About the Authors
Domingo Amuchástegui is a graduate of Havana
University, Florida International University, and the
University of Miami. Author and co-author of a dozen books in Cuba and the United States as well as
hundreds of articles and scores of essays. Chief analyst in the field of Cuba's foreign policy. Fact-finding
missions throughout Europe, Asia, Africa, the Middle East, and Latin America. He has been a Political
Analyst at CubaNews since 1994.
Rolando Anillo, Esq., graduated from University of
Havana, J.D., cum laude, 1988. Mr. Anillo is currently employed as a Corporate Counsel at Florida
Crystals Corp., West Palm Beach, Florida. He is also
the President of the Cuban Claims Owners Association, and an active writer and speaker on legal topics
regarding U.S-Cuba laws and regulations. Mr. Anillo
is admitted to practice law in Cuba and in the State
of Louisiana, United States.
Dariela Aquique Luna, Licenciada en Historia, dedicó muchos años a la carrera de teatrista. Tras dejar

Vegard Bye is a Senior Research Fellow at the Centre
for Development and the Environment (SUM), University of Oslo, and Partner in Scanteam, an Oslobased consulting company. Mr. Bye has combined
academic work, journalism, consulting and civil service (with the UN and the Norwegian government)
during his professional career, mostly focusing on
Latin America and on governance issues in conflict
and post-conflict societies in Africa and Asia. He has
followed events in Cuba since working there with the
UNDP in the late 1970s. Larry Catá Backer is W. Richard and Mary Eshelman Faculty Scholar & Professor of Law, Professor
of International Affairs, Pennsylvania State University.

Augusto de la Torre, a national of Ecuador, is Chief
Economist for Latin America and the Caribbean,
World Bank. Prior to his current position he held
other positions at the World Bank, including Head
of the Financial Systems Department and Senior Financial Sector Advisor for Latin America. From 1993
to 1997, Mr. de la Torre was the head of the Central
Bank of Ecuador. From 1986 to 1992, he worked at
the International Monetary Fund where, among other positions, he was the IMF’s Resident Representative in Venezuela. Mr. de la Torre has published extensively on a broad range of macroeconomic and
financial development topics. He earned his M.A.
and Ph.D. degrees in Economics at the University of
Notre Dame and a B.A. at the Catholic University of
Ecuador.
Sergio Díaz-Briquets is a Northern Virginiabased international consultant focusing on governance issues.
Víctor Manuel Domínguez García se graduó como
productor y guionista de radio, cine y televisión; ha
sido premiado en los géneros de poesía y cuento y ha
publicado en diversos medios culturales del país. Es
vice presidente del Club de Escritores de Cuba y ejerce el periodismo independiente para varios medios
como las revistas Islas y Cuba Sindical, asi como Cubanet y otros. Se inició en el mundo sindical en el
año 1998 a través de una corresponsalía en la ya desaparecida revista Lux Info Press. Junto a otros sindicalistas, fundó la Agencia de Prensa Sindical Independiente de Cuba (APSIC) y en febrero del 2002 crea el

Caribbean Studies and he is contributing editor of the
magazine Literal, Latin American Voices.
Ted Henken is an Associate Professor in the Departments of Sociology/Anthropology and Black and
Latino Studies at Baruch College, City University of
New York (CUNY). He recently co-edited the comprehensive reference book Cuba in Focus with Miriam Celaya and Dimas Castellanos, published by
ABC-CLIO Press in October 2013. He is also the
co-author with Archibald R.M. Ritter of Microenterprise and Public Policy in Revolutionary Cuba (FirstForumPress, 2014). He writes the Cuban-themed
blog, El Yuma.
Ernesto Hernández-Catá, Associate Director, retired, International Monetary Fund.
Jorge Hernández Fonseca obtained a degree in Mechanical Engineering at the University of Havana,
where he was also a professor. In Cuba, he was Director of the Ministry of Sugar's School of Mechanical
Design. He lives in Brazil since 1992, where he obtained Masters and Doctorate degrees in Engineering
from the Universidad Federal of Santa Catarina. He
was head of development for the Office of Industrial
Design of Brazil's Laboratory of Design as well as
professor at the University of Belem. An analyst of

Cuban affairs, he has published three books on Cuba
and is director of the digital magazine Cuba Libre
Digital.
Alain Ize is a consultant on financial development
and fiscal and monetary policy with the World
Bank’s Chief Economist Office for Latin America
and the Caribbean. Prior to this position he worked
on fiscal, monetary and financial issues at the International Monetary Fund where, at the time he left,
he held the position of Area Chief in the technical assistance wing of the Monetary and Financial Systems
Department. He has been a frequent visiting professor at the Colegio de Mexico, where he was a professor and chair of the Economics Department prior to
joining the IMF. He has published extensively on a
broad range of topics, including fiscal, central banking, monetary, and financial sector issues. He holds a
PhD from Stanford University, an MBA from Columbia University and an engineering degree from
the Ecole Centrale de Paris.

