Community College and the
idea arose to start a similar program
here at the lake.
At the initiative of Fred Bradley,
several people got together, pooled
resources, and purchased various
pieces of computer equipment and
ancillary items such as a projector,
a computer desk, and the like. The
initial membership was close to 100
and remained at that level for several
years. It was not uncommon to have
60 or so people present for meetings.
It was clear that there was a need for
such a venture and that need was being
met. This was a group that wanted to
learn about Microsoft Windows and
associated products.
As time went by, more and
more people became better and
better equipped and much more
knowledgeable
about
personal
computers. As a result, attendance
gradually began to drop off and it
became more and more difficult to
find people willing to take on the
responsibilities of club officers and
to volunteer to present interesting
programs twice a month.
When the time rolled around last
year to identify candidates for the
four officer positions, it became
clear that interest in continuing the
club was falling. Four volunteers
were selected so that the club could
continue. The membership dropped
to 28 paid members and attendance at
meetings rarely exceeded 15 people.
Those individuals who previously had
volunteered to prepare and present
programs were reluctant to expend
the time and effort to do so for such
a small audience. Only 22 members
attended the annual NORTEX visit
that took place in October.
As the year drew to a close, the
elected board members met to discuss
the future of the club. It was apparent
that the new technologies had come
to the fore and essentially were
crowding out the personal computer.
The deciding factor would be the
response to the call for volunteers
to fill the four officer positions. The
call went out and only two volunteers
stepped forward, a secretary and a
treasurer. No one wanted to take on
the responsibility to lead the club as
president or vice president.
Therefore, the board decided that
the club should be disbanded and the
funds in the treasury returned to the
membership. This was done as follows:
the club covered the total costs of the
Christmas party for all attendees and
the remaining funds were distributed
to the 2014 paid members on a per
capita basis.
Alas, all good things must come to
an end. . .

Free tax assistance now is being
offered at the Cooke County
Library. This service will be offered
weekly on Tuesdays from 2 until
6 p.m. until April 14.
Three AARP tax aides will be
there to provide free help with
preparing tax returns, answering
tax questions, and providing
electronic tax return filing for lowto moderate-income taxpayers. No
appointment is necessary. Senior
citizens will have priority, but all
taxpayers are welcome to seek
help.

It is now February and we are
thankful for the two inches of rain we
received in early January, a month that
proved to be quite cold and damp. On
Jan. 10 I was on the water in my heavy
cold gear looking for that illusive big
bass. So far this year I have not found
the big bass. Typically by this time
of year I have boated several over
five pounds. We have been catching
smaller bass around the two-pound
mark and also catching some good
hybrid bass. I have heard reports up
to six pounds on the hybrid bass. The
water was one foot ten inches low and
around the 40º mark; 38º-degree water
was measured in one cove.
The big buzz around here has been
about the waterfowl. Some counts
indicate there are almost two hundred
white pelicans. These are meat-eating
birds and they are eating our fish! We
are also seeing hundreds of coots.
They are the little black ducks with
orange bills. At times I think I could
walk from one side of the lake to
the other on the backs of these little
ducks. These are vegetarian birds and
are foraging on the grasses, or what is
left of them. We have seen the dreaded
cormorants on and off this year, but
they don’t seem to be hanging here
in large numbers. Maybe the pelicans
have some effect on this. You all know
I am not a biologist nor do I have any
formal training in pond management.
If I were to guess the reason for the
large numbers of pelicans, coots and
off-and-on cormorants, I would say
this is directly related to the density
of the grasses and the outstanding
population of fish due to the abundance
of cover. Mother Nature obviously
called all her little ones saying “Come
to Lake Kiowa where the food is
plentiful.”
I feel that we have a greater concern
than the plentiful wildlife this year.
Given the already frigid water
temperatures, I am concerned that
temperatures will continue to fall into
February. How many of you recall the
last time you saw the lake freeze? I
remember several years ago when the
lake froze most coves and a significant
portion of the shallow main lake areas.
What I remember most was not the ice,
but all the small fish that were frozen
into the ice. The cold water can kill
the bait fish just like the birds do. We
can only hope the ice will stay away
and we begin our warm up soon.
Thanks go out to all who attended
our annual December meeting at the
Lodge. At this event we gave you a little
insight into where the club is going in
2015; we recognized our Youth Angler
and Angler of the Year for 2014 as well.
The big bass award would have been
presented if the recipient had attended.

