W
hat was once a parking lot
is now home sweet home for
nearly 200 adults transitioning to
independent living.
The Carter Burden Center for the Aging,
a Manhattan nonproﬁt providing services to
seniors, unveiled its Metro East 99th Street
Adult Day Program earlier this month.
Located in Carter Burden’s affordable
housing complex on East 99th Street between
First and Second Avenues, the adult day
program is a 2,912-square-foot space designed
to provide residents with ﬁtness classes,
health monitoring, ﬁnancial management and
technology courses and special activities.
It is the state’s ﬁrst hybrid Adult Day
Program located in an affordable housing
development in East Harlem – just across
from Metropolitan Hospital.
The building, which began taking on
residents in December, features 190 tenants
in 176 units.
Dozene Guishard, Director of the Metro
East 99th Street Project, explained on
February 4th that the residents are patients
with chronic illness or mental health issues
who have been transitioned from the
NYC Health + Hospitals’ Coler Hospital
on Randalls Island, a long-term assistive
facility.

on their own,” said Guishard.
The Metro East 99th Street site is designed
as fully accessible and geared to transition
residents to community-based independent
living.
More than 70 percent of residents use
wheelchairs, said Guishard, and the site
allows tenants to live in the building with
other family members.
“This is not institutionalization,” she said.
“We want them to be a part of the community
and bring the community to them.”
The Adult Day Center portion of the
building contains activity and conference
rooms and outdoor recreation space.
Metro East 99th Street also features artwork
from the Carter Burden Gallery, a program
that spotlights senior professional artists.

Harlem resident Iesha Sekou said that
the time to break the cycle of poverty afﬂicting
low-income families within her community
was now – and it was a set of initiatives recently
proposed by Gov. Andrew Cuomo that had her
optimistic about imminent change.
“I’m very excited that the governor has taken
on these issues,” she said.
Speciﬁcally, it was Cuomo’s push for
paid family leave that brought Sekou to the
headquarters of the New York City Mission
Society this past Wed., Feb. 17th to hear directly
from the governor, fellow elected ofﬁcials and
community leaders on the proposal.
It would grant up to 12 weeks of paid beneﬁts
for any New Yorker caring for a newborn child
or seriously ill relative.
Among those present to lend their support
were members of Make the Road New York,
1199SEIU, Women’s City Club of New
York and the National Association for the
Advancement of Colored People (NAACP)
– as well as Congresswoman Carolyn
Maloney; State Senator and Democratic
Conference Leader Andrew Stewart-Cousins;
Assemblymembers Herman “Denny” Farrell;
Keith Wright, Michael Benedetto, José Rivera,
Michael Blake; Manhattan Borough President
Gale Brewer; and Councilmember Inez
Dickens.
“This is about a ﬁght for basic fairness in this
state,” said Cuomo. “That’s what it comes down
to.”

have been a part of New York’s fabric for a

High school students with an interest
in architecture, engineering, design and
construction will again be able to storm the
public sector this summer.
New York City Department of Design and
Construction’s (DDC) STEAM education
initiative, together with the Department
of Youth and Community Development
(DYCD) and the NYC Administration
for Children’s Services (ACS), will select
30 students from public and private
high schools across the ﬁve boroughs
to participate in a summer internship
program for a chance to work in the ﬁelds
of architecture, engineering, construction,
design, law, business administration, and
ﬁnance from the perspective of the public
sector.
Each intern will be assigned to a personal
mentor in a speciﬁc division.
Assignments will be available in divisions
including administration, architecture and
engineering, community partnerships and
STEAM initiatives, infrastructure, ofﬁce
of the chief architect, law/general counsel’s
ofﬁce, program management and public
buildings.
Work in these areas may include the
use of Auto-CAD and REVIT drafting
for students interested in architecture
or engineering, internet research, word
processing, spreadsheet creation, and other
clerical work.
“Our last class of interns left a positive
impression on us at the DDC,” said DDC
Community Partnerships and STEAM
Initiatives Deputy Commissioner Lee
Llambelis. “We witnessed them grow in a
variety of ways, from learning how to draw
blueprints, to becoming adept at Excel, to
developing networking
skills,
and
we’re
extremely excited to see
what the next batch of
interns can learn from
their experience in the
department.”

