Introducing FACE: Family and Community Engagement

practices in family engagement.
With the support of FACE
Liaisons, PALs will be providing
tips and skills to support students’ academic success.
Raising the next generation is a shared responsibility,
which is why the Bakersfield City School District (BCSD)
is working towards increasing opportunities to get involved
in your child’s education. BCSD’s Parent Involvement
Department will now be known as Family and Community
Engagement (FACE) and our theme is ‘Growing in
Partnership.’ When schools, families, and communities
work together, students are more successful and the entire
community benefits. We must work together to ensure that
ALL students have the chance to succeed. YOU can make
a difference. WE are here to support you. FACE will
continue to offer programs previously put on by Parent
Involvement, and will be implementing new opportunities
for you to get involved. These are a few of the ways you
can become more engaged in your child’s education at
BCSD.
Parent University is offered on a Saturday once a month
throughout the school year and is free to any parent of a
BCSD student. Each Parent University session provides
parents and families of BCSD students, classes and
workshops that add to existing skills and allow
opportunities for continued growth and development.
Parent University will launch its fall program with a family celebration on September 24, 2016 at 9 a.m. at Stiern
Middle School.
Parents As Leaders (PALs) is a program developed for
all parents, grandparents, and guardians interested in
becoming trained in parent leadership. The BCSD PALs
program was featured in June, 2016 in a Public
Policy Institute of California (PPIC) Report as a

Parent Cafés are designed for families to share ideas and
learn about school, District, and community resources.
Parent-School partnerships strengthen families and create
relationships of mutual support and appreciation for the
important role we all play in the success of children.
Now We’re Cooking is an interactive, educational,
monthly program developed to educate families, schools
and the community on resources to prepare healthy meals,
and bond families while reinforcing communication,
reading and math skills.
The Parent Resource Center’s vision is to engage and
empower parents and families with the knowledge, skills
and resources to build readiness for their child’s academic
success. There are 18 Parent Resource Centers regionally
located across the district with the goal of building the
family’s capacity to support their children academically
and socially, ensure families receive a culturally responsive
and supportive environment which provides access to
school, district and community resources, and a space and
opportunity to empower parents to participate in school/
District leadership.
Family Education Nights are quarterly events designed to
engage families and school staff in building respectful and
effective relationships. Families can work together with
school staff to better understand reading skills, math
games, or discover the wonder of science.

BCSD Bond Measure Aims to Support Education
The Bakersfield City School District (BCSD) is the
largest Kindergarten-8th grade school district in California,
serving more than 30,000 students at 44 schools on 400
acres, with 86% of students qualifying as low income.
BCSD has been responsible and effective with Measure
G’s $100 million bond authorization that was approved by
the District voters in 2006.
The District has issued $83 million in bonds over the past
10 years, using funds to accommodate enrollment growth
by building two new schools, with a third new school site
now in escrow. The District has repaired and upgraded
eight schools that were built between 45 and 65 years ago
and replaced outdated portable buildings with 110
permanent classrooms. In addition, BCSD has increased
student safety by providing new security systems such as
cameras, fencing, and controlled entry access at all District
campuses.
The District recently developed a comprehensive facility
needs assessment and master plan to use as a long-term
planning document to guide BCSD’s facilities program
over the next 20-25 years. Key findings include:
 33 of 44 school sites are more than 50 years old (2 sites
are over 100 years old) and need to be upgraded. Most
air conditioning/heating systems are beyond useful life.
 More than 40% of BCSD classrooms are portable
buildings, with 125 classrooms nearly 70 years old.
 Improvements are needed to bring facilities up to
current health, fire and seismic codes.
 Additional schools will need to be built to
accommodate projected enrollment growth of more
than 1,000 students over the next 5-10 years, and to
relieve overcrowded schools.
Although the BCSD’s facility master plan identifies $835
million in improvements, the District has prioritized its
needs and the Board has now approved placing a $110
million bond measure on the ballot in November, making
the District eligible to apply for an estimated $75 million
from state matching funds. The bond measure needs 55%
voter approval to pass. Bond funds will be used to remove
asbestos and lead paint, repair old and deteriorated
classrooms, bathrooms, plumbing, roofs, lighting, and to
make electrical upgrades. In addition, safety and
technology improvements, as well as relieving
overcrowded schools, will help prepare students to succeed
now and in the future. Supporting our local schools is an
important investment in the future of our community,
improving property values and making Bakersfield a better
and safer place to live, work and raise a family.
School Meals Program
BCSD participates in the National School Lunch and
National School Breakfast Programs. Applications to
qualify for free and reduced meals are available at all
school cafeterias, online, and at the Nutrition Services
Department, 1300 Baker Street. Applications were mailed
to home addresses two weeks prior to the start of school.
Families are provided with a confirmation letter on the
child’s eligibility for this program once an application has
been processed. Parents/guardians are responsible for meal
costs until the confirmation letter is received. Online
payments are accepted at myschoolbucks.com. Past due
student accounts may be turned over to a collection agency.

