TO THE RESIDENTS, QUALIFIED ELECTORS OF SAID DISTRICT:
TAKE NOTICE that an election will be held in said District as provided in an AMENDED AND RESTATED
ORDER CALLING A BOND ELECTION to be held on November 4, 2014 duly passed by the Board of Trustees of said
District, which order is substantially as follows:
WHEREAS, the Board of Trustees (the “Board”) of the Lexington Independent School District (the "District")
approved a Order Calling a Bond Election on August 11, 2014; and
WHEREAS, the Board now deems it advisable to amend and restate such Order Calling a Bond Election to clarify and
confirm the administrative procedures regarding the election; and
WHEREAS, it is hereby officially found and determined that the meeting at which this Order was adopted was open to
the public, and public notice of the time, place, and purpose of the meeting was given, all as required by the Texas Government
Code, Chapter 551.
THEREFORE, BE IT ORDERED BY THE BOARD OF TRUSTEES OF LEXINGTON INDEPENDENT
SCHOOL DISTRICT:
1.
A bond election shall be held within the District on November 4, 2014, between the hours of 7:00 a.m. and
7:00 p.m. The District is located in Lee, Williamson, Milam and Bastrop Counties, and the Lee County Elections Administrator,
the Williamson County Elections Administrator and the Bastrop County Elections Administrator (each a "County Elections
Administrator") will each conduct the election for the portion of the District located within their respective boundaries pursuant
to separate election agreements (collectively, the "Election Agreements") between the District and Lee County, Williamson
County and Bastrop County, respectively, as authorized under Section 31.092 of the Texas Election Code. The District will
conduct the election for the portion of the District located within Milam County as described in this Order.
The election shall be held as a joint election in Lee, Williamson and Bastrop Counties pursuant to Chapter 271 of the
Texas Election Code and joint election agreements to be entered into between the District and the other participating entities
located in Lee, Williamson and Bastrop Counties, respectively, which are holding an election on November 4, 2014. The District
will use the Milam County polling place for its voters within Milam County, but will not enter into a joint election agreement
with Milam County.
The District election precincts and polling places within the District designated for holding the election shall be
determined by Lee County, Williamson County, Bastrop County and Milam County, respectively, and conducted at the polling
places attached hereto as Exhibit "A" and such exhibit is incorporated herein by reference for all purposes. The exhibit may be
revised as necessary to conform to the final polling locations established by Lee County, Williamson County, Bastrop County
and Milam County, as applicable. Lee County, Williamson County and Bastrop County's election equipment, as applicable, shall
be used to conduct the election in such counties, respectively. The District’s election equipment will be used to conduct the
election in Milam County.
The election judges for Lee, Williamson and Bastrop Counties shall be appointed in accordance with the Election
Agreements and the Texas Election Code, as amended. The County Elections Administrators are conducting such election in
their respective counties for the District pursuant to the terms of the respective Election Agreements, and the Board of Trustees of
the District hereby appoints, for the term of such election, the presiding election judges and alternate election judges as being
those designated by each of the County Elections Administrators, as applicable. The following election officers are hereby
appointed to hold said election for the portion of the District located in Milam County: Victor Yurk, Presiding Judge and Martin
Schubert, Alternate Presiding Judge. The Presiding Judge for Milam County shall appoint not less than two nor more than five
qualified election clerks to serve and assist in conducting said election in Milam County; provided that if the Presiding Judge for
Milam County actually serves as expected, the Alternate Presiding Judge shall be one of such clerks.
2.
Early voting in the election by personal appearance shall be conducted at the times, dates and polling places
as provided for by Lee County, Williamson County, Bastrop County and Milam County, as applicable, attached hereto as Exhibit
"B" and such exhibit is incorporated herein by reference for all purposes. The exhibit may be revised as necessary to conform to
the final early voting polling locations established by Lee County, Williamson County, Bastrop County and Milam County, as
applicable.
The Lee County Elections Administrator, Carla R. Arldt, is the Early Voting Clerk for the portion of the District
located in Lee County, the Williamson County Elections Administrator, Jason M. Barnett, is the Early Voting Clerk for the
portion of the District located in Williamson County, and the Bastrop County Elections Administrator, Bridgette Escobedo, is the
Early Voting Clerk for the portion of the District located in Bastrop County. The Early Voting Clerk for the portion of the
District located in Milam County is Brenda Johnson.
Applications for ballots by mail for Lee County voters should be sent to Lee County Early Voting Clerk, P.O. Box 480,
Giddings, Texas 78942.
Applications for ballots by mail for Williamson County voters should be sent to Williamson County Early Voting
Clerk, P.O. Box 209, Georgetown, Texas 78627.
Applications for ballots by mail for Bastrop County voters should be sent to Bastrop County Early Voting Clerk, 804
Pecan Street, Bastrop, Texas 78602.
Applications for ballots by mail for Milam County voters should be sent to Lexington ISD Administration Building,
ATTN: Brenda Johnson, Milam County Voters Early Voting Clerk, 8731 N. Hwy. 77 Lexington, Texas 78947.
Applications for ballots by mail must be received in accordance with law.

