he board just got brighter.
Dr. Zaire Z. Dinzey-Flores, a scholar of
housing policy and design, urban planning,
and community inequality, has been appointed
by Mayor Bill de Blasio to the New York
City Housing Authority Board (NYCHA), as
announced this week by Chair and CEO Shola
Olatoye.
“Zaire’s vast experience in public policy
on housing and urban planning will be a
great asset,” said de Blasio in a statement.
“As we work to protect and strengthen
public housing for New Yorkers across
the ﬁve boroughs, bringing in talented and
knowledgeable leaders is more important
than ever.”
“We’re so fortunate to have Zaire on
our team as we move forward with the
implementation of our long-term strategic
plan NextGeneration NYCHA,” added
Olatoye. “Her knowledge of public
housing and urban planning will
support our efforts to create, safe, clean
and connected communities for our
residents.”
Dinzey-Flores will replace outgoing
NYCHA Board member Kyle Kimball,
former president of New York City
Economic Development Corporation.

J
udith López has received the
kind of news that no mother ever
wants to hear.
On November 14, her son, Anthony A.
Ureña, 23, left his Upper West Side home for a
club in Inwood.
The 23-year-old (far right)
was studying at Lehman
College to become a CPA.
He never returned.
That wasn’t like him. He was a Lehman
College student with aspirations of
becoming a Certiﬁed Public Accountant
(CPA). He loved his white pit bull Sampson
so much that his two older brothers and
sister knew he’d never leave him behind
without a word.
Frantic, his family contacted the 23rd
Precinct. They plastered notices with
his image all over
Northern Manhattan
and the Bronx. They
mobilized
social
media forces and
news organizations
picked up the story.
The
NYPD
subpoenaed
his
carrier for cell phone
records.
But the family
said publicly that
the police weren’t
doing enough. They
entreated

Espaillat for help.
His ofﬁce assisted in
canvassing Inwood
with
volunteers

Online, the family and friends posted word of
ongoing efforts and entreated residents to call
or contact them if they had any information.
Divers searched the Harlem River but
found nothing.
The family discovered that Ureña went to
the Cliff Lounge on 202nd Street. He left the
club alone.
It seems someone may have gotten him a
cab, but he never took it.

kindergarten in September 2016. All
families, including those of students with
disabilities and current pre-k students, must
submit an application in order to receive a
kindergarten placement. Admission is not
ﬁrst-come, ﬁrst-served. All applications
received by the January 15 deadline are
treated the same, according to schools’
admissions priorities.
Families are able to apply in one of three
ways:
• Online at nyc.gov/schools/kindergarten.
The online application is available in ten
languages (English, Spanish, Chinese,
Russian, Arabic, Korean, Haitian Creole,
Bengali, Urdu and French)
• Over the phone, by calling 718.935.2400.
Families can access translation services
over the phone in over 200 languages
• In person at one of the DOE’s Family
Welcome Centers. Families can ﬁnd

A
s many families struggled
to put a holiday meal on
the dinner table, one local
organization hopes to offer its
assistance next season – or sooner.
Members of the Bronx-based “God’s Mercy
and Miracles Prayerline” are spreading the
word about their efforts to establish a local
food pantry and community center.
Nearly 100 members of the “Prayerline”
group from across the tri-state area and as
far away as Florida and Jamaica gathered in
the borough in late October last year for a
fundraising beneﬁt.
And though they have logged in hours on
the phone, the gathering served as the ﬁrst
time many of the members met face to face.
Held at the Trinity Faith Pentecostal Church
of God on Burke Avenue, the event was the
Prayerline’s ﬁfth anniversary celebration –
and was organized as a fundraising event for a
future food pantry and educational center that
members hope to establish in the borough.
“The idea came out of the fact that we realized
we all have different backgrounds, different
churches and different denominations,”
explained co-founder Brother Bovic.
“People have a tendency of thinking of
praying when it’s Sunday. People think of
praying when it’s about going to church, but

we realize God is not only a God on Sunday,
God is God everyday.”
The group established the Prayerline
in 2010, where members call the line and
everyone is connected. Members share
messages, provide assistance and pray for
individuals in need.
The group’s 5 a.m. gathering time, noted
Bovic, was deliberately chosen.
“You don’t know how your day is going
to look,” he said. “It could be hectic and you
don’t even have time to say a prayer. So we
wake up at 5 o’clock and we see the face of
God and set the tone for the day.”
The Prayerline currently boasts 200
members from as far away as Canada, England
and France and on any given morning there
are as many as 45 to 50 callers communicating
and praying together.
There is a “Wake-up Team” that calls some
members before each service. A second group
called the “Welcome Team” greets guests to
the Prayerline. The “Prayer Leading Team”
then takes prayer requests and leads members
in their daily prayer service over the telephone.
The inspiration came, in part, from a Bible
verse, Jeremiah 33:3, which states, “Call to
me, and I will awaken you, and show you
great and mighty things, which you do not
know.

