The New York City Hispanic Chamber of
Commerce (NYCHCC) celebrated its 10th
Annual Women in Business Luncheon on
Wed., Mar. 23rd at Tosca Marquee in the
Bronx.
This year, ﬁve Latina women were
honored for their business achievements
and community contributions: Miriam
Collado, President of C-Town Supermarkets;
Mercedes Eggleton-García, Vice President of
Global Community Relations for MasterCard
Worldwide; Alicia Guevara, Executive
Director of Year Up; Flora Ramos, Director
of Community Relations at Tishman
Construction Corporation; and Shirley
Velásquez, Director of Content for Latina
Magazine.

they are women who are actually making
a huge difference in our community,” said

way that a Year Up young adult does. Just
doesn’t happen,” said Guevara. “No one gives
an introduction with the conﬁdence that one
of our young adults does.”
Velásquez, who oversees the content for
Latina magazine and associated websites
Latina.com and The Latin Kitchen, said that
the stories of Latinas are often not presented
within the media.
“Our stories are largely untold, so to
come here and be honored is very exciting,”
Velásquez commented.
She said that the current political climate
makes it more important that Latinos assert

She said that she is impressed with the
number of new construction projects in the
Bronx and the overall economic growth in the
borough.
“We make sure to hire a lot of local
residents, especially women and minorities,
for our projects,” said Ramos, who
implemented a Minority and Women-Owned
Business Enterprise (MWBE) pilot program
at the construction ﬁrm.
As Year Up’s Executive Director, Bronx
native Alicia Guevara seeks to ensure that
opportunities are provided low-income youth
as they prepare for professional careers. The
organization provides participants a year-long
workforce development program, training
and enrichment resources.

Hill’s Glyndor Gallery, the “(Not So) Still
Life” exhibition presents novel ways that
contemporary artists are transforming the
still life genre to engage with modern culture.
The still life has remained popular since the
early Renaissance. Today, artists are creating
new variations by working in photography
and sculpture to conﬂate interior space with
landscape, or by using video and animation

that 21 locations in its health system have
been recognized by the Human Rights
Campaign Foundation for excellence in nondiscrimination training and commitment to
inclusive care for LGBTQ patients and their
families.
“We train our staff to have zero tolerance
for discrimination based on sexual
orientation and gender identity, and we
honor open visitation rights for all LGBTQ
patients,” said Dr. Ram Raju, President and
Chief Executive Ofﬁcer of NYC Health
+ Hospitals. “We will continue to provide
quality and affordable care to all New
Yorkers.”
The 21 network locations recognized by
the Human Rights Campaign include four
in the Bronx – NYC Health + Hospitals/
Jacobi; NYC Health + Hospitals/Lincoln;
NYC Health + Hospitals/North Central
Bronx; and NYC Health + Hospitals/Belvis,
a Gotham Health Center. Also recognized
were seven locations in Manhattan, six in
Brooklyn, two in Queens and one in Staten
Island.
The ﬁrst NYC Health + Hospitals facility
to earn the designation, in 2013, was NYC
Health + Hospitals/Metropolitan in East
Harlem, which houses the LGBT Health

I
mmigrants seeking opportunity
are too often being met by a
swindle.
With
more
than
a
half-million
undocumented immigrants residing in New
York City, there exists a high demand for
citizenship services.
This need, coupled with confusion over
the citizenship process, “creates a window
of opportunity for scammers,” argued Phyllis
Coven, District Director of New York’s
ofﬁce of United States Citizenship and
Immigration Services (USCIS), the agency
that coordinates immigration beneﬁts.
Coven said that the scamming of immigrants
is rampant in New York City, yet many victims
fail to report it due to embarrassment or fear of
deportation.
In an effort to increase awareness of
immigration scams, USCIS partnered with
the Center for Community and Ethnic Media
(CCEM) to conduct a panel discussion at the
CUNY Graduate School of Journalism this
past Thurs., March 24.
In addition to Coven, the panel
included Mayerling Rivera, Co-Director of
the Manhattan District Attorney Ofﬁce’s
Immigrant Affairs Program, and Camille
Mackler, Director of Legal Initiatives for the
New York Immigration Coalition (NYIC).
The discussion was moderated by Jehangir

