VOTING INSTRUCTIONS
There are 2 ways to vote in Monterey County:
1. VOTING AT THE POLLS

Voting at the polls is primarily on paper ballots.
Connect the arrow pointing to your selection with a single line, like this:

voters with special needs. Instructions for using the machine are available at your
polling place. Poll workers will be available if you need assistance.
2. VOTING BY MAIL
If you vote by mail, you will receive additional instructions with your ballot. Here are
important instructions regarding your return envelope:

Moisten the strips on the folded flap.
Fold the flap down again to seal.
Overvote
An overvote occurs when a voter has made more marks on the ballot than the
maximum number of votes allowed for any single ballot contest (candidate or ballot
measure). Review your ballot prior to casting to ensure you have not voted more than
the maximum number of votes allowed. Overvoted contests are detected by the ballot
counting machine and cannot be counted. All other properly marked contests on
the ballot will be counted as valid.
Undervote
An undervote occurs when a voter has made fewer marks on a ballot than the
maximum number of votes allowed for any ballot contest (candidate or ballot measure),
including casting no vote by leaving contests blank. Review your ballot prior to casting
to ensure you have not accidentally missed contests. Undervoted ballots will still be
counted as valid.
Party Endorsements
In June 2010 California voters approved Proposition 14 which created the Top Two Open Primary Act. The Top Two Open Primary Act
authorizes political parties to endorse candidates to voter nominated offices. This is a list of the official endorsements that were received

If you are registered with one of these parties, your ballot will include the candidates running for
that party’s nomination. If you are registered with one political party, you may not vote a ballot for
another political party.
You can only vote for the County Central Committees/County Councils if you are registered with
that party.
If you are not registered with one of the six political parties, or if you intended to register
independent, decline to state, or nonpartisan, you are a No Party Preference (NPP) Voter.
Three parties allow NPP voters to vote in their presidential primary:

If you want to vote in one of these party primaries, you must ask for that ballot. Otherwise you will
receive a Nonpartisan ballot that will not include the office of President.

How to vote in the California Top-Two Primary, Voter-Nominated Offices
In a Top-Two Primary, you can cast your vote for any candidate.
• All candidates from all parties will be on the ballot for these contests.
• You don’t have to be registered with a party to vote on these contests.
• You can vote for a candidate from any party.
• You can “write in” a candidate in the Primary Election.
• The two candidates with the most votes will appear on the General Election ballot even if they
have the same party preference.
Nonpartisan offices: County Supervisor and County offices are always open to all eligible voters.
What does party preference mean?
Voters may either register with a political party preference or choose “none.”
A candidate’s party preference does not necessarily mean that they have that political party’s

I’m the daughter of a secretary and a factory worker. We lived paycheckto-paycheck, and moved from one apartment to another when the rent
was raised. I worked my way through college, but like many others, I
worried if my paycheck would be enough for tuition, rent, and groceries.
I spent seven years as a Naval Intelligence Officer, earned a Master’s and
Ph.D., taught at universities around the world, and was eventually elected
to the Pacific Grove City Council. The Central Coast is my home. This is
where I raise my family, volunteer, live, and work. I’m your neighbor.
I have fought my entire life to get ahead, and I will fight every day in
Congress to advance solutions to the challenges facing our community.
This includes education reform that honors teachers and empowers
children; immigration reform that supports entrepreneurship while
making the American Dream achievable for everyone; housing and
banking reform that ensures affordability and accessibility; water and
transportation infrastructure to meet our district’s current and future

the Administration’s plan to weaken the enforcement of all federal
Civil Rights laws, resigning publicly to a week of national publicity that
interfered with the plan. My book October Surprise, exposing the deep
story behind the Iran side of the Iran/Contra scandal, led to an official
investigation by the U.S. House of Representatives. I was the elected
Congressional District Coordinator for Ross Perot’s independent United
We Stand America, for what was then California Congressional District 17,
now CD 20, and was National Coordinator for Women for the Rev. Jesse
Jackson’s campaign for President. I hold a B.A. degree from Stanford
University, an M.S. degree from John F. Kennedy University, and Masters
level certification in National Security Decision-making from the Naval
War College. This is the second time I have run for this seat in Congress.

