EUROPA CREATIVA 2015‐2017 APOYO A PROYECTOS EUROPEOS DE COOPERACIÓN PROYECTO DE COOPERACION A PEQUEÑA ESCALA _________________________________ ENCAC, EUROPEAN NETWORK FOR CONTEMPORARY AUDIOVISUAL CREATION 2 EUROPA CREATIVA 2015 – 2017_____________________________________ ___ EL PROYECTO La Red Europea de Creación Audiovisual Contemporánea –European Network for Contemporary Audiovisual Creation (ENCAC), según su denominación en inglés‐ es uno de los 64 proyectos seleccionados por la Comisión Europea de entre las 476 solicitudes que concurrieron a la última convocatoria del programa Europa Creativa. LABoral Centro de Arte y Creación Industrial lidera esta iniciativa y es, además, el único centro de arte de España que recibe financiación europea en esta nueva fase de ayudas europeas. El proyecto se desarrollará desde el mes de mayo de este año hasta septiembre de 2017 y recibirá un total de 200.000 euros de fondos comunitarios (la mitad del coste total de las actividades previstas por la Red) para el desarrollo de un amplio programa de investigación, producción, educación y divulgación de las nuevas prácticas audiovisuales. 3 EUROPA CREATIVA 2015 – 2017_____________________________________ ___ EL PROYECTO La Red Europea de Creación Audiovisual Contemporánea ‐European Network for Contemporary Audiovisual Creation (ENCAC), según su denominación en inglés‐, es un proyecto de cooperación transnacional de apoyo, soporte, difusión e interacción entre ciudadanos, artistas e investigadores interesados en las artes visuales, la creación sonora y audiovisual y la cultura digital. La Red Europea de Creación Audiovisual Contemporánea pretende impulsar la innovación a partir de la suma del conocimiento, experiencia y recursos de sus integrantes. La diferente naturaleza de los socios añade, además, una visión interdisciplinar y complementaria. La formación se considera un pilar estratégico en varios niveles. Por un lado, con el objetivo de potenciar las capacidades de los creadores reforzando sus conocimientos y habilidades de manera que se amplíe su contribución a los diferentes sectores creativos y culturales. Cada socio desarrolla un cronograma de comunicación estratégicamente adaptado al programa de actividades que hacerlas públicas a través de ruedas de prensa, presentaciones, notas de prensa, redes sociales… 31 32 EUROPA CREATIVA 2015 – 2017_____________________________________ ___ INFORME DE EVALUACIÓN PUNTUACIÓN TOTAL: 89/100 Relevancia 31/35 This project presents a new network of Private Art’s organisations, with experience of delivering over 8 previous European Culture programmes. The network has six European partners from five countries (Spain, France, Serbia, Germany and Austria) and four non‐European collaborating partners based in Switzerland, Canada and Mexico and they plan to deliver a 26 month programme specializing in the digital arts but encompassing many more arts areas. This proposal presents a highly developed program structure that clearly initiates several important priorities of the Sub‐program. The basic concept of the project is to establishhi a transnational tool for supporting active dissemination and interaction among citizens, artists and researchers interested in visual and performance arts, sound and audiovisual creation and digital culture. The strongest impact regarding objectives of Sub‐program is in the domain of reinforcing particular professional skills on international level (digital technologies), development of digital tecnhologies and new business models and creating a sustainable professional network for exchanging new knowledge. This is planned to be realized by on‐line tools (interactive web platforms, digital labeling) and physically, through highly established festivals in the field of digital and audiovisual presentations like Ars Electronica, Resonate and Mapping festival. The applicant plans to use existing festival venues for the implementation of new content (activities like workshops, researches, conferences and trainings) for exact targeted group of users (students, artists, digital developers and multimedia experts). 33 EUROPA CREATIVA 2015 – 2017_____________________________________ ___ INFORME DE EVALUACIÓN PUNTUACIÓN TOTAL: 89/100 Relevancia 31/35 The proposal presents the creation of of new professional networks of communication, education, training and dissemination in the fields of dial art and audiovisual culture. It involves 6 highly experienced European partners (Spain, France, Serbia, Germany, Austria) in a collaboration with additional 4 non European professional participants (from three contries; Switzerland, Canada, Mexico). The project supports international cultural activities clearly presented in a timetable of detailed program description, which integrates elaborated list of events in Gijon, Berlin, Nantes, Linz, Belgade, Montpeillier and Geneva. The applicant also presents a clear focus on additional audience development, which plans to be achieved by established media tools (partnership with local, regional and international media distributors) and by initiating direct involvement of citizens interested in this field of creative audio‐ visual practices (by 'open calls' which will be curated by expert committees). The applicant points out the necessity to provide a long term impact that would go beyond the sole interest of the partners through proactive audience development and by additional partnership agreements for further participation in the network. The plan to communicate this content is precisely elaborated in the detailed description. It also presents a clear evidence on already established network of registered users (web platforms and social networks). 