agribusiness, health and aerospace professionals to participate in “Programa
para impulsar la generación de propuestas de proyecto de desarrollo
tecnológico e innovación tecnológica, entre el sector empresarial del Estado
México”.
To provide their services as external consultants to 25 Mexican micro, small or
medium-sized technology-based companies, focused on the following strategic
areas: information technologies, sustainable development, advanced
manufacturing,
chemical,
pharmaceutical,
automotive,
plastics,
agribusiness, health, aerospace; in order to develop proposals for technology
development projects and technological innovation with the potential to participate
in government programs to promote innovation
BASES
FIRST: The granting of economic benefit will be subject to the budget approved by
the program´s rules and will be assigned to the professionals of different areas that
have been accepted into the program.
SECOND: Participation in this call is open to any applicant who meets the
requirements.

FOURTH: Applicants must meet the following requirements:

Preferably have a Master's degree or PhD.
Must be registered with the Secretaria de Administración Tributaria (fees
regime).
Preferably have participated in the development of applied research projects
and development and technological innovation.
Present a letter of intent from the company which development is aimed to
assist.
FIFTH: REGISTRATION AND DOCUMENT DELIVERY

office, from February 1 to 5, 2016 in opening hours from 9:00 am to 5:00 pm
The letter of intent of the company must have the following elements:
o Overview of the company.
o Technological branch.
o Pre-project proposal to develop.
o Branches or future research.

SIXTH: COMPATIBILITY AND RESTRICTIONS
No participant may benefit simultaneously with more than one economic benefit
within “Programa para impulsar la generación de propuestas de proyecto de
desarrollo tecnológico e innovación tecnológica, entre el sector empresarial
del Estado México”.
Companies nominated must meet the following guidelines:

To be micro, small or medium-sized technology companies.
To be legally established.
To be stablished in the State of Mexico.
Not having participated in COMECYT programs to promote technological
innovation.
SEVENTH: PRIORITIZATION CRITERIA
When resources are insufficient to grant the economic benefit to all applicants,
these will be selected based on the following criteria:

NINTH: SELECTION CRITERIA FOR BENEFICIARIES

Written evaluation.
o Analysis and troubleshooting.
o Relate scientific and technological enterprise support problem solving
capabilities.
o Seek funds to support the company in solving the problem.
o Definition of deliverables-Execution.
TENTH: PROCEDURE
The procedure is as follows according to the program guidelines:
1. Publication of the call for “Programa para impulsar la generación de
propuestas de proyecto de
desarrollo
tecnológico e innovación
tecnológica, entre el sector empresarial del Estado México” according to the
guidelines established in the agreement, on January 15, 2016.
2. Registration period and program requirements delivery from February 1 to 5,
2016 in building F top floor, project coordination office.
3. Evaluation of whether the applicant meets all requirements by applying an
interview, a written test and psychometric testing; if the applicant does not meet the
requirements or the requested documentation, the registration will be cancelled.
4. The results will be available through the applicants’ email address, provided in
the registration.
5. The beneficiaries must go to building F upstairs, to confirm details of the
company postulated in pre proposal.
6. Provide an account number, CLABE (18 digits) and bank name of a checking
account which the beneficiary must hold.
7. Each beneficiary undertakes to provide monthly reports on the activities during
the development of the project, showing photographic evidence, critics, diagrams,
presentations, etc. to TESCo’s Principal of Administration and Finance.
8. When the program ends, each beneficiary undertakes to submit the final draft of
the offered consultancy generated.

ELEVENTH: PUBLICATION OF RESULTS
The results will be available through the applicants’ email address on February 19,
2016.
TWELFTH: RIGHTS AND OBLIGATIONS
Rights:
All program beneficiaries acquire rights and obligations, according to the guidelines
of “Programa para impulsar la generación de propuestas de proyecto de
desarrollo tecnológico e innovación tecnológica, entre el sector empresarial
del Estado México”.
Obligations:
Beneficiaries must meet all program components set out in this announcement. If
the beneficiary fails to fulfill its responsibilities and not satisfactorily conclude "the
project" subject of the grant within specific times in this competition, the economic
benefit will be cancelled and the beneficiary will have the obligation to return all
funds received.
Beneficiaries must prove the project’s making, through monthly reports on the
activities performed within which the following points must be covered:

•
Linking activities with higher education institutions, research centers and
companies for the development of the proposed technological
development and technological innovation projects.
In industrial property to protect intellectual property rights, in case the
company generates inventions or technology from the development of
the technological development innovations project proposals.
Obtaining the national register of scientific and technological institutions
and enterprises (RENIECYT).
Beneficiaries must submit the project of technological development and innovation
proposal covering, at least the following points:
a) Overview of the company.
b) Justification of the project including: executive summary, motivation,
objective of the proposed project, results expected from the project’s
implementation, benefits generated by the project to the company.

c) Feasibility analysis of the project that contains the following: Summary of the
feasibility analysis of the project: history, analysis of the project
environment: market research and competitive analysis.
d) Protection of intellectual property, towards the project results involving such
protection. Analysis of the prior art that incorporates the results of studies of:
technology monitoring diagnosis; applications and granted patents; research
papers and publications; technologies available on the market; and legal,
regulatory and ethical requirements, as applicable, general program of
activities, identification of resources: internal and / or external; human,
financial, technical and material; possibilities of links with higher education
institutions or research centers or other companies, contribution of the
project to the objectives of the sponsoring company.
e) Planning of the project sequence.
f) Organizational structure and staff involved, interaction task if they develop
links with IES:
g) Total budget for the project.
h) Control of the project work program, which shall contain Identification of
risks and critical points.
i) Results exploitation plan which will describe: potential customers, economic
and financial evaluation, which should include economic estimates, which
could be obtained from the expected results with the project, competitive
advantage, intellectual property and technology transfer that could result
from project implementation.
j) Photographic evidence of the advising to the companies.
k) 25 testimonies on the benefits achieved by the program by participating
programs in it.