LCAP UPDATE
The Local Control Accountability Plan (LCAP) is an important component of the Local Control Funding Formula (LCFF). Under
the LCFF, all school districts are required to prepare an LCAP, which describes how they intend to meet annual goals for all
pupils, with specific activities to address state and local priorities. The Bakersfield City School District (BCSD)
leaders have developed a plan, with the support and input from stakeholders, to meet the District’s LCAP goals during the
2016-2019 school years. These goals are:
Goal 1: Every student, including low-income students, English learners, and Foster Youth, will meet grade level expectations.
Goal 2: Ensure a safe, healthy, and secure environment for all students, parents, and employees.
Goal 3: Ensure all parents and community members are welcome and engaged in the learning process.
BCSD’s LCAP Update provides information to our stakeholders highlighting activities and programs that are working towards
meeting the District’s LCAP goals.

summer school sessions at 11
school sites across the District.
The theme was “FULL
S.T.E.A.M. AHEAD,” science,
technology, engineering, art,
and math. Students learned
about
topics
such
as
agriculture, animal migrations,
natural
disasters
and
endangered species. They
experienced the arts through
activities involving music and
dancing.
Students
also
received visits from members
of the Bakersfield Blaze
baseball team.
BCSD opened the doors of three new school-based
wellness centers this summer to better serve the students
of BCSD with health related needs. Staff include Nurse
Practitioners and Licensed Clinical Social Workers and
Case Managers. The team has been working out of the
School Health Program office since March and have
provided children with services such as kindergarten
physicals, immunizations, and medication needs at school. Additional services include
wellness exams, treatment of basic and chronic illnesses, referrals to more intensive medical
care, individual and group counseling, as well as parent and student education on health
related topics. Optometry exams will be provide once a week, and dental at least once a
month. Clinic hours will be flexible to allow for evening and weekend services. The
centers are located at:
- South Chester Partnership Wellness Clinic (Fairgrounds), 800 Ming Avenue
- 4th Street Wellness Clinic (McKinley), 609 4th Street
- Center Street Wellness Clinic (Garza), 2951 Center Street
Goal 3—Parent Academy
Many BCSD parents took time out to learn
alongside their children this summer at the BCSD
Summer Parent Academy. Eleven of the summer
school sites offered a variety of classes, giving
parents the opportunity to learn something new
while their child attended summer school. The
Family and Community Engagement (FACE)
Department offered learning modules to help
support student learning. Each day began with a Zumba dance session to help parents build
a sense of community amongst each other while also getting motivated for the day ahead.
FACE also partnered with the District office and community organizations to offer parents
a variety of workshops.

Presentando a FACE: Participación de la Familia y la Comunidad
la participación de la familia. Con
el apoyo de los coordinadores de
FACE, los PALs proveerán consejos y habilidades para apoyar el
logro académico estudiantil.
Es responsabilidad de todos el criar a la próxima generación, razón por la cual el Distrito Escolar de la Ciudad de
Bakersfield (BCSD) está tomando medidas para aumentar
la participación en la educación de su estudiante. El departamento de la Participación de los Padres del BCSD ahora
se conocerá como Participación de la Familia y la Comunidad (FACE) y nuestro lema es ‘creciendo en colaboración’
porque cuando las escuelas, las familias y las comunidades
trabajan juntas, los estudiantes son más exitosos y toda la
comunidad se beneficia. Debemos trabajar juntos para que
TODOS los estudiantes tengan éxito. USTED puede marcar la diferencia. Cuenta con NUESTRO apoyo. FACE
continuará ofreciendo los programas que anteriormente
ofrecía la Participación de los Padres y proveerá nuevas
oportunidades en las cuales usted podrá participar. Estas
son algunas maneras en las cuales usted puede participar
más activamente en la educación de su estudiante:
La Universidad para Padres se lleva a cabo los sábados
una vez al mes durante el año escolar y es gratis para los
padres de los estudiantes del BCSD. Cada sesión de la Universidad para Padres proveerá a los padres y las familias
clases y talleres de capacitación que ampliarán sus aptitudes existentes, y oportunidades para el crecimiento y desarrollo continuo. La Universidad para Padres introducirá su
programa de otoño con una celebración familiar el 24 de
septiembre de 2016 a las 9 a.m. en la escuela Stiern.
Los Padres Líderes (PALs) es un programa para todos los
padres, abuelos y tutores que quieran recibir entrenamiento
en el liderazgo de padres. En junio del 2016, el programa
PALs fue presentado en un reporte del Instituto de Políticas Públicas de California (PPIC) como parte de un distrito
escolar que demuestra las mejores prácticas de

