T
he ﬁre’s out, but the heat is still
on.
On May 17, a four-alarm blaze at the
Urban Garden Center, located under the
Metro-North tracks on Park Avenue
in East Harlem, damaged a section
of railway. Service was originally

Central station after the extra-alarm
ﬁre broke out, and train service

remained disrupted for several days.
According to ﬁre ofﬁcials, the incident
was caused when workers accidentally
spilled fuel onto a hot generator. When it was
determined that the blaze ignited an area ﬁlled
with combustible materials that the Urban
Garden Center did not have permits to store,
the business and its owner, Dimitri Gatanas,
have felt the wrath
of city ofﬁcials and a
concerned community.

and we own up to it
and have corrected

how beautiful the place was. But now, we’re

and started a garden center under the train
tracks,” added Gatanas. “We have a lease and
we’ve been here for years.”
Part of a family business of retail garden
supplies and products that spans three
generations and over 50 years, the Urban
Garden Center rents its space from the
New York City Economic Development
Council (NYCEDC). It offers organic
products and services such as composting
and textile recycling, and serves as a
community hub where harvest festivals
and children’s gardening workshops are
held.
Following the May 17 blaze, the terms of
the center’s lease were altered to provide for
regular inspections, and grant city and state
agencies the right to enter the premises at any
time, said a NYCEDC spokesperson.
This is the second time in two years that
Urban Garden Center has dealt with a ﬁery
incident.

It was how Emmanuel González
described the young man he had been before.
“I had no conﬁdence when I came here,” he
said.
Many in the small group he addressed
nodded along as the Harlem native, resplendent
in a bright blue graduation gown, spoke of his
path to the podium.
“But this program surrounded me with
positivity,” he continued. “I discovered things
in me that I didn’t know were there.”
González was receiving his certiﬁcate
for completing the initial stage of a training
program at STRIVE New York, which would
prepare him for sustained employment in the
medical ﬁeld.
He and 28 other graduates had just completed
STRIVE’s Attitudinal and Job Readiness
Training, a four-week workshop designed to
teach participants how to dress and speak in a
work-appropriate manner, write resumes and ﬁll
out job applications.
Clients also got to practice interview and
public speaking skills.
“Many people come into us feeling helpless,
and we develop skills, conﬁdence and
behaviors that will help them in life,” said
STRIVE President and Chief Executive Ofﬁcer
Phil Weinberg. “They move out of this phase of
the program feeling motivated and conﬁdent.”
During the June 3 ceremony, graduates
received a surprise when New York Lieutenant
Governor Kathy Hochul stopped by as a guest
speaker.
Hochul commended STRIVE participants
on their achievement and told them that she
lived in a trailer park while growing up near
Buffalo. She was determined not to let her
situation deﬁne her, she said.
“You’ve already turned your lives around by
being here,” said Hochul.
“My mother used to tell me, ‘go out into the
world and do well,’ she remarked. “I’m going to
put it on you to go out and do well for others.”
Core Trainer Donnell Hill said that Hochul’s
visit was kept a surprise from participants.
“I couldn’t believe it when she showed up,”
said participant Nathan Scott. “That was a
pretty big deal.”
“It’s huge that she was here,” agreed Hill.
“You know she’s taking the message that
STRIVE members are impressive throughout
the state.”

participants in just a four-week time frame is

Smith said. “Many of them are struggling
with conﬁdence when they arrive, as well as
a variety of life issues.”
Smith said that many STRIVE clients are in
drug rehab, residing in the shelter system, or
have a history of incarceration.

opportunities for those who often feel shut

A forum was held

• People usually get Zika through a bite from
the Aedes aegypti mosquito. Aedes aegypti
has not been found in New York City.
• Most people (80%) who get infected with
Zika do not get sick. For those who do
get sick, the sickness is usually mild.
Most people recover on their own.
• However, Zika causes birth defects.
• It is rare but possible for Zika to spread
from one person to another through sexual
contact and blood. Zika is not spread from
person to person by casual contact.
• There is no Zika vaccine.

