Elections in California
There are two different types of primary elections in California. The results of the primary election determine the candidates
who will run in the general election in November. The types of primary elections are:
Presidential (Party-Nominated/Partisan Office)
• Office on the ballot: U.S. President
• Who can vote: Only voters who registered with the same political party as the candidate (the Democratic, American
Independent, and Libertarian parties allow voters who registered with no party preference to vote in their primary).
• Result: The candidate who moves on to the general election is the candidate nominated by their national political
party and may not be the candidate that was elected by popular vote in the California primary election.
California Open Primary (Voter-Nominated Offices)
• Offices on the ballot: U.S. Senate, U.S. House of Representatives, statewide offices, and state legislative offices
• Who can vote: Any voter may vote for any one candidate in each contest, regardless of party preference.
• Result: The top-two candidates, regardless of party preference, who receive the most votes in each primary contest
move on to the general election. After a top-two primary, a general election must be held even if one candidate
receives a majority of the vote (at least 50 percent +1) and even if there is only one candidate in the primary election.
California's open primary system does not apply to candidates running for U.S. President, County Central Committee, or local
offices. Non-partisan offices (such as judges, county supervisors, city council members, and school board members) remain
open to all eligible voters.

Dear Voter:
June 7, 2016 is Election Day. This Sample Ballot and Voter Information Pamphlet provides ballot marking
instructions, polling place location, candidate information, and other important election details that you should
review before you vote. You may mark your selections on your Sample Ballot and take it with you to the polls for
easy reference.
You have several options for voting:
Vote-by-Mail – Voting by mail is convenient and easy. You will find an application to receive a Vote-by-Mail
ballot on the back cover of this pamphlet. The deadline to request a Vote-by-Mail ballot is May 31. You
have several options for returning your ballot:






Mail your ballot in time to reach the Registrar of Voters Office by 8:00 p.m. on Election Day, or be
postmarked on or before Election Day and received no later than three days after Election Day to
be counted.
Return your ballot in person to the Registrar of Voters Office during regular business hours and until
close of polls on Election Day. For your convenience the Registrar’s office has a secure locked drop
box at its entry for ballot drop off 24 hours a day.
Deposit your ballot in one of the secure drop-off boxes available at designated City Clerks’ Offices from May
9 through June 6. Please visit our website to view a map of ballot drop-off locations.
Take your ballot to any Polling Place (before 8:00 p.m.) in Riverside County on Election Day.
You may confirm that the Registrar of Voters Office has received your returned Vote-by-Mail ballot on
our website at www.voteinfo.net.
Vote First, Count First! Vote-by-Mail ballots received before Election Day are counted first. Return
your ballot as soon as possible to ensure that it is included in the first Election Night results!
Early Voting – Vote at the Registrar of Voters Office beginning May 9 through June 6 (excluding Holidays),
Monday through Friday, from 8:00 a.m. to 5:00 p.m.; Saturday, May 28 and June 4, from 9:00 a.m. to 4:00 p.m.;
and Election Day, June 7, from 7:00 a.m. to 8:00 p.m. Early voting will also be available at participating malls
in Riverside County on May 27 through May 29. Please visit our website at www.voteinfo.net for additional
early voting information.

