Artificial ice
rink tested in
Highbridge Park

A
skate on the fake might be on
the horizon for Highbridge.
If Councilmember Ydanis Rodríguez had
his way, uptown residents would be practicing
their triple axles on an outdoor ice rink at the
uptown park.
Ready to lace up?
While Rodríguez and Parks Department
ofﬁcials have long envisioned an ice skating
rink placed on top of Highbridge’s swimming
pool during the winter months, previous
efforts to pursue the project have been frozen
solid.
NYC Parks issued a Request for Proposal
(RFP) in both 2014 and 2015 to ﬁnd a partner
to develop and operate an ice rink at the park
from October to March each year, yet despite
a $1 million allocation promised by Rodríguez
to upgrade the park’s infrastructure, the RFP
received no responses.
Now, NYC Parks is attempting a new angle,
testing the viability of a synthetic ice rink.
On Fri., Oct. 30, Rodríguez and NYC
Parks joined SportProsUSA, a company
that installs synthetic ice
surfaces, for a community
skating demonstration at the
Highbridge Park Recreation
Center.
Instead of real ice, the
skating surface is made of
a self-lubricating, siliconeinjected polymer and can
be used year-round, said
Shannon Hodges, a manager
for SportsProsUSA.
“It’s slightly little less
slippery than real ice, so it’s
good for kids and beginner
skaters,” she said.
Hodges added that the synthetic surface
is easier and less expensive to maintain than
ice, which could make it more viable for
installation in the park.
Community members were invited to skate
on the surface for free.
Though the demo was originally slated
to be set up outdoors in the pool area, rainy
weather forced the trial rink to be moved
inside the park’s recreation center.
“We need to
keep expanding
recreational
opportunities in
this area,” said
Councilmember
Ydanis Rodríguez.
Rodríguez said that a skating rink would
be a unique addition to Washington Heights.
“We need to keep expanding recreational
opportunities in this area,” he said. “An ice
skating rink is not something that many New
Yorkers are exposed to.”
Northern Manhattan Parks Administrator
Jennifer Hoppa said the pilot marked the
ﬁrst time the Parks Department had tested a
synthetic ice rink at a city park.
She said that the opening of the High
Bridge to pedestrians has brought renewed
interest in the park.
“The thought is there was there would be
more foot trafﬁc in this park and it could
generate more interest in a skating rink,” she
said.

hesitated. He never felt comfortable
taking photos of homeless people. When
the man insisted, de las Mercedes simply
gave him money. But the man said, “A
deal’s a deal. Take the photo!” He struck
a boxer’s stance as de las Mercedes
snapped a picture.
The Champ is a painting based on that
chance encounter.

style. It is on display at the Fifth Bronx
Latin American Art Biennial, together
with another piece titled Cuervo Azul

said the artist. “They both have
a sense of pride—they say, ‘I
am somebody. Don’t count me
out,’” he said. “They show a
kind of resilience in life.”
Resilience is an important

life too. After a ﬁre destroyed
his apartment in 2014, he
went to the New York Public
Library (NYPL) to get work
done. As he looked around and
saw homeless people using the
library as a headquarters for
job hunting, reading and basic
shelter, he remembered the man
who demanded the photo.

ast year, an average of 174
individuals entered our city’s
jails every day.
That amounts to over 63,000 detainees
over the course of a year. The overwhelming
majority of these people – mostly young
men of color - are there because they are
too poor to afford bail. These individuals are
hidden in impenetrable facilities, their plight
too often overlooked. And they have not
been convicted of any crime.
This is unacceptable.
My colleagues and I on the New York
City Council are dedicated to making New
York a more equitable and just place to live
for everyone, regardless of their ﬁnancial
means. That is why we have fought so hard
to reform our criminal justice system.
We’ve already made great progress in
New York City.
“Smaller reforms can
make a big difference.”
This spring, we passed the Criminal Justice
Reform Act (CJRA), a package of legislation
which reduces the penalties for low-level
non-violent arrests. By our estimation the
bills mean 10,000 less people a year will
get a criminal record and will lead to 50,000
fewer warrants. As a result of the CJRA,
fewer people will get criminal records, fewer
people will end up with warrants and fewer
people will end up in Rikers. For a system
which for too long has been inequitable,