Early voting ballot boards are hereby created to process early voting results, and each Presiding Judge of the
board will be appointed by each of the County Election Administrators for their counties, respectively. Brenda Johnson is hereby
appointed as the Presiding Judge of said board for the portion of the District located in Milam County. Each Presiding Judge
shall appoint at least two other members of the board in accordance with the Texas Election Code, as amended. The Presiding
Judge of each early voting ballot board shall appoint not less than two nor more than eighteen resident qualified electors to serve
as members of such board.
4.
All resident, qualified electors of the District shall be entitled to vote at the election.
5.
At the election the following PROPOSITION, setting forth the purposes for which the bonds shall be
authorized, shall be submitted in accordance with law:
PROPOSITION
Shall the Board of Trustees of Lexington Independent School District be authorized to issue the bonds of the
District, in one or more series, in the aggregate principal amount of $7,000,000, for the purpose of
construction, acquisition, renovation and equipment of school buildings in the District, including construction
of a new high school, with said bonds to mature within not to exceed 30 years from their date, bear interest,
and be issued and sold, within the discretion of the Board of Trustees, in accordance with law at the time of
issuance; and shall the Board of Trustees be authorized to levy and pledge, and cause to be assessed and
collected, annual ad valorem taxes, on all taxable property in the District, sufficient, without limit as to rate or
amount, to pay the principal of and interest on said bonds.
6.
The official ballots for the election shall be prepared in accordance with the Texas Election Code so as to
permit the electors to vote "FOR" or "AGAINST" the aforesaid PROPOSITION with the ballots to contain such provisions,
markings and language as required by law, and with such PROPOSITION to be expressed substantially as follows:

In accordance with the provisions of Section 3.009(b), Texas Election Code, it is hereby found and
determined that:
(a)
The proposition language that will appear on the ballot is set forth in Section 6 hereof.
(b)
The purpose for which the bonds are to be authorized is set forth in Section 5 hereof.
(c)
The principal amount of the debt obligations to be authorized is set forth in Sections 5 and 6 hereof.
(d)
As set forth in Sections 5 and 6 hereof, if the bonds are approved by the voters, the Board of Trustees will be
authorized to levy annual ad valorem taxes, on all taxable property in the District, sufficient, without limit as to rate or amount, to
pay the principal of and interest on the bonds and the cost of any credit agreements executed in connection with the bonds.
(e)
Based upon the bond market conditions at the date of adoption of this Order, the maximum interest rate for
any series of the bonds is estimated to be 5.00% as calculated in accordance with applicable law. Such estimate is based on
advice received from the District's financial advisor, which advice takes into account a number of factors, including the issuance
schedule, maturity schedule and the expected bond ratings of the proposed bonds. Such estimated maximum interest rate is
provided as a matter of information, but is not a limitation on the interest rate at which the bonds, or any series thereof, may be
sold.
(f)
As set forth in Section 5 hereof, if the bonds are approved, they may be issued in one or more series, to
mature over a period not to exceed 30 years.
(g) The aggregate amount of the outstanding principal of the District's bonds (all of which are secured by an unlimited
tax levied for debt service purposes) as of the beginning of the District's 2014-15 fiscal year is $2,765,000.
(h) The aggregate amount of the outstanding interest on the District's bonds as of the beginning of the District's 201415 fiscal year is $1,129,735.
(i) The ad valorem debt service tax rate for the District for the 2014-15 fiscal year is $0.079 per $100 of taxable
assessed valuation.
9.
In accordance with Section 4.003(a)(1) of the Texas Election Code, a substantial copy of this Order,
appearing in English and Spanish, shall serve as proper notice of said elections, and the President of the Board or other
representatives of the District shall cause the notice to be published one time, not earlier than the 30th day or later than the 10th
day prior to the date set for the elections, in a newspaper published in the District or, if none is published in the District, in a
newspaper of general circulation in the District. In addition, in accordance with Section 4.003(a)(2) of the Texas Election Code,
a substantial copy of this Order, appearing in English and Spanish, shall be posted in accordance with the Election Code not later
than the 21st day before the election. In accordance with Section 4.003(f) of the Texas Election Code, a substantial copy of this
Order, appearing in English and Spanish, shall be posted on election day and during early voting by personal appearance in a
prominent location at each polling place; posted in three public places in the boundaries of the District no later than the 21st day
before the election; and posted on the District's Internet website during the 21 days before the election if the District maintains an
Internet website.

PARA LOS RESIDENTES, VOTANTES CALIFICADOS DE DICHO DISTRITO:
SE INFORMA que se celebrará una elección en dicho Distrito según lo dispuesto en una ORDEN ENMENDADA Y
REAFIRMADA PARA CONVOCAR UNA ELECCIÓN DE BONOS a celebrarse el 4 de noviembre de 2014, debidamente
aprobada por la Junta de Síndicos de dicho Distrito, orden que se sustancialmente dice lo siguiente:
EN VISTA DE QUE la Junta de Síndicos (la “Junta”) del Distrito Escolar Independiente de Lexington (el “Distrito”)
adoptó una Orden Para Convocar una Elección el 11 de agosto de 2014; y
EN VISTA DE QUE la Junta ahora considera aconsejable enmendar y reafirmar tal Orden para Convocar una
Elección de Bonos para clarificar y confirmar los procedimientos administrativos relativos a la elección; y
EN VISTA DE QUE por el presente se halla y de determina oficialmente que la asamblea en la cual esta Orden fue
adoptada estuvo abierta al público, y que se dio aviso público de la hora, lugar y propósito de la asamblea, todo según lo exige el
Capítulo 551 del Código de Gobierno de Texas.
POR LO TANTO, LA JUNTA DE SÍNDICOS DEL DISTRITO ESCOLAR INDEPENDIENTE DE
LEXINGTON ORDENA:
1.
Se celebrará una elección de bonos dentro del Distrito el 4 de noviembre de 2014 de 7:00 a.m. a 7:00 p.m. El
Distrito está ubicado en los Condados de Lee, Williamson, Milam y Bastrop y el Administrador de Elecciones del Condado de
Lee, el Administrador de Elecciones del Condado de Williamson, y el Administrador de Elecciones del Condado”) cada uno
llevará a cabo la elección en la porción del Distrito situado dentro de sus respectivos límites, en conformidad con convenios
electorales distintos (en conjunto, los “Convenios Electorales”) acordados entre el Distrito y el Condado de Lee, el Condado de
Williamson, y el Condado de Bastrop respectivamente, según lo autorizado bajo la Sección 31.092 del Código Electoral de
Texas. El Distrito llevará a cabo la elección en la porción del Distrito situada dentro del Condado de Milam como se describe en
esta Orden.
La elección se celebrará como una elección conjunta en los Condados de Lee, Williamson y Bastrop en conformidad
con el Capítulo 271 del Código Electoral de Texas y convenios de elección conjunta acordados entre el Distrito y las otras
entidades participantes ubicadas en los Condados de Lee, Williamson y Bastrop, respectivamente, las cuales realizarán una