“Last year, a sister came and gave testimony
that she was diagnosed with breast cancer,” he
recalled. “It came to a point when the doctor
said there was no longer hope. We started
praying. Today, she is a cancer-free person.”
The organization to date has raised $10,000
and is actively seeking donations as members
search for a location in the borough.
“We started the Prayerline in Bronx
County,” said Bovic. “Most of the members
are from the Bronx. We decided to have our
food pantry established in the area, so we can
make a difference in this society that we are
living in.”
The demand for additional resources, say
local residents, is great.

Sister Pieta said her group has a second

“There’s deﬁnitely a need,” she said. “I
would say there’s probably been an increase
[in demand], especially the last few years
with the economy taking a bit of a downturn.”

musical, they were bringing
their own Hamiltons to Broadway.

For the past decade, low-income families
from throughout the city have been
provided affordable and unprecedented
access to Broadway shows, thanks to an
innovative program that seeks to instill a love
of theater and cultivate audience members
within underserved communities.
Launched in 2005 by The Broadway
League, the Family First Nights program
places those who might otherwise miss out
on high-end performances front and center
in some of the most vaunted theaters of the
Great White Way – and also offers unique
opportunities to engage cast and crew
members.
“The purpose is to send families who
normally wouldn’t be able to afford Broadway
shows due to ﬁnancial constraints,” said
Rachel Reiner, Senior Manager of Audience
Engagement for The Broadway League.
Participating families can purchase tickets
for $10 apiece to three different Broadway
musicals in a year.
In 2015, Family First Nights sent more
than 300 people to shows including Wicked,
Aladdin, Memphis and Matilda.
Attendees also engage in post-performance
discussions and get to meet the cast.

“It’s an amazing experience,” said Cynthia

program.”
By sending families to a trio of shows,
rather than hosting a one-shot deal, Family
First Nights allows people to make live
theater part of their cultural heritage and
family routine, Reiner said.

Invoking the legacy of his father, who passed
away a year ago, Governor Andrew Cuomo
continued the push for a statewide minimum
wage of $15 per hour, announcing a gradual
pay increase for state university workers at a
packed Midtown rally on Mon., Jan. 4th.
Cuomo unveiled the ﬁrst signature proposal
of his 2016 legislative agenda ― a push
for a statewide $15 minimum wage, which
he dubbed “Mario Cuomo Campaign for
Economic Justice.”
The rally, held at the ofﬁces of healthcareworker union 1199SEIU, came on the heels of
a minimum wage boost to $9, which took effect
on December 31 across the state.
Cuomo announced that he would ask the
legislature this year to again increase the
minimum wage for all New Yorkers, with the
goal of achieving a $15 hourly pay rate.
If the plan is successful, it would make New
York the ﬁrst state to approve a $15 minimum
wage.
“We’re going to win this battle,”
said Gov. Andrew Cuomo.
Amid chants of “we will ﬁght” by fair-wage
activists, Cuomo argued, “[We] are doing
the wrong thing as a society” when, he said,
workers are forced to choose between paying
their rent and buying food.

University of New York (SUNY) – but
not those within the City University
of New York (CUNY), the country’s
largest urban public university system.
Its contracts are funded by both the
state (75%) and the city (25%).
In response, the Professional Staff
Congress (PSC), the union that
represents more than 25,000 faculty
and staff at CUNY and the CUNY
Research
Foundation,
issued
a
statement penned by
President
Barbara
Bowen and distributed
publicly that sharply
criticized the exclusion.
“Yet
again,
the
Governor fails to invest
in CUNY,” charged
Bowen.
“The
decision
to
exclude CUNY from
the wage increase is a slap in the
face to the thousands of low-wage
workers whose labor helps to make a
college education possible for CUNY’s
500,000 students,” she continued. “It
is part of a pattern of refusing to invest
the necessary funds in CUNY: the

Bounty of a Billion

orking families are winning
big.
Families received more than $1 billion in
2015 from the New York State Earned Income
Tax Credit (EITC), as was announced this
week by the state’s Department of Taxation
and Finance.
It is the highest ever dollar amount of EITC
beneﬁts paid in a year.
EITCs are refundable federal, state and
New York City income tax credits available
to eligible working individuals and families.
Eligible taxpayers can claim the credit when
they ﬁle their income taxes.
“This credit can make a real difference
in the ﬁnancial well-being of hard-working
New Yorkers and their families,” said
Commissioner Jerry Boone.
Facts on the EITC
It’s free to claim
Since 2013, the New York State Tax
Department has hosted Free Tax Assistance
sites across the state. Taxpayers with incomes
under $62,000 are eligible to prepare and e-ﬁle
their returns using Tax Department equipment
and user-friendly software. The software
helps to ensure that taxpayers receive all of
the tax credits for which they’re eligible. Tax
Department volunteers are on hand to answer
taxpayer questions.