34 EUROPA CREATIVA 2015 – 2017_____________________________________ ___ INFORME DE EVALUACIÓN PUNTUACIÓN TOTAL: 89/100 Relevancia 31/35 An impressive and highly experienced range of partners and a substantial range of outputs are planned including 20 research and production residencies & Artist in Residence programmes, plus a series of 12 expert training workshops, 2 developer/creator meetings and 24 public performances, exhibitions, installations, talks, conferences and round table sessions. Each partner that participates in the program has provided an evident track record which proves their involvement on local, national and EU level. This is visible through highly recognized working program that already takes place nationally and internationally (Ars Eletronica, Mapping Festival, Resonate). The project is based on the usage of already infrastructure of each partner events in order to create new international network for individuals, groups, new career options and new platforms of dissemination for digital creators. The project partners each have influence and impact at local level but evidence is shown that the project can stimulate added interest through development of the existing networks, working with other projects to encourage interaction and use of new media and promoting a European perspective through work in new technologies. The additional priorities that are presented in this proposal are visible in stimulating the interest in new audience for new form of arts. This is visible in the dissemination plan, specially in the development of experimental multimedia labeling. This is an innovative aspect of the proposal which enables new marketing tool in the form of independent distribution dedicated to wider audience that can attract different media outcomes; autonomous electronic for mechanic devices, new software for mobile devices, sound art and audiovisual creation. 35 36 EUROPA CREATIVA 2015 – 2017_____________________________________ ___ INFORME DE EVALUACIÓN PUNTUACIÓN TOTAL: 89/100 Calidad del contenido de las actividades 22/25 The output of the project is clearly defined and presented in the detailed description of the proposal. It initiates 20 projects (open calls made by curatorial committees,residence programs, traveling exhibitions, festivals, meetings, workshops, talks, conferences, round tables). The project is planned to be finalize with lunching an experimental multimedia label which could eventually provide new possibilities for professionals to interact and distribute their work.This range appropriately covers the objectives of the project and will identify opportunities for the network to develop the programme on an ongoing basis over the 26 month programme. The work and development ideas from the Summer Labs and research and production residencies will be shown throughout the partner countries at various events and opportunities will therefore be provided to adapt new ideas into the growing programme. The time table presents a clear, realistic and fully developed structure of working program. The project starts in May 2015 and it ends up in June 2017. The duration of the project is appropriate for the majority of the activities. Regarding the fact that the partners have already established events in their local venues (LEV festival, Resonate, Mapping festival, DISK, Ars Electronica) the activities that will be implemented through this program will operate sufficiently (expert workshops, residence programs, touring exhibitions, development of new technologies, presentations, conferences). 37 EUROPA CREATIVA 2015 – 2017_____________________________________ ___ INFORME DE EVALUACIÓN PUNTUACIÓN TOTAL: 89/100 Calidad del contenido de las actividades 22/25 The budget is well balanced. It provides an equal proportion for authors fees, organization staff, travel costs and implementation/ production of activities. It includes project managers, artists, technicians & administrative staff members for each partner, with the non‐European partners contributing with their own resources. This shows support for the project and experience of cross regional working. The European Network for Contemporary Audiovisual Creation plans to implement 6 partner meetings during the working program; one as a kick‐off starter, one at the end of the program as the final evaluations and four key meetings properly scheduled in the timetable. The meetings are presented as crucial points for establishing ongoing qualitative and quantitative evaluation of the project. The assessment will be measured by the feedback of audience and by achievement reached by participant. The quantitative assessment will be examined by accustomed methods; the number of activities accomplished, audience involved in the process, press impact and costs. Overall the qualitative and quantitative assessment is appropriate and in a direct correlation with the objectives of the proposal. The evaluation meetings will be scheduled in all activities described in the detailed description. The network partners provide enough experience form previous projects to guarantee the successful execution of actions according to timetable presented in the working plan of this proposal. 