“Immigrants are the most vulnerable to
crime, but also the most reluctant to report
crime,” Rivera stated.
Most fraud perpetrators are from the same
community and speak the same language as
the victims, she said, making the scammers
seem trustworthy.
The panel cited some of the most common
scams: someone demanding cash for help
with immigration services, misrepresenting
themselves to give legal advice, or charging
money to provide immigration forms that
are typically available for free.
Coven explained that apprehension over
the U.S. legal and immigration systems and
unfamiliarity with the English language leave
immigrants more susceptible to fraud — and
fear about revealing immigration status makes
them hesitant to report being victimized.
Yet immigration status is a non-factor
when contacting or ﬁling a complaint with the
District Attorney’s ofﬁce, said Rivera, who
urged immigrants to come forward and report
suspected fraud.
“Because of your immigration status, you
should not be an easy victim for people,”
Rivera said. “Someone who is undocumented
should feel just as comfortable coming to us as
someone who is an American citizen.”
“Even if you’re not a victim yourself, if you
know something is going on in the community,
report it,” added Mackler. “We need people to
call.”
Rivera provided examples of scam artists
prosecuted by her ofﬁce, including a man who
worked out of his car in Washington Heights,
posing as an immigration ofﬁcial.
“He actually had a gun and a fake badge,
and he told people if they didn’t pay him
money, they would be deported,” Rivera said.
“He was sentenced to six years in prison.”
Coven said that some scammers will even
create fake websites to make themselves
appear more legitimate, mimicking web
addresses of USCIS or other government
agencies.
She provided tips for immigrants to avoid
scammers, including not paying cash to
someone for immigration assistance, never
giving payment or personal information over
the phone, and making sure that websites end
with a “.gov” domain extension.
Coven stressed that USCIS does not make
phone calls regarding immigration cases or to
ask for money regarding forms or services.

Making

with CAPP

T
he number of reported child
abuse cases is on the rise
in the United States — in 2013,
an estimated 3.5 million cases
of abuse were documented
nationwide, with many cases
proving fatal.
In New York State in the same year, 107
children died from physical abuse suffered at
the hands of an adult.
The New York Foundling (Foundling), a
social services organization founded in 1869,
is working to ensure that more abuse cases
are reported early, so situations are addressed
before children are severely harmed.
The organization’s Child Abuse Prevention
Program (CAPP) is a series of workshops
held by Foundling administrators at New
York City schools to teach children directly
how to recognize signs of physical and sexual
abuse and report it.

about abuse and know the importance of
telling an adult, or perhaps a teacher or
guidance counselor if they experience any
abuse themselves,” said Leslie Schmerler,
Prevention Specialist and Program Manager
with The New York Foundling.
Last year, there were 231 CAPP workshops
held at city schools, for more than 20,000
students.
Following the workshops, children are able
to speak in private with a CAPP staffer if they
wish to discuss a potential abuse situation.
During the 2014-15 school year, these oneon-one interactions resulted in 194 reported
cases of child abuse, said Schmerler.

CAPP Prevention Specialists Kylie Brock and
Kerry Egger, who used puppets to tell stories
about “unsafe touching” and inform students
on what to do if they are being harmed.
The pair explained that many children think
it’s common to be spanked and tend to blame
themselves for getting hit by their parents.
“But if you’ve been hit and it leaves a
bruise, or you needed to go to the hospital, or
you have to lie about how you got hurt, that’s
a bad thing,” said Egger.

public schools throughout the ﬁve boroughs,

State and city legislators are seeking to
secure additional transit funding and greater
infrastructure investment for outer borough
residents.
Assemblymember Robert Rodríguez stood
under the 125th Street Metro North tracks at
Park Avenue in Harlem on Thurs., Mar. 24th,
to announce legislation that would generate
more than $12 billion to boost transportation
infrastructure and improve transit in
underserved areas.
If passed, the bill would redistribute the
cost of tolls throughout the city — slashing
the price of outerborough crossings — and
create a $4.5 billion Transit Gap Investment
Fund (TGIF) to expand public transit in
communities with inadequate service.