Taxpayers are cautioned to only access the
free e-ﬁle software from www.tax.ny.gov to
ensure they are not unexpectedly charged for
their New York State return after ﬁling their
federal return. The software will be available
to any taxpayers who earn less than $62,000
once the IRS opens the income tax season in
late January.
Are you eligible?
The state’s EITC beneﬁts are among the
most generous in the nation. The income limit
varies based on number of children, with the
maximum for the 2015 tax year being $53,267
for an individual or family with three children.
• To qualify for the credit, in addition to
meeting the income qualiﬁcations, taxpayers
must:
• earn wages from employment or selfemployment,
• have a valid Social Security number,
• have a qualifying child living with them for
more than half the year, or, if they do not
have a qualifying child, be at least 25 years
of age and under age 65, and
have investment income of less than $3,350.
The Tax Department also reminded those
ineligible for EITC beneﬁts to look for other
possible tax credits they might claim when
ﬁling their tax returns next year.

Attack leaves manager dead

A
night manager at a
McDonald’s in the
Kingsbridge section of the Bronx
was stabbed to death outside the
restaurant in the early morning
hours on Mon., Jan. 4th.
Police said that 28-year-old Adam García
was attacked around 4:30 a.m. as he ﬁnished
up his shift at the restaurant, located at 5765
Broadway near West 236th Street.
Authorities are still searching for the
assailant, who ﬂed the scene.
Witnesses told police that García and the
assailant went outside together and got into a
heated exchange in the parking lot just before
the stabbing.
According to police, García had asked the
man to leave the McDonald’s after he had
spent about eight hours at the restaurant. The
man left, but came back with a weapon that
he used to stab García multiple times in the
chest.
A McDonald’s customer ran to the NYPD’s
50th Precinct headquarters, located near the
restaurant, to summon help.
Though bleeding heavily, García was
able to return to the restaurant but was later
pronounced dead at New York-Presbyterian’s
Allen Hospital.
A small memorial was set
up outside the restaurant.
Manager Adam García
was killed.
The suspect, who is believed to be
homeless, was wearing blue jeans and a
burgundy hooded sweatshirt under a brown
jacket, and was last seen running south along
Broadway, said police.
Later on Monday, the NYPD released
surveillance images of the man believed to be
the suspect in the killing.
On Tuesday, local residents and business
owners expressed shock.
Riverdale Diner owner Jolt Keapellyas has
lived in and worked in the area for over 50
years, and said that the proximity of the local
precinct heightens the sense of safety.
He said he could not recall a similar
incident in the neighborhood, and noted that
the diner also keeps late hours and often
serves homeless patrons.
“I’ve never heard of that kind of problem
before,” he said. “It doesn’t happen.”
But Sueheidi Richez, who works at a nearby
Burger King, said she was less surprised. She
does not always feel safe while working, and
said police ofﬁcers often seemed scarce.
“Now when something happens, [that’s
when] you see cops around,” said Richez.
Andrew Melo worked as a manager at the
same McDonald’s restaurant for nearly a
decade, and said that during his tenure all he’d

“The most you’d see was people [just]
ﬁghting outside, nothing crazy,” he said.
Melo said he’d worked alongside Garcia
for four years and described the father of
a young son as hard-working and having a
happy-go-lucky disposition.
García’s death was the precinct’s ﬁrst
recorded homicide of the year.
His former co-worker said he was still in
disbelief.

On Christmas Day, the family received
news they hoped never to hear.
Ureña was found in the Hudson River off
Hoboken, New Jersey and was pronounced
dead. The Newark medical examiner plans
an autopsy.
Though Lopez thought her son was the
victim of a crime, police believe the death
was likely accidental.
After the discovery, a grief-stricken
López said she and the family were still in
shock.
Speaking to news outlets, she said, “I
didn’t want him to be found this way.”
“I guess it gives us the peace of mind,
knowing that he was found, but I didn’t
want it to be this way.”
Ureña’s family has announced that a
memorial service will be held on Sun., Jan.
10th from 3 p.m. until 9 p.m. at the Ortiz
Funeral Home, located at 4425 Broadway.

