Proposed Tax Levy (Additional) - 4.9 mills for the purpose of current expenses for a continuing period of time.

Proposed Tax Levy (Additional) - 3.9 mills for the purpose of current expenses for a continuing period of time.
BRECKSVILLE-BROADVIEW HEIGHTS CITY SCHOOL DISTRICT
Proposed Tax Levy (Renewal) - 6.8 mills (5.8 mills of which is allocated to current operating expenses and 1 mill of which is allocated to
permanent improvements) for the purpose of current operating expenses and the acquisition, construction, enlargement, renovation, and
financing of permanent improvements for a continuing period of time.
CLEVELAND MUNICIPAL SCHOOL DISTRICT
Proposed Bond Issue And Tax Levy - Shall the Cleveland Municipal School District be authorized to do the following:
(1) Issue bonds in the amount of $200,000,000 for the purpose of constructing, renovating, remodeling, enlarging, furnishing,
equipping and otherwise improving school district buildings and facilities and acquiring, clearing, equipping and otherwise
improving school district building and facility sites at an annual levy of 2 mills for a maximum period of 37 years.
(2) 0.5 mill to provide funds for the acquisition, construction, enlargement, renovation, and financing of general permanent
improvements for a continuing period of time.
CLEVELAND HEIGHTS-UNIVERSITY HEIGHTS PUBLIC LIBRARY
Proposed Tax Levy (Additional) - 2.2 mills for the purpose of current expenses for a continuing period of time.
CUYAHOGA COMMUNITY COLLEGE DISTRICT
Proposed Tax Levy (Renewal and Increase) - Renewal of 1.2 mills and an increase of 0.9 mill (for a total of 2.1 mills) for the purpose of
providing for payment of operating costs for educational services for ten years.
EUCLID PUBLIC LIBRARY
Proposed Tax Levy (Renewal and Increase) - Renewal of an existing levy of 4 mills and an increase of 1.6 mills (for a total of 5.6 mills)
for the purpose of current expenses for five years.
GARFIELD HEIGHTS CITY SCHOOL DISTRICT
Proposed Tax Levy (Additional) - 1 mill for the purpose of general permanent improvements for a continuing period of time.
NORTH OLMSTED CITY SCHOOL DISTRICT
Proposed Bond Issue - $80,577,000 for the purpose of constructing, adding to, renovating, remodeling, furnishing, equipping and
otherwise improving School District buildings and facilities and acquiring, improving and equipping real estate for such buildings and
facilities at an annual levy of 5.45 mills for a maximum period of 34 years.
NORTH ROYALTON CITY SCHOOL DISTRICT
Proposed Bond Issue And Tax Levy - Shall the North Royalton City School District be authorized to do the following:
(1) Issue bonds in the amount of $28,400,000 for the purpose of constructing, renovating, remodeling, rehabilitating, adding to,
furnishing, equipping and otherwise improving buildings and facilities, and preparing, equipping and otherwise improving real
estate at an annual levy of 1.66 mills for a maximum period of 28 years
(2) 1 mill to provide funds for the acquisition, construction, enlargement, renovation, and financing of general permanent
improvements for a continuing period of time.
COUNTY ISSUES
COUNTY OF CUYAHOGA
Proposed Charter Amendment – Amending Article II, Section 2.01 and Article III, Section 3.03 to modify the residency requirements for
the offices of County Executive and County Council, requiring the County Executive to have been an elector of the County for at least
two years prior to filing a declaration of candidacy, and preventing a Council member from being disqualified due to redistricting from
serving the full term to which the member was elected?
COUNTY OF CUYAHOGA
Proposed Charter Amendment – Amending Article XI, Section 11.01 to change the composition of the County Audit Committee by
replacing the Fiscal Officer and County Executive with a member of Council appointed by the President of Council and an additional
resident of the County appointed by the County Executive and Confirmed by Council?

COUNTY OF CUYAHOGA
Proposed Charter Amendment – Amending Article XII, Section 12.09 to accelerate the timeline for the appointment of the Charter
Review Commission by requiring the County Executive to appoint the Charter Review Commission before the first day in June, subject to
the confirmation of Council, and to require the Commission's term to commence on the first day of September in the year in which the
appointment is made, commencing in 2017.
COUNTY OF CUYAHOGA
Proposed Charter Amendment – Amending the County Charter to add Article XIV, which provides that the right to vote shall be a
fundamental right in the County and that elections in the County shall be free and open and authorizes the County to undertake measures
to enforce the article and to promote voter registration and participation, including early voting initiatives.
MUNICIPAL QUESTIONS AND ISSUES
CITY OF BEACHWOOD
Proposed Ordinance – Gas Aggregation – Granting the City the authority to aggregate the retail natural gas loads located in the City of
Beachwood, and for that purpose, enter into service agreements to facilitate for those loads the sale and purchase of natural gas, such
aggregation to occur automatically except where any person elects to opt out.
CITY OF BEREA
Proposed Tax Levy (Renewal) - 1 mill to supplement its general fund for the purpose of making appropriations for hospitalization in and
support of Southwest General Health Center for five years.
CITY OF BRECKSVILLE
Proposed Zoning Amendment – Amending Section 1155.03(a)(2)A of the Planning and Zoning Code to permit hospitals as an allowable
use in the Office Building District.