year’s
internship
program
provided
students
with an opportunity
to
design
models
using a 3-D printer.
Additionally,
students attended weekly workshops at
Stuyvesant High School at which they
experienced presentations on a variety
of topics including resume preparation,

he Speaker was on a streak.
Just one week after her State of the
City address – and a day after holding a joint
roundtable with Mayor Bill de Blasio and
Ofﬁce of Immigrant Affairs Commissioner
Nisha Agarwal at City Hall – Speaker Melissa
Mark-Viverito took part in an open discussion
with community and ethnic media members.
The panel was sponsored by the Center for
Community and Ethnic Media (CCEM) at the
CUNY Graduate School of Journalism.
The February 18 event, part of CCEM’s
ongoing Newsmakers series as funded by the
Revson Foundation, featured several dozen
community journalists together with Errol
Louis, Director of Urban Reporting at the
School of Journalism and Political Anchor
at NY1 News, who moderated a panel with
Debralee Santos, Editor of The Manhattan
Times and The Bronx Free Press, and Milton
Allamadi, Publisher of Black Star News.

haven’t been implemented in over 11 years,”

was currently reviewing plans for the jail.
She stated that her desire was to go to a
more community-based court system that
would reduce reliance on Rikers and eventually
eliminate the complex altogether, but that it was
too early to tell what shape plans could take.
“It’s a long-term project — it won’t happen
in six months or overnight,” Mark-Viverito
said.
The Speaker explained that she will work
to reform the city’s warrant system, in hopes
of removing many of the 1.5 million warrants
still on the city’s books.

think it is sold out until 2020 and that is only

Album. Lin’s acceptance speech, which was
delivered in verse, is an absolute must-see.

Temporary Traffic Detour Desvío de Tráﬁco Temporal
Beginning Wednesday, February 24,
trafﬁc originating from East 125th Street
in Harlem seeking access to the Robert
F. Kennedy Bridge via the on-ramp at
Second Avenue will be detoured onto a
temporary access ramp at First Avenue. The
detour will allow for staged demolition and
reconstruction of the original ramp, which
was built in the mid-1930s.
Implementation of the new trafﬁc pattern
starts at approximately 9 p.m. on Wednesday,
February 24, and continues to 5 a.m. on
Thursday, February 25.
Once the transition is underway, the
temporary ramp will accommodate trafﬁc
from East 125th Street bound for the RFK
Bridge. This trafﬁc shift will be in place for
the duration of the project through the end
of 2017.
“Use of the temporary ramp at First
Avenue will keep the same trafﬁc capacity
available for customers as the East 125thSecond Avenue entrance,” said RFK Bridge
Facility Engineer Irshad Huq. Signage will
reﬂect the detour, and New York Police
Department trafﬁc enforcement agents will
be posted to direct motorists.‎
“This ongoing ramp work is part of the $1
billion in capital projects that MTA Bridges
and Tunnels will commit through 2024 to
maintain and improve our ﬂagship Robert
F. Kennedy Bridge, which is a vital regional
transportation link,” said MTA Bridges and
Tunnels Acting President Donald Spero in a
statement.

helia Gibson, a home health
aide with the Puerto Rican
Family Institute, makes $11.10 an
hour.
She said she needs to work long hours to
see any meaningful earnings, and that her
hourly pay rate has stayed stagnant as the cost
of living rises.
“There are days I don’t have food in my
house,” said Gibson. “Right now, I just live
paycheck to paycheck.”
Gibson’s experience is a familiar one for
many in the home care industry. Many say
that low wages are stretching them to the
breaking point.
“We don’t earn enough money to make
a life,” said Washington Heights resident
Joselyn Soriano, a home care worker for 19
years. “We need to work more than one job
just to survive.”

personal experience with Sharon, who served
as a caregiver for his mother Marilyn Klein.
She passed away last November after
a decade-long struggle with Alzheimer’s
disease.
Klein said that his mother’s caregiver
Sharon had exempliﬁed a selﬂessness and
work ethic that made all the difference for his
mother and his family in their time of need.
“She was more than a worker [to us],” he
said. “She was family.”
“You make sure our loved one’s health
needs are met. Meanwhile, your own needs
are not being met, and that’s why we need to
raise the wage to $15,” Klein said.
“Far too many of you don’t earn enough
money to be able to provide for your
families,” added Savino. “Far too many of
you are worried how you’re going to make
ends meet.”
“While cost of living continues to rise, $11
an hour is not going to pay the bills,” she
insisted.
Gresham said that 30 percent of New York
home care workers are on food stamps, which
he called a “moral travesty.”