show could help inspire students with a career

Haynes said her nine-year-daughter
Courtney, a student at East Harlem’s Amber
Charter School, is enamored by theater.
“She loves singing, acting, you name it,”
remarked Haynes. “It’s her dream to be a
performer. I was watching the faces of my
children during the shows, and they were
completely lit up the entire time.”
The Broadway League secures top seats for
participants, either in the orchestra or front
mezzanine.
“We really want the families to feel
welcome from the moment they walk in the
door,” said Reiner. “They’re not in the last
row of the balcony.”
Currently, The Broadway League sponsors
the program with city organizations.
It has partnered with the Bronx YMCA,
and with several organizations including
Community Association of Progressive
Dominicans (ACDP), Amber Charter School
Parent Association, Broadway Housing
Communities and the Harlem Children’s
Zone.
“Our social service partners hear from
their families that parents don’t always have
the time and opportunity to do things with
their kids,” commented Reiner. “It’s really
important to them that we help make that
happen.”
Soledad Hiciano, ACDP’s Executive
Director, said the program had proven
exceedingly popular with member families.
“The purpose is
to send families
who normally
wouldn’t be
able to afford
Broadway,” said

“The response has always been
overwhelmingly positive,” she observed.
“They enjoy the experience, they learn from
it. That they do it together as a family makes
it richer, especially as many come from
immigrant, working class backgrounds that
are not necessarily reﬂective of your typical

Family First Nights is supported by private
donations and City Council funding.
Since its inception, Family First Nights has
been expanded to 17 other cities.
The Haynes family joined others at a
performance of Wicked on December 1,
followed by a meet-and-greet with the cast.
It was as memorable as it was inspiring.
“One of the cast members was telling the
kids not to give up on their dreams,” recalled
Haynes. “I know that message will stick with
my daughter.”

The broad-based move follows recent efforts
to increase wages in particular industries ― last
year, Cuomo leveraged a state wage board to
boost hourly pay for fast-food workers, and used
executive action to do the same for an estimated
10,000 state workers.
At the rally, which also featured U.S. Secretary
of Labor Thomas Pérez, Attorney General Eric

a plan to raise the minimum wage for all state
university workers to $15 per hour by 2021.
The Governor’s ofﬁce estimated that the
executive action will affect about 28,000
employees, including students who use workstudy jobs to pay tuition and bills while attending

Through a gradual phase-in, state university
workers would realize a $15 hourly wage by
2018 in New York City and by 2021 in the rest
of the state.
SUNY’s Board of Trustees is expected to
approve this increase in its minimum wage
during its January board meeting. The increase,
projected to cost approximately $28 million once
fully implemented, will be covered by SUNY.

struggle to feed your family,” stated Pérez at the
rally.
The Governor said that raising the minimum
wage would increase pay for about 3 million
New Yorkers, and said the program, which will
consist of a substantial outreach and marketing
campaign and the backing of elected ofﬁcials,
was named for his father because he stood for

“This is below a subsistence level,” Cuomo
said of the current minimum wage. “You can’t
make it [now] on a minimum wage job.”
“A hard day’s work deserves a good day’s
pay,” added Gresham, who has been tapped to
lead the campaign. “When we are done with this
campaign, all workers in the state of New York
will have dignity and respect.”
The Governor said that low-wage workers
and advocates must unite against opposition
from conservatives and pro-business supporters
who reject efforts to lift the minimum wage, and
that it would take serious effort.
“We’re going to go to the New York State
Legislature and we’re going to win this battle the
old-fashioned way,” remarked Cuomo. “We’re
going to knock on doors and make phone calls.”
Some local legislators signaled early support
for the measure.
Among those present were Public Advocate
Letitia “Tish” James; Congressmen Greg Meeks
and Eliot Engel; and Assemblymember and
Chair of the Assembly Puerto Rican/Hispanic
Task Force Marcos Crespo.
“Proud to support the Mario Cuomo
Campaign for Economic Justice and call for a
$15.00 minimum wage,” wrote Crespo on his
ofﬁcial Facebook page.
“Our economy has rebounded tremendously
from the Great Recession, but thousands of
workers across the state are still dealing with
stagnant wages that do not reﬂect the cost of
living in New York,” said Engel. “It is time
for a living wage, and New York will be at the
forefront of delivering that to our workers.”
State Senator Adriano Espaillat posted his
message on social media.
“Governor Andrew Cuomo takes another step
forward in the #ﬁghtfor15,” wrote Espaillat,
who represents Northern Manhattan and the
Bronx. “Let’s make 2016 the year a livable wage
becomes law in New York.”
On Monday, Cuomo said lawmakers who
opposed a wage increase should be on notice
― and made ominous reference to potential
political consequences.
“If you vote against $15, you vote against the
three million who need it,” he said. “We’ll make
sure the voters in your district know who voted
for them and who voted against them.”