dinner and the Lake Kiowa Choir that
sang beautifully for us.

bass tournament of the 2015 season to

2014 Anglers of the Year
2015 Lake Kiowa Fishing Limits
The Fisheries Biologist and Lake Management Consultant made the following
fishing limit recommendations. These recommendations have been given careful
consideration to keep a thriving ecological habitat for Lake Kiowa. The Angler &
Conservation Club has fully endorsed the following fishing guidelines for Lake
Kiowa:
Hybrid Striper: Catch and Release
Black Bass: Keep Black Bass between 10-15 inches; 5 per day, Per Person.
Release all other Black Bass under 10 inches and over 15 inches.
Crappie: Keep over 10 inches; 30 per day, Per Person. Release all under 10
inches.
White Bass: Otherwise known as Sand Bass. No Limit. Remove all you can.
Perch: No Limit.
Channel Catfish: Keep fish over 14 inches; No Limit. Release all under 14
inches.
Drum: No Limit. Remove any caught from lake.
Carp: Grass Carp have been intentionally introduced to the lake to help manage
excessive grass and weed growth. Do not remove any caught from lake.
TROT AND JUG LINES ARE NOT PERMITTED
Dock owners are encouraged to provide cover for the fish under your docks.
Make sure the trees are securely anchored so as not to interfere with boat traffic.
Feed the fish! Dry dog food or pellets especially made for the fish are readily
available at feed stores. For questions, feel free to contact Mike Bitsche for

RULES FOR LAKE BLACK BASS RECORD PROGRAM
1. Black Bass must be caught from Lake Kiowa
2. Black Bass must be caught on artificial bait
3. Black Bass must be weighed on official LKACC scales
4. Black Bass must be measured by hard measuring rule
5. Black Bass must be photographed
6. Black Bass must be witnessed by at least one of the established members listed with security
7. Black Bass must be witnessed, released alive in Lake Kiowa or transferred to the ShareLunker Program
8. Black Bass records shall be effective from October 1 through September 30
9. Each Black Bass record caught within each time frame will be given a $100 prize from the LKACC
10. One Black Bass replica shall be awarded for that year’s largest record Black Bass
11. Each replica shall hang on the wall in the 19th-Hole at the Lodge until a new record is established, at which time
the defeated replica shall be returned to the owner
12. If the record is not broken each year the latest record shall remain in place until defeated
13. Each year that a new record is not established, the $100 prize shall roll over to the next year. (Example - no new
record for 5 years, prize pot would be $500) The cumulative pot shall not exceed $1,000 at any time
14. If the record is broken at any time, the next prize awarded will return to $100