Elections in California
The Top Two Candidates Open Primary Act requires that all candidates for a voter-nominated office be listed on the
same ballot. Previously known as partisan offices, voter-nominated offices are state legislative offices, U.S.
congressional offices, and state constitutional offices.
In both the open primary and general elections, you can vote for any candidate regardless of what party preference
you indicated on your voter registration form. In the primary election, the two candidates receiving the most votes —
regardless of party preference — move on to the general election. If a candidate receives a majority of the vote (50
percent + 1), a general election still must be held. Even if there are only two candidates for an office in the open
primary, a general election for that office is still required.
California's open primary system does not apply to candidates running for U.S. President, County Central
Committee, or local offices.
California law requires that the following information be printed in this pamphlet
Party-Nominated/Partisan Offices
Political parties may formally nominate candidates for party-nominated/partisan offices at the primary election. A
nominated candidate will represent that party as its official candidate for the specific office at the general election and
the ballot will reflect an official designation. The top vote-getter for each party at the primary election moves on to the
general election. Parties also elect officers of county central committees at the primary election.
A voter can only vote in the primary election of the political party he or she has disclosed a preference for upon
registering to vote. However, a political party may allow a person who has declined to disclose a party preference to
vote in that party's primary election.
Voter-Nominated Offices
Political parties are not entitled to formally nominate candidates for voter-nominated offices at the primary election.
A candidate nominated for a voter-nominated office at the primary election is the nominee of the people and not the
official nominee of any party at the general election. A candidate for nomination to a voter-nominated office shall have
his or her party preference, or lack of party preference, stated on the ballot, but the party preference designation is
selected solely by the candidate and is shown for the information of the voters only. It does not mean the candidate is
nominated or endorsed by the party designated, or that there is an affiliation between the party and candidate, and no
candidate nominated by the voters shall be deemed to be the officially nominated candidate of any political party. In this
sample ballot booklet, parties may list the candidates for voter-nominated offices who have received the party's official
endorsement.
Any voter may vote for any candidate for a voter-nominated office, if they meet the other qualifications required to vote
for that office. The top two vote-getters at the primary election move on to the general election for the voternominated office even if both candidates have specified the same party preference designation. No party is entitled to
have a candidate with its party preference designation move on to the general election, unless the candidate is one of
the two highest vote-getters at the primary election.
Nonpartisan State Offices
Political parties are not entitled to nominate candidates for nonpartisan offices at the primary election, and a
candidate at the primary election is not the official nominee of any party for the specific office at the general election. A
candidate for nomination to a nonpartisan office may NOT designate his or her party preference, or lack of party
preference, on the ballot. The top two vote-getters at the primary election move on to the general election for the
nonpartisan office.

HO W TO USE THIS SAMPLE BALLOT
1. POLITICAL PARTY PREFERENCE: If you are not sure about your political party preference, look at the
front of this booklet or at the address label on the back cover. You may also check your political party
preference on our website at www.voteinfo.net or by calling (951) 486-7200.
If you chose a political party preference when registering to vote you will be issued an official ballot which
will include that political party’s U.S. Presidential and central committee candidates. Voter-Nominated and
Nonpartisan contests will also be included.
2. NO PARTY PREFERENCE AND NONPARTISAN: If you did not indicate a political party preference or
you registered with an unqualified political party, then you will be issued the No Party Preference /
Nonpartisan ballot. Your ballot will include congressional, state legislative, and nonpartisan contests, not
U.S. Presidential Candidates. However, for this election, three parties are allowing cross over voting for
their Presidential Candidates. You may request one of the following ballots:
Democratic Party
American Independent Party
Libertarian Party
3. PARTISAN OFFICES in the SAMPLE BALLOT
Look at the sample ballot pages that follow. Find the sample ballot pages for the appropriate political
party, in order to review your official ballot choices for partisan offices.
If you are a no party preference voter and you choose to vote the nonpartisan ballot, you will not find any
of the presidential candidates on your ballot.
4. VOTER-NOMINATED AND NONPARTISAN SAMPLE BALLOT PAGES
All voters are eligible to vote on the voter-nominated and nonpartisan portion of the ballot. Following the
party sample ballot pages are the voter-nominated and nonpartisan offices, and state and local
propositions and measures. The exact issues and offices on your ballot correspond to the location of your
residence address, according to what jurisdictions have seats to fill and/or questions to ask.

After owning a business for 25 years, I ran for the State Legislature with
the goal of restoring California to its greatness by limiting government
power, ranking the citizens above the state, and improving our business
and educational climate.
My wife Joanie and I have lived in this area all our lives. We were married
here, we own a home here, we opened a business here, and we raised
our children David, Kristen and Matthew here. We believe it is our duty
as parents to leave the Inland Empire a better place than we found it

The future prosperity for this area greatly depends on the person we
choose to represent us in Sacramento. As a third generation native born
Californian I believe I possess the experience and values necessary to
help guide our area back to economic prosperity and individual freedom.
My owning and operating a small business in the area for the last 30+
years gives me daily reminders of what needs to be done to make our
state more attractive to private job providers. Having raised 6 children,

Raised in Southern California by a single mom who worked three jobs,
Greg learned the values of personal responsibility and a strong work
ethic early on. Greg worked his way through college and made a career