strategies to reduce youth violence. We focused on early childhood
education, literacy, afterschool programs, youth employment and
strengthening family communication.
I have served as your City Councilmember, Mayor, and State
Assemblymember. Five years ago Governor Jerry Brown asked me to
serve in his Cabinet to help him reduce California’s $26 billion dollar
budget deficit. I worked with the Governor to make the state more
efficient, customer service oriented, and fiscally accountable. I loved
working with the Governor and helped resolve issues that threatened
our community, such as getting state approval for local public school

My life in public service has been dedicated to creating safer and

SAN ANTONIO UNION SCHOOL DISTRICT

the State, shall San Antonio Union School District construct new school/support facilities, upgrade existing infrastructure, improve
student access to computers and modern technology, enhance safety/security, upgrade/replace outdated utility systems, acquire,
construct, repair classrooms and facilities/equipment by issuing $2,100,000 of bonds at legal rates, with independent citizens’
oversight, annual audits, and no money for administrative salaries?”
IMPARTIAL ANALYSIS BY COUNTY COUNSEL
SAN ANTONIO UNION SCHOOL DISTRICT BOND MEASURE A
The Board of Trustees of the San Antonio Union School (the “District”) has ordered an election to submit to the voters of the District a
measure to authorize the District to issue and sell bonds in an aggregate principal amount not exceeding Two Million One Hundred
Thousand Dollars ($2,100,000). A “yes” vote is a vote to authorize bonds to be issued and financed by ad valorem taxes levied annually
on real property in the District. A “no” vote is a vote against issuing the proposed bonds.
The Measure shall become effective as a matter of law upon the affirmative vote of at least fifty-five percent (55%) of those voters
voting on the Measure.
Resolution No. FEB-08-1516 adopted by the District Board of Trustees provides that the proceeds from the bonds may be used to pay
for certain improvements and enhancements to District education facilities, including but not limited to construction of new school
and support facilities, upgrading/repairing existing infrastructure, computers, security and safety systems/features, and repairing and
upgrading utility systems and equipment, all as set forth in greater detail in the Project List attached to the Resolution as Exhibits A
and B.
If the bond measure passes the resolution provides that: (1) the District Board shall establish an Independent District Citizens’
Oversight Committee to advise on the use of the bond proceeds, to monitor expenditures of said funds and to report its findings to
the public and the District Board; and, (2) the District Board shall cause to be conducted an annual independent performance audit
and an annual independent financial audit on the expenditure of Bond proceeds.
The resolution is silent or does not specify the following: (1) the mechanism and restrictions on a legally required separate account for
deposit of proceeds of the sale of the bonds; (2) the interest rate or rates to be utilized/set per year per $100,000 of taxable property
in the District; and, (3) the maturity/length of any bond or bonds. The property tax rate on real property within the District has not
been specified but is currently estimated to be $0.03 per $100 ($30 per $100,000) for fiscal year 2016/2017; it may be modified in an
amount as permitted by law for the period necessary to pay off the bonds, as permitted by Section 1 of Article XIIIA of the California
Constitution.
The percentage increase in the real property tax may vary from year to year, depending on the amount of the bond debt that is paid
during that year, the total assessed value of all real property within the District, and the bond market at the time of each bond sale,
among other factors. Estimated tax rates that would be required to be levied to fund the bond issues are set forth in the Tax Rate
Statement prepared by the District’s Financial Advisor and printed in the ballot pamphlet.