r. Dyan Summers may have
just received her doctorate
in nursing practice – but years
ago, she was at the forefront of
identifying a troubling disease now
provoking global alarm.
In 2013, one of her patients, a recreational
traveler, had returned from a three-month trip
to South America with a full-body rash, fever
and conjunctivitis.
“At ﬁrst, I was quite certain he had Dengue
fever,” said Summers, who has served for
over 15 years as a certiﬁed nurse practitioner
specializing in tropical medicine.
The patient told Summers
he had read about an
outbreak of Zika in the
region he had just traveled
to.
Despite her experience,
which included travel to 37
countries, she noted that up
until that point she had little
knowledge of the virus.
“While my assistant drew blood, I was
looking up info on Zika and calling the CDC,”
said Summers, referring to the Centers for

(WHO) on February 1.
Though cases have been rare in the United
States, Zika has been much more rampant
in Latin America, with outbreaks reported
in more than 40 countries, including Brazil,
Mexico, Puerto Rico and the Dominican
Republic.
Pregnant women are considered to be at
the highest risk, as Zika has been linked to
microcephaly, a birth defect that causes babies
to be born with a smaller than normal head
and brain.
The June 2 forum was open to the public
and offered Spanish translation for attendees.
Ricky Wong, Director of Community
Affairs for the Department of Health and
Mental Hygiene (DOHMH), reported that the
latest count of Zika cases in New York City
was about 120, including 18 pregnant women.
“The good news is that this mosquito is not
here in New York City,” said Wong, referring
to the Aedes aegypti mosquito, which carries
the Zika virus. “All of the Zika cases in the
city are travel-related.”

Treatment
There is no treatment for Zika, but
medicine can help relieve the symptoms.
Symptoms
The most common symptoms are fever,
rash, joint pain and conjunctivitis (red eyes).
Most people have mild symptoms and do not
need to go to a hospital. Symptoms usually
start two to 12 days after being bitten by an
infected mosquito and may last up to a week.
Zika may be mistaken for other diseases
caused by mosquitoes, such as Dengue
virus or Chikungunya virus. Health care
providers use a blood test to conﬁrm Zika.
Because many residents visit the Dominican
Republic, Puerto Rico and other Latin
American countries during the summer
months, it is particularly important that they
are aware of the importance of protecting

F
un – and fuel – in the sun.
This summer, more New Yorkers
will be able to surf the web and juice up their
phones at public parks.
NYC Parks has announced an extended
deal with AT&T to provide free public Wi-Fi
in 21 parks across the ﬁve boroughs, including
at Northern Manhattan’s Marcus Garvye and
Thomas Jefferson Parks.
The deal also increases the number of free
solar mobile charging stations to 34 units at 15
different city parks and beaches.
Free Wi-Fi is available to all park-goers,
regardless of their wireless
carrier.

was made by NYC Parks
Commissioner Mitchell J.
Silver on May 31 at Joyce
Kilmer Park in the Bronx,
one of four new parks to
receive a solar charging station, which features
six charging outlets.
“The marriage between green spaces and
technology is one that beneﬁts all park users,”
said Silver. “We are renewing our contract for
AT&T to provide Wi-Fi and charging stations
for the next ﬁve years.”
Silver was joined by Bronx Borough
President Rubén Díaz, Jr., AT&T’s New
York President Marissa Shorenstein, Bronx
Parks Commissioner Iris Rodríguez-Rosa
and former Major League Baseball star Lee
Mazzilli, who played for the Yankees in 1982,
just a few blocks from Joyce Kilmer Park.
“This is an added amenity,” Díaz said. “We
know how dependent people are on their
devices.”
Launched in 2011 with AT&T, the WiFi in the Parks initiative was the city’s ﬁrst
free public Wi-Fi program that allowed all
smartphone and tablet users to connect. There
have been 8.6 million connections since the
program started.
“We believe now that New Yorkers can
work from almost anywhere these days with
their devices and they will continue to take
more and more advantage of Wi-Fi,” said
Shorenstein.
“And they can be out with
their families all day long and
not wonder about where to go