The legislation is based on a congestion
pricing plan developed by former city Trafﬁc
Commissioner “Gridlock” Sam Schwartz
and advocacy group Move NY. Schwartz and
Move NY have been touting the plan for more
than a year, but the new bill marks the ﬁrst
time it has been introduced into legislation.
“The plan will provide a steady and
signiﬁcant source of revenue for the MTA,
allow transit starved communities to fund
critical improvement projects and relieve
congestion,” Rodríguez said. “This gives us
an opportunity to think about how we expand
our MTA system.”
The proposal lowers tolls on outer borough
bridges that connect areas with less trafﬁc
and fewer transit options. Schwartz said that
tolls will be reduced on the Throgs Neck,
Whitestone, Henry Hudson, and Verrazano
bridges by up to 48 percent, while tolls would
be introduced on East River crossings such as
the Brooklyn, Manhattan and Williamsburg
bridges.
“We’ve opened a new chapter in this
campaign to bring a rational, equitable, and
fair tolling system and transit investment
program to New York City,” commented Alex
Matthiessen of Move NY.
“It is wonderful to see so many elected
ofﬁcials standing up for our infrastructure,”
added Schwartz, who referenced the recent
subway shutdown in the country’s capital.

The regular tax return

general, experts recommend

get it sooner.
Additional tip: If you think you need

hey’re going to hit the wall.
Children at the Bronx House community
center will soon be ascending toward a
healthier lifestyle — the site is constructing
an indoor rock-climbing wall to help youths
stay ﬁt.
The cost of building the rock wall, to
be set up in the center’s gymnasium, will
be supported by WellCare of New York, a
provider of government-sponsored managed
care services.

Bronx House with a $5,000 check on March
28 to create the wall and assist with other
ﬁtness-related activities.
They were joined by Deputy Bronx
Borough President Aurelia Greene and
several dozen children from Bronx House’s
afterschool program.
Leon Davis, Bronx House’s Director of
Child, Family and Camping Services, said
the center had hoped to create a climbing wall
after an obstacle course at its summer camp
proved popular.
“We wanted something more challenging,
and something that was unique for our
children,” said Davis.
The climbing wall, to be completed in the
fall, will feature two levels of difﬁculty so both
older and younger children can participate.
Greene, who said she used to attend Bronx
House programs as a child, noted that the
Bronx ranked last among the state’s 62
counties in terms of health.
“We are number 62, and that’s not good,”
she remarked.
Greene said that the children were part of
the generation that will improve that ranking.
“We are going to eat healthy, and we’re
going to exercise,” she said. “We don’t want
to be number 62 anymore.”
The Bronx House serves more than 15,000
local residents a year with sports, ﬁtness,
educational and arts programs. Its facility on
Pelham Parkway South features a swimming
pool, summer camp, afterschool program and

Time Out on Trump
Rabbi walks out on Republican
frontrunner

R
abbi David Paskin knew he
couldn’t stand for Donald
Trump.
So he walked out.
For months, Paskin watched as the
Republican frontrunner has held rallies in
which he felt the candidate did little to stop
the escalating levels of violence. In some
cases, Paskin felt that Trump even encouraged
aggressive behavior by telling his supporters
he would pay for their legal fees.
When Paskin realized that Trump
was scheduled to speak at the American
Israel Public Affairs Committee (AIPAC)
conference, the large pro-Israel gathering in
Washington, D.C., in late March, the rabbi
knew he had the chance to send a message.
“It scares me that someone who is as
plainspoken as he is and someone who is able
to connect so easily with people has used this
opportunity to really bring a terrible darkness
over the election cycle,” he said.
So when Trump took the stage in front of
20,000 people at the Verizon Center on March
22nd, Paskin kept his word and headed for the
exit.
Though he was followed by a couple of
hundred people he had rallied to his cause on
social media, the rabbi freely admitted that
they didn’t take that much attention away