BOND MEASURE ELECTION JUNE 7, 2016
The following is the full proposition presented to the voters by the San Antonio Union School District.
“To upgrade/renovate classrooms and school facilities and improve the quality of education with funding that cannot be taken by
the State, shall San Antonio Union School District construct new school/support facilities, upgrade existing infrastructure, improve
student access to computers and modern technology, enhance safety/security, upgrade/replace outdated utility systems, acquire,
construct, repair classrooms and facilities/equipment by issuing $2,100,000 of bonds at legal rates, with independent citizens’
oversight, annual audits, and no money for administrative salaries?”
PROJECT LIST
The Board of Trustees (“Board”) of the San Antonio Union School District is committed to providing a quality education by improving
and ensuring the safety and security of all students. To that end, the Board received input from teachers, staff and the community
and evaluated the District’s urgent and critical facility needs, including safety issues, class size reduction, computer and information
technology, and prepared a facility needs assessment in developing the scope of projects to be funded. The Project List includes the
following types of upgrades and improvements throughout the District:
Renovation, Repair and Upgrade Projects
Goal and Purpose: San Antonio Elementary School needs significant repairs. This measure will fix aging classrooms,
bathrooms, and leaky roofs, and replace outdated security systems, fire alarms and sprinklers so children can learn in safe,
healthy classrooms.
• Modernize or construct classrooms, science and computer labs, and school facilities.
• Replace or repair deteriorating pipes, plumbing and sewer systems and leaky roofs.
• Repair aging classrooms, bathrooms and school buildings.
• Provide improved, up-to-date technology infrastructure.
• Replace old deteriorating portable classrooms.
• Replace or repair outdated heating, ventilation and air-conditioning systems.
• Upgrade outdated electrical and energy management systems.
• Renovate or expand multi-purpose rooms/cafeterias to accommodate more students.
• Provide better access for disabled students.
• Renovate libraries, construct gyms and upgrade play fields.
Improve Student Safety and Security Projects
Goal and Purpose: The District needs to upgrade elementary and middle school security to keep children and teachers
safe. This measure funds the construction of safety facilities, upgrades to fire alarms and sprinklers, and up-to-date security
systems to prevent intruders from entering campuses and improves security and communication systems for emergency
school lockdowns.
• Upgrade perimeter fencing, fire alarms, sprinklers and fire safety systems for improved student safety.
• Upgrade emergency communication and closed circuit security systems to improve student and staff safety.
• Retrofit schools to meet earthquake safety standards.
• Improve safety at student pick-up and drop-off areas.
• Replace outdated portable classrooms.
• Construct comprehensive outdoor shade structure to protect students.

To Provide a 21st Century Education
Goal and Purpose: This measure will ensure that all students get access to computers and the instructional technology in
the classroom they need. It will fix outdated electrical wiring, improve science and computer labs and improve access to

engineering, and similar planning costs, program management, staff training expenses and a customary contingency, and escalation
for unforeseen design and construction costs. In addition to the listed projects stated above, the Project List also includes the payment
of the costs of preparation of all facility planning, facility assessment reviews and master plans, environmental studies, construction
documentation, inspection and permit fees, and temporary housing of dislocated District activities caused by bond projects. The
upgrading of technology infrastructure includes, but is not limited to, servers, switches, routers, modules, computers, district-wide
computer labs upgrades, smart boards, cameras, sound projection systems, wiring every classroom for internet connectivity, wireless
networks, wireless access points and controllers, portable interface devices, mobile device management systems, printers, upgraded
voice-over-IP, phone systems, call manager and network security/firewall, and other miscellaneous equipment. The repair and
improvement of school facilities includes constructing, upgrading, repairing or installing of school site parking, campus accessibility,
utilities, playground equipment, hard court surfaces, general site paving, learning walls, tack boards, cabinets, tutoring rooms, restrooms,
lighting, water heaters, boilers, walkway covers and casework, signage, fire sensors, outdated heating and air conditioning systems,
multipurpose rooms used for after-school programs, assemblies, sports, performing arts and serving meals, playgrounds, play fields
including turf, food service facilities, enlarging, upgrading or building media/library centers, kitchens and lunch shelters, site classrooms
and administration buildings, staff lounges; constructing or upgrading child care facilities; reconfiguring parking lots and drop off/
pick up zones to improve student safety; upgrading electrical wiring; renovating and painting interior and exterior building surfaces to
extend their useful life; improving security, installing safety and communication systems and equipment, windows and floor coverings
(including tiles and carpeting); building or upgrading irrigation systems; and making improvements and acquiring furnishings and/or
other electronic equipment and systems. The allocation of bond proceeds may be affected by the District’s receipt of State matching
funds and the final costs of each project. The budget for each project is an estimate and may be affected by factors beyond the District’s
control. Some projects throughout the District may be undertaken as joint use projects in cooperation with other local public or nonprofit agencies. The final cost of each project will be determined as plans are finalized, construction bids are awarded and projects are
completed. Based on the final costs of each project, certain of the projects described above may be delayed or may not be completed.
Demolition of existing facilities and reconstruction of facilities scheduled for repair and upgrade may occur if the Board determines that
such an approach would be more cost-effective in creating enhanced and operationally efficient campuses. Necessary site preparation/
restoration and landscaping may occur in connection with new construction, renovation or remodeling, or installation or removal of
relocatable classrooms, including ingress and egress, removing, replacing, or installing irrigation, utility lines, trees and landscaping,
redirecting fire access, and acquiring any necessary easements, licenses, or rights of way to the property.
Bond proceeds shall be expended only for the specific purposes identified herein. Proceeds of the bonds may be used to pay or
reimburse the District for the cost of District staff when performing work on or necessary and incidental to the bond projects. The
District shall create an account into which proceeds of the bonds shall be deposited and comply with the reporting requirements of
Government Code § 53410.
Fiscal Accountability: In accordance with education code section 15272, the Board of TRUSTEES will appoint a citizens’ oversight
committee and conduct annual independent audits to assure that funds are spent only on district projects and for no other purpose.
The expenditure of bond money on these projects is subject to stringent financial accountability requirements. By law, performance
and financial audits will be performed annually, and all bond expenditures will be monitored by an independent citizens’ oversight
committee to ensure that funds are spent as promised and specified. The citizens’ oversight committee must include, among others,
representation of a bona fide taxpayers association, a business organization and a senior citizens organization. No district employees
or vendors are allowed to serve on the citizens’ oversight committee.
No Administrator Salaries: Proceeds from the sale of the bonds authorized by this proposition shall be used only for the acquisition,
construction, reconstruction, rehabilitation, or replacement of school facilities, including the furnishing and equipping of school
facilities, and not for any other purpose, including teacher and school administrator salaries and other operating expenses. Bond
funds shall not be temporarily transferred to the District’s general fund for administrative purposes.