Hall by advocates, elected ofﬁcials, and a
few young students to make their case for
additional funding needed to create pay
parity for preschool educators.
“We cannot allow this inequality to
continue any further,” said Jennifer
March, Executive Director of the Citizens’
Committee for Children.
The organization, together with Public
Advocate Letitia James and Jennifer James
Austin, Chief Executive Ofﬁcer and Executive
Director of the Federal Protestant Welfare
Agencies (FPWA), among others, has pushed
for greater salaries and beneﬁts for Pre-K
teachers, administrative staff and employees
– irrespective of whether the Pre-K program
is administered at a Department of Education
(DOE) public school or a community-based
organization (CBO).
It is estimated that the latter provide more
than half of the city’s Pre-K classes.
“Employees at CBOs make signiﬁcantly
less than their counterparts despite having the
same credentials,” said March.
Advocates gathered on Thurs., June 2nd
noted that, on average, a teacher with ﬁve
years’ professional experience who works at a
CBO makes $41,000 a year, which amounts to
$17,000 less than his or her DOE counterpart.
The disparity is due, in part, to the fact
that CBO employees are not included in the
contractual agreements negotiated by the
United Federation of Teachers (UFT) for DOE
employees – as well as the manner in which
independent CBO programs are funded.
Veteran Pre-K teacher Asuba Maa said his
current $50,000 annual salary would be closer
to $85,000 if he were not at a CBO.
“Things cost the same in this city whether
rich or poor,” said Maa, who manages a
budget for a family of six, all of whom live
together in a two-bedroom apartment.
Parity, he insisted, should not be only for
educators.
“There are staff members, maintenance
workers, who all have the same certiﬁcations
who are struggling to survive in this great
city,” said Maa.
Speakers chided the de Blasio administration
for not delivering on a key campaign tenet.
“We heard about a ‘tale of two cities’ in the
past,” said March. “But we are seeing these
two cities [now] when it comes to a program
that is not enforcing equity for the education
of its youngest learners.”
Earlier this year, some providers said they
were considering work stoppages and others
indicated that they might be forced to shut
down programs.

Procurement Fair late last month,
looking to connect with contract
opportunities from more than 70
city and state agencies, as well as
private sector companies.
Held at the Bank of New York Mellon, the
event was hosted by Mayor Bill de Blasio and
the Department of Small Business Services
(SBS).
The fair on May 24th offered attendees
networking opportunities with purchasing
staff as well as access to 11 “opportunity
rooms” where participants could learn
about available or upcoming contracting
opportunities.
De Blasio, who has pledged that the city
will award $16 billion in contracts to M/
WBEs over the next 10 years, delivered
keynote remarks at the event.
He acknowledged that in years past, the
city did an unsatisfactory job of partnering
with M/WBEs.
“There’s so many ﬁrms in this room that
are strong, and hungry, and have great talent,
and are ready to perform, but you haven’t
always had the door open,” said de Blasio.
“We’re ﬁxing that.”

increasing those numbers.”

as well as “Strategic Steps for Growth,”
a nine-month business management
course for M/WBEs offered by the City in
partnership with New York University.

WBE con valor por más de $1.8 mil millones de

que más de 4,400 empresas que actualmente
lo están pueden tener la mejor oportunidad de
lograr contratos.
Solo las M/WBE certiﬁcadas fueron elegibles
para asistir a la feria de adquisiciones.
“No podemos crear la máxima oportunidad
si las empresas no están certiﬁcados para
empezar,” dijo. “Es por eso que realmente hemos
enfatizado el aumento de esos números”.

destroyed the retail section of the garden
center.
The business rebuilt, only to be shaken
once again.
This time, the retail portion of the center
was unaffected. The ﬁre occurred in a
separate storage and staging area, where
Gatanas said that machine shops, vehicles,
and a business ofﬁce were housed.
Gatanas explained that the storage area is
not currently being used by Urban Garden
Center, as Metropolitan Transportation
Authority (MTA) workers are using the
space to conduct track repair.
After the latest ﬁre, MTA Chairman,
Thomas F. Prendergast demanded an
investigation of the garden center.
“Should we have material like that
stored under such a vital, critical piece of
infrastructure?” he asked.

which is part of the La Marqueta complex,
is an important one for the East Harlem
community.
“We obviously believe it’s a site that

Villamel, another local resident. “I think in
general, the city is shown it’s incapable of
meeting the demands of infrastructure.”
A woman named Elizabeth, who lives
across the street from the garden center,
offered another explanation — “I think 116th
Street is cursed,” she said.
She explained that she had recently
moved back into her Park Avenue apartment
following the gas explosion two years ago. “I
saw all the black smoke and ﬂames this time
and thought, ‘not again.’”