remarks.
Trump delivered his speech with the help of
a teleprompter, an uncharacteristic choice for
the candidate known for speaking off the cuff,
and rallied the crowd to his side by toeing the
party line on support for Israel.
Still, because of the media attention Paskin
received building up to and after the summit,
with interviews ranging from CNN to the
Associated Press, he drew the ire of many
Trump supporters. He said he’s been receiving
a “tremendous amount of hate mail”
from those claiming that the Republican
frontrunner would be the “best candidate for
Israel.”
But Paskin said these critics were missing
the point.
“My protest is about the tenor of his
rhetoric,” insisted Paskin. “He can have the
same policies as he is proposing. He can have
the same ideas without tearing people apart.
Because tearing people apart is beginning to
tear our nation apart.”
He said this is what he was trying to
demonstrate when he quietly left the arena.
“When I walked out, I did so with respect,”
he said. “I didn’t disgrace him. I didn’t
embarrass him. I want him to do the same for
others.”
During his remarks, Trump focused largely
on criticizing relations with Iran, derided
the United Nations, and denounced the
Obama presidency and the diplomatic acts of
Secretary of State Clinton.

The Minimum is Moral
E
very year, the top hedge fund
managers make over a billion
dollars each for betting on the
stock market.
New York has more hedge funds and more
billionaires than any other state in the
country.
At the other end of the
spectrum
are
working
New Yorkers like Olivia
Djokoto, a Bronx homecare
worker. She works 12hour shifts at $10 an hour
taking care of elderly men
and women who need help
bathing, dressing, eating and
taking their medicine.
Olivia and her husband, Peter, who is also a
homecare aide, work in what has become one
of the fastest-growing jobs in New York.
Yet, Olivia and her family are mired in
poverty and struggling to put food on the table.
Her four children must rely on Medicaid for
their healthcare needs and every week brings
hard choices between food, clothes, utilities
and other basic necessities.
Olivia, a registered nurse in her native
country of Ghana, and thousands of other
homecare workers need a $15 minimum wage
to even come close to making ends meet. 56
percent of New York homecare workers are
forced to rely on public assistance, including
30 percent who are on food stamps.
“A $15 minimum wage would make a
tremendous difference to our family and all
homecare and healthcare workers,” she says.
“We dedicate our lives to caring for others,
and we just want to be able to care for our
families. Is that too much to ask?”
There are thousands of hospital,
clinic, nursing home and
pharmacy
workers
in
New York State who also
make around $10 an hour. In all, over
3 million working New Yorkers would
beneﬁt from the $15 minimum wage –
37 percent of the workforce. The
types of workers who make
less than $15 may surprise you.
The vast majority are adults
over the age of 25 who are working fulltime jobs, and they include nurse assistants,
childcare workers, airport workers, security
guards and even adjunct professors.
New York State has one of the highest
levels of economic inequality in the nation.
The poorest congressional district in the
country is in the South Bronx, where over
a third of the residents live in poverty. This
dangerously extreme inequality threatens our
bedrock values, drags down our economy
and undermines our democracy. The top
hedge fund manager in 2014 made over $3.5
million a day. Do hedge fund managers really
contribute that much more to society than

those who care for our children, parents and
grandparents?
No one who works hard and contributes
productively to society should be trapped in
poverty. That is why 62% of New Yorkers
support Governor Cuomo’s proposal to
gradually raise the minimum wage to $15 by
2018 in New York City, and by 2021 in the
rest of the state.
Contrary to misinformation by the
right-wing and big corporations, a higher
minimum wage actually boosts the economy
and improves the quality of life for all
communities. The Economic Policy Institute
found that raising the minimum wage would
be a “catalyst” for new hiring and that lowwage workers are “more likely than any
other income group to spend any additional
earnings they receive, largely because they
must in order to meet their basic needs.”
Of course, this is not just about boosting
the economy. It is also a moral imperative
that gets to the heart of who we are as New
Yorkers and what kind of state we want to
be. Opportunity, security and dignity cannot
be the exclusive reserve of the wealthy few.
All hard-working New Yorkers must be
able thrive here, build a better life for their
children, and share in the American Dream.