An election will be held in the San Antonio Union School District (the “District”) on June 7, 2016 to authorize the sale of up to
$2,100,000 in general obligation bonds. The following information is submitted in compliance with Sections 9400-9404 of the
California Elections Code.
1. The best estimate of the tax rate that would be required to fund this bond issue during the first fiscal year after the sale of the first
series of bonds, based on estimated assessed valuations available at the time of filing of this statement, is $.0300 per $100 ($30.00 per
$100,000) of assessed valuation in fiscal year 2016-17.
2. The best estimate of the tax rate that would be required to fund this bond issue during the first fiscal year after the sale of the last

needs of the District. Actual assessed valuations will depend upon the amount and value of taxable property within the District as
determined in the assessment and the equalization process.

San Antonio School is one of the most important assets in our community and should be our number one priority. From higher
achieving students, to greater neighborhood safety and improved property values, quality schools make a difference. Our teachers
and staff do their best in educating our children, but many classrooms and school facilities in the San Antonio Union School District
are old and inadequate to provide students with the school facilities they need to succeed.
Our children need your YES vote on Measure A! Although our school has been well maintained over the years, aging classrooms and
facilities must be upgraded since many do not meet 21st century standards. A school improvement measure would allow the District
to improve the quality of education provided to local children. By investing in our school, we can meet today’s safety, technological,
and educational standards and better our community.
Measure A will improve San Antonio School by:

Seis partidos políticos llevarán a cabo Elecciones Primarias Presidenciales:

Si usted está inscrito en uno de estos partidos, su boleta electoral incluirá a los candidatos que

Como hija de trabajadores agrícolas, crecí entendiendo el esfuerzo que
hacía mi familia todos los días para llegar a fin de mes. Es la historia de
muchas de las familias en toda la región. Soy la primera de mi familia que
se graduó del colegio, obtuve un título de licenciada y una maestría, y soy
candidata a un Doctorado en la UC Santa Cruz.
Mi vida en el servicio público ha sido dedicada a crear comunidades
más seguras y saludables mediante el trabajo con los jóvenes en riesgo,
el desarrollo de liderazgo y los programas extracurriculares, así como el
trabajo como educadora en la CSU Monterey Bay.
En el gobierno local, he sido una voz efectiva para las familias
trabajadoras. Como alcaldesa, amplié los programas de prevención para
los jóvenes, y fortalecí la policía, los bomberos y los servicios de respuesta
ante emergencias. Continúo defendiendo fuertemente las viviendas

