their own cash, as the Metropolitan
Transit Authority (MTA) board is
expected to vote on Wednesday to
raise the cost of subway and bus
ride to $3.
Board members are set to select from one
of two fare hike proposals ﬁrst announced last
year, which could mean an across-the-board
fare hike of 4 percent.
The cost of a monthly MetroCard
pass will go up from $116.50 to
$121, while a weekly pass would
jump slightly from $31 to $32.
In November, the MTA ﬂoated
two fare increase proposals — one
that would boost the per-ride cost
to $3 but give riders 96 cents back on
every $6 round trip purchased.
The other proposal would maintain the fare
at $2.75 but reduce that bonus. Both proposals
featured the same increases for monthly and
weekly passes.
According to news reports, the MTA is
leaning toward hiking the base fare because it
considers that option the best deal for frequent
riders.

The cost of the card
is likely to be raised.
Based on the bonus, riders who put $6 on a
MetroCard effectively gets a ride for $2.59.
Fares for the Metro-North and Long
Island Rail Road will also increase —
monthly and weekly ticket-holders
will see a 3.7 percent hike, while
others will pay 4 percent more.
The $1 fee for purchasing a
new MetroCard would remain
unchanged, the MTA said.
In November, the MTA also
announced plans to raise tolls at the Queens
Midtown Tunnel, Hugh L. Carey Tunnel and
numerous bridges, including the VerrazanoNarrows Bridge, Henry Hudson Bridge,
Robert F. Kennedy Bridge and Throgs Neck
Bridge.
The new fares and tolls would take effect
on March 19.
In December, the MTA held eight public
hearings to hear public input on the plans.
The fare increase would be the agency’s
sixth since 2008, but the 4 percent hike would
be the lowest increase since 2009.
According to the MTA, 51 percent of the
agency’s $15.6 billion annual operating
budget comes from fares and tolls.

evastation is at hand.
That was the dire warning offered by
New York City Deputy Mayor of Health and
Human Services Herminia Palacio and other
city ofﬁcials should the Affordable Care Act
(ACA) come to an end.
As Congressional Republicans continue
to negotiate plans to repeal President
Obama’s signature healthcare act, Palacio
said its elimination would have ominous
consequences for city residents and the city’s
struggling public hospital system.
“Taking away the ACA without
replacement means devastation for New
Yorkers, more chronic illnesses, more folks in
the ER and shorter life spans,” said Palacio,
who joined members of Make the Road New
York (MRNY) and other advocates at a City
Hall rally on January 18 to urge Congress to

Taxation and Finance is offering a few
tax tips to follow and common errors to
avoid this ﬁling season.
“Our goal is to make tax ﬁling as easy as
possible for all New Yorkers,” said New York
State Acting Commissioner of Taxation and
Finance Nonie Manion. “By following this
straightforward advice and being mindful
of common mistakes, taxpayers can avoid
refund delays and meet their tax obligation
in a stress-free way.”
Tips to follow:
1. File and pay electronically – E-ﬁlers
are 20 times less likely to have an error on
their returns and can receive their refunds up
to twice as fast as paper return ﬁlers.
2. File for free – Taxpayers with
incomes of $64,000 or less are eligible to
electronically prepare and ﬁle both their
federal and NYS returns under the Free File
program. To prevent any unexpected charges
for the state return, taxpayers should only
access free options directly from: www.tax.
ny.gov.
3. Use direct deposit – Have your refund
directly deposited into your bank account
and receive your refund up to a week faster.
Be sure to double check the routing and
account numbers for your account.
4. Use free tax assistance sites –
Taxpayers with household incomes of
$64,000 or less in 2016 can e-ﬁle their state
and federal income tax returns for free at any
of the Free TaxAssistance Sites statewide.
Check https://tax.ny.gov/fsa/ for updates on
locations and times. Also, if your income
is $54,000 or less, you’re eligible for free
federal and state tax preparation by trained
IRS and AARP volunteer. Visit http://bit.
ly/1sNLuxU to ﬁnd a site near you.
5. Always ﬁle on time – To avoid
penalties and interest, ﬁle on time—even if
you can’t pay in full; the penalties are much
higher for late ﬁling than for late payment.
2016 tax returns are due by Tuesday, April
18.

