NYCHA residents call for
increase in investment

L
et’s see the money.
That was the message of public housing
residents, community groups and elected
ofﬁcials who rallied at City Hall on Thurs.,
Jan. 29 to campaign for increased city and
state funding for the New York City Housing
Authority (NYCHA) properties.
Speciﬁcally, advocates called for the city
and state to each contribute $100 million
annually over 10 years to support NYCHA,
with all state funds earmarked for infrastructure
improvements.
While Mayor Bill de Blasio has already
made a three-year commitment to supply
$100 million annually, NYCHA supporters are
pushing for a decade-long deal from City Hall.
“Three years is not sufﬁcient,” remarked
Councilmember Ritchie Torres, Chair of the
City Council’s Public Housing Committee.
Torres said it is incumbent upon the state and
local government to ﬁll in the funding gap,
since support from Washington, D.C. is lacking.
“There is nobody more poorly served by
the federal government than public housing
tenants,” argued Torres.
Residents noted that Governor Andrew
Cuomo’s recently announced $20 billion
affordable housing plan includes no mention of
money for NYCHA.
“Today, we’re calling on Mayor de Blasio
and Governor Cuomo to stop having us
beg every year for funding,” said Saundrea
Coleman, a resident of Stanley Isaacs Houses
and member of the advocacy group Community
Voices Heard (CVH).
Other community groups in attendance
included New York Communities for Change,
Families United for Racial and Economic
Equality, Good Old Lower East Side and
Community Service Society of New York.
The organizations have banded together to
offer a budgetary agenda for the city and state,
and have planned public housing workshops in
Albany during February and March.

Especíﬁcamente, los defensores pidieron

T
he thrill of Olympic glory
was at hand for preschoolers
in the Readiness Program at the
New York Institute for Special
Education (NYISE), which hosted
its annual Winter Olympics event
on Wed., Jan. 21st.
More than 100 children with developmental
delays, all ages three through ﬁve, participated
in Olympic-inspired activities designed to
improve coordination, balance, strength and
agility.
The preschoolers tried games that
mimicked ice hockey, skating, luge and ice
bowling, and even threw mock “snowballs”
made of crumbled paper.
Perhaps the most popular activity was “ice

I
n order to aid state residents
complete and ﬁle their tax
returns before the April 15th
deadline, 85 new free tax ﬁling
assistance sites across New York
State have been opened. The
State is offering 1,200 sessions
– a 600 percent increase since
the program was launched in
2014– at these 85 locations
statewide. Each site is staffed
by State Department of Taxation
and Finance tax experts who are
available to assist eligible New
Yorkers with electronically ﬁling
their 2015 taxes.
Over 350 NYS Tax Department
volunteers will guide taxpayers through tax
preparation software, and these sites will
offer 1,200 morning, evening, and weekend
sessions, an increase of 250 sessions over
last year. More than 5,000 taxpayers were
assisted at these locations during the
January to April ﬁling season in 2015.
The free tax assistance service is
available to New York individuals and
families who earned less than $62,000 in
2015. Appointments are recommended,
but walk-ins are accepted at many
locations on a ﬁrst-come, ﬁrst-served basis.
Select sites offer staff who can speak
foreign languages, including Chinese,
Spanish, or Russian. View the list of tax
sites and session dates at tax.ny.gov/fsa/‎.
Most New York taxpayers are eligible to
e-ﬁle their personal income tax returns
for free, yet more than 70% still hire a tax
preparer to complete the return, which often
costs hundreds of dollars per ﬁling.
Filing returns from one of these sites is
intended to help taxpayers receive all of the
tax credits for which they’re eligible, such
as the Earned Income Tax Credit or the
Child Care Dependent Credit.

can mean as much as $8,000 in beneﬁts for
working families.

