N CMA F REDERICK CHAPTER MEETING RECAP T HE FUTURE OF P AST PERFORMANCE
Mr. Jim Hiles of ASI Government presented from his
new book “Winning with
Past Performance,” at the
NCMA Frederick lunch
meeting on November 20,
2014 at Mexicali Cantina in
Frederick.
Jim discussed both the current state and the future of
past performance assessment, emphasizing the larger picture and why, as
stakeholders in government
acquisition, meeting attendees should care. He did
so by emphasizing understating the experience and
performance of offerors, a
desire to improve contract
outcomes through feedback
from government to contractors and the need for
coordination across the government to avoid making
awards to poorly performing contractors.
Jim’s discussion of the current state of past performance consisted of the repeated acknowledgement of
the need to capture information and the subsequent
benefit to the government
from that information,
while noting persistent challenges, such as localization
of information and “stovepiping” across organizations.
As an evolving concept, past
has risen to significant importance in the government
contracting marketplace,
including initiatives such as
Supplier Relationship Management (SRM), the recognition and follow through
on Contractor Performance
Assessment Reporting System (CPARS) ratings and
narratives, with the consistent publishing of contractor past performance
information.
The future of past performance includes continued
standardization of past performance information questionnaires, data analytics
and mining, and the continued accountability of reviewers, with a rising emphasis on social responsibility metrics.

future performance.
In addition, Jim sent meeting attendees with a few key
points in mind: engage in
proactive and purposeful
relationships with suppliers,
continue to use past performance information systems
to the maximum possible
extent, and lastly, use past
performance information to
determine and act on what
works regarding quality,
cost and schedule.

PRESIDENT’S CORNER
Greetings, I would like to welcome all NCMA Frederick Chapter members to our 2014-2015 program year. I am excited to serve as your President and I would like to share with you what is keeping me busy. I organized a CFCM study group for the chapter which was led by our very own Frederick Chapter member Terry McCune. I am proud to announce that in July, 8 members successfully completed the study group and received their certifications.
I started the year off of by attending the Summer Chapter Leadership Summit 2014 with former
President Robert Sheehan. We collaborated and exchanged ideas on how to enhance NCMA’s
Chapters. The most exciting outcome of the meeting was the Member Initiative Program. For every brand new member the Frederick Chapter recruits during the July 2014 through June 2015 program year, the Chapter receives $25.00 from NCMA Headquarters. Please visit our website
www.frederickncma.org for more details and please forward the posted (and attached to the
back of this publication) application to friends and colleagues! New members must use the special
New Member Initiative application showing the code NMI2015 in order for the Chapter to receive
the reimbursement.
In October, we kicked off our year with a social at Uno Pizzeria & Grill for our members. We
gave away a gift card to the winner of our human bingo team builder game. There was also a gift
certificate for the member who brought the most guests. In November, Jim Hiles with ASI Government (our cover story) talked to Chapter members about the future of past performance. In
December, we celebrated the holidays at Madrones in Frederick, raffling off a lovely holiday basket.
It takes TEAMWORK to accomplish great things, the 2014-2015 NCMA Frederick Chapter Board
along with its volunteers support one another and they know that together we can accomplish
more.

S POTLIGHT ON MEMBER OF THE MONTH T ERRY M C CUNE
For the January edition, we wanted to shine the spotlight on Terry McCune and recognize him for
his dedication to the Frederick Chapter. Currently, Mr. McCune is the Golf Tournament
Chair for NCMA Frederick Chapter, and previously advanced the excellence of contract management through leading several CFCM study groups, as noted in his biography below.
Terry McCune enlisted in the Air Force in 1971 and completed training as a
Radiology Technician. During his tour, he completed degrees in Radiology
and Heath Care Management. In 1982, he attended the Naval Officer Candidate School in Newport, Rhode Island and was commissioned as an Ensign in
November. He subsequently completed training in the Navy Supply Corps.
His sea tours included the Aircraft Carrier, USS Lexington and the Hospital
Ship, USNS Comfort where he deployed to Operation Desert Shield and Desert Storm. His contracting career began as a Naval Contracting Officer Intern at the Naval Air Systems Command where he contracted for major weapons systems.
During the intern program, he completed a Master of Science degree in
Contracts and Acquisition Management from the Florida Institute of Technology. He was later assigned to the Naval Inventory Control Point Mechanicsburg where he contracted for spare and repair parts and became the
Director for the Level 1/Subsafe Contracting Division. After this tour, he
was reassigned to the Naval Medical Logistics Command, Fort Detrick as
the Head of Acquisition until his retirement as a Lieutenant Commander in
December 1995. His industry experience includes Director of Contracts
for MACI, Principal Contracts Administrator for Computer Sciences Corporation (CSC) and Principal Functional Analyst for DynCorp. His civil
service career began in 2002 at the Naval Medical Information Management Center as a Program Management Analyst for the Theater Medical
Information Program.
While there, he received a special assignment as the Head of the Acquisition Department. He was awarded
the Meritorious Civil Service Award upon completion of this special assignment. He joined the US Army
Medical Research Acquisition Activity (USAMRAA) as the Chief of Business Oversight in January 2004. He
was later reassigned as the Chief of the Customer Service Center providing contract support to the Garrison
at Fort Detrick. Upon his retirement in 2012, he received the Commander’s Civilian Service Award for his
service at USAMRAA. His experience in contracting includes major weapons systems, utilities, construction, personal services, services, research and development and supply contracting. He is currently the Assistant Director for Graduate and Adult Business Programs at Mount St Mary’s University. While at Mount
St. Mary's University, he developed a graduate certificate in Government Contracting that is compliant with
the DAU requirements for level II and III courses. He teaches Government Contracting I and II to contractor and government students. He has been a member of the National Contract Management Association
(NCMA) since 1993. He has held the following positions with the local chapter of NCMA: President, Education Coordinator, and Program Coordinator. He has organized NCMA National Education Seminars and
golf scrambles to generate funds to support the local chapter scholarship fund. He has facilitated two Certified Federal Contract Manager (CFCM) study groups resulting in a 75% and 87% certification rate.