fund, passed numerous pieces of legislation
to ensure more transparency at
Rikers, and recently created
an Ofﬁce of Transition
Services to ensure
New Yorkers who
have been detained
or paid their debt to
society can get back
on their feet.
But we have more
to do. Recently I
proposed legislation
that shows that even
smaller reforms can make a big difference.
Inmates who cannot afford to post bail
may ﬁnd themselves in court wearing their
jail uniforms, where they face obvious
discrimination, particularly in the grand
jury process. Furthermore, inmates who
are sent home after their pretrial cases are
dismissed or who are sentenced to time
served, are released in nothing more than
their jail uniforms, even in the wintertime.
So bringing an inmate to court in their
“street clothes” is not just about fairness in
the judicial process, it’s also about treating
New Yorkers with humanity.
We can also improve the efﬁciency of
the justice system by requiring that DOC
transport inmates to all of their criminal

Etching proverbial wisdoms
“I was in some ways paying
back my ancestors,” says
artist Marc Shanker.

rowing up in East New
York, Marc Shanker’s
family was a uniﬁcation of two
different Jewish lineages. His
father, an Ashkenazi Jew from
Poland, was a quiet, reclusive
man who spoke Yiddish and
English. He worked as a
typesetter and was active in his
union.
His mother was a Sephardic Jew who
spoke English and Ladino, a Spanish
language infused with Hebrew, Arabic
and other tongues. Her ancestors were
Jews who were expelled from Spain in
1492 and ﬂed to Salonica. Her family
moved to East New York in the early 20th
century.

tree. But “Kira kuervos i ti kitarán los
ozos,” or “Raise crows and they will
pick your eyes out,” may be new but
the implications of rearing ungrateful
children are instantly recognizable.
Shanker calls proverbs compressed
lessons. They’re short, funny and often
shocking so they are easily remembered.
“Once they are stuck in your head like
bubblegum to the bottom of a shoe you
start having all of these experiences and
connecting them to proverbs,” he said.
The Sephardic side of his family looked
at world through the lens of proverbs—
especially since one saying could be applied
to many different situations. “Proverbs are
very subversive,” he said.

A clamor for counsel

A large contingent of tenant advocates
joined elected ofﬁcials outside of City Hall
on Mon., Sept. 26th to show support for
legislation to provide legal counsel for lowincome tenants who are subject to eviction
or foreclosure proceedings.

advocacy groups joined Councilmembers

afterwards hosted a
hearing on Intro 214-A, a
bill that would establish
a right to counsel in
housing court, the same
as people are entitled to
in criminal court.
Though
Levine
ﬁrst introduced the bill
two years ago, this was the ﬁrst hearing
the Council has hosted on the proposed
legislation.
“We are here to address a crisis,” Levine
stated. “That crisis is the threat of eviction
faced by tens of thousands of tenants,
our fellow New Yorkers, who are on an
incredibly uneven playing ﬁeld in a place
where the standard should be fairness. But
there is no fairness in an eviction proceeding
when the landlord has an attorney and the
tenant does not, and that sadly is the precise
situation faced by the vast majority of tenants
today.”
“Many tenants, due to cultural and language
barriers, go into housing court unprepared.
They sign stipulations that they simply can’t
read or understand,” remarked Gibson.
“Then we’re faced with the aftermath,” she
said. “This has a huge impact on families and
children.”
Levine said that nearly 22,000 families
were evicted from their homes last year, and
only about 20 percent of those facing eviction
are represented by an attorney.
“Intro 214 will reintroduce
justice to the housing court
system,” said Levine. “It
gives families hope.”
Gibson suggested that
evictions are also creating a
loss of affordable housing,
as over half of the units
vacated are rent stabilized,
which allows many of those
apartments to then be rented at market rates.
“For me, it’s an investment,” Gibson said.
“Because the reality is the 60,000 families
living in shelters, the majority of them have
been evicted. And it could have been a legal
issue that could have been avoided.”