The IRS and AARP also offer a directory
of 800-plus sites where certiﬁed volunteers

T
he doctor was in – for a

As countries in other parts of the world
grapple with the rise of the Zika virus, New
York City Health Commissioner Dr. Mary
T. Bassett told reporters that the illness is
unlikely to pose a major problem in New York
City.
Though the World Health Organization
(WHO) has said that the virus is spreading
“explosively”
and
issued
a
global
health emergency on
February 1, Bassett
downplayed the threat
of a local outbreak.

last Thursday, Bassett noted that the virus can
only be contracted from mosquito bites and
cannot be spread from person to person. Also,
the species of mosquito known to transmit the
disease is not present in New York.
However, due to Zika’s link to serious birth
defects, the city’s Health Department has
issued a travel advisory for pregnant women,
whom Bassett said should avoid traveling to
Latin American and Caribbean countries.
At press time, Zika has been identiﬁed in
three people in New York City, all of whom
had recently returned from countries where
the epidemic has been spreading.
Bassett expressed conﬁdence that the city
was prepared to handle any cases of the virus.
“We’ve been dealing with West Nile virus
since 1999, and we’re using that infrastructure
to deal with Zika,” she commented.
Bassett was joined at CCEM by a panel led
by Errol Louis, Director of Urban Reporting
for the Journalism School and political anchor
at NY1 News, and featuring City Limits

Discussing the city’s ability to contain
other health scares, such as the minor measles
outbreak that cropped up in March 2014,
Bassett stressed the importance of child
immunizations.
“We’ve done pretty well in making sure
our kids are immunized,” Bassett said. “The
problem is late immunizations.”

children are infants, some New Yorkers wait
until kids start school, which could give
illnesses more traction, Bassett said.
She explained that the city learned numerous
lessons from last year’s Legionnaires’ disease
outbreak in the South Bronx, which killed 13
people and sickened more than 120.
While Bassett said she thought the Health
Department “did as well as we could have
done” in terms of managing the outbreak, she

ou can’t graduate if you don’t
show up.
That was the message of Department of
Education (DOE) Chancellor Carmen Fariña,
while touting the city’s improved graduation
rate.
She spoke at a roundtable discussion held
on Tues., Jan. 26th at Tweed Courthouse, the
department’s headquarters.
Earlier in January, it was announced that
New York City’s graduation rate had crept
above 70 percent for the ﬁrst time — the fouryear graduation rate for public high schools
was 70.5 percent in 2015, a two percent
increase over the previous year.
But Fariña said that attendance remained
a problem at some schools, and hindered
graduation rates from being even better. She
called on parents to take attendance seriously
ensure that kids were getting to class.
“You can’t keep students out of if they have
the snifﬂes,” Fariña remarked. “Some of this
is responsibility at home.”
Yolanda Torres, head of the DOE’s Division
of Family and Community Engagement, said
her department recently collaborated with
principals who sought help in improving
attendance.
“One principal really took ownership of
helping parents visualize the importance of
attendance and what it means to the child’s
future,” Torres said. “This is a partnership —
we’re here to work with you.”
Fariña also discussed the city’s Pre-K for
All program, and expansion of dual language
programs.
The application period for free, full-day
Pre-K spots for the school year starting in
September is now open for all children born
in 2012.

hey want to make music – and
then some.
On Fri., Jan. 15, U.S. Trade Representative
Michael Froman, a member of the President
Barack Obama’s cabinet, stopped in the Bronx
to promote the Trans-Paciﬁc Partnership
(TPP), a progressive new trade agreement
with the Asia-Paciﬁc region.
Froman, the country’s top U.S. trade
ofﬁcial, visited the Port Morris headquarters
of Pook Diemont & Ohl (PDO), a small
business that manufactures and exports
acoustic equipment for theaters, concert halls
and recording studios.
Froman said the TPP would provide small
U.S. businesses like PDO with unprecedented
access to important markets and support jobs
in New York State.
“This is the ﬁrst-ever trade agreement
that was created to help small businesses,”
Froman remarked.
The agreement is also designed to set highstandard rules across the Asia-Paciﬁc region,
including protections for intellectual property
and labor rights.
The TPP is one of the Obama
Administration’s leading priorities for 2016,
said Froman, who added that the agreement
would help Bronx companies grow their
operations and stimulate the local job market.

Ted Ohl, Founding Partner of PDO,
explained his company wants to expand and
help the Bronx economy by exporting more
to the Asia-Paciﬁc region.
He said that his company is currently
the only shop in New York City that builds
theater material.
“All of our products are made in the Bronx
and we’re very proud of that,” Ohl said.
Currently, PDO exports to ﬁve countries
involved in the TPP — Canada, Mexico,
Chile, Peru and Singapore.
Froman said that the TPP “goes farther
than any trade agreement in history when it
comes to helping American small businesses
support jobs by exporting.”
While large companies often have the
resources to export into foreign countries
despite trade barriers, small- and mediumsized businesses, which make up 98 percent
of U.S. exporters, can be frozen out of critical
markets by tariffs and other measures.
Ohl reported that PDO currently faces
import taxes as high at 15 percent on its theater
products, while statistics from the ofﬁce of the
U.S. Trade Representative (USTR) show that
import taxes on jewelry, aluminum and paper
products can be as much as 30 percent.
Ohl said that when PDO attempts to specify
products overseas, local companies in those
countries often jump in at bid time with their
own lower-priced offerings.
“Even though those products are not as
high-quality, the price compels buyers to go
with the cheaper product,” explained Ohl,
who said that the high import taxes make it
even harder to sell to overseas customers.