legislators and business leaders will be
touched, and they will take bold moral action
to ensure a $15 minimum wage for working
people.

in New York, we can lead the entire nation
toward a more just future where hard work

“Make sure that when you think you are
working with USCIS, that you really are,”
she remarked.
Due to an increasing number of
immigration scams, the Manhattan District’s
Attorney’s ofﬁce formed a special immigrant
affairs unit in 2009 to deal with those cases,
noted Rivera. The unit investigates about 500
cases per year, she said.
A prevalent form of immigration fraud
that Rivera’s ofﬁce encounters in Spanishspeaking neighborhoods involves “notarios”
— individuals who present themselves as
notary publics and claim to have legal training
or who pose as lawyers.
Because in many Latin American countries,
notaries are legitimate lawyers and looked
upon with great respect, explained Rivera,
those seeking assistance are often more
vulnerable to deception.
In some instances, getting scammed could
affect an immigrant’s chances of obtaining
legal status in the United States, if they ﬁlled
out incorrect paperwork or followed bad
advice, said Mackler.
She commented that immigration scams
are so common that some simply view them
as inevitable.
“This is what makes me the saddest,” she
said. “There is an expectation that scams will
happen in immigrant communities.”

Stringer: Red tape tying up business
B
efore they can be in the black,
they’re drowning in the red.
Entrepreneurship and small business
initiatives in New York are being stiﬂed
by bureaucratic constraints, charges City
Comptroller Scott Stringer.
Nearly one-third of small business owners
in New York City wait six months or longer
for approvals they need from city agencies
to open their business, according to a survey
released by the Comptroller’s ofﬁce this past
Tues., Mar. 29th.
The survey also indicated that 40 percent
of small business owners needed to hire
an expeditor to navigate city bureaucracy,
while 58 percent reported that city
agencies failed to adequately communicate
requirements.
Stringer released the survey results as
part of the ﬁnal report of his Red Tape
Commission, a group he convened that

hearings with small business owners in all
ﬁve boroughs as well as an online survey of
almost 300 entrepreneurs.
When asked to grade city agencies on a
scale of 1 to 5, with 1 being very unsatisﬁed,
business owners gave most agencies a grade
of 2, said the report.
The agencies receiving the lowest scores
were the Department of Buildings, Ofﬁce of
Administrative Trials and Hearings, Taxi and
Limousine Commission and the Department
of City Planning, while the Fire Department
and Department of Small Business Services
earned the highest marks.
“Small business owners deserve better than
this,” Stringer said. “If we want to expand
economic opportunity and give every New
Yorker a fair chance to make it in our city, we
need to cut the red tape that is holding small
businesses back.”

campaign that will result in a $2 donation to

At P.S. 195, CAPP instructors also used one
of the puppets, nicknamed Sabrina, to also tell
the children about inappropriate touching and
sexual abuse, explaining that they shouldn’t
be touched in areas covered by underwear or
bathing suits.
“No one has a right to touch you on a part
of your body where you don’t want to be
touched,” stated Egger.
Added Brock, “If it happens, say, ‘No, I
don’t like it,’ then get away and tell another
grown-up right away.”