MGA News
MGA General Meeting and Playday - Saturday, Jan. 17
On January 17, 2015, the Men’s
Golf Association (MGA) met at the
Lodge. President R.J. Stroup called
the meeting to order at noon. R.J.
began the meeting by introducing
Tournament Director John Seefeldt,
who presented a plaque to Tom
Blackwell, last year’s MGA President.
John recognized the great job Tom
did last year and thanked him for his
service to the Kiowa golf community.
R.J. and Dwayne Hopson presented
Hole-in-One checks to 10 MGA
members: Tim Schniederjan, Ron
Krebs, Don DeField, Matt Threadgill,
Jim Marfice, Ron Spencer, Del
Maners, Bob Hey, Mark Gillings, and
Harald McFarling.
R.J. presented a report from Bryan
Brown,
Course
Superintendent,
highlighting what his group will
concentrate on during the winter
months:
(1) Conduct an irrigation system
audit and improve drainage around
the greens in order to reduce/eliminate
dampness around the greens;
(2) Replace pampas grass on #9
with trees
(3) Add a few trees on the course, if
budget allows.
Playday entry fee – the playday
entry fee is now $15. The $15 is
divided as follows: $9 pays for the
Pro Shop credit given to the winning
teams; $3 goes to the MGA to pay for
beer and/or food; $3 pays for the cash
payout (formerly called Day Money).
The cash payout is now divided evenly
among the four teams who win the
Closest-to-the-Pin contests.
Dream Team -- R.J. announced a
change in the Dream Team concept.
In addition to earning points in
the monthly playdays, players will
also earn points in the four MGA
tournament events: Spring Kicker;
Member/Member; Match Play; and
Medal Play tournaments.
MGA Survey – R.J. shared results
of the MGA survey that was sent to all
members in December. The top areas of
concern were: wet areas and drainage
issues around the greens; provide
more “character” to some holes like
#11 and #12 by adding trees, mounds,
bunkers, etc.; cart path repair; pace of
play; and new tee signs. Sixty percent
of the respondents said they would be
willing to pay at least $5 to help pay
for meals at the monthly playdays.

WGA News
It’s hard to believe,
but it really is 2015.
As we enjoy this
time of year when
we transition from one
year to the next, let’s think
about setting new goals and
resolutions for 2015 that include
the WGA. There are so many
opportunities to become involved. The
WGA offers Wednesday playdays,
a monthly scramble, tournaments,
meetings, luncheons, a working/
weekend group that plays on Saturday,
and an opportunity to earn a milestone
pin when you break 60 and 50 in the
9-hole group or when you break 100,
90, and 80 in the 18-hole group. Endof-the-year awards for Most Improved,
Most Birdies, and Most Chip-ins are
given. An end-of-the-year Christmas
dinner/dance that provides an evening
of enjoyment with new and old friends
concludes the year.
One of the most useful items you
receive when you become a member of
the WGA is a directory that provides
names, addresses, phone numbers,
and email addresses of all WGA
members. There is a listing of golfing
events throughout the year, officer
and committee names, and the WGA
constitution and bylaws. There also is
a Hole-in-One pot in which you can
participate for $5. The only winner
this year was Laura Childers who was
awarded a check for $715. So, make
a resolution to work hard to earn one
of the awards mentioned or make a
resolution to become involved in the
WGA via a committee, tournament, or
playday.

President Lori Brindle had forty-seven
members turn out. Lori welcomed them

with 133 memberships to date. Two

Treasurer Sharon Mitcham reported
that our ending bank balance as of
12/31/14 was $2,288.98. Earmarked
money totaled $2,238.98, leaving a
true ending balance of $50. Earmarked
money has been designated for breast
cancer awareness golf flags, portable
electric ice chests and coolers, and
benches to be placed outside the Pro
Shop. The 2015 budget was presented
to membership and will be voted on at
the February meeting.

opportunities to travel to other courses
outside of Kiowa. Your representatives
for 2015 are: La Vonne Jucha for
Central; June Cloud for Texoma; and
Laura Childers for Women’s Texas
Golf. Talk to one of these representatives
about becoming active with these great
associations.

club championship tournament will be
named the Ruth Kittrell Robinson Club
Championship Tournament in honor
of Ruth Robinson. The Spring Fling
Tournament has been added this year
for Wednesday, March 25. Mark your
calendar now and plan to brave our
spring weather for this first tournament
of the year. Sharon and Janice asked
for suggestions regarding preferences
for games on playdays. June Cloud,

come out on playdays and increase
participation for the 9-hole group.

Golfers are reminded to be respectful of
peoples’ property along the perimeter
of the golf course. Even though we
are in the winter months, we must
continue to be aware of the need to fill
divots. Let’s do what we can to have a
beautiful course in the spring.
Angie Hare, Executive Director of
Cooke County United Way, made a
presentation to the membership asking
that the WGA consider them as a
possible recipient of the WGA Charity
Tournament to be held in October. The
mission, objectives, and focus areas
of Cooke County United Way were
presented. All monies raised in Cooke
County are distributed only to Cooke
County agencies with the exception
of 1% of funds collected being sent
to the national organization as dues.
The United Way presentation will be
available on the WGA page on the
Lake Kiowa web site.
Wednesday, Feb. 4 is the date for the
general meeting and lunch. Abigail’s
Arms will be making a presentation.