search for lost and forgotten money, also
known as unclaimed funds. DiNapoli oversees
$14 billion held in 33 million unclaimed funds
accounts until the money can be returned to
its rightful owners.
“I encourage everyone to come out and
search for money that may be waiting for
them,” DiNapoli said. “We return more than
a million dollars a day to residents across
the state, but we want to do more. It’s your
money, we want to give it back.”
The billions in unclaimed funds come from
old bank accounts, utility deposits, uncashed
checks, insurance claims, stocks and other
sources that have been dormant for a number
of years. Some accounts hold money that has
been lost and forgotten since the 1940s.

opportunity for children to practice skills they
are working on at NYISE involving speech,

many of our children have difﬁculty making
friends and playing,” McPhillips said. “It’s
one thing to know your ABC’s and 123’s, but
if kids don’t know how to interact socially, it’s

specialized services for children with
disabilities.
For the past 15 years, the Institute has
hosted the Olympic event, which McPhillips
said provides parents a chance to get a ﬁrsthand look at what their children do within the

Bronx resident Luis Cabrera has sent his
son Christian, who has motor skill difﬁculties,
to the Readiness Program for two years.
“I can see the progress he’s made since he’s
been here,” Cabrera remarked.
Sherlyn Del Rio, whose child Jacob joined
the program last September due to speech
delays, said he has made great strides
since.
“I feel like Jacob’s communication,
expressions, and sentences have
progressed tremendously in just a few
months,” Del Rio said.
She referenced the stress involved
with ﬁnding a program that addresses the
array of developmental issues possessed
by many disabled children.
“If you’re a parent, you have no idea
what you’re walking into,” Del Rio said.
“But this school was able to meet all of
his needs. I feel like it’s a little secret in
the Bronx. And it’s bilingual, too.”
For the NYISE students, the Olympic
event is designed to provide them with a
sense of accomplishment, as all students
received a medal during the day.
“It gives them a lot of encouragement
and makes them feel important,”
McPhillips said.

disinvestment continues to chip away at

federal, state and city governments must ﬁnd
new revenue streams for public housing, and
use those dollars to help achieve a state of
good repair at all NYCHA facilities.”
The Comptroller called for the same
investment in July 2015 as part of a larger
reform plan for NYCHA.
And at the rally, Councilmember Ben
Kallos, whose district includes East Harlem,
echoed the calls for greater investment, and
urged the mayor to reverse course.
“Where is Mayor de Blasio?” he asked.
“Can he please say yes?”

Ohl led Froman on a tour of PDO’s
manufacturing facility.
The company, founded in 1982, began with
four workers and now employs 42.
Froman chatted with Humphrey Bradley,
a PDO employee for 28 years. “He’s an
example of why jobs supported by exports are
vital,” said Froman.
Ohl said that one of PDO’s primary
difﬁculties while exporting is having its
products get hung up in customs.
“That’s one of the most common
complaints we hear from small businesses,
is the difﬁculty getting through customs,”
acknowledged Froman. “The TPP will help
improve transparency regarding customs
laws.”
Froman also said that the U.S. Department
of Commerce has been helpful to American
businesses in helping match them up with
potential import partners in other countries.
“That’s part of our whole government
effort,” he said. “What we do at USTR is
negotiate these agreements and enforce them
and make sure we’re doing everything we can
to help promote U.S. exports.”