The city’s new legal programs are expected
to be fully implemented in 2017, said Banks,
who added that the city was reviewing what
impact the proposed legislation would have
on those program.
“We expect 130,000 households to
receive free legal services this year,” he
said.
Banks referenced an Independent
Budget Ofﬁce study that estimated that
saved shelter costs would largely offset the
cost of the new attorneys.
“Providing legal services and rental
assistance is much less expensive than the
cost of a homeless shelter,” testiﬁed Banks.
“And of course, no price can be put on
averting the human costs of homelessness.”

y 2026, Schools Chancellor
Carmen Fariña wants 80
percent of the city’s high-schoolers
to graduate on time and two-thirds
of public school students to be
college ready.
The Chancellor shared her goals during
a September 27 roundtable discussion with
community and ethnic media reporters.
At the meeting, the Department of
Education (DOE) head discussed her
agency’s “Equity and Excellence” agenda for
improving academic performance.
Fariña noted the DOE has enhanced efforts
at increasing literacy, and said that 103
reading coaches were hired in 2016 to help
get every student to read at grade level by the
end of second grade.
She said that providing adding assistance to
kids for whom English is a second language
was key, and a topic of personal importance
to her.
“My ﬁrst language was not English,” she
stated. “I know what it’s like to go into school
and not understand what the teachers are
saying. I know what it’s like to go into school
and have teachers that don’t necessarily want
to give extra help to parents.”

talking about college as early as Pre-K.”
Josh Wallack, the DOE’s Deputy Chancellor
for Strategy and Policy, said the agency will
continue to expand and promote its Universal

“About 60 percent of the UPK seats we have
now are in community-based organizations,”
said Wallack. “There’s always more to learn

hosted two town hall meetings last year
in other languages, Spanish and Mandarin
Chinese.
“In January, in Sunset Park, Queens, we will
have another one in Mandarin Chinese, and
we have ones coming in Arabic and Bengali,”
said Torres.
Fariña said the DOE is increasing focus
on college preparation, and she encouraged
middle school students to make visits to local
colleges. She noted a pilot program the DOE
has launched in the Bronx to sponsor visits to
John Jay College.

Flag lowered to half-mast for fallen FDNY
chief sparks dispute

T
im Reilly and Mark Massa were
moved to act.
While working at the Kingsbridge Bus
Depot on Tuesday, they heard of the tragic
explosion that occurred on West 234th Street
in the Bronx, resulting in the death of FDNY
Battalion Chief Michael Fahy.
Reilly and Massa are both maintenance
workers at the MTA bus garage, located in
Northern Manhattan, just over the Broadway
Bridge from where the explosion occurred.
“We’re just blocks away from the accident,”
said Reilly. “Out of respect for the ﬁreﬁghters,
we wanted to do something. I saw the mayor
say on the news that all ﬂags in New York City
were to be lowered for Fahy.”
Reilly and Massa, both natives of the Bronx,
help maintain the Kingsbridge facility, and are
in charge of handling the massive American
ﬂag that ﬂies above the depot.
The two men lowered the ﬂag to half-staff
inn honor of Fahy.
“We were born and raised in the Bronx, and
the man gave his life for the people of New
York,” remarked Reilly.
“It was the right thing to do,” added Massa.
FDNY Battalion Chief
Michael Fahy was killed.
Yet when the pair lowered the ﬂag, they
ended up raising the ire of MTA brass.
After they lowered the ﬂag and went home
on Tuesday evening, Massa and Reilly, who

management advising them that they should
not have lowered the ﬂag and that it needed to
be put back at full-staff, the men said.
“When we came back in the morning, we
were told to put the ﬂag back,” stated Reilly.
“Who were we to lower the ﬂag? I tried to
explain to them that Mayor de Blasio said to
put ﬂags at half-mast. We refused to raise it
back.”
Reilly and Massa said the MTA threatened
to take them out of service, meaning they’d
be sent home without pay, and would face a
disciplinary hearing.
“We were willing to get taken off the clock
and get sent home,” said Massa. “We were
taking a stand.”
Refusing to comply, the men called the
transit workers union, TWU Local 100, for
help.
“They were given a direct order to raise the
ﬂag and they said they’re not going to do it,”