DID YOU KNOW…
That there are no “Ladies' Tees” or “Men's Tees” at Lake Kiowa? Both terms
are misnomers and archaic concepts that don’t apply to modern golf. We
have five sets of tees at Lake Kiowa: Blue, White, Gold, Red, and Yellow
and none of them are designated “Men’s Tees” or “Ladies' Tees.” They are
simply colors that define course length and provide playing options based
on your skill level in order to make the game more enjoyable. With the
single exception of the Blue tees, all our tees have USGA-approved Course
Ratings and Slope for both men and women. While the USGA did not
rate our Blue tees for women because few, if any women play from there,
they did rate our Red tees for men even though few, if any men play from
there. Why? Because, by being less than 5200 yards long, our Red tees fit
perfectly into the definition of an Executive Course and there’s no reason
why men can’t play from the Red tees. The problem is that ever since our
course opened the Red tees have been called the “Ladies’ Tees” so some
men feel there’s a stigma attached to playing from those tees. However, the
reason that virtually all Lake Kiowa women routinely play from the Red
tees is the same reason that virtually all Lake Kiowa men routinely play
from the White tees—it suits their ability and it makes the game more fun.
The USGA’s “Tee It Forward” initiative is a prime example of trying to get
rid of that forward tee stigma and make the game more fun for players of
all skill levels. If “Tee It Forward” advocate Jack Nicklaus moved his game
to a forward tee because it’s more fun and better suits his ability, maybe
you should, too. The bottom line is that it’s OK to play any set of tees that
makes the game fun for you. So pick a tee that does that and, as Old Tom
Morris says in the TV commercial, “Go Play!” And, if you’d like a fun new
challenge, we don’t have a men’s course record from the Red tees.

Ms. Skeans’ 6th grade theater class performed the classic Christmas
presentations of “Rudolph the Red-Nosed Reindeer” and “Frosty the
Snowman.” The cast included the following students: Paige Boswell, Riley

Callisburg girls varsity basketball team.
Coach Travis Marmon reports
that the Callisburg Wildcat varsity
basketball team is deep into the 20142015 season that has been one of
ups and downs. Consistency is still
the biggest problem. There are only
three players who have played a lot of
varsity minutes prior to this season.
The varsity team competed in the
Martin’s Mill tournament just before
the holiday break and won the black
division. Callisburg finished nondistrict with a 7-10 record. They are
now 0-3 in district and looking to turn
things around. “We are in a very tough
district with two of the teams being

state ranked,” stated Marmon. Both
Ponder and Whitesboro are ranked in
the top ten. Callisburg is continuing to
see improvements and their goal is still
in sight. They will fight for a playoff
spot if they continue to improve.
Coach Chrissy Worrell reports that
the varsity Lady Cats are playing hard
and continuing to improve. “We have
experienced huge improvements since
the beginning of the year. Our main
focus continues to be consistency on
both sides of the ball. We are gaining
on experience and skills in every
game,” stated Worrell.

This report will discuss December’s
responses and then provide a summary
of 2014 for the fire department.
December was the busiest month
with 39 incident responses. Eighteen
of these were inside Lake Kiowa and
21 were outside the gates.
2014 was a very busy year for the
fire department. We grew from 13
officers and firefighters in January
to 18 in December. Our fleet was
updated to all modern and equipped
apparatuses. The addition of the 3000gallon tender was a great benefit to
us. The Auxiliary provided funds for
extrication equipment, bunker gear,
and other much-needed equipment.
The board provided funds so that we
could buy more needed equipment to
help with the ISO inspection.
We tested the pumps on the engine
and the tanker and they both passed.
We tested every section of hose the fire
department owns. Only five sections of
hose failed the test. This hose testing
is a job that no firefighter enjoys, but it
there is a requirement for it to be done
every year. So, in September we will
test it all once again.
One officer stepped down and a new
lieutenant was elected to take his spot.
The ISO came and inspected us in
October and again in December. This
was a very busy exercise, but had to
be done. Our district grew in size and
we are ready for that challenge.
In 2014 the fire department
responded to 287 incidents. Of this
number, 170 calls were outside the
gates and 117 were inside the Lake
Kiowa gates. Our busiest type of

