Notice is hereby given that the polling places listed below will open from 7:00 am
to 7:00 pm on May 7, 2016, for voting in a general election to elect Jackson
County Hospital District Board Director Precinct 1 Position 2, Jackson County
Hospital District Board Director Precinct 2 Position 2, Jackson County Hospital

These notices shall satisfy two
separate but related procedural requirements for activities to be undertaken by the
City of LaWard.
REQUEST FOR RELEASE
OF FUNDS

Legals
On or about April 30, 2016 the
City of LaWard will submit a
request to the Texas Department of Agriculture for the release of Texas Community
Development Block Grant Program funds under Title I of the
Housing and Community Development Fund Act of 1974,
as amended, to undertake a
project known as water and
sewer improvements for the
purpose of replacing/upgrading water and sewer lines, installing new water and sewer
services and rehabilitating lift
stations. The Water projects
will be completed along Refugio Avenue from Waco Avenue to a point between San
Marcus Avenue and Espirita
Avenue, Houston Avenue from
Refugio Avenue to North to
end and Washington Avenue
from Industrial Avenue to
State Highway 172. The
Sewer projects and rehabilitation of single-unit sewer
services will be completed
along Waco Street from Rio
Grande Avenue to Refugio
Street, Houston Street from
Refugio Street to North to
end, and San Marcos Street
from Refugio Street to South
to end. The environmental
was conducted utilizing the
city limit boundaries of the City
since most of the work being
completed will benefit all residents of the City of LaWard.
Project funding includes
$275,000 of grant funding and
$13,750 of city funds.
FINDING OF NO
SIGNIFICANT IMPACT
The City of LaWard has determined that the project will
have no significant impact on
the human environment.
Therefore, an Environmental
Impact Statement under the
National Environmental Policy
Act of 1969 (NEPA) is not required. Additional project information is contained in the
Environmental Review Record
(ERR) on file at the City of
LaWard, (Volunteer Fire Department Building) 13041
State Highway 172, LaWard,
Texas 77970. Anyone wishing
to examine the ERR or obtain
copies can contact the Mayor
at (361) 781-2929 between
the hours of 9 a.m. and 4 p.m.,
Monday thru Friday.
PUBLIC COMMENTS
Any individual, group, or
agency may submit written
comments on the ERR to the
City of LaWard, P.O. Box 178,
LaWard, Texas 77970. All
comments received by 5:00
p.m. on Friday, April 29, 2016
will be considered by the City
of LaWard prior to authorizing
submission of a request for release of funds. Comments
should specify which Notice
they are addressing.
ENVIRONMENTAL
CERTIFICATION
The City of LaWard certifies to
the Texas Department of Agriculture (TDA) that William R.
Koch in his capacity as Mayor
consents to accept the jurisdiction of the Federal Courts if
an action is brought to enforce
responsibilities in relation to
the environmental review
process and that these responsibilities have been satisfied. TDA’s approval of the
certification satisfies its responsibilities under NEPA and
related laws and authorities
and allows the City of LaWard
to use Program funds.
OBJECTIONS TO
RELEASE OF FUNDS
TDA will accept objections to
its release of fund and the City
of LaWard’s certification for a
period of fifteen days following
the anticipated submission
date or its actual receipt of the
request (whichever is later)
only if they are on one of the
following bases: (a) the certification was not executed by
the Certifying Officer of the
City of LaWard; (b) the City of
LaWard has omitted a step or
failed to make a decision or
finding required by HUD regulations at 24 CFR part 58; (c)
the grant recipient or other
participants in the development process have committed
funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before
approval of a release of funds
by TDA; or (d) another Federal
agency acting pursuant to 40
CFR Part 1504 has submitted
a written finding that the project is unsatisfactory from the
standpoint of environmental
quality. Objections must be
prepared and submitted in accordance with the required
procedures (24 CFR Part 58,
Sec. 58.76) and shall be addressed to TDA at P.O. Box
12847,
Austin,
Texas
78711-2847. Potential objectors should contact TDA to
verify the actual last day of the
objection period