“¿Ha el Distrito Escolar Unido de San Antonio de construir nuevas instalaciones escolares/de apoyo, modernizar la infraestructura
existente, mejorar el acceso de los estudiantes a tecnología moderna y a computadoras, mejorar la seguridad/protección, modernizar/
reemplazar sistemas anticuados de servicios públicos, adquirir, construir, reparar aulas e instalaciones/equipo, mediante la emisión
de $2,100,000 en bonos a las tasas de interés legales para actualizar/reparar aulas e instalaciones escolares y mejorar la calidad de la
educación con fondos que no puedan ser incautados por el estado; todo ello con un comité independiente de supervisión ciudadana,
auditorías anuales, y sin que se utilice porción alguna de los fondos para salarios del personal administrativo?”
ANÁLISIS IMPARCIAL POR EL ABOGADO DEL CONDADO
INICIATIVA DE LEY DE BONOS A DEL DISTRITO ESCOLAR UNIDO DE SAN ANTONIO
La Junta de Síndicos del Distrito Escolar Unido de San Antonio (el “Distrito”) ha ordenado una elección para presentar a los electores
del Distrito una iniciativa de ley para autorizar al Distrito a emitir y vender bonos en una suma total de capital que no exceda los Dos
Millones Cien Mil Dólares ($2,100,000). Un voto “sí” es un voto para autorizar que se emitan y financien bonos mediante impuestos
ad valorem gravados anualmente sobre la propiedad real del Distrito. Un voto “no” es un voto en contra de la emisión de los bonos
propuestos.
Esta Iniciativa de Ley entrará en vigencia como cuestión de derecho mediante el voto afirmativo de por lo menos el cincuenta y cinco
por ciento (55%) de quienes voten en la Iniciativa de Ley.
La Resolución No. FEB-08-1516 adoptada por la Junta de Síndicos del Distrito estipula que el producto de los bonos se puede utilizar
para pagar determinados mejoramientos y optimizaciones de establecimientos educativos del Distrito, incluidos, entre otros, la
construcción de nuevos establecimientos escolares y de apoyo, la modernización/reparación de la infraestructura existente, las
computadoras, los sistemas/funciones de seguridad, y la reparación y modernización de sistemas y equipos de servicios públicos,
todo según se establece con más detalle en la Lista del Proyecto adjunta a la Resolución como Anexos A y B.
Si se aprueba la iniciativa de ley de bonos la resolución dispone que: (1) la Junta del Distrito establecerá un Comité de Supervisión
Ciudadana Independiente del Distrito para aconsejar respecto del uso de los ingresos provenientes de bonos, monitorear los gastos
de dichos fondos e informar sus conclusiones al público y a la Junta del Distrito; y, (2) la Junta del Distrito hará que se lleve a cabo una
auditoría anual independiente sobre el desempeño y una auditoría anual financiera independiente sobre los gastos de los ingresos
provenientes de Bonos.
La resolución no indica o no especifica lo siguiente: (1) el mecanismo y las restricciones en una cuenta aparte requerida por ley para
el depósito de los ingresos provenientes de la venta de los bonos; (2) la tasa o tasas de interés que se utilizarán/establecerán por año
por cada $100,000 de propiedades sujetas a impuestos en el Distrito; y, (3) el vencimiento/duración de cualquier bono o bonos. La
tasa impositiva a la propiedad sobre propiedades reales dentro del Distrito no se ha especificado pero se estima actualmente que es
de $0.03 por cada $100 ($30 por cada $100,000) para el año fiscal 2016/2017; puede ser modificada en cualquier importe según lo
permita la ley por el período necesario para cancelar los bonos, según lo permita la Sección 1 del Artículo XIIIA de la Constitución de
California.
El aumento del porcentaje del impuesto sobre la propiedad real puede variar de un año a otro, dependiendo del importe de la deuda
de bonos que se pague durante ese año, del valor total tasado de toda la propiedad real dentro del Distrito, y del mercado de bonos
al momento de cada venta de bonos, entre otros factores. Las tasas impositivas estimadas que deberían gravarse para financiar
las emisiones de bonos están establecidas en la Declaración de la Tasa Impositiva preparada por el Asesor Financiero del Distrito e
impresas en el folleto de la boleta electoral.

INICIATIVA DE BONOS, 7 DE JUNIO DE 2016
A continuación, se incluye en su totalidad la propuesta presentada al electorado del Distrito Escolar Unido de San Antonio.
“¿Ha el Distrito Escolar Unido de San Antonio de construir nuevas instalaciones escolares/de apoyo, modernizar la infraestructura
existente, mejorar el acceso de los estudiantes a tecnología moderna y a computadoras, mejorar la seguridad/protección, modernizar/
reemplazar sistemas anticuados de servicios públicos, adquirir, construir, reparar aulas e instalaciones/equipo, mediante la emisión
de $2,100,000 en bonos a las tasas de interés legales para actualizar/reparar aulas e instalaciones escolares y mejorar la calidad de la