While at MasterCard, Eggleton-García
has been actively involved with women’s
organizations and causes, and headed a
consumer education program at MasterCard
targeting Hispanics and other underserved
groups.
“You realize that many people are paying
almost 10 percent of their income in check
cashing fees, payday loan fees,” said
Eggleton-García. “The people who have the
least money are the ones who end up paying
the most, so our mission is to teach them
what other alternatives are out there.”
Eggleton-García is also involved with a
community empowerment program called
Master My Card, which instructs low-income
individuals how to use electronic payments
wisely.
“Many people are not even aware of
banking options that are attainable to them,”
she said. “It’s all about learning how to use
things and then they make more informed
decisions.”
Collado, who said she “grew up in the
projects and is proud of it,” said she was
humbled to be honored at the NYCHCC
event. She explained that she stresses the
importance of higher education to all of her
young employees at C-Town.
“I try to get all of my cashiers to go to
college,” she stated. “We arrange their work
schedule around their classes. It’s important.”
Collado remarked that women can
sometimes lack conﬁdence in the workplace.
“They’re hesitant,” she observed.
In turn, she encouraged them directly,
“Don’t see yourself as a woman, see yourself
as a businessperson who can do as good a job
as anyone.”
Cintrón said that it can be difﬁcult for
Latinos to get recognition in the business
community.
“And if you’re a Latina woman, you get
ignored twice as much,” she remarked.
“These types of celebrations allow us to let
our community know that there are some
exemplary, amazing women out there who
are doing it in spite of those challenges.”

The legislation earmarks $1 billion for
local projects in all ﬁve boroughs — each
city district would have between $15 million
to $21 million to put toward improving their
transit hubs.
Elected ofﬁcials will work directly with the
MTA to set priorities for transit investment in
their districts.
At Thursday’s event, transportation
advocates urged passage of the plan.
“By approving the Move NY Fair Plan,
lawmakers can ensure that New Yorkers
get the public transit funding they need,”
said Paul Steely White, Executive Director
of Transportation Alternatives. “This plan,
[through TGIF], gives New Yorkers the
opportunity to have a say about which transit
projects are most urgently in need of
funding in their communities. It
would also help fund safety
improvements for pedestrians
and bicyclists across the city.”
Assemblymember Michael
Blake, who represents the
Bronx’s 79th District, said the
legislation would improve
life for people residing in the
“transit deserts” of the outer
boroughs.
“Living in the Bronx, you
understand how difﬁcult it is to get
around,” stated Blake. “We’re very convinced
that this will change the dynamic very
quickly.”

City Councilmember Ydanis Rodríguez
said the bill represented a “common sense”
approach to using tolls for reinvesting in mass
transit. Rodríguez, who recently unveiled
a plan for a citywide “car-free day”
said the plan would improve mass
transit access and could reduce
reliance on vehicles.
“The reason people use
a car is because we are not
connected enough with public
transportation,” he said.
The bill includes a provision
to allow fare reductions for
city residents living in transitchallenged communities, enacted on
more expensive means of travel such as
express buses and commuter rail.

“When I become president,” promised the
candidate, “the days of treating Israel like a
second-class citizen will end on day one.”
While Paskin, who is also a singer and
songwriter who goes by the name the “Rock
‘n’ Roll Rabbi,” currently lives in Florida,
he remains connected to his New York and
Bronx roots. When he was younger, he
studied at the Academy for Jewish Religion,
located then in Riverdale. In 2012, it moved
to Yonkers. Paskin came back for a later stint
to teach and said he loved his time there.
He said he believes strongly in the Jewish
tenet Teshuva, of repentance, but is under
no illusion that Trump is going to recant
statements he’s made so far in the campaign.
Paskin said he thinks Trump’s popularity
stems from a place of anger among many
residents, including what he called “a bit of
latent racism” targeted at President Obama.
He added that if Trump were elected,
he would quickly learn that the system of
checks and balances will severely limit his
ability to act on his proposals. Nonetheless,
he worries about those who have “genuine
grievances and frustrations” who have
turned to “hateful speech” with the help of
Trump.
“Donald Trump has led them into ‘us vs.
them’,” he said. “That we can’t thrive unless
someone else loses. And that’s fundamentally
not the way the world works.”
Paskin points to what might be considered
a small moral victory the day after Trump’s
speech when AIPAC leadership took to
the stage to apologize for one of Trump’s
outbursts.