Report details issues at temporary
homeless shelters

D
angerous and dirty.
Those are the conditions under which the
city is housing homeless New Yorkers at
hotels and temporary shelter sites, according
to a new report from the State Senate’s
Independent Democratic Conference (IDC).
Dubbed Horrors in Homeless Housing,
the report details an IDC investigation that
uncovered buildings with broken ﬁre escapes,
non-ﬂushing toilets, dangerous cooking
spaces and lead paint contamination.
Research found that 49 of 63 hotels being
used to house the homeless had compiled
more than 430 open violations.
“If any one of us lived in a place like
this, we’d be calling 311 every day,” Klein
remarked. “Why are we treating the homeless
population any different?”
The worst hotel offender cited in the
report was the Dawn Hotel in Harlem, which
had 78 open violations, including broken
ﬂoors, sinks and toilets, and an array of ﬁre
hazards.
Conditions at so-called cluster sites, where
the city pays landlords to host the homeless
in rental apartments, are “even worse,” Klein
said.
The IDC’s study found that 93 percent of
cluster sites had open violations.
Six of the 10 worst sites were located in
the Bronx, including the biggest violator,
1055 University Avenue, which had 185 open

day after Donald Trump was
sworn in as the 45th President
of the United States, hundreds of
thousands of women descended
upon Washington, D.C. on January
21 to rally for the protection of
rights for women, immigrants and
people of all races.
“The Women’s March on Washington will
send a bold message to our new government
on their ﬁrst day in ofﬁce, and to the world
that women’s rights are human rights,” read
the ofﬁcial mission statement for the march,
which was organized by advocates Linda
Sarsour; Tamika Mallory; Carmen Pérez; and
Bob Bland. “We stand together, recognizing
that defending the most marginalized among
us is defending all of us.”
Concurrent marches also took place in
New York City, Boston, Los Angeles, Seattle,
Atlanta, Denver and in other cities around the
world.
Many participants carried colorful signs in
various languages or wore pink “pussyhats”
which served as a unifying act and indelible
image of the day’s events. Chants calling
for Donald Trump to go, urging support for
public education, and declaring “This is what
democracy looks like” rang out along the way.
In New York City, more than 400,000
people marched through midtown Manhattan,
according to estimates from the Mayor’s
Ofﬁce.

My mother always spoke of “Lin-Manuel

for “games”). She and my father, may
they rest in peace, waited anxiously for
summers when Lin-Manuel and his older
sister, Lucecita, arrived in Vega Alta,
Puerto Rico. Throughout those summer
months, Lin-Manuel spent his time ﬁlming
movies, writing and performing songs, and
delighting anyone who would applaud his
clowning around.
Nothing has changed in the last 33 years:
Lin-Manuel continues to enchant us with
his art and his unique interpretation of the
world. My wife, Luz, and I, are living as if in
a fairy tale. It would seem Disney has taken
over our lives and created a vivid script with
music and joy – ﬁlled with characters who
work hard.
My son’s triumphs are shared with our
family, our friends and all our community.
I distinctly remember the euphoria of my
tribe when he won his ﬁrst Tony for In

and I ﬂew to Los Angeles to attend. When
his category was called, we clasped hands
just as when he was a child and I would help
him cross the street. As his and Tom Kitt’s
names were announced, the two scampered
onto the stage like dazed little boys entering
a candy store. It was that prize that brought
him closer to being one of the 12 members of
the EGOT Club (Emmy, Grammy, Oscar and
Tony winners).

t was an oath of opposition.
As Donald Trump prepared to take the
oath of ofﬁce on Washington, D.C. on Fri.,
Jan. 20th, newly elected Congressman
Adriano Espaillat staged his own symbolic
“oath” in Washington Heights, asking locals
to unite in voicing their opposition to Trump’s
policies.
Espaillat, the ﬁrst Dominican-born member
of Congress, was one of numerous federal
lawmakers who opted to skip the Trump
inauguration ceremony due to the new
president’s anti-immigrant rhetoric.
Timed to coincide with Trump’s oath of
ofﬁce last Friday, Espaillat and other elected
ofﬁcials gathered at the Malcolm X and Dr.
Betty Shabazz Memorial and Educational
Center for a mock “swearing in” as a united
front against Trump.
Espaillat asked community members to
stage 100 days of resistance against the new
administration.
“Every day, we will choose a different
issue,” Espaillat said, citing the Affordable
Care Act (known as Obamacare), DACA,
criminal justice reform, among other

as personas que utilizan el transporte
público pronto podrían tener un poco
menos de dinero, ya que se espera que

autobús a $3 dólares.

