overnor Andrew M. Cuomo
issued an open letter to all
students in New York following
recent incidents of bias and
discrimination reported at
universities throughout the state.
In the letter, the Governor reminded
students that New York will continue to protect
all victims of discrimination and enforce its
strict laws against hate crimes. The letter
was sent to students in the SUNY
and CUNY system and at private
colleges across the state.

After the harsh and ugly rhetoric of the
campaign, many of you are concerned about
what might happen next.
Let me be clear: This is the State

here can trace their
roots to someplace else.

publicó una carta abierta a todos

de los recientes incidentes de prejuicio
y discriminación reportados en

MTA unveils plan
for 2017 fare hike

Riders could be shelling out as much as 4
percent more for subway and bus rides next
year, as the Metropolitan Transportation
Authority (MTA) has announced proposals
for a fare increase to take effect in March
2017.
The cost of a monthly MetroCard pass will
go up from $116.50 to $121, while a weekly
pass would jump slightly from $31 to $32.
The $1 fee for purchasing a new MetroCard
will remain unchanged, the MTA said.
New Yorkers have the opportunity to weigh
in on two fare-increase proposals for singleride costs — one would raise the base subway
and bus fare to $3, while giving riders 96 cents
back on every $6 round-trip purchased on a
pay-per-ride MetroCard.
The other proposal would keep the base
fare at $2.75, but offer less of a bonus for
roundtrips purchased.
The proposals represent the lowest fare
increase since the MTA started raising ride
costs every other year in 2009, MTA officials
said.
Fares for the Metro-North and Long Island
Rail Road will also increase — monthly and
weekly ticket-holders will see a 3.7 percent
hike, while others will pay 4 percent more.

The MTA also announced plans to hike
tolls at the Queens Midtown Tunnel, Hugh
L. Carey Tunnel and numerous bridges,
including the Verrazano-Narrows Bridge,

The agency said that 51 percent of its $15.6
billion annual operating budget comes from
fares and tolls.
The proposals will be the subject of eight
public hearings across the region in December.
In response, City Councilmember Ydanis
Rodríguez, who chairs the Transportation
Committee, reiterated his support for a
reduced-fares initiative for low-income New
Yorkers.
Earlier this year, Rodríguez and transit
advocates called on Mayor Bill de Blasio to
allocate approximately $200 million from the
2018 executive budget to fund a half-price
fare for residents aged 18 to 64 living below
the federal poverty level.
“While the MTA discusses how to raise fares
on subways and buses, commuters across the
city are already struggling to afford this basic
but vital service. Now more than ever, the
need to support New Yorkers living in deep
poverty with reduced fares is clear. The fact
that this conversation is happening without
seriously considering its impact on those most
in need is concerning,” said Rodríguez. “I join

The four community boards comprising the

spike during this same period.
Information gleaned from the study will
help identify opportunities for commercial
growth in the region, as well as potential
sites for new affordable housing, said DCP
ofﬁcials. It could also inform potential
rezoning strategies in the future.
The area involved in the Southern
Boulevard Neighborhood Planning Study
includes several parks, including the 127acre Crotona Park and Starlight Park, which is
about to undergo a $40 million expansion that
will also lengthen the Bronx River Greenway.
As of now, there is no ofﬁcial timeline for
completion of the study, noted DCP ofﬁcials,
who said the agency plans to release survey
results to the community at several events
next year.
This would be followed by a lengthy public
review process involving numerous city
agencies, said Samol.
“We expect the planning process to
be robust and varied to make sure the
diverse communities surrounding Southern
Boulevard are able to play a part and shape
the plan,” Samol said.