38 EUROPA CREATIVA 2015 – 2017_____________________________________ ___ INFORME DE EVALUACIÓN PUNTUACIÓN TOTAL: 89/100 Calidad del contenido de las actividades 22/25 The proposal presents a clear relation between the objectives of the program and the activities implemented in the framework of the project. It initiates the support for European creators in the field of innovative digital arts and new audio‐visual technologies. For this purpose it joins 6 experienced partners that have build their pre‐existing audience groups in events that already take place in each partners local community (festivals of new media, digital arts, mapping, audio‐visual and sound design). However the application presents several methods for further audience development; by educational activities (workshops, conferences, talks) which will be actively announced in public, by sharing the results of the research on web site, and by active participation in the program (open calls for participants curated by expert committees). The audience development strategy has been well considered and developed creatively with an emphasis on digital technologies. One of the main aims of the project is the network will be a transnational support tool for the development of audiences interested in visual and performing arts, sound, audio‐visual creation and Digital culture. Providing the public with new experiences is a priority for the project and is emphasized in the stakeholder group the audience development plan hopes to reach, such as national and international artist collectives, general public, the media, students, teachers and young developing audiences, gallery owners, art critics, curators, the creative industries & cultural organisations. 39 40 EUROPA CREATIVA 2015 – 2017_____________________________________ ___ INFORME DE EVALUACIÓN PUNTUACIÓN TOTAL: 89/100 Comunicación y difusión 17/20 The strategy to communicate the information about this project is sufficient and well elaborated in the detailed description of the program. It integrates three group of implementation; branding (the identity design), media tool (website, social networks, blogs, local and national media channels), public relation activities (press conferences, informal presentations, mailings and press releases) and networking (shared database and communication channels) The applicant clearly identifies its targeted groups of users; national and international artist collectives, specialized mass media, students, educators critics, gallery owners, curators, public and private institutions interested in audiovisual creative industries and society in general. The dissemination plan which presents the methods of spreading the infractions, knowledge and the experience of the project outcomes is well developed in the proposal. It includes design development, development of online interfaces for publishing the data, development of experimental independent multimedia label. Development of the experimental label presents a significant innovation regarding the additional value in dissemination strategy. This surface could provide an opportunity for new business models and strainghtening professional careers. The label is planned to be opened for all formats that could be delivered as a outcome of the working program; for example software for mobile devices, multimedia contents, autonomous electronic and mechanic devices. 41 EUROPA CREATIVA 2015 – 2017_____________________________________ ___ INFORME DE EVALUACIÓN PUNTUACIÓN TOTAL: 89/100 Comunicación y difusión 17/20 The EU support will be made visible within the European network and in other non‐European areas involved in the project or involved in the periphery of the network through all print , audio visual and digital channels and displayed at all venues for activities. Information will also be delivered via the web platform. All printed or social media items will refer to the support given by the EU and at all communication levels local, national and international. The role of the EU will be promoted in all activities and will be made prominent on all targeted communication methods through printed programmes, posters, flyers and all print media, audio visual projects and all digital and social media networks. Each partner will also be responsible for the promotion of the EU at events in each area. Documentation such as print, audio‐visual & digital material will be archived by each partner and used to develop further collaboration to ensure an on‐going duration of the project. Materials and information about the project will be archived on websites and reports and archives of each partner organisation. This information and archived material will also be disseminated to all stakeholders. The project presents an appropriate dissemination of knowledge on local, national and EU level. New activities, that are presented in the detailed description of the project would be implemented in well established events that already exist on the local level (festivals previously mentioned in the text). The nature of working plan that will be developed through this program presents a significant networking capacity (international curated open calls for new group of artists). The events which will host this program on the local level have already well developed international visibility (Ars Electronica, Mapping festival, Resonate) which provides a solid platform for further 42 dissemination of the outcome on national and EU level.
