El ciberespacio ha sido objeto de confrontación, de forma más o menos soterrada,
desde principios de la década de los noventa. No resulta descabellado suponer que
prácticamente la totalidad de los conflictos
venideros se iniciarán, e incluso finalizarán,
en él. El ciberespacio tiene características
únicas que lo convierten en uno de los vectores principales de la guerra híbrida.
Cyberspace has been, more or less covertly,
a confrontation arena for nations since the
early 1990’s. It would not be preposterous to
assume that almost the total amount of future conflicts will not only start, but even might
end on it. Cyberspace, due to its unique characteristics, is also one of the main vectors
for hybrid warfare.
En la actualidad, casi todas las naciones
avanzadas ya cuentan con unidades especializadas para operar en el quinto dominio.
En este complejo entorno es en el que opera cada día el Mando Conjunto de Ciberdefensa (MCCD), entre cuyos cometidos
se encuentra, al igual que se hace con los
espacios aéreos y marítimos de soberanía,
la vigilancia permanente del ciberespacio
de responsabilidad.
La cooperación, identificada como factor
clave en la Estrategia Nacional de Ciberseguridad, es una de las señas de identidad
del MCCD desde el mismo momento de su
creación. Cooperación no sólo en el ámbito del Ministerio de Defensa, sino también
en su dimensión nacional e internacional,
con organismos públicos y privados, empresas, investigadores y universidades.
El MCCD organiza las Jornadas de Ciberdefensa 2016 “Operaciones Militares en
el Ciberespacio” entre los días 23 y 26 de
mayo en Kinépolis Madrid (Ciudad de la

del estado del arte en todas las dimensiones de la ciberseguridad, entorno para la

Nowadays, most developed nations have
specific units able to operate in cyberspace,
already acknowledged as the fifth domain of
military operations. This is the daily working
environment of the Spanish Cyber Defence
Joint Command (Mando Conjunto de Ciberdefensa, or MCCD in Spanish). With its
assigned duties, the MCCD -or ESP CYBERCOM hereafter- is responsible for the permanent surveillance of cyberspace; in the
same way as it is performed with the air and
naval spaces.
Cooperation , identified as a key factor in the
Spanish National Cybersecurity Strategy, has
been one of the ESP CYBERCOM identity signs
since its creation in 2013. This cooperation
trascends the Ministry of Defence level,
extending to private and public organisms,
key technological enterprises, researchers
and Academia, with national and international
scope.
That is the reason why the ESP CYBERCOM
organises the 2016 Cyber Defence Symposium “Military Operations in Cyberspace”
(JCD 2016 “CYBERMILOPS”).

Spain, at Kinépolis Madrid (Ciudad de la
Imagen) from May 23rd - 26th, being its

En las Jornadas se darán cita destacados
representantes de la ciberdefensa a nivel
mundial y en la audiencia habrá una amplia
representación nacional e internacional.
Las Jornadas constituirán por lo tanto un
foro privilegiado para el conocimiento mutuo y establecimiento de relaciones.
Las Jornadas de ciberdefensa se enmarcan
en las actividades previas a la celebración
del Día de las Fuerzas Armadas, poniendo
de manifiesto la voluntad y vocación participativa de la Defensa Nacional para el bien
común.

main purpose to create an open forum for
exposition and debate concerning the state
of the art of Cyber Defence, focusing on
military operations. JCD 2016 “CYBERMILOPS” also aims to creating a platform for
networking and shared knowledge, to
encourage new opportunities for cooperation at national and international levels.
Our intent is to host a unique and distinctive
event around Cyber Defence. Recent experiences and lessons learned from the last international and national operations are going
to be shared. New matters of common interest, such as how to integrate Cyber Defence concepts into the operational planning
process or the potential impact of cyber-attacks to critical infrastructures and operators in National Security will also be discussed. We will dedicate a special attention
to the legal aspects in relation to military
operations in cyberspace as well.
We will have worldwide relevant speakers on
Cyber Defence and expect international and
national distinguished attendants, trying to
constitute a privileged forum for all the key
stakeholders to communicate and make connections, to leverage confidence and boost
cooperation.
JCD 2016 “CYBERMILOPS” will also be part of
the preliminary activities of the Celebration
of the Day of the Spanish Armed Forces,
as another testimony of will and contribution
that National Defence provides to security
and welfare of our society.