Each STRIVE client is assigned to a case
manager who works to remove obstacles that
could prevent them from ﬁnding or keeping
a job.
STRIVE also provides clients with wraparound services such as legal assistance, oneon-one or group mentoring and mental health
services.
“Once they leave, they’re still a part of the
STRIVE family and can get services at any
time,” said Smith.
Following the job skills training, Weinberg
said that STRIVE works to place clients in
jobs.
“We’re actually an employment agency as
opposed to a training agency,” he remarked.
STRIVE partners with Mount Sinai Health
System to create a curriculum designed to
match clients with future jobs at Mount Sinai.
“Once the training is complete, we work
directly with the HR team at Mount Sinai and
other employers to directly place either interns
or full-time employees,” Weinberg said.
In addition to the medical ﬁeld, STRIVE
offers a job-readiness program for construction
workers, added Weinberg.
“Everything we do here is focused on
getting people a job, but more importantly,
getting folks on a career path that has good
wages,” he said.
María Cruz, a community leader and
Executive Director of Taino Towers, where
STRIVE is located, said it was important to
have programs that provide young-people with
much-needed direction.
“There are a lot of youth on the streets
around here, and they don’t know what to
do,” Cruz said. “Here, they are helping the
community by training people for jobs.”
Hochul said that New York State has worked
to create more jobs, especially in the medical
ﬁeld, where the graduates were training.
“There are jobs to be had,” Hochul stated.
The chance to land one of those jobs is what
led most participants to the program.
Graduate Claudeen Bennett said she had
been out of the workforce for some time and
was motivated to ﬁnd a career.
“I wanted to hit the ground running,” she
said.
Gilsy Done, a Bronx resident who attended
the ceremony with her eight-month-old son,
said she enrolled in STRIVE to acquire a better
paying job.
“I want to be able to provide for my child,”
said Done.
Clara Figueroa explained that she had
wanted to attend college but was lacking
ﬁnancial resources to do so. She saw STRIVE
as a good way to get job training quickly.
The 19-year-old Harlem resident said she
considered it challenging to be in a room full
of other STRIVE recipients, all from different
backgrounds and most of whom were older
than her, but found it to be rewarding.
“I looked up the word ‘strive’ in the
dictionary yesterday, and it means ‘to give
great effort in order to achieve something
good,’” Figueroa remarked. “Well, I’m
not planning on stopping at good. I want to
achieve something great.”

“We want to get the word out that this is a
sexually transmitted disease,” Thakur said.
She added that there are several myths
ﬂoating around about the Zika virus, including
that the disease can be contracted from larvicide
or vaccines.
Prior to 2007, only sporadic cases of Zika
were reported. That year, the ﬁrst outbreak of
the disease was reported on Yap Island in the
South Paciﬁc.
Most people infected with Zika — 70 to 80
percent, according to Thakur — will show no
symptoms at all.
Those who do get sick usually experience
mild symptoms, including rash, and ﬂu-like
ailments such as fever, fatigue and joint pain.
Currently, there is no vaccine to prevent or
medicine to treat the Zika virus.
Dr. Rafal Tokarz, of the Center for Infection
and Immunity, Mailman School of Public
Health, explained that his center has been
working on an improved diagnostic test for
Zika.

Throughout 2016, the NYC Department of
Health will test mosquito pools for presence
of Zika virus.
“Our center has entered into a partnership
with the city to assist with this,” said Tokarz.
“We’ll be able to test up to 90 mosquito pools
in a 24-hour period.”
To prevent mosquito breeding, Wong said
that the city treats large bodies of water,
generally in non-populated areas, with
larvicide, said Wong. The Department of
Health will collect mosquitos from
water, he said, and do testing to see
if there’s a trace of a disease like
West Nile.
“If so, we spray a low-level
pesticide, and we generally give
a community 48 hours’ notice,”
Wong explained.
Because of the risk posed to
pregnant women, city health
ofﬁcials recommend that New
Yorkers traveling to Zika-infected
areas use birth control during trip
and for eight weeks afterward.
“You should also consult with
your healthcare provider before and after trip
to Zika area,” Wong said.
When an attendee questioned Wong
what the city was doing to get the word
out about Zika, especially in immigrant
communities, he responded that DOHMH
has done presentations for community
boards, Spanish–language interviews and
issued backpack information for local school
children.
After the forum, Washington Heights
resident Anna, who is several months pregnant,
said she is extremely concerned about Zika.
“I’m really nervous about it,” she remarked.
“But the information I learned here helped me
understand things better.”
Maria Luna said she also found the forum
useful.
“It’s really important that our community
is informed about what’s going on with
Zika,” she said. Luna recalled her childhood
in the Dominican Republic and how the
government routinely sprayed the insectcontrol pesticide DDT to curb mosquito
problems.