leton (Ottawa). En Cuba se graduó de Estudios Internacionales en el ISRI. En 2005 ganó el premio de
ensayo creativo sobre política exterior estadounidense
de la Academia Norteamericana de Diplomacia.
Luis R. Luis is an international economist in Massachusetts specializing in international finance and involvement. He has long been involved in international finance and investments as an officer of
international organizations, commercial banks and
investment management companies. Luis is a member of ASCE since its foundation. He holds a PhD
degree in economics from the University of Notre
Dame.
Gary Maybarduk is a PhD economist, a retired Foreign Service Officer and a member of the ASCE
Board. He has been writing on the Cuban economy
since 1999 when he was Counselor for Economic
and Political Affairs in the U.S. Interests Section in
Havana.

Cuba y de numerosos artículos relacionados con la

Vicente Morín Aguado is an independent journalist
residing in Cuba. He writes regularly for Havana
Times.
Maybell Padilla Pérez es Secretaria General del
Consejo Unitario de Trabajadores Cubanos (CUTC)
e integrante del secretariado de la Confederación Sindical Independiente de Cuba (CSIC). Fue profesora
de la Universidad de Oriente y de la Universidad de
la Habana, impartiendo diferentes asignaturas, incluyendo derecho laboral. Ingresó en el sindicalismo independiente en 1995 y participó en la creación del
Buró de Asesoramiento Jurídico Laboral Independiente (BAJIL) y el Instituto Cubano de Estudios
Sindicales Independiente (ICESI). En la actualidad
instruye y asesora en temas sindicales y laborales a delegaciones provinciales y a organizaciones opositoras.
Además, capacita a los trabajadores por cuenta propia, discapacitados, ex-reclusos y enfermos infectocontagiosos.
José Manuel Palli es abogado en la Argentina desde
1975 y en el estado de la Florida desde 1985, especializándose en el Derecho Registral y Notarial y en asesorar inversiones y desarrollos inmobiliarios trans-nacionales.
Martin Palouš is a Senior Fellow in the School of
International and Public Affairs at Florida International University, where he directs the Václav Havel
Initiative for Human Rights and Diplomacy. He
was Permanent Representative to the United Nations
of the Czech Republic and held other diplomatic positions. He was one of the first signers of the Charter
of 77.
Orlando Luis Pardo Lazo, writer, photographer,
blogger, social activist from Havana. In 2014 he
compiled the narrative anthology Cuba in Splinters
(O/R Books, New York). His digital photobook Abandoned Havana has been recently published
by Restless Books (New York, 2014).
Lorenzo L. Pérez, macroeconomist, retired from the
International Monetary Fund where he was Deputy
Director, Middle East and Central Asia Department.
He worked previously in the Western Hemisphere
Department of the Fund, leading missions to several
countries including Brazil, Venezuela, Colombia, Ecuador and Panama and in the Fiscal Affairs Depart-

ment. Earlier in his career he worked at the U.S.
Agency for International Development and the U.S.
Treasury. He holds a Ph.D. in Economics from the
University of Pennsylvania.
Jorge F. Pérez-López is an international economist
residing in Falls Church, Virginia. He received a
Ph.D. in Economics from the State University of
New York at Albany.
Joaquín P. Pujol is a retired official of the International Monetary Fund.
Archibald R. M. Ritter is Distinguished Research
Professor Emeritus, Department of Economics and
Norman Paterson School of International Affairs,
Carleton University, Ottawa, Canada.
Sara Romanò is currently a post-doctoral student at
Department of Culture, Politics and Society, University of Turin (Italy). She obtained her PhD in Sociology at Turin University and Havana University as
part of a joint PhD program between the two institutions. Her research interests include inequality, social
network analysis, social stratification and mobility,
social change and economic development, institutional change and social effects.
Rosendo Romero Suárez se ha desempeñado como
profesor de la enseñanza artística media y superior. Es
profesor de la filial municipal del Centro Provincial
de Superación para la Cultura de Guantánamo, en el
que posee las Categorías Docentes: Profesor Entrenador y Profesor Metodólogo; ha recibido e impartido
varios diplomados y postgrados. Colabora como Profesor Asistente del Centro Universitario Municipal
“José de la Luz y Caballero,” y del Instituto Superior
Pedagógico Raúl Gómez García de Baracoa.
Juan Reinaldo Sánchez se graduó en derecho penal
de la Escuela de Especialistas de la Seguridad Personal y de la Escuela Superior de Contrainteligencia del
Ministerio del Interior de Cuba. Fue escolta personal
de Fidel Castro por más de 17 años. Lo acompañó en
viajes a más de veinte países y llegó al grado de Teniente Coronel del Ministerio del Interior. Después
de numerosos intentos, abandonó clandestinamente
el país en el 2008.
