This audit evaluates the City of San Diego Graffiti Control Program and whether it complies with the San Diego Municipal Code which includes both abatement and enforcement provisions. Proudly Representing · Alta Vista · Broadway Heights The City’s Graffiti Control Policy aims at reducing blight and deterioration, protecting public health and safety, avoiding detrimental impacts of graffiti, avoiding negative impacts of graffiti, preventing the further spread of graffiti and strengthening the City’s efforts against gang activity. · Greater Skyline Hills The Auditor found several issues that should be addressed to improve the current graffiti program and ensure its objectives are achieved. Graffiti control is a very important issue in the Fourth Council District. It is a beautification issue and it is also a public safety issue. Certain types of graffiti can spur gang activity and this is a concern to all of us. Although the graffiti control program has been downsized due to budget cuts, I was glad to see this audit come forward. I was joined by Mayor Kevin Faulconer, Councilmember Marti Emerald, the San Diego Police Department, the Park and Recreation Department, family members of Officer Christopher Wilson, and the community for the emotional and beautiful event. Skyview Neighborhood Park, which was renamed the Officer Christopher Wilson Memorial Park, sits adjacent to the Southeastern Division of the San Diego Police Department on Skyline Drive where Officer Wilson served the community with integrity, dignity, and honor for 17 years. Officer Wilson was fatally shot in the line of duty on October 27, 2010 while serving an arrest warrant in the Skyline Hills Community. Four years later to the very day, we stood honoring this hero and immortalizing his name. Whenever we pass by this park, we will forever remember the ultimate sacrifice that Officer Wilson made to protect and serve San Diegans. There wasn’t a dry eye in the crowd when Kaylee Wilson, Officer Wilson’s daughter, recited a poem that she wrote as a tribute to her father. The City of San Diego has been a leader in water conservation, enacting permanent measures in 2011 that are more stringent than most cities and water districts throughout the state. City Council approved and the City entered into a “Drought Watch” status on July 1, 2014, which called for additional voluntary conservation measures in response to the statewide drought. By moving to “Drought Alert” status, the voluntary measures that have been in effect since July will become mandatory on November 1st. It also calls for additional measures to be taken. Esta auditoría evaluó el programa y determinó si este está cumpliendo con el Código Municipal de la Ciudad de San Diego, el cual incluye esfuerzos de prevención y ejecución. La política de anti-grafiti de la Ciudad de San Diego ayuda a reducir el deterioro urbano, protege la seguridad y salud pública, ayuda a combatir los efectos negativos del grafiti, lo previene y fortalece los esfuerzos de la Ciudad de San Diego contra actividades delictivas. Los resultados de la auditoria ayudarán a mejorar el programa y a asegurar que sus objetivos se cumplan. El Programa Anti-Grafiti es de enorme importancia para el Distrito 4, es un asunto de seguridad pública ya que ciertos tipos de grafiti pueden desatar actividades delictivas. Pese a los recortes de presupuesto que impactaron el programa, se que estamos a algunos pasos de mejorar el sistema actual de prevención anti-grafiti y reitero mi compromiso para proveer las herramientas necesarias para que programas como este sean exitosos. Ceremonia de Develacion del Monumento en honor al Oficial Christopher Wilson La regidora Myrtke Cole apoyo con fondos para el renombramiento del Parque Skyview en honor del Oficial caído. Más de 200 asistentes se reunieron en el Parque Comunitario de Skyview para la dedicación del parque y develación del monumento en honor al Oficial Christopher Wilson. En compañía del Alcalde Kevin Faulconer, la Regidora Marti Emerald, el Departamento de Policías de la Ciudad de San Diego, el Departamento de Parques y Recreación, familiares y miembros de la comunidad, honramos la memoria del Oficial Christopher Wilson. El Parque Skyview, ahora renombrado Parque Memorial Oficial Christopher Wilson está ubicado junto a la Estación de la División Sureste del Departamento de Policías, estación en la que el Oficial Wilson rindió servicio con integridad, dignidad y honor. El Oficial Wilson, un veterano de guerra, murió, mientras cumplía con su deber, en un tiroteo el 27 de Octubre del 2010. A cuatro años de su muerte, la comunidad se unió para honrar la memoria del Oficial Wilson y su sacrificio por la comunidad de San Diego.