“It seems important that they develop a
way to eliminate the mosquitos, safer than
the way the used to back then,” Luna said.
Summers pointed out the immigrant
community can be proactive in spreading
the word about the disease.
“Everybody here can take that role on,”
she insisted. “Dominicans can tell their
neighbors about Zika and help dispel the
myths.”
As for the 2013 patient who had proven to
be one of the ﬁrst conﬁrmed cases of Zika?
“[He] fully recovered,” Summers reported.

issue,” said Councilmember Laurie Cumbo,
who chaired the hearing. “So, this is certainly
exciting that we’re all on the same page.”
Ferreras-Copeland implied that the
legislation could eventually be broadened
from its current form. “As I have mentioned
before, I think we should have products in
the libraries, I think we should have these
products in recreation centers,” she said.
“I think the legislation is fantastic,”
commented Warden Michele Clifford of
the Department of Corrections, who said
that every inmate, upon admission to a
correctional facility, will receive a bag with
necessary hygiene products.
“Feminine products are given upon request
and once they’re housed in a housing unit,
are readily available once they’re in there,”
Clifford said. Generic tampons and maxi
pads are available at department expense,
said Clifford, but name-brand products must
be purchased by inmates at commissary.
Sola Stamm, Community Organizer with
the New York Lawyers for the Public Interest,
suggested that language in the bills be
changed from “feminine hygiene products”
to “menstrual hygiene products.” Stamm
explained that the term would acknowledge
the “spectrum of gender identities who
experience menstruation.”
Andrea Nieves of Brooklyn Defender
Services, a ﬁrm that has represented thousands
of women on Rikers Island, disagreed with
Clifford’s testimony that feminine hygiene
products are readily available from the
Department of Corrections.
“The testimony that we heard today does
not match what we hear from our clients on a
daily basis,” remarked Nieves, who said her
clients indicate that they receive only a very
small ration of sanitary pads.
“This is particularly troubling because
once they run out of their supply, they have
to ask corrections ofﬁcers for more pads,
and that can create a lot of problems and
shame in their interactions with the guards,”
said Nieves. “It’s a method that the guards
can use to control women. It’s extremely
problematic.”
The legislative package will now go before
the entire Council, though no date for a future
hearing has yet been set.

She noted that many city residents had
contacted NYC Parks in recent years,
requesting that free Wi-Fi be added in more
locations.
“They keep on asking us, can our park be
in it?” Rodriguez-Rosa said. “We don’t have
them in all the parks, but we are deﬁnitely
expanding them.”
Sandy Richberg said she was glad for the
Wi-Fi expansion and the addition of a charging
station.
“I think it’s a good thing,” Richberg said.
“I’m in this park almost every day, and it’ll be
great to use the internet, and also know I can
plug in my phone.”

“En esta época, cuando tenemos tanta tecnología
y tanta gente está en sus teléfonos y tabletas,
queremos que puedan tener acceso a eso y sin
costo”, dijo Rodríguez-Rosa.
Observó que muchos residentes de la ciudad
han contactado a Parques NYC en los últimos años,
solicitando que la conexión Wi-Fi se agregue en más
lugares.
“Continúan preguntando ¿puede haber en nuestro
parque?”, dijo Rodríguez-Rosa. “No tenemos en
todos los parques, pero deﬁnitivamente estamos
ampliándolo”.
Sandy Richberg dijo estar contenta por la

“Creo que es algo bueno”, explicó. “Estoy en