Vetting school violence

R
ates are rising.
Kanye makes a point.
The number of violent incidents in city
schools soared by 23 percent in the last school
year – making 2014-15 the most violent year
on record in the city’s public schools.
This harrowing statistic was delivered by a
pro-charter advocacy group that is challenging
Mayor Bill de Blasio’s assertion that city
schools are getting safer.
A report issued by Families for Excellent
Schools (FES) stated that a violent incident
occurs in city schools once every 4.5 minutes,
and a weapon is recovered every 28.4 minutes.
The group claims that New Yorkers are
being misled by de Blasio, who reported
during his State of the City address
in early February that school
violence was down 29 percent.
“The mayor is deceiving parents
by touting statistics that hide how
dangerous city schools really are,”
said FES Chief Executive Ofﬁcer
Jeremiah Kittredge.
The group was joined by
concerned public school parents at
City Hall on Thurs., Feb. 18th to ask the mayor
to crack down on school violence.

at P.S. 140 in the Lower East Side, said her son
was assaulted at recess by an eighth grader.

“I see other parents pulling their kids out,
but that doesn’t solve the problem,” Booker
remarked. “I think it’s more important to stand
your ground and send a message to the city
that school violence needs to be ﬁxed.”

The promotional campaign to raise
awareness on trafﬁc safety is expanding.

Transportation (DOT) Commissioner Polly
Trottenberg and City Councilmember Ydanis
Rodríguez recently announced a multilingual
roll-out of Vision Zero.
The expanded media campaign will feature
billboards and bus-tail visuals citywide in
English, Spanish and Chinese, as well as
television, radio and digital advertisements
in those languages during the months of
February, March and April.
In-cinema ads will also be shown in movie
theaters.
Using the theme “Your Choices Matter,”
the ads are designed to educate motorists that
the decisions they make behind the wheel can
save lives.
“This multicultural campaign will really
grab the attention of New Yorkers,” commented
Trottenberg, who said the increased promotion
was made possible through $2.5 million in
funds secured by Rodríguez, Chair of the City
Council’s Transportation Committee.
The announcement was made on Fri.,
Feb.19th at a press conference in Washington
Heights, part of Councilmember Rodríguez’s
district.

La campaña mediática ampliada contará
con vallas publicitarias e imágenes en
autobuses de cola en toda la ciudad en inglés,
español y chino, así como en televisión, radio
y publicidad digital en esos idiomas durante

El conductor, que se quedó en la escena
y no ha sido acusado de un crimen, dijo que
nunca vio Minchala cuando él hizo un giro a la
derecha en Broadway.
“Ella es una madre de cinco hijos. Ella tiene
cuatro nietos”, lamentaban su hijo Manuel
Minchala en informes de prensa el 11 de
febrero. “Ella nos trajo aquí para una vida mejor.
Ella era una mujer buena y trabajadora.”
La policía de Nueva York (NYPD por sus siglas