Los Cafés para Padres se han diseñado para que las
familias compartan ideas y aprendan más acerca de la
escuela, el Distrito y recursos comunitarios. La colaboración entre los padres y las escuelas fortalecen a las familias
y crean relaciones de apoyo mutuo y aprecio por el papel
que todos tenemos en el éxito de los estudiantes.
Ahora Estamos Cocinando es un programa mensual interactivo y educacional que educa a las familias, las escuelas
y la comunidad sobre cómo preparar comidas saludables, y
une a las familias a la vez que refuerza la comunicación, la
lectura y las destrezas matemáticas.
La visión de los Centros de Recursos para Padres es involucrar a los padres y las familias y capacitarlos con el conocimiento, las destrezas y los recursos para la preparación
del éxito académico de sus estudiantes. Hay 18 Centros de
Recursos para Padres a través del Distrito, y tienen como
meta desarrollar la capacidad de las familias para que apoyen a sus estudiantes académica y socialmente, garantizar
que las familias reciban un ambiente culturalmente receptivo y comprensivo y que proporcione acceso a los recursos
de la escuela, el Distrito y la comunidad y proveer un lugar
y una oportunidad para capacitar a los padres para que
participen a nivel de liderazgo en la escuela y el Distrito.
Las Noches de Clases Educativas para las Familias son
eventos trimestrales diseñados para que las familias y el
personal escolar cultiven relaciones respetuosas y eficaces.
Las familias trabajan con el personal escolar para tener un
entendimiento mejor de las destrezas de la lectura, los juegos de matemáticas o descubrir la maravilla de la ciencia.

La Medida del Bono de BCSD tiene como Objetivo Apoyar la Educación
El Distrito Escolar de la Ciudad de Bakersfield (BCSD) es
el distrito más grande de los grados kínder al 8º en
California, con más de 30,000 estudiantes en 44 escuelas,
con un 86% de estudiantes que cumplen con los requisitos
de bajos ingresos. El BCSD ha sido responsable y eficaz
con la autorización del bono de $100 millones de la
medida G que fue aprobada por los votantes del Distrito
en el 2006.
El Distrito recientemente desarrolló una evaluación de las
necesidades de las instalaciones y un plan maestro para
usarlo como un documento de planificación a largo
plazo para guiar el programa de instalaciones del BCSD a
través de los próximos 20 a 25 años. Los resultados clave
incluyen:



El Distrito ha otorgado $83 millones en bonos en los
últimos 10 años, usando los fondos para admitir el
crecimiento de la matrícula al construir dos escuelas
nuevas, y una tercera escuela nueva que actualmente ya
está en fideicomiso. El Distrito ha reparado y actualizado
ocho escuelas que se construyeron hace 45 y 65 años y
reemplazó edificios portátiles anticuados con 110 salones
de clase permanentes. Además, BCSD ha aumentado la
seguridad estudiantil al proveer sistemas de seguridad
nuevos como cámaras se seguridad, cercas y acceso de
entrada controlada en todas las escuelas.
33 de 44 escuelas tienen más de 50 años (2 escuelas
tienen más de 100 años) y necesitan actualizarse. La
mayoría de los sistemas de aire acondicionado/
calefacción han excedido su vida útil.
Más del 40% de los salones de clase del BCSD son
edificios portátiles, incluyendo 125 salones de clase
que tienen casi 70 años.
Se necesitarán construir más escuelas para admitir el
crecimiento de la matrícula previsto de más de 1,000
estudiantes durante los próximos 5 a 10 años y para
ayudar con la aglomeración en otras escuelas.
Aunque el plan maestro de instalaciones del BCSD
identifica $835 millones en mejoras, el Distrito ha
priorizado sus necesidades y la mesa directiva ha
aprobado colocar una medida de bono de $110 millones
en la boleta de votación en noviembre, dándole la
oportunidad al Distrito de solicitar un estimado de
$75 millones de los fondos proporcionales del Estado.
La medida del bono necesita el 55% de la votación para
ser aprobada. Los fondos del bono se utilizarán para
remover asbestos, pintura con plomo, reparar salones de
clases viejos y deteriorados, baños, plomería, techos y
alumbrado e instalaciones eléctricas. Además, hacer
mejoras de seguridad y tecnología, y asistir con la
aglomeración en otras escuelas ayudará a preparar a los
estudiantes a tener éxito ahora y en el futuro.
Programa de Comidas Escolares
El BCSD participa en los programas
nacionales del almuerzo y desayuno escolar.
Las solicitudes para reunir los requisitos para obtener comidas gratis o a precio reducido están disponibles en todas las cafeterías
de las escuelas, en internet, y en el
Departamento de Servicios de Nutrición en
el Centro de Educación, 1300 Baker Street.
Las solicitudes son enviadas al hogar por
correo dos semanas antes de que comiencen
las clases. Se le proporcionará una carta de
confirmación sobre la eligibilidad de su niño
para este programa una vez se haya
tramitado una solicitud. Los padres son
responsables por los costos de la comida