LISTA DE PROYECTOS
La Junta de Fideicomisarios Síndicos (la “Junta”) del Distrito Escolar Unido de San Antonio está consagrada a brindar una excelente
educación al mejorar y garantizar la seguridad y la protección de todos los estudiantes. Con este fin, la junta administrativa obtuvo
la aportación de los maestros, el personal y la comunidad y evaluó las necesidades urgentes y las instalaciones críticas del Distrito,
incluidos los asuntos de seguridad, la reducción del tamaño de las clases y la tecnología informática y de computadoras; y preparó
una evaluación de las necesidades de las instalaciones al determinar la envergadura de los proyectos que se han de financiar. La lista
de proyectos incluye los siguientes tipos de actualizaciones y mejoras en todo el distrito:
Proyectos de renovación, reparación y modernización
Objetivo y propósito: San Antonio Elementary School necesita reparaciones considerables. Esta iniciativa reparará aulas
anticuadas, baños y techos con goteras, y reemplazará rociadores, alarmas contra incendios y sistemas de seguridad
obsoletos de modo que los estudiantes puedan aprender en aulas con un ambiente sano y seguro.
• Modernizar o construir aulas, laboratorios de informática y ciencias, e instalaciones escolares.
• Reemplazar o reparar tuberías, fontanería y sistemas de alcantarillado deteriorados y techos con goteras.
• Reparar aulas, baños y edificios escolares anticuados.
• Proporcionar infraestructura tecnológica optimizada y actualizada.
• Reemplazar aulas móviles viejas y en deterioro.
• Reemplazar o reparar sistemas obsoletos de calefacción, ventilación y aire acondicionado.
• Modernizar sistemas obsoletos de electricidad y de gestión de energía.
• Renovar o expandir salones multiusos/cafeterías para albergar más estudiantes.
• Proporcionar mejor acceso para los estudiantes discapacitados.
• Renovar bibliotecas, construir gimnasios y modernizar los campos de juego.
Proyectos para mejorar la seguridad y la protección de los estudiantes
Objetivo y propósito: El Distrito tiene que mejorar la seguridad de la escuela primaria e intermedia para mantener seguros
a los estudiantes y a los maestros. Esta iniciativa financia la construcción de instalaciones de seguridad, la actualización de
alarmas contra incendios y rociadores, y la modernización de sistemas de seguridad para evitar la entrada de intrusos a los
planteles, y mejora los sistemas de seguridad y comunicación en caso de cierre de emergencia de la escuela.
• Modernizar el cercado exterior, las alarmas contra incendio, los rociadores y los sistemas de seguridad contra incendios para
mayor protección del estudiante.
• Actualizar los sistemas de comunicación para emergencias y los sistemas de seguridad de circuito cerrado para mejorar la
protección de los estudiantes y el personal.
• Acondicionar las escuelas para cumplir con las normas de seguridad antisísmica.
• Mejorar la seguridad en las zonas para dejar y recoger a los estudiantes.

• Reemplazar aulas móviles obsoletas.
• Construir una estructura amplia de sombra al aire libre para proteger a los estudiantes.
Proyectos de tecnología didáctica y canalización eléctrica
Para brindar educación del siglo XXI
Objetivo y propósito: Esta iniciativa garantizará que todos los estudiantes tengan acceso a las computadoras y a la
tecnología didáctica que necesitan en las aulas. Reparará la canalización eléctrica obsoleta, mejorará los laboratorios de
ciencias e informática y aumentará el acceso a computadoras.
• Proveer tecnología didáctica para los estudiantes.
• Actualizar la canalización eléctrica y la tecnología en las aulas.
• Modernizar los laboratorios de ciencias e informática.
• Construir aulas de ciencias, tecnología, ingeniería y matemáticas.