The plan would be paid for by a weekly,
60-cent paycheck deduction for New Yorkers.
“This state, under the leadership of
Governor Andrew Cuomo, will lead this
country in understanding the value of family
— not just with talk, but action,” said NAACP
New York State Conference President Hazel N.
Dukes in introducing the governor at the rally.
Cuomo’s paid leave plan would apply to all
employers, and make employees eligible for paid
leave after as little as four weeks at their job.
In comparison, the federal Family Medical
Leave Act exempts employers with fewer than
50 employees, and requires employees be on
the job for a year before becoming eligible for
beneﬁts.
The states of New Jersey, Rhode Island and
California have already enacted paid family
leave laws.
“[This] would place an undue burden
on small businesses,” said Heather
Briccetti, CEO of The Business
Council of New York State, Inc.
If implemented, Cuomo’s plan would give
New York the most expansive leave law in
the nation — the laws in New Jersey and
California only provide pay beneﬁts for a
maximum of six weeks; in Rhode Island, the
maximum is four weeks.
“If we enact paid family leave, it will be
the most robust program in the country,” said
Cuomo. “Is New York not a leader?”
But business advocates have pushed back
– and they caution that Cuomo’s proposals
will place a burden on employers and could
advance the notion that the state is hostile
toward business.
“We have heard concerns from employers
of all size that a mandatory paid leave
law, as proposed for New York, will
impose signiﬁcant compliance and stafﬁng
challenges,” said Heather Briccetti, President
and Chief Executive Ofﬁcer of The Business
Council of New York State, Inc.
“Current paid family leave proposals would
place an undue burden on small businesses
and create a system where business owners
will have to comply with separate standards
from the state and federal governments,”
Briccetti said.
The current bill language, insisted Briccetti,
would make New York’s employment
requirements the most lax in the country.
Still, at the uptown rally, Cuomo continued
to tie his appeal for paid family leave into his
broader efforts to assist workers by raising the
state’s minimum wage to $15 per hour.
“Working families in this country and
this state are being abused,” Cuomo stated.
“You cannot pay for food and pay the rent on
minimum wage.”
“It’s about time that someone speaks the
truth and tries to help low-wage workers,”
remarked Sukoya Charles, a home health aide,
who said she makes $10 per hour and needs to
support her son as a single mom.
“We desperately need a raise in the
minimum wage so we can afford to live,”
Charles said.

hile we often think of cigarette
smoking as causing illnesses
such as cancer, chronic obstructive
pulmonary disease (COPD)
and emphysema, it is important
to remember smoking has been
shown to increase the risk of heart
disease, too.
However, there is good news for patients
with heart disease who smoke.
The rate of smoking-related deaths is
reduced by 36% among heart patients who
stop smoking. While it seems that quitting is a
logical way to prevent serious illness and death,
it’s just not easy for people to do.
Why is it so difﬁcult to stop
smoking?
The reason is nicotine. This
chemical compound is found
in tobacco and is highly
addictive. This addiction
is one of the deadliest risk factors for heart
disease. When people try to stop smoking,
they often experience nicotine withdrawal
symptoms, including:
• Depressed mood
• Insomnia
• Irritability and frustration
• Difﬁculty concentrating
• Restlessness
• Increased appetite and weight

All NSA Dominican Studies Fellows are required to stay a minimum of eight weeks at the CUNY DSI Archives and Library
anytime between June 1, 2016 and May 30, 2017. Fellows will work closely with Dr. Ramona Hernández, Director; Anthony
Stevens-Acevedo, Assistant Director; Sarah Aponte, Chief Librarian; and Idilio Gracia Peña, Chief Archivist. Fellows will also
attend regular meetings with one or more of the staff members to discuss ideas and progress. Following their stay, all fellows are
required to submit a brief report (2-3pp) within the subsequent sixty (60) days after their research stay on how their work at CUNY
DSI Archives and Library enriched their research project and offer suggestions for improvements on the Archives' and Library's
collections. Fellows are expected to explicitly acknowledge their reception of this fellowship in all resulting publications related
to this grant.

• Business areas, size, employment generation and economic impact of Dominican businesses in the U.S;
• Philanthropy amongst Dominicans in the U.S. and in the Dominican Republic;

• Career/life trajectory of musicians or fine-artists whose papers are in the Dominican Archives;
• Dominican LGBTIQ communities in the U.S.;
• History of activism among Dominicans in the U.S.;
• Impact of Dominican voters on U.S. campaigns and elections;
• The experience of the Dominican elderly in the U.S. concerning mobility, economic status, livelihood, etc.;
• Intermarriage profiles for Dominicans in the U.S.;
• Ethnic dynamics among Dominicans in the U.S. and/or interethnic relations;
• Dominican women and men in U.S. politics.
Some of the topics included above are current projects undertaken by CUNY DSI. We are also looking for applicants who may become part
of the ongoing research at CUNY DSI.