incident is EMS calls; we responded to
169 such calls. We responded to nine
fires where we encountered a fire loss.
The dollar loss value was $80,285, but
the total value of items burned was
$728,000. Thus, we saved $647,715.
The total loss was 11.03% and total
saved was 88.97%. The busiest day
of the week for our responses was
Friday, with 54 responses; our slowest
day was Wednesday with 23. The
time of day that was the busiest for
us was between 1 and 3 p.m. The
next busiest time was between 10 and
11 p.m. The officers and firefighters
gave a lot of their time to help serve
you, our citizens. The total number
of man-hours that were given to the
fire department was 7779.76. This is
a very dedicated group of men and
women.
What will 2015 be like for the fire
department? More training, more
incident response, more hose and
pump testing, and the purchase of
more equipment for the trucks. It
will be just like past years. We have
applied for a grant from FEMA for
the purchase of 10 new air packs and
a system to fill our empty air bottles.
We will always strive to be prepared
to handle your emergency, whatever it
may be.

Happy New Year

had a wonderful holiday season. The
poker group enjoyed delicious heavy
hors d’oeuvres consisting of mini beef
wellingtons, meatballs, spring rolls,
and a fruit and veggie tray at their
holiday party. A big thank you goes to
Sharon Chapman for organizing the
fun event, and to the Lodge staff for
preparing and serving the delicious
food. It was a very social evening.
On Wednesdays and Fridays, the
Texas Hold ‘Em poker group plays a
tournament with a first- and secondplace winner. A small token of
appreciation is donated by the Lodge
to the winners. As always, the Lodge
staff is very much appreciated for their
continued support of poker.

The
joyous
Christmas season
was
celebrated
at Lake Kiowa
in
multiple
community
events and family
gatherings
and
with that pervasive spirit of goodwill
that always seems to lend a little light
to darkness at the end of the year.
The new year has dawned extremely
cold, but also extremely bright with
promise for a continued advancement
in the quality of life enjoyed here. The
Security Department will endeavor to
stand strong in the coming months in
support of its mission to serve you,
the people of Lake Kiowa, with a
professional, competent, and welltrained force that will validate the
confidence you have placed in us to
protect your property and preserve
your privacy.
Security patrol units participated
in three traffic stops, three motorist
assists, and three welfare checks.
Additionally, two warnings were
issued to residents putting trash out too
early, two business alarm notifications
were received and investigated, an
unlocked door was secured, and an
illegal sign was pulled up.
Investigations also were launched
in regards to three auto accidents,
two reported suspicious vehicles, one
illegal dump, and the report of children
playing on the #17 green. Response
was indicated to a disturbing the
peace complaint, workers found to be
working a permitted job on a Sunday
were escorted out, and a golf cart

Multiple-casualty criminal mischief
outbreaks, mostly involving mailboxes
and street signs, were reported on
Dec. 20 and Dec. 27. Affected areas
included the 500 and 100 blocks of
Kiowa Dr. E. and the 900 block of
Kiowa Dr. W. Lesser damage was seen
at Cayuga Tr. N. and Comanche Dr. E.
All incidents are under investigation
and active leads are being explored.
Animal Control was kept busy with
23 stray dogs, 4 loose cows, and 17
varmints. One dog was transferred
from Security custody to Noah’s Ark
Shelter.
Guardhouse personnel monitored
radio traffic on forty ICVFD
emergency runs. Security assisted
with medical response within Lake
Kiowa on five occasions.