Ele-fun and the Zoo
The Bronx Zoo has opened a new exhibit
for the month of December in honor of the
96 elephants that are killed each year for their
ivory tusks. The artwork shown is part of a
campaign to bring awareness to the problem
of elephants being poached in the wild. Called
#ElephantOrigamiChallenge, it has yielded so
many small paper elephants from all over the
world that the zoo has dedicated a space for
them. The elephants will be on display until
Dec. 31st. The zoo is located at 2300 Southern

The Business Outreach Center (BOC)
Network has partnered with the U.S.
Department of Commerce’s Minority Business
Development Agency’s (MBDA) to open a
new resource center in the city specifically to
assist minority-owned companies.
Located at 48 Wall Street, the Manhattan
MBDA Business Center will assist Minority
and Women-Owned Business Enterprises (M/
WBEs) through referrals, consulting, contract
proposal preparation and loan packaging,
as well as matching businesses to contract
opportunities, prime contractors and capital
resources.
“This center will be yet another critical
component in MBDA’s national network of
business centers,” said Alejandra Y. Castillo,
MBDA National Director. “Not to mention,
New York City has always been a mecca for
entrepreneurs seeking greater opportunities.”
Appointed in 2014, Castillo is a New York
native and the first Hispanic-American woman
to lead the agency since its establishment.

First homeless
shelter for young
LGTBQ adults to
open next month

ext month, it’s a new haven.
The Department of Homeless Services
(DHS) and City Councilmember Ritchie
Torres have announced that the city will open
a homeless shelter in the Bronx in December,
designed to house homeless LGBTQ young
adults between the ages of 21 and 30.
Some studies have estimated that as many
as 40% of homeless youth
identify as LGBTQ.
The shelter, to be opened in
the Bathgate neighborhood,
is in Torres’ district. The
administration
has
funded
over 750 beds for runaway and
homeless youth, and it will be
able to house 80 people at a time
as they attempt to transition to
permanent housing.

matter,” stated Torres. “It’s that housing
instability matters. When you do not have
stability in housing and shelter, every aspect
of your life is spiraling down.”

Torres made the announcement at Fordham
University on Fri., Nov. 18, while speaking at
a breakfast forum focusing on homelessness
among LGBTQ persons of color.

Youth & Community Development (DYCD)
and Torres, the event brought together featured
speakers from various social organizations
to discuss challenges and barriers faced by
LGBTQ young persons of color.
Torres, the ﬁrst openly gay person to be
elected to ofﬁce in the Bronx, explained the
dire need for a shelter serving the young
LGBTQ population, which has the highest
risk of suicide and HIV infection in the city.
“If you’re an LGBT youth between 21

“It’s the time of year to give back,” said
State Assemblymember Marcos Crespo as
he helped unload a truck jam-packed with
thousands of frozen turkeys.
Crespo was at the Stop & Shop Supermarket
on East 174th Street in Crotona Park, after the
grocery chain donated 2,000 Thanksgiving
turkeys to the Food Bank for New York City.

elementary school students from nearby St.
Thomas Aquinas School, who assisted Food
Bank personnel and Stop & Shop staffers
in transferring the frozen birds to another
truck bound for the Food Bank’s Hunts Point
warehouse.

Founded in 1997, BOC Network is
a nonprofit dedicated to small business
development and job creation with a focus on
minority and immigrant communities.
This year’s luncheon marked the outfit’s
tenth awards ceremony, and recognized nine
businesses from the New York City area.
“The businesses being honored today range
from small, home-based micro-enterprises
to businesses growing with large government
contracts,” said Carin. “We focus on minority
and immigrant-owned businesses, and also
community businesses that create jobs.”
At this year’s event, New York City Public
Advocate Letitia James was honored for her
longtime support of female entrepreneurs and
small businesses.
In accepting her award, James referenced the
incoming presidential administration and the
Minando Recursos M/WBE
apprehension about its potential treatment of
immigrants and minorities.
Gesturing to the Statue of Liberty through
the windows behind her, James said, “We will
fight like hell for those individuals who simply
seek freedom in this country.”
James praised the BOC Network for its work
supporting entrepreneurs throughout the city,
noting its work with child care businesses and
Bronx business incubator in Hunts Point.
“We need to expand BOC, grow it and
replicate it all over this nation,” James said.
Castillo told attendees that the future of small
business depended upon their willingness to
embrace technology.
“If you are not willing to engage in
research and technology, you should be,” she
remarked. “The landscape of business, of civic
participation and social fabric, depends on it.”