duo, seven other depot locations also lowered
their ﬂags, according to Mike Rehn, another
maintenance worker at the Kingsbridge depot.
“This was where the ﬂag-lowering started,
but the union got word that there were other
depots who also lowered the ﬂag,” said Rehn.
“At the time, the authority’s position was that
if anybody else did it, they’d also be taken out
of service, and management would raise the ﬂag
back up,” said Lenane.
Reilly stated that MTA ofﬁcials came into the
depot on Wednesday afternoon and raised the
ﬂag back up to full height.
“These guys went back in with the crank, and
lowered it right back down again,” said Lenane.
Though Reilly and Massa didn’t know
Fahy personally, they said they said they feel a
connection with local ﬁreﬁghters.

examine issues related to pretrial detention and
community-based jail facilities continues to
work diligently towards producing a blueprint
for long-term reform in our city’s jails, so that
one day we may make the dream of closing
Rikers a reality.
In fact, that Commission is now soliciting
public input on its work through its website at

These efforts, in conjunction with the
Criminal Justice Reform Act and other
important legislation passed by the Council,
will create a more fair criminal justice system.

freestyle performance and theater group
FSL, will host a screening of Disney’s
original Mary Poppins ﬁlm at United Palace
on October 16.
Released in 1964, the ﬁlm stars Julie
Andrews and Dick Van Dyke and won ﬁve
Academy Awards. In 2013, the ﬁlm was
selected by the Library of Congress for
preservation in the National Film Registry,
due to its cultural signiﬁcance.
Guests will view the classic movie in
style, as the screening will mark the debut of
the theater’s new digital projection system.
Miranda, who will introduce the ﬁlm,
provided a $100,000 donation toward the
purchase of the new system.
“As a Northern Manhattan native,
Lin-Manuel Miranda will

Later this year, the Inwood-raised Miranda

not far from the venue.
In 2013, Miranda staged a
special anniversary concert of his
Broadway smash In the Heights at
the theater. He also has served as
host for screenings of the ﬁlms West
Side Story
Story, alongside Rita Moreno,
as well as King Kong.
“There is no other theater like
United Palace in New York City,
or around the world, really,” said Miranda.
“This theater is special. It’s breathtaking. You
don’t just come to sit and watch a movie here;
you are transported.”
The event also marks the launch of the
United Palace’s fundraising campaign to
transform the venue’s capability to present
movies. The goal is to raise an additional
$300,000 to upgrade the United Palace’s
audio system by early 2017.
There will be additional fundraising
events throughout the fall and winter, as
well as an Indiegogo campaign for the
venue, which originally opened in 1930 as
a Loew’s movie theater.
Before the Mary Poppins screening, there
will be a champagne toast with Miranda for
a limited number of donors, who will also
attend a backstage after-party.
The ﬁlm Mary Poppins, with guest host
Lin-Manuel Miranda, will be presented
on Sunday, October 16 at United Palace,
4140 Broadway at 175th Street. Ticket
prices are $10-$150. Doors open at 4 p.m.
Miranda’s introduction is at 5 p.m., with
the ﬁlm at 5:30 p.m.

the skating surface would lead to an outdoor
rink for the park’s pool area in the near
future.
“I hope this will work,” he said. “I think
an outdoor rink would bring more life to
Highbridge Park.”

project is connected with other initiatives
he hoped to see completed in the park,
including the renovation of the High Bridge
Water Tower to allow it to be opened to the

able to walk up to the top of the tower and

allocating $30 million to Highbridge as part
of the Anchor Parks Initiative.

said that 7,401 evictions were carried out in
the Bronx last year, the most of any borough.
“Homelessness is all too often the
unnecessary and unfair result of this inequity
in representation,” said Díaz. “The deck
remains stacked against low-income tenants,
most of whom do not have attorneys, because
most landlords have representation in housing
court.”
He referenced a study released by the
New York City Bar Association, which said
Intro 214-A could save the city $320 million
annually, after accounting for the need to
replace rent regulated apartments with other
affordable housing and for the state and federal
funding.
In addition, Lippman pointed out that the
bill would save the city money in other social
services.
“We don’t want to spend $3,000 a month
for another homeless family to be recycled
through the shelter system,” remarked Gibson.
“It’s unfair and it’s inhumane. We believe that
the investment in Intro 214-A is the investment
in stabilizing families.”

arrival of his ﬁrst child, Luca, has not slowed
his pace. As he spends time with his son, he’s
noticed a shift in his work during the past 15
months.
“There’s been a more playful element. All
of these new things have appeared—like stars
and birds,” he said. “He comes into the studio
and calls them out.”