EDUCATION AND QUALIFICATIONS:
As I listen to Third District voters, I hear a consistent and powerful message
– citizens have had enough of career politicians who come from within the
political establishment and promise action but deliver nothing.
I’m a mother of six, a family farmer, and a small construction business
owner. I know what it means to live within a budget and make a payroll. I
arrive at decisions and govern based upon conservative, common sense,
bottom-line business principles.
I believe in limited government, fiscal responsibility, free markets, lower
taxes, private property rights, and the Second Amendment. The most
important role for government is to protect its citizens – every other
activity is secondary. As a member of the Board of Supervisors, my votes
will be entirely consistent with these core values.
Before my election to the City Council, I personally took up the challenge
of illegal immigration and spearheaded the passage of E-Verify in five
of our local cities. I have fought and won battles imposing term limits,

impartial analysis of measure “E”
The City of Hemet placed Measure “E” on the ballot seeking voter
approval of a 1% transactions and use tax (hereinafter, the “tax”) to
be used exclusively to enhance public safety services within the City
of Hemet.
If Measure “E” is approved, a one cent per dollar tax will be levied on
the sale of all tangible personal property sold at retail within the City
of Hemet, as well as upon the storage, use or other consumption of
tangible personal property purchased from any retailer within the City
of Hemet. The tax would be collected in the same manner and at the
same time as sales taxes.
Measure “E” requires the tax revenues to be earmarked exclusively
for use by the City of Hemet Police and Fire Departments to provide
additional peace officers and firefighters / paramedics and for services
that support those personnel. Tax revenues may only be used for
expenditures identified in Measure “E”. Two-thirds of the tax revenues
must be allocated to the Police Department and one-third must be
allocated to the Fire Department.
Measure “E” requires the City Council to annually approve a tax revenue
expenditure plan that is consistent with the Measure’s mandates, and
that funds a Hemet Police Department staffing ratio of 1.2 full-time
equivalent sworn peace officers per 1,000 City of Hemet residents
by July 1, 2019. This ratio is required to be maintained through the
expiration of the Measure assuming receipt of sufficient tax revenue.
Measure “E” also requires the City to budget and appropriate to the City
of Hemet Police and Fire Departments at least 72% of the total general
fund expenditure budget in each fiscal year.
Measure “E” prohibits the tax revenues from being used to pay for police
or fire services provided by another governmental entity or a private
entity in a manner that would diminish or replace services provided by
City of Hemet Police or Fire Department personnel.
Measure “E” requires the creation of a “Citizens’ Oversight Committee”
to furnish independent advisory review of the expenditure of the tax
revenues. The Committee will meet at least twice per year and will
review the required expenditure plan before it is adopted by the City
Council. Measure “E” also requires an independent audit of the use of
the tax proceeds to be conducted annually. The Committee will also
review the required independent annual audit prior to its final review
by the City Council. Four members of the Committee are selected by
the Hemet Police Chief, four members are selected by the Hemet Fire
Chief, and three members are selected by the Hemet City Council.
California Revenue and Taxation Code section 7285.9 authorizes the
City of Hemet to levy the proposed tax if the ordinance proposing the
tax is approved by a two-thirds vote of both the City Council and the
voters. The Council approved the tax ordinance for submittal to the
voters by a 4-1 vote on February 23, 2016. If approved by two-thirds
of the voters, the ordinance would take effect on October 1, 2016 and
would continue for a period of ten (10) years thereafter. The tax will be
automatically repealed effective October 1, 2026 if not extended by a
vote of the people.