There will be 641 bus tails visible citywide,
and 12 billboards unveiled within Spanishspeaking neighborhoods such as Inwood and
Washington Heights, and communities with
a large Chinese population such as Flushing,
Queens and Sunset Park, Brooklyn, said DOT
spokesperson Michele Kaucic.
The DOT will incorporate additional
languages into the campaign in the coming
months, including Korean, Bengali and
Russian, Kaucic said.
The city’s Vision Zero campaign is built
around data that shows that more than half
of pedestrian fatalities occur at intersections
and that curbing “failure to yield” violations
represents the best opportunity to effectively
reduce trafﬁc fatalities and injuries citywide.
“It’s clear that this is a public health issue
as much as it is a transportation issue,” stated
Rodríguez.
Trottenberg suggested that the Vision Zero
campaign has been successful in connecting
with New Yorkers since launching in 2014.
“We’ve polled drivers throughout the city,
and 72 percent said they recall seeing the
Vision Zero advertising,” she explained.
In DOT survey last year, 61 percent of
Chinese respondents and 73 percent of Spanish
respondents identiﬁed driver behavior as the
cause in fatal pedestrian crashes. Respondents
across all languages reported that the ads
convinced them to pay more attention to
pedestrians and cyclists.
Trottenberg said that 2015 saw the fewest
trafﬁc deaths in the city since 1910, but there
is still work to be done to reach the city’s
ultimate goal of zero trafﬁc fatalities by 2024.

“Failure to yield remains a big issue,”
said Trottenberg. “New Yorkers need to
remember that pedestrians should always be
expected in the crosswalk and that crashes are
preventable.”
City ofﬁcials have noted that trafﬁc-related
fatalities have fallen approximately 10% –
from 257 in 2014 to 231 in 2015.
Mayor Bill de Blasio has also announced
several new Vision Zero initiatives in
January for 2016, including, among others,
investment in street redesign and trafﬁccalming measures at key thoroughfares
citywide, safer bicycle routes, and
increased use of speed-enforcement
cameras.

“Spending the night in jail on a warrant for
being in a park after dark makes no sense,
but that is what is happening right now,” said
Mark-Viverito.
“We’re not talking about giving people a
pass,” she added. “But are you dealing with
this in a criminal manner, or a civil manner?”
Responding to a question about community
policing and last year’s addition of 1,000
more ofﬁcers to the force, Mark-Viverito said
that it was an important move, as the current
administration has been more willing to
implement change than during the Bloomberg
years.
“There was a very fractured relationship
between police and the community,” she said.
The Speaker said she hoped to see positive
results from the community policing model,
but since it was so new, “we have to give it
time.”
On the subject of affordable housing,
Mark-Viverito acknowledged the critiques of
Mayor Bill de Blasio’s rezoning proposals by
community boards, borough presidents and
many Councilmembers.
“We want some changes to happen on both
of the proposals in front of us, and we’re in
the process of negotiating that now,” she said.
Though the City Council is still
contemplating de Blasio’s plan, MarkViverito said that progress needs to be made
in the area of affordable housing construction.
“Doing nothing adds to the problem,” she
remarked.
Mark-Viverito asserted her support for
Democratic candidate Hillary Clinton in
the upcoming presidential election. She has
campaigned for the candidate in key states
such as New Hampshire and Nevada.

Mark-Viverito also referenced the Young
Women’s Initiative, a coalition formed by
the City Council last year to examine gender
inequality. The City Council will allocate
$10 million over the next two years to fund
programs recommended by the Young
Women’s Initiative, matched by an additional
$10 million from philanthropic partners.
The Speaker said that the city needs more
females in leadership roles, and lamented that
only 14 members of the City Council were
women.
“That is a problem when you have 51
members,” Mark-Viverito stated. “Gender
needs to be a priority when you look at
creating a more equitable city.”