He had no paints, no canvases and no
camera. But he still had the photo.
Eventually he started working in a whole
new style. He took cell phone photos of
friends, strangers, and people he knew from
the neighborhood.
He blew up the photos and added them to
canvas. He stripped the subjects out of their
environment and transformed them into
iconic images.
He layered in paint, scraps of notepapers,
collaged words and his own abstract
hieroglyphics. The subjects seemed to emerge
from an ethereal sea full of disembodied
thoughts and frenetic feelings.

Lehman High School site in the
Bronx is a model for this, as there are seven
high schools in one building.
“The schools might want to share
afterschool programs, or write grants
together,” Fariña said.
The DOE Chancellor also discussed the
Computer Science for All initiative, known
also as CS4All, which will see all of the city’s
public school children receiving computer
science courses within 10 years.
While some have questioned whether city
schools have the technology infrastructure to
handle the rollout,

Gun violence condemned after park shooting

O
ne man was killed and
another wounded during a
midday shooting in Highbridge
Park this past Mon., Oct. 3rd.
The shooting occurred just before 1
p.m. inside the park at 165th Street and
Edgecombe Avenue.
A 36-year-old man was killed after being
shot repeatedly in the head, said police.
Also shot was a 31-year-old male
bystander, who was wounded in the
shoulder.
Police arrested Corvell Hampton, a
28-year-old Chicago man, in connection
with the shooting. He was charged with
murder, attempted murder, criminal use
of a ﬁrearm and criminal possession of a
weapon.
After being shot, the wounded victim had
chased after Hampton and was able to alert
an ofﬁcer about the incident, police said.
The victim was later transported to Lincoln
Hospital in stable condition.
On Tuesday afternoon, uptown elected
ofﬁcials stood outside the park entrance
to condemn the shooting and reassure the
community that the park is safe.
“What happened yesterday was an isolated
incident,” stated City Councilmember
Ydanis Rodríguez.

Espaillat said that Washington Heights was
one of the most violent places in New York

“Those were the bad old days in Washington
Heights, and we don’t want slip back,” said
Espaillat.
“It’s important that we [push] for greater
gun control,” he added. “There are far too
many guns in the streets, and we must do
whatever we can to ensure they do not fall into
the hands of dangerous people.”
Espaillat said he was an advocate for
universal background checks, and thought that
gun manufacturers should be held accountable
when weapons are used to commit a crime.
Rodríguez noted that the shooting was in
close proximity to both a school, which was
closed Monday for the Jewish holiday, and a
heavily used park playground.
“Thank God the school was closed
yesterday,” Rodríguez remarked.
“Our children cannot afford to become the
innocent victims of violence that is perpetrated
in our city,” said De la Rosa.
The ofﬁcials called for an increased
law enforcement presence in Northern
Manhattan parks, including additional
Parks Enforcement Patrol (PEP) ofﬁcers.
The ofﬁcials noted that in May they had
written a letter to NYC Parks requesting
an additional 22 Parks Enforcement Patrol
(PEP) ofﬁcers, as only 3 had been assigned
to all of Manhattan Community Board 12
at that time.
Since then, an additional eleven ofﬁcers
have been assigned. But those gathered on
Monday say the recent violence underscores
a need for a greater deployment of law
enforcement ofﬁcers to adequately cover
the area’s more than 600 acres of parkland.
In response, the Parks Department noted
that park ofﬁcers played a vital role in
aiding the arrest of Hampton.
“Parks Enforcement Patrol was on site at
the time of the crime, and immediately took
action by alerting NYPD, who apprehended
the perpetrator shortly thereafter,” said
NYC Parks spokesperson Sam Biederman
in a statement.