Proposed Charter Amendment – Amending Article III, Section 9 and Article IV, Section 5 (a) by removing the language “absent from the
City” and continuing to provide that the President of Council shall serve as Acting Mayor when the Mayor is unable to perform his/her
duties.
CITY OF BROADVIEW HEIGHTS
Proposed Charter Amendment – Amending Article V, Section 4 to provide that the Clerk of the City may make purchases not in excess of
ten thousand dollars ($10,000), provided sufficient funds have otherwise been appropriated by Council.

improvements, effective January 1, 2015.
VILLAGE OF CHAGRIN FALLS
Proposed Ordinance (By Petition) - Entitled “Political Influence by Corporate Entities,” establishing biennial public hearings before
Village Council on this subject, and sending a summary of the public hearing to Congressional and State representatives, and calling for
an amendment to the U.S. Constitution declaring that only human beings, not corporations, are legal persons with Constitutional rights
and that money is not the equivalent of speech.

present at the location of the device and personally issues the ticket to the alleged violator at the time and location of the violation; and
that the City shall not enter into, renew, amend, modify, or make any payment under a contract with a vendor for traffic law photomonitoring devices or services if the contract involves payment to the vendor that is contingent upon the number of tickets issued or the
amount of fines levied or; and that qualified traffic violations shall be tried only before a judge in either municipal or common pleas court,
and the accused will be afforded all rights then generally afforded to defendants in criminal cases under the constitutions and laws of the

Plan and Zoning Map for the rezoning of the City?

Proposed Tax Levy (Renewal) - 1 mill to supplement its general fund for the purpose of making appropriations for hospitalization in and
support of Southwest General Health Center for five years.
CITY OF PARMA HEIGHTS
Proposed Charter Amendment – Amending Article IV, Section 8 to read that whenever a vacancy occurs in the position of Chief of Police
or Chief of the Fire Department, the Commission shall certify to the appointing authority the names of five candidates with the highest
rating as established by the Civil Service Commission, and that the Commission may certify less than five names if five are not available.

for the next term; establish a third "At-Large" City Council Office; and to require the election of a Council President by the other
councilpersons, for a term of one year, at the first regular meeting in January.
CITY OF RICHMOND HEIGHTS
Proposed Charter Amendment – Amending Article IV, Section 1 (b); Article V, Section 1 and Article XV, Section 6 regarding the
commencement of terms, taking oaths and the assumption of duties, be amended to state that the Mayor and all Members of Council shall
take their respective Oaths of Office, assume their duties and commence serving on the first day of January (and no later than the next
business day after January 1st), following their election or until their successor is elected and certified by the Cuyahoga County Board of
Elections.
CITY OF RICHMOND HEIGHTS
Proposed Charter Amendment – Amending Article IV, Section 5, and Article XV, by adding new Section 7 to require that all Council
meetings be accessible unedited to residents and the public through media outlets and by other electronic means, as the technology
becomes available.
CITY OF RICHMOND HEIGHTS
Proposed Charter Amendment – Amending Article IV, Section 9(b) and Article V, Section 5 to grant the Mayor the authority to appoint,
promote, transfer, reduce or remove any officer or employee who is not covered by Civil Service and who is appointed by or supervised
by the Mayor, without the necessity of approval by Council.

Proposed Charter Amendment – Amending Article IV, Section 9 (f) to authorize the Mayor to enter into contracts that are for net amounts
of six thousand dollars ($6000) or less.
CITY OF RICHMOND HEIGHTS
Proposed Charter Amendment – Amending Article IV, Section 11 and Article V, Section 7 (a) regarding the Council President as Acting
Mayor of the Charter of the City of Richmond Heights to remove the language "absent from the Municipality" and to state that the
President of Council shall be the Acting Mayor when the Mayor is unable or unwilling for any cause to perform the duties of the Mayor
with the same powers and duties of the Mayor and with the restriction of not voting in Council meetings except in the case of a tie vote as
is consistent with Article V, Section 4 of the Charter.
CITY OF RICHMOND HEIGHTS
Proposed Charter Amendment – Amending Article V, Section 2 by adding sub-section (e) to establish the Office of Mayor as a full time
position, beginning with the next term, with appropriate adjustments to the compensation and benefits of said office to be established by
Council.
CITY OF RICHMOND HEIGHTS
Proposed Charter Amendment – Amending Article V, Section 2 to require that for a candidate to be elected Mayor, the candidate must
receive a majority of the votes cast for Mayor in the general election or if otherwise, provide for a run-off election.