PROGRAMME
Durante las Jornadas se pretende explorar las técnicas, tácticas y procedimientos
que se están utilizando en las operaciones
militares en el ciberespacio, así como compartir experiencias y lecciones aprendidas
de operaciones recientes a nivel nacional
e internacional. También se abordará cómo
afrontar el reto de la integración de la ciberdefensa en el proceso de planeamiento
operativo, a fin de alcanzar un nivel adecuado de coordinación y sincronización con
el resto de acciones militares convencionales y de influencia.
El papel de la ciberdefensa ante el potencial impacto en la Seguridad Nacional de
ataques a operadores e infraestructuras
críticos constituirá otro punto destacado
de la agenda, para lo que se contará con
destacados ponentes del sector.
Las Jornadas dedicarán una atención especial a los aspectos legales del ciberespacio.
La próxima publicación de la segunda edición del Manual de Tallín sobre Derecho Internacional Aplicable a la Ciberguerra (Manual de Tallín 2.0) permitirá la exposición
y debate por prestigiosos juristas sobre lo
último en restricciones legales y reglas de
enfrentamiento aplicables a operaciones
de ciberdefensa. Igualmente, representantes de las principales organizaciones de
seguridad y defensa a nivel internacional y
nacional abordarán su dimensión estratégica y proporcionarán una visión actualizada del estado de las principales iniciativas,
normas y proyectos.
El MCCD dedica una parte importante de
sus esfuerzos a la colaboración con la industria y con la universidad para fomentar
la investigación, el desarrollo y la innovación, así como la formación avanzada en
ciberseguridad. Esta colaboración se materializa en la presencia del Mando en diversos proyectos a nivel internacional y
nacional, y su participación en numerosos
convenios de carácter tecnológico y docente, que también se expondrán en las
Jornadas. La universidad y principales empresas del sector tendrán una participación
destacada en las Jornadas, presentando y
promocionando sus soluciones y brindando
su patrocinio.
During this event, our intention is to
explore the techniques, tactics, and
procedures which are currently being used
in cyberspace military operations, while
sharing experiences and lessons learned
from recent national and international
operations. We will also address the
challenge of integrating Cyber Defence
in the operational planning process,
in order to reach an adequate level of
coordination and synchronisation with the
rest of conventional and influence-oriented
military actions.
The role of Cyber Defence on National Security when facing the potential impact of
attacks to critical operators and infrastructures will represent another key point in our
agenda, with the participation of relevant
speakers on this subject.
The Symposium will devote a special attention to legal aspects of cyberspace.
The next publication of Tallinn Manual
on International Law Applicable to Cyber
Warfare (Tallinn Manual 2.0) will encourage presentations and debate by influential
law practitioners about the latest on legal
restrictions and rules of engagement in Cyber Defence military operations. Likewise,
representatives from the main national and
international organisations of security and
defence will address its strategic dimension, providing an updated perspective of
the main initiatives, regulations, and projects.
The Spanish Cyber Defence Joint Command
dedicates important efforts towards collaboration with industry and Academia, to
foster research, development, and innovation, as well as advanced education on
cybersecurity. This partnership reflects on
our presence in a number of national and
international projects, and in the ESP CYBERCOM participation in numerous agreements of technological and educational
nature. They will also be presented during
the Symposium. Therefore, Academia and
the main firms in the sector will also have
a prominent participation, presenting and
promoting their solutions and providing
their sponsorship for the event.