The federal government’s notoriously
complicated financial aid process
may become simpler for students
beginning this fall with a new
rule allowing families to use tax
information they have in hand from
the “prior, prior” year’s returns. The
hope is that the government’s FAFSA
form will be easier to fill out on-line
using existing tax data from the IRS.
And students can apply for aid as
early as October, allowing colleges
to speed up financial aid offers.
But many are worried about what
this change will bring in New York.
Students may have to apply for
financial aid at the same time they
are applying for colleges, doubling
the college application work that
must be done in the fall. And New
York State hasn’t moved to bring its
financial aid process in line with the feds, potentially leaving students to
face a dizzying array of conflicting aid application rules.

is observing Black History
Month with a college-wide
collaboration including special
talks, exhibits, a ﬁlm and a
workshop.
The Department of History, the Department
of Art and Music and the Ofﬁces of Student
Life and Academic Affairs have organized a
full month of programs:
• All month — Exhibits devoted to Seneca
Village, the 19th century free Black
community that lived in what is today
Central Park. Colston Hall, third and ﬁfth
ﬂoors; North Hall and Library, 2nd ﬂoor;
Meister Hall, Learning Commons; and
the Roscoe Brown Student Center, ﬁrst
ﬂoor. The Institute for the Exploration of
Seneca Village History provided all the
images from a dig in Central Park that
included CUNY students.

ﬁlm Something the Lord Made, a
dramatization of the relationship between
heart surgery pioneers Alfred Blalock and
Vivien Thomas. Thomas, a black man
originally hired as a janitor, is played
by the actor and rapper formerly known

Fariña said that children are better prepared
for their school career by attending Pre-K.
“An extra year of school means a lot,”
she remarked. “It’s not just about the kids,
it’s about the parents. Our Pre-K has a
tremendous support system for families,
including workshops for parents.”
The city will continue to expand dual
language programs in public schools, Fariña
said, as the DOE opened 40 dual language
programs during the 2015-16 school year.
The agency also named 15 schools as
“Model Dual Language Programs”— each
received $10,000 to purchase multilingual
instructional materials and were provided
with ongoing professional development for
staff.
“If principals want one of those, they
should go see what these programs look like
and see what all the requirements are to see if
it’s transferable to their schools,” Fariña said.
The Chancellor said her goal is to increase
the number of dual language high schools.
The DOE continues to partner with other
countries to enhance educational programs,
she added. The agency recently met with the
Prime Minister of Education from China,
and sends administrators to the Dominican
Republic each summer.
“If I had my wish come true,” noted
Fariña, “I’d love to see every child in New
York City speak two languages.”

The New York State Department of
Health (DOH) has announced it will offer
advanced lab testing for individuals with
symptoms who have travelled to areas
where Zika virus infection is ongoing.
This will be done by the Wadsworth Center
– one of only three state laboratories in the
nation with the ability to conduct this kind
of advanced testing – and will also include
screening and conﬁrmatory tests for antibodies
against Zika and other related viruses.
Additionally, the state has launched a new
information hotline (888.364.4723) for New
Yorkers to call and learn more about the virus.
The testing is being conducted in
collaboration with the federal Centers for
Disease Control and Prevention (CDC),
which is providing some of the reagents to
conduct Zika tests. In addition, Wadsworth
and DOH’s epidemiologists are working
closely with the CDC to evaluate other risk

groups who may also need testing. The testing
guidelines are expected to evolve as more
data on the virus becomes available. DOH
will also issue health advisories to local health
departments as new information and guidance
on Zika virus becomes available.
The symptoms of Zika virus infection are
usually very mild, and many people might not
even realize they have been infected and they
recover without any issues. However, there
have been reports of increased cases of a birth
defect known as microcephaly that may be
associated with Zika virus infection among
pregnant women. Individuals with symptoms
and a history of recent travel to affected
countries should contact their healthcare
provider to arrange testing.

residents. All of the infected patients are
returning travelers from countries where Zika
virus is ongoing. Zika virus cannot be spread
through casual person-to-person contact,

travel-associated cases of people with Zika
virus infection living in and seeking care in
New York. The CDC has issued a travel alert
(Level 2-Practice Enhanced Precautions)
for people traveling to regions and certain
countries where Zika virus transmission is

Pregnant women in any trimester should
consider postponing travel to the areas where
Zika virus transmission is ongoing. Pregnant
women who do travel to one of these areas
should talk to their doctor or other healthcare
provider ﬁrst and strictly follow steps to avoid
mosquito bites during the trip, including:
• Dressing in long-sleeved shirts and long
pants
• Staying indoors when mosquitoes are most
active
• Using repellant products registered with the
U.S. Environmental Protection Agency
• Not overusing repellant – only applying as
much as needed to provide protection
• Reading and following label directions
before you use any kind of repellant