There’s a public safety crisis in Hemet.
• Violent crime is up 50%.
• Trespassing and Disturbing the Peace calls are up 1,025%.
• Assaults on police officers are up 1,100%.
• Gang members, drug dealers, parolees and sex offenders from
Los Angeles County are pouring into Hemet.
• But there are 25% fewer police officers on the street today than
in 2010.
Raising taxes is for politicians who are too lazy or intimidated by their
union masters to make unpopular decisions. Neither cutting wasteful
spending nor insisting upon better management of our public safety
departments was even given remote consideration. Why not? Because
they want the cash!
Last year, Hemet Fire Department responded to 16,171 calls for
medical, rescue and fire emergencies, the most per capita of any city
in California.
• B
ut since 2008, there has been a 40% reduction in Fire
Department staffing.
• There are no fire engines on duty at Fire Station 5 in eastern
Hemet, and not all fire stations have paramedics on duty.
Because of a decline in property and sales tax revenue caused by the
Great Recession, the City lacks the resources to confront our growing
public safety crisis.
More boots on the ground will force criminals to go elsewhere
and keep Hemet safe!
Measure “E” will:
• Add 39 new police officers patrolling neighborhoods
• Ensure faster 911 emergency response
• Restore police anti-gang and anti-drug units
• Expand tracking of parolees and sex offenders
• Provide paramedics at every fire station
• Restore Fire Engine Company at Station 5
The special interests controlling the current council majority have stated
that they will spend whatever it takes to convince Hemet voters to raise
the current sales tax by 12.5%, making millions of dollars available for
salary increases and other “internal service” charges. They will inundate
your mailbox and try to intimidate your vote. Stand up to the tax bullies,
most of whom live outside the city and will not pay the increased tax.
The truth is that the City is playing games with the statistics they cite
because they want to scare you into passing this tax. The 2015 crime
figures from the District Attorney show that Hemet is no different than
other cities. Violent crime in Murrieta is up 29%. Car theft in Temecula
is up 62%. Burglary in Hemet is actually down 19%.
Do we have problems? Yes. Will passing this tax solve them, or
even make a dent? No. And by the way, if you think you can avoid
the increased tax and buy that car somewhere else -- think again.
Your home address dictates how much sales tax you pay for any auto
purchase, no matter where you buy.

After years of uncontrolled spending and union giveaways, the
chickens have finally come home to roost, and Hemet taxpayers are
being asked to write the bailout check. Hemet doesn’t have a revenue
problem -- Hemet has a spending problem. However, rather than
make the hard decisions necessary to cut costs, the current council
majority hired a San Francisco based consultant to convince Hemet
taxpayers that raising the sales tax by 12.5% will solve our problems.
Don’t be fooled. This is nothing more than a payback to the unions
who supported candidates in the last election, and a continuation of the
“legacy of failure” that has plagued the City of Hemet for years.
The small special interest group opposed to Measure “E” seems
prepared to live with continuation of the crime epidemic devastating
our city, and prepared to punish our residents for past conduct of City
Councils.
Hemet’s rise in crime is no different than any other city in the region,
and thanks to Sacramento, local jails can only accommodate the
most violent of criminals. Additional police will not solve our homeless
problem or eradicate the unsavory characters strolling Florida Avenue.
When our non-resident Police Chief spends his time promoting new
taxes, remember that he is the highest paid Hemet employee making
over $300,000 per year in salary and benefits. And, thanks to prior
city councils who have put union demands above the interest of the
taxpayers, Hemet now has an unfunded pension liability exceeding
$80,000,000.
Increasing our sales tax will only force local merchants into a competitive
disadvantage with all other cities, and will encourage much-needed
new businesses to locate elsewhere. A sales tax increase is also the
most unfair to retirees on fixed incomes. Ask yourself why an increase
in sales taxes as opposed to property taxes is being proposed. The
answer lies in those who support it.
Hemet voters need to reject this tax and force the City Council to finally
represent the taxpayers and not the local unions.
Many of us who support Measure “E” have also been critical of City
Councils. That’s why we fought to make sure Measure “E” contains
tough taxpayer protections that guarantee revenue it generates can only
be used to supplement police, fire and emergency medical services,
and why we fought to include an Independent Citizens’ Oversight
Committee to make sure the money is spent exactly as promised.
Opponents’ alternatives – a property or utility tax increase – would
put the tax burden on our seniors and working families. Measure
“E”’s 1-penny-per-dollar sales tax would largely be paid by shoppers
from outside the city. Opponents deceptively ignore that Measure “E”
exempts groceries and prescription medications.
That’s why Measure “E” is supported by leading Republicans,
Democrats, Chamber of Commerce, physicians, retail store owners,
numerous church organizations – and local crime victims.
Measure “E” will make our city safe again by putting 39 more police officers
on the street in our neighborhoods, creating a Crime Suppression Unit
to reduce gang violence and a Nuisance Abatement Team to address
homelessness, improving 911 emergency response times, adding 4
Criminal Intelligence Investigators to track gang members, parolees,
and sex offenders, ensuring paramedics are on duty at every fire
station, and adding 6 emergency medical dispatchers.