half a billion dollars in lost annual revenue if
the ACA is repealed, Palacio said.
“Nearly one in two Health + Hospital
patients will be without coverage,” said
Palacio, who added that the state budget
would stand to lose $3.7 billion.
“We cannot tackle income inequality,
we cannot be a fair and just society without
affordable, high-quality healthcare,” she
remarked.
While President Donald Trump has insisted
that his administration will offer a replacement
plan, no details on speciﬁc coverage options
have yet been offered.
At the rally, MRNY released a report
detailing the substantially positive impact
health insurance coverage has had on
immigrants in New York.
To compile data for the report, MRNY
conducted 838 surveys and eight focus
groups, mostly with Latino immigrants, said
the group’s Director of Public Programs,
Becca Telzak.
“Our analysis of the data showed that
having health insurance more than doubled

In late November, the city launched the Get
Covered NYC program, in attempt to enroll
as many New Yorkers as possible in low- or
no-cost health insurance.
“In six weeks, we’ve scheduled over
2,000 enrollment appointments,” said Regina
Schwartz, Chief of Staff for the Mayor’s
Ofﬁce of Intergovernmental Affairs. She said
the goal is to enroll 50,000 people by the end
of 2017.
An ACA repeal would also spell job loss
for New York State, said Taylor Frazier,
Policy Associate with Community Service
Society (CSS), who noted that over 131,000
New Yorkers could be put out of work, with
the losses being felt outside of the health care
industry.
“Sixty-three percent of the jobs would be in
other ﬁelds, such as construction, real estate
and retail,” Frazier said.

Congressional representative and be prepared
to ﬁght to keep their health insurance.
“Some of us are mad, some of us are
scared, but all of us need to get organized,”
she remarked. “We need to send our messages
loud and clear — health care isn’t a privilege
of the few, it’s a right of the all.”

allow people to stay ahead of the curve,” he

and often sees residents of that building
congregating elsewhere in the neighborhood.
“The shelter is so dirty, and there is no
security, that they would prefer to hang out at
a park or a local McDonald’s than stay at the
shelter,” said Alcántara.
City Councilmember Andrew Cohen,
who chairs the Council’s Mental Health and
Hygiene Committee, remarked that housing
the homeless in hotels and cluster sites is “bad
for the homeless, as well as bad policy for the
surrounding community,” noting the lack of
wrap-around services available for homeless
residents at such sites.
“You put people in these hotels, and they’re
on their own,” he said.
Cohen described the Van Cortlandt Motel,
located in his Riverdale district, where the city
houses 30 homeless families. He said the site
is a “deplorable, 1960s-era, run-down motel”
that is a haven for crime and prostitution.
“It is that kind of motel that the city thinks
it’s appropriate to house families in,” Cohen
remarked.
Alcántara said lawmakers are concerned
about a lack of oversight for providers who
run temporary shelters.
“What we are concerned about is a lot
of the hotels, the landlords have made this
into a business, and there’s no oversight
[or compliance] that they have to do,” she
remarked. “The landlords make tons of
money, and they don’t abide by any rules, or
keep the place clean.”

and noted that DHS had made progress in
slashing open violations at shelter sites.
“Since 2016, we have closed more than
10,000 violations and allocated hundreds of
millions of dollars to make major renovations
improving shelter conditions that have built
up over decades,” said McGinn. “We have
also stopped using nearly 600 cluster sites.”

that the current state of homeless housing
reminded her of two decades ago – and she
placed the blame squarely on the city.
“Many of the bad practices that we
decried in the early 1990’s, housing people
in substandard conditions in cluster site
programs, housing people in hotels without
access to clean running water or cooking
facilities, all of those bad practices that were
rejected and decried and we said we were
never going to do again — well, here we are,”
Savino said. “We’ve allowed the city for too
long to mismanage this and now it’s time for
the state to step in.”

Trump is not my President is not going to