Democratic Conference (IDC), which is
led by Klein, to raise the minimum wage
for home health and personal care aides.
According to the “Taking Care of our
Caretakers” report, raising the minimum
wage of caretakers to $15 would result in
$330 million in public assistance savings
for the state on programs including
Temporary Assistance for Needy Families
(TANF), Medicaid, and the Earned Income
Tax Credit and $535 million in economic
growth.
The report determines that higher
workers’ wages would also result in higher
income tax revenues for the state — to the
tune of $97 million to $101.7 million.
Workers would see an average of $5,000
in additional pay per year, said Klein, who
scoffed at critics who claim that raising the
minimum wage would make businesses
leave the state.
“That’s nonsense,” Klein said. “When
we raise the minimum wage to $15, you’re
going to spend that money on books,
supplies, your kids, clothing. And you’re
going to do it right here in our community.”
Gresham recounted that Dr. Martin Luther
King, Jr. gave a speech to 1199SEIU members
six weeks before his death.
“In that speech, Dr. King said there is no
such thing as menial work,” said Gresham.
“What makes it menial is the wage.”
Mary Ellen Gibbs, a home care worker
with Elderserve, a Managed Long Term Care
program, said that it was her own difﬁcult
recovery process that she found her new
calling.
“I was an actress by profession,” she
explained. “[But] everything changed after
I fell down a ﬂight of stairs. After painful
surgery, I found I had to reinvent myself,
and during my rehabilitation, I [spoke with
learned from] elderly patients. It was those
encounters that fueled my desire to work in
homecare.”
But Gibbs, who works primarily with
elderly patients with dementia, said that she
was struggling to make ends meet.
“We’re there with patients when their
families aren’t,” she argued. “I’m working
two jobs, yet I’m still behind on my rent,
to mention other pressing bills like utilities
and phone costs. [And] without my phone, I
couldn’t work.”
Home care worker Lisa Johnson, who
spoke to the audience with her child at her
side, explained that she works 12 hours a day,
seven days a week.
“But we love what we do and we continue
to do it,” Johnson stated. “We just want a fair
shot so we don’t have to work three or four
jobs so we can spend time with our children.”
Gresham said that a strong push was being
mounted by elected ofﬁcials, including
Governor Andrew Cuomo, to increase wages
within the state.
A massive rally by 1199SEIU will be staged
outside the New York State Capitol Building
in Albany on March 15.
“Finally, we think that home care workers
will be invisible no more,” said Gresham.

past year.
The report indicated that nearly 16,000
violent incidents were disclosed to the state
during the 2014-15 school year.
And the School Violence Index, a ratio of
violent incidents to school enrollment, rose
22 percent over that same period, the highest
level ever recorded, Kittredge said.
“There are a set of incidents deemed
violent incidents by the state, and none of
us would want any of them to happen in our
schools,” remarked Kittredge. “They include
arson, sexual assault, assault with a weapon
and homicide.”
Kittredge said that the report’s ﬁndings
were derived from the state’s Violent and
Disruptive Incident Reporting (VADIR) data.
“There is no spin here,” said Kittredge.
“This is not our data. It’s the state’s data
reported by city schools.”
The group charges that the declines in
crime and violent incidents touted by the
Mayor are a disingenuous interpretation

– and that they reﬂect only those
events reported to the School Safety
Division within the New York
Police Department (NYPD). The
Mayor and the DOE are ignoring
violent incidents that city schools
are legally mandated to report to the
State Education Department; those,
say FES members, reveal a more
accurate picture.
However,
Department
of
Education (DOE) ofﬁcials insist
that it is FES’ report that distorts
the numbers – and it questioned the
report’s interpretation of VADIR statistics,
which encompass a broad range of incidents,
from minor interactions to major altercations.
“This data is misleading,” said DOE
spokesperson Toya Holness.
“Our top priority is to provide a safe and
supportive environment for every student,
and we are committed to doing whatever it
takes to keep our students safe,” Holness said.
In the past year, De Blasio has been
working to revamp the DOE’s discipline code
and change suspension policies, in an effort to
reduce overly punitive discipline.
And DOE ofﬁcials said the agency’s Ofﬁce
of Safety and Youth Development works
across city agencies, including the Police
Department, to promote school safety and
reduce violence.
But that was of little solace to Booker,
who said that administration is still not doing
enough.
“We want the mayor to acknowledge the
outbreak of violence and take action,” she
asserted.