PUBLIC WORKS
Public Works has
removed the holiday
decorations for another
year and would like to
again thank all those
who helped with the
holidays and the food that defined the
season.
PARKS AND LAKE
Work is continuing with riprap
additions and renewal in the drainage
and park areas. This helps with silt
infiltration and bank area loss. The
lake weed problem is down, but not
gone at this time as the cold water and
weather tends to lay down the plant
growth along the bottom of the lake.
As soon as the weather and water
warms, then the plant growth will
stand more upright much as the lawn
grass does in warmer weather. The
fight against this problem continues.
The lake elevation is staying at 698.00
as measured on January 5, 2015. There
has been some rain, but not enough to
add water to the lake.
ROADS AND BRIDGE
Work is ongoing to seal the larger
cracks in some sections of the roads.
This is in preparation for a complete
road seal of these sections that will be
done when proper temperatures are
back in the spring.
Please drive carefully as freezing
temperatures can cause bad road
conditions at any time during the
winter season.

GOLF COURSE UPDATE
Winter is here! This
morning it was 13
degrees when I got
to work. Covers have
been on the greens
for 11 days so far and
should remain on for another few
days. Although I do not like having the
greens covered for long periods of time,
covering is better than the alternative.
The extended period that the greens
have been covered does increase the
disease pressure. That being said, I
plan on applying a broad-spectrum
fungicide next week. This application
was originally planned for the week of
Jan. 19, but I am moving it up one week
due to the covers having been on.
As mentioned last month, I
increased the potassium input on
greens beginning in September to
guard against potential winter damage.
This helps with carbohydrate storage
in the plant. Also, we are maintaining
adequate moisture levels in the soil
profile. I continue to monitor soil
moisture using a digital moisture
meter that I purchased this past
summer. Because evapotranspiration
rates are lower this time of year,
watering frequency and run times
will be reduced. One drawback of
watering this time of year is some
areas around greens that will stay wet
a little longer.
As mentioned in previous reports, we
will be conducting an irrigation audit.
The main purpose of this audit will be
to identify areas where we can change
the nozzle size in the irrigation heads
to be more efficient and reduce some
overlap and potentially eliminate some
of these wet areas. The addition of some
drainage is a must. The first area we
will address is the back side of the #7
green. We began drainage installation
this week and will move to our next area
when this project is complete.

Editorial Policy
The policy and purpose of this publication
is to inform all residents of events and
activities within our community, to report on
actions and decisions made by our Lake
Kiowa Property Owners Association Board
of Directors, and to publish the results of
those decisions. Information is important for
everyone to know that problems are being
worked on and remedies are being sought.
The following items will be accepted
for publication: Events and information
about Kiowa organizations that are open
to all residents; events in our surrounding
communities when Kiowa residents may be
involved in them; and Items of a personal
nature that reflect on the generous character
of our residents or a milestone in their lives.
A Letter to the Editor should be less than
350 words in length and will be accepted if it
presents a thoughtful and constructive view to
an issue that may be controversial within our
community. It may be reviewed and verified for
factual accuracy by the appropriate authority.
The factual clarification will be published
along with the letter. The letter should be
typed or in legible handwriting, signed by
a verifiable resident, and will be published
unedited with misspellings indicated when
necessary. If handwriting cannot be easily
read, it cannot be used. The CommuniQué
will not be responsible for misreading a
handwritten word. A letter may be refused
publication if space is limited. If several
letters are received expressing the same
view, one may be chosen for publication.

I. Call to Order - Vice President
Craig Lamkin called the meeting
to order at 6 p.m. President Kelley
Stewart was absent.
II. Pledge of Allegiance - Vice
President Lamkin led the Pledge of
Allegiance.
III. Introduction of New Attendees Terry and Sherlen Prince, Lot 983 and
Ed Haffner, Lot 381.
IV, Establish a Quorum - Kelley

V. Approve Minutes - Leslie Tomich
made the motion to approve the
minutes for November 17, 2014 and
was seconded by Bill Turner. All were
for approval. Motion carried.
VI. Nominating Committee - Gerald
Smith, Chairman of the Nominating
Committee, introduced the six
nominees for election to the Lake
Kiowa Board of Directors for 2015.
In ballot order, drawn by La Vonne
Jucha, nominees are:

