Proposed Charter Amendment – Amending Article VIII, Section 8.05 to change the timeframe for holding recall elections from between
thirty (30) and forty (40) days, to between ninety (90) and one hundred twenty (120) days from the time of the determination of the
sufficiency of a petition for a recall of an elected official, and to change the petition filing deadline for candidates to succeed officers
whose removal is sought, from twenty (20) to seventy-five (75) days prior to the election.
VILLAGE OF CHAGRIN FALLS
Proposed Municipal Income Tax (Increase) - 0.35% levy increase on income, to a rate of 1.85% per annum, with the
increase of 0.35% allocated solely to the Permanent Improvement Fund, and the existing 1.5% be allocated into the
General Fund, effective January 1, 2017.
VILLAGE OF CHAGRIN FALLS
Proposed Charter Amendment – Amending Article IV, Section 8(a) to provide that Council shall only hear exceptions or variances to the
Planning and Zoning Code after the Board of Zoning Appeals has acted, and upon a written request by at least three Members of Council.

Proposed Charter Amendment – Amending Article IV, Section 8 to add subsection (h) to require the vote of five of seven Members of
Council to revise the predetermined allocation of income tax revenues by Ordinance for specific Village purposes, when exigent
circumstances exist.

Proposed Charter Amendment – Amending Article VII, Section 2(d), Article VII, Section 7, and Article VII, Section 10 to remove
references to the Board of Cemetery Trustees and to place responsibility for cemeteries with the Chief Administrative Officer.

Proposed Charter Amendment – Amending Article VII, Section 4 to eliminate the requirement for the Planning and Zoning Commission
to meet at least once a month.

for exceptions and variances to matters regarding zoning and building in the Municipality shall be final unless at least three Members of
Council request in writing that Council set a public hearing to review the decision of the Board of Zoning Appeals.

Proposed Charter Amendment – Amending Article X, Section 4 to require that any change made by ordinance in the Municipal Zoning
Map, or which otherwise provides for a change in the permitted use of property, be subject to referendum by petition containing
signatures of not less than five percent of the number of electors who voted for Governor at the most recent general election for the Office
of Governor in the Municipality.

Proposed Municipal Income Tax (Increase) - a 0.5% levy increase on income, to a rate of 2.5% per annum, for the purposes of general
municipal operations, maintenance, new equipment, extension and enlargement of services and facilities and capital improvements of the
City, and for the purposes of payment of debt charges and for the elimination of deficits existing in City funds and for all other lawful
purposes, effective January 1, 2017.

Proposed Charter Amendment – Amending Section 115-2 to change the name of the Police Review Board to Civilian Police Review
Board; to increase the size of the Board from seven (7) to nine (9) members, of which five (5) members are to be appointed by the Mayor,
and four (4) appointed by Council; to limit the terms of the members to two (2) four-year terms within 12 years; to provide that at least
one member of the Board shall be between the ages of 18 and 30 when appointed; to provide that there shall be at least one (1) member
from each police district; to provide that that no member shall be a current law enforcement officer, or a current or former employee of
the Division of Police; to provide for posting of vacancies and application to fill those vacancies; to have the Board select the chair and
vice-chair and limit their terms to two (2) consecutive one-year terms each, with eligibility again after two (2) years; to provide that the
Board’s budget be separate from that of the Department of Public Safety’s administrative budget, to be overseen by the administrator and
the Board; and to provide that Board members receive initial and annual training.