Se terminarán los proyectos de la lista según sea necesario. Se supone que cada proyecto incluirá su porción de los costos de
mobiliario, equipo, arquitectura, ingeniería y demás costos similares de planificación, administración de programas, gastos de
capacitación de personal, y los habituales fondos de previsión y reajuste para gastos imprevistos de diseño y construcción. Además
de los proyectos arriba mencionados, la lista de proyectos también incluye el pago de los costos de preparación de los anteproyectos
de las instalaciones, análisis de la valoración y planes maestros de las instalaciones, estudios ambientales, documentación de la
construcción, cargos de permisos e inspecciones, y la reubicación provisional de las actividades del distrito debido a los proyectos
de los bonos. La modernización de la infraestructura tecnológica incluye, entre otros, servidores, conmutadores, enrutadores,
módulos, computadoras, actualización de los laboratorios de informática en todo el distrito, pizarras interactivas, cámaras,
sistemas de proyección de sonido, instalación de cableado en todas las aulas para conectividad con la Internet, redes inalámbricas,
controladores y puntos de acceso inalámbricos, dispositivos de interfaz portátiles, sistemas de gestión de dispositivos móviles,
impresoras, actualización de voz sobre IP, sistemas de telefonía, gestor de llamadas y seguridad de la red o firewall y demás equipos
misceláneos. La reparación y mejora de las instalaciones escolares incluye la construcción, la modernización, la reparación o la
instalación de estacionamientos, accesibilidad a los planteles, servicios públicos, equipo de patios de recreo, canchas de superficie
dura, pavimentación general de la zona, murales de aprendizaje, tableros de corcho, gabinetes, salones de tutoría, baños, alumbrado,
calentadores de agua, calderas, cubiertas y armazones de las sendas peatonales, señalización, detectores de incendio, sistemas
obsoletos de calefacción y aire acondicionado, salones multiusos utilizados para programas extracurriculares, asambleas, deportes,
artes escénicas y servicio de comidas, patios de recreo, campos de juego incluyendo el césped, instalaciones de servicios de
alimentos, la ampliación, la modernización o la construcción de mediatecas/bibliotecas, cocinas y cobertizos para el almuerzo, aulas
y edificios administrativos, salas de personal; construcción o modernización de instalaciones de guardería; reconfiguración de áreas
de estacionamiento y zonas de bajada/recogida de estudiantes para mejorar la seguridad del estudiantado; modernización de la
canalización eléctrica; renovación y pintura de las superficies interiores y exteriores de los edificios para extender su vida útil; mejora
de la seguridad, instalación de equipo y sistemas de seguridad y comunicaciones, ventanas y revestimiento de pisos (incluyendo
baldosas y alfombrado); construcción o modernización de sistemas de riego; y mejoras y adquisición de mobiliario y otros equipos
o sistemas electrónicos. La asignación de los fondos procedentes de los bonos se podría ver afectada por la obtención por parte
del Distrito de fondos de contrapartida estatales y por los costos finales de cada proyecto. El presupuesto de cada proyecto es una
estimación y puede verse afectado por circunstancias ajenas al control del Distrito. Algunos de los proyectos del Distrito se pueden
acometer como proyectos de uso común, en cooperación con otras entidades locales públicas o sin fines de lucro. Se determinará
el costo total de cada proyecto una vez se finalicen los planos, se adjudiquen las licitaciones de los contratos de obras y se finalicen
los proyectos. Es posible que sea necesario demorar o dejar sin terminar algunos de los proyectos arriba descritos debido a los
costos finales de cada proyecto. Pueden ser necesarias la demolición de instalaciones y la reconstrucción de instalaciones cuya
reparación y modernización se haya previsto si la Junta determina que ello sería más eficaz en función de los costos al crear planteles
mejores y de más eficiente funcionamiento. Puede ser necesario preparar/restaurar el terreno y realizar obras de paisajismo debido
a la construcción, renovación o remodelación, o a la instalación o traslado de las aulas móviles, incluidas las salidas y entradas,
la eliminación, el reemplazo o la instalación de dispositivos de riego, cables para los servicios públicos, árboles y jardinería, la
reorientación del acceso en caso de incendio, y la adquisición de las servidumbres, licencias o derechos de paso a la propiedad que
sean necesarios.
Se emplearán los ingresos de los bonos únicamente con los fines específicos aquí descritos. Los ingresos de los bonos podrán ser
utilizados para pagar o reembolsar los gastos del Distrito por concepto de personal cuando el personal trabaje en los proyectos o
realice tareas necesarias o conexas con los proyectos de los bonos. El Distrito creará una cuenta en la que se depositarán los ingresos

de los bonos y cumplirá con los requisitos en materia de informes de conformidad con la Sección §53410 del Código de Gobierno
(Government Code).