There will be a candidate forum
on Saturday, Jan. 17 at 6 p.m. in
the Lodge Assembly Room. Gerald
Smith thanked all the members on the
committee for the job of selecting the
nominees. They are Mike Brindle, Ed
Cooke, Jerry Slater, Donna Marfice,
Janice Richey, and Gerald Smith.
Craig Lamkin thanked the committee
for their hard work.
VII.
Architectural
Control
Committee - Gary O’Dell, Chairman
of the committee introduced a proposal
for change in the Architectural Control
Handbook rule 4.04. The rule change
will rule the holiday’s that permitted
work will not be allowed from all
federal holidays to the six major
holidays: Thanksgiving, Christmas,
New Years, Memorial Day, 4th of July,
and Labor Day. Leslie Tomich made
the motion to approve the change
and was seconded by Jay Titus. All
approved. Motion carried.
VIII. Treasurer’s Report - Bill
Turner gave the Treasurer’s Report
and stated that through the first five
months of the year we had a surplus
of $117,252. This was primarily
because revenue was $57,833 ahead
of the projected budget and expenses
were $47,672 under budget. The
contributors to the increased revenue
were $25,379 in additional Lodge
sales and an increase from Other
Income of $28,921. The majority of
the reduced budgeted expenses were
the result of being unable to hire an
experienced mechanic for the Central
Garage and annualized budget repair
for the Lodge air conditioners, which
will not be spent until the summer.
Without these two expense items, our
actual expenses would only be $12,915
less than our budgeted expenses.

bidding: Manager Young updated the
board on the bid procedure. Bid will
be accepted until 2 p.m. today the 10th

then the engineering firm will take the

back with their recommendation at

water system and customer relations;

Groundwater Conservation District:
Manager Young updated the
Directors on the water system. He
stated that everything is back online
and working well. Some problems
were had with the new ground storage
tank but they have been corrected.
Leaks have been down as the amount
of usage has decreased as well as the
temperatures. Manager Young went
over the financial statements and check
register. He stated that the NTGCD
did not have a December meeting.
9. Review and accept monthly
financial report(s) and approve
payment of bills. Vice President Thies
made a motion to accept monthly

motion and all approved.

FIRE CHIEF’S REPORT: The
November incident report reflected
25 calls compared to 17 in November
2013. There was 1 building fire, 1
chimney fire, 1 brush fire, 4 rescue
- EMS incidents, 8 medical assist
- assist EMS crew, 1 motor vehicle
accident with injuries, 1 motor vehicle
accident with no injuries, 1 electrical
wiring/equipment problem, 3 assist
invalid, 3 dispatched and cancelled en
route, 1 CO detector activation due to
malfunction.
On December 9, 2014 the ISO
representative was here to flow test 5
fire hydrants. He was assisted by Chief
Pistor, Pres. Tomlin, and VP Hughes.
He stated the testing went very well
and should have the results in about
2 weeks.
The Oak Ridge VFD shut down
because of financial reasons.
Through Ray Fletcher, the Cooke
Co.
Emergency
Management
Coordinator and Fire Marshall, the
ORVFD response district was divided
up between 3 fire departments.
Gainesville FD absorbed the NW and
SW section, Callisburg VFD absorbed
the northern part and the ICVFD
absorbed southern portion.
An application has been submitted
on a FEMA grant to acquire 12 new
Self-Contained Breathing Apparatus
(SCBA) air packs, 12 new SCBA
bottles, and a cascade system used to
refill the bottles.
The recently purchased EMS/
Response vehicle is in make ready
and should be in service sometime in
January 2015.
The ICVFD responded to a New Year's Eve accident occurring on FM
OTHER BUSINESS: Discussions
were made on when to advertise and 902. The accident resulted in power outages in areas on Cocopa Dr. W. and
in what media for our annual meeting the Security office.