metas anuales para todos los estudiantes e incluye actividades específicas que cubren las prioridades estatales y locales. Los
dirigentes del BCSD han desarrollado un plan, con el apoyo y las sugerencias de las personas interesadas, para alcanzar las metas
del LCAP para los años escolares de 2016–2019. Esas metas son las siguientes:
Meta 1: Cada estudiante, incluyendo los estudiantes de bajos ingresos, aprendices del inglés y jóvenes de crianza, alcanzará las
expectativas de su nivel de grado.
Meta 2: Garantizar un ambiente seguro, saludable y protegido para todos los estudiantes, padres y empleados.
Meta 3: Asegurar que todos los padres y miembros de la comunidad sean bienvenidos y participen en el proceso de aprendizaje.
La actualización del LCAP del BCSD proporciona información a las personas interesadas, resaltando las actividades y los
programas que están trabajando para alcanzar las metas del LCAP.
Meta 2— Centros de Bienestar Escolares
Meta 1—Escuela de Verano
BCSD proporcionó un ambiente de aprendizaje divertido
durante la escuela de verano
del 2016 en 11 escuelas. El
tema fue “FULL S.T.E.A.M.
AHEAD”, lo que incluye
ciencia, tecnología, ingeniería,
artes y matemáticas. Los estudiantes aprendieron acerca de
la agricultura, la migración
animal, los desastres naturales
y las especies en peligro de
extinción. Experimentaron las
artes a través de actividades de
música y baile. Los estudiantes
también conocieron a algunos
miembros del equipo de
béisbol Bakersfield Blaze.
El BCSD abrió tres nuevos centros de bienestar escolares
este verano para atender mejor las necesidades de salud
de los estudiantes. El personal incluye enfermeras
practicantes, trabajadores sociales clínicos licenciados y
administradores de casos. El grupo pertenece al
Programa de Salud Escolar del BCSD y desde marzo ha
proporcionado servicios a los estudiantes como
exámenes físicos para el kínder, inmunizaciones y necesidades de medicina en las escuelas.
Otros servicios incluyen exámenes de salud, tratamiento de enfermedades básicas y
crónicas, referencias para cuidados médicos intensivos, terapia individual y en grupo, y educación para las familias acerca de la salud. Se proveerán exámenes de optometría una vez
por semana, y dentales por lo menos una vez al mes. Las horas de las clínicas serán flexibles para poder proveer servicios en las tardes y los fines de semana. Los centros están localizados en:
- South Chester Partnership Wellness Clinic (‘Terrenos de la Feria”), 800 Ming Avenue.
- 4th Street Wellness Clinic (McKinley), 609 4th Street.
- Center Street Wellness Clinic (Garza), 2951 Center Street.
Meta 3—Academia de Padres
Muchos padres del BCSD tomaron tiempo para
aprender junto con sus hijos este verano en la
Academia de Padres de Verano del BCSD. Once
de las escuelas de verano ofrecieron una variedad
de clases, permitiendo a los padres aprender algo
nuevo mientras sus hijos asistían a la escuela de
verano. El departamento de la Participación de la
Familia y la Comunidad (FACE) ofreció módulos
de aprendizaje para apoyar el aprendizaje de los estudiantes. Todos los días empezaron con
una clase de Zumba para fomentar un espíritu de comunidad entre sí y para motivarlos para
el resto del día. FACE colaboró con el Distrito y organizaciones de la comunidad para ofrecer a los padres una variedad de talleres de capacitación.