LOS INGRESOS DE LOS BONOS EN ESTOS PROYECTOS HA DE OBEDECER ESTRICTOS REQUISITOS DE RESPONSABILIDAD FISCAL.
DE CONFORMIDAD CON LAS LEYES, SE EFECTUARÁN ANUALMENTE AUDITORÍAS FINANCIERAS Y DE RENDIMIENTO Y UN COMITÉ
INDEPENDIENTE DE SUPERVISIÓN CIUDADANA VERIFICARÁ EL EMPLEO DE LOS INGRESOS PROVENIENTES DE LOS BONOS PARA
GARANTIZAR QUE SE UTILICE LOS FONDOS DE LA MANERA PROMETIDA Y ESPECIFICADA. EL COMITÉ SUPERVISOR DE CIUDADANOS
HA DE INCLUIR, ENTRE OTRAS, REPRESENTACIÓN DE UNA ASOCIACIÓN LEGÍTIMA DE CONTRIBUYENTES, UNA ORGANIZACIÓN
EMPRESARIAL Y UNA ORGANIZACIÓN DE CIUDADANOS MAYORES. NO SE PERMITE QUE LOS EMPLEADOS NI LOS PROVEEDORES DEL
DISTRITO PARTICIPEN EN EL COMITÉ DE SUPERVISIÓN CIUDADANA.
Exclusión de salarios administrativos: Las ganancias procedentes de la venta de bonos autorizada por esta propuesta deberán de ser
usadas únicamente para la adquisición, construcción, reconstrucción, rehabilitación o reemplazo de instalaciones escolares, incluidos
mobiliario y equipo para las instalaciones escolares. No se podrán emplear las ganancias de los bonos con ningún otro fin, incluidos
salarios de personal docente y administrativo ni ningún otro gasto de funcionamiento. No se transferirán los fondos de los bonos con
carácter temporal al fondo general del Distrito para propósitos administrativos.

DECLARACIÓN DE LA TASA IMPOSITIVA
Se celebrarán elecciones en el Distrito Escolar Unido de San Antonio (el “Distrito”) el día 7 de junio de 2016 con el fin de autorizar la
venta de un máximo de $2,100,000 en bonos de responsabilidad general. La siguiente información se provee de conformidad con los
artículos 9400-9404 del Código Electoral de California (California Elections Code).
1. La estimación óptima de la tasa impositiva necesaria para financiar la emisión de bonos durante el primer año fiscal posterior a la
venta de la primera serie de bonos, basada en la estimación de las valoraciones catastrales disponibles al momento de presentarse
esta declaración, es de $.0300 por cada $100 ($30.00 por cada $100,000) de valor catastral para el año fiscal 2016-17.
2. La estimación óptima de la tasa impositiva necesaria para financiar la emisión de bonos durante el primer año fiscal posterior a la
venta de la última serie de bonos, basada en la estimación de las valoraciones catastrales disponibles al momento de presentarse esta
declaración, es de $.0300 por cada $100 ($30.00 por cada $100,000) de valor catastral para el año fiscal 2016-17.
3. La estimación óptima de la tasa impositiva más alta necesaria para financiar la emisión de bonos, basada en la estimación de

ARGUMENTO A FAVOR DE LA INICIATIVA DE LEY A
La Escuela de San Antonio es uno de los recursos más valiosos de nuestra comunidad y debería ser nuestra absoluta prioridad. Las
buenas escuelas hacen la diferencia desde un mejor aprovechamiento estudiantil hasta una mayor seguridad de los vecindarios y un
aumento en el valor de la propiedad. Nuestros maestros y personal ponen todo su empeño en la educación de nuestros estudiantes,
pero muchas de las aulas e instalaciones escolares del Distrito Escolar Unido de San Antonio son viejas, e inadecuadas para brindar a
los estudiantes las instalaciones escolares necesarias para triunfar.
¡Nuestros hijos necesitan que vote SÍ a la Iniciativa de ley A! A pesar de que nuestra escuela ha sido bien mantenida a lo largo de los
años, es necesario modernizar las anticuadas aulas e instalaciones ya que muchas de ellas no cumplen con las normas del siglo XXI.
Una iniciativa para la mejora de las instalaciones escolares permitiría al Distrito mejorar la calidad de la educación que se les brinda a
nuestros estudiantes. Al invertir en nuestra escuela, podemos cumplir con las normas actuales de seguridad, tecnología y educación,
y mejorar nuestra comunidad.
La Iniciativa de Ley A mejorará la Escuela San Antonio al:

Mejorar el acceso de los estudiantes a computadoras y a tecnología moderna

Modernizar baños, aulas e instalaciones escolares anticuados

Efectuar mejoras de sanidad, seguridad y accesibilidad para discapacitados

La Iniciativa de Ley A tiene sentido desde el punto de vista financiero y protege a los contribuyentes.