de Negocios MBDA de Manhattan ayudará a

trio of the borough’s park
volunteers has graduated
from the Partnerships for Parks
Fellowship Academy, a free,
six-month training program for
community park leaders.
Linda Kemp, Denise Cooper
and Elsa Mitchel were the
three Bronx volunteers in the
academy’s 2016 graduating
class, which totaled 40 people
from throughout the city.
A ceremony honoring the graduates was
held on Wed., Nov. 9 at the Gran Morsi
restaurant in Manhattan.
City Parks Foundation Executive Director

Mitchell Silver were on hand to present
certiﬁcates of completion to all graduates.
The Partnerships Academy Fellowship
supports community-based park groups
and individual volunteers through public
workshops and one-on-one consulting
sessions.
The program is geared
towards helping community
parks
groups
who
are
committed to getting to the next
level of their development as a
group or with a speciﬁc project.
During the 2016 fellowship period,
participants learned about the city’s permitting
process, working with elected ofﬁcials, ﬁscal
sponsorships, and how to achieve 501(c)(3)
status. Fellows then worked to recruit new

Cooper and Mitchel, both of Educators and
Friends at Bronx Park Oval and Zimmerman
Playground in the Allerton section, were able
to launch their park group by establishing
an executive committee and obtaining a tax
identiﬁcation number. Partnering with other
groups through the Fellowship helped them
learn the best ways to structure their group
and attract and retain engaged members.
Kemp, of Bringing the Peace at Drew
Park in the Bronx’s Claremont Village
neighborhood, set a goal of improving the
relationship between the police ofﬁcers and
youth in her park. In July, she organized
a Bring the Peace basketball game, where
neighborhood youth and ofﬁcers from the
42nd Precinct faced off on the court.
For an August rematch, Kemp decided to
switch up the teams, mixing youth players
and ofﬁcers to encourage bonding and
teamwork. Kemp also regularly hosts cleanup and beautiﬁcation efforts in the park, and
recently helped host a Breast Cancer Walk
and health screening event at the Claremont
Neighborhood Center.

a community church: St. Ann’s Episcopal
Church. Built in 1840, the church has endured
the test of time and is now a designated New
York City Historic Landmark. In honor of
the church’s 175thbirthday, Vivian Davis of
the Bronx Historical Society will chronicle
the history of the Morris family and their
activism in the Bronx. The lecture will be

police violence and criminalization of
LGBTQ individuals,” said Afro-Latina
Transwoman activist Olympia Pérez. She is
the Content Director of Black Trans Media
and works with the Audrey Lorde Project.

harassing and belittling LGBTQ residents.
“DHS, you need to tell your directors to put
a stop to that, or people are not going to feel
safe there,” Toole stated. “Training needs to
be done.”
Elana Redﬁeld, Director of LBGTQ Affairs
for the Human Resources Administration
(HRA), said that LGBTQ people of color face
a greater level of discrimination.
“When we’re talking about LGBTQ work,
we’re also talking about racism, and we have
to view it through that lens,” she said.
Redﬁeld, who has helped implement
training on LGBTQ issues for HRA’s staff of
more than 14,000 people, said the agency has
made an effort to be more welcoming to the
LGBTQ individuals.
“We’ve
implemented
ideas
from
community members,” she said. “We’re
trying to get some rainbows out there – spread
visibility – and let people know that LGBTQ
issues are on the radar when you come into
HRA or DSS.”
Siciliano said that when he launched the Ali
Forney Center in 2002, there were no other
LGBTQ shelters in New York City.
“There was no funding from the city, no
advocacy from the community,” he remarked.