para llevar a cabo la elección en el Condado de Milam.
Los jueces de la elección para los Condados de Lee, Williamson y Bastrop serán designados en conformidad con los
Convenios Electorales y el Código Electoral de Texas y sus enmiendas. Los Administradores de Elecciones de los Condados
llevarán a cabo dicha elección para el distrito en conformidad con los términos de los respectivos Convenios Electorales, y por el
presente, la Junta de Síndicos del Distrito designa, para el plazo de dicha elección, a los jueces presidentes y jueces alternos de la
elección quienes sean así designados por cada uno de los Administradores de Elecciones de los Condados, según corresponda.
Los siguientes funcionarios electorales son designados por el presente para llevar a cabo dicha elección en la porción del Distrito
situada en el Condado de Milam. Victor Yurk, Juez Presidente y Martin Schubert, Juez Presidente Alterno. El Juez Presidente
para el Condado de Milam designará por lo menos dos y a un máximo de cinco funcionarios calificados para la elección para
servir y asistir en la celebración de dicha elección en el Condado de Milam; siempre que, si el Juez Presidente para el Condado de
Milam cumple sus funciones como se espera, el Juez Presidente Alterno sea uno de dichos funcionarios.
2.
La votación anticipada en persona en la elección se llevará a cabo en los horarios, fechas y lugares de
votación determinados en por el Condado de Lee, el Condado de Williamson, el Condado de Bastrop y el Condado de Milam,
según corresponda, adjuntos al presente documento como Anexo “B”, el cual se incorpora por referencia para todos los efectos.
El anexo podrá ser actualizado según sea necesario para reflejar los lugares de votación anticipada finales establecidos por el
Condado de Lee, el Condado de Williamson, el Condado de Bastrop y el Condado de Milam, según corresponda.
La Administradora de Elecciones del Condado de Lee, Carla R. Arldt, es la Oficial de Votación Anticipada para la
porción del Distrito ubicada en el Condado de Lee, y el Administrador de Elecciones del Condado de Williamson, Jason M.

Por medio del presente se crean consejos de boletas de votación anticipada para procesar los resultados de la
votación anticipada, y cada Juez Presidente de los consejos será designado por el Administrador de Elecciones de su respectivo
Condado. Por el presente se designa a Brenda Johnson Oficial de Votación Anticipada para la porción del Distrito ubicada en el
Condado de Milam. Cada Juez Presidente designará a por lo menos otros dos miembros de acuerdo al Código Electoral de Texas
y sus enmiendas. El Juez Presidente de cada consejo de boletas de votación anticipada designará un mínimo de dos y un máximo
de dieciocho electores calificados residentes para servir como miembros de dicho consejo.

Todos los votantes calificados, residentes del Distrito, tendrán derecho a votar en la elección.

de una nueva escuela preparatoria, dichos bonos madurando en un plazo que no exceda de 30 años
a partir de su fecha, devengando intereses y siendo emitidos y vendidos, a discreción de la Junta de
Síndicos, en conformidad con la ley al momento de su emisión; y se deberá autorizar a la Junta de
Síndicos para imponer y comprometer y hacer evaluar y recaudar impuestos anuales ad valorem
sobre toda propiedad gravable en el Distrito, suficientes, sin límites de la tasa o cantidad, para
pagar el capital y el interés de dichos bonos?
6.
Las boletas oficiales para la elección se prepararán en conformidad con el Código Electoral de Texas de
manera que se permita a los electores votar “A FAVOR” o “EN CONTRA” de la PROPOSICIÓN antedicha, y de manera que
contengan dichas disposiciones, marcas y lenguaje de acuerdo a como lo exige la ley, y con dicha PROPOSICIÓN expresada
substancialmente de la siguiente manera:

De acuerdo con las disposiciones de la Sección 3.009(b) del Código Electoral de Texas, por la presente se
halla y determina que:
(a)
El lenguaje de la proposición que aparecerá en la boleta de votación se establece en la Sección 6 de este
documento.
(b)
El propósito por el cual se han de autorizar los bonos se establece en la Sección 5 de este documento.
(c)
La cantidad del capital de los bonos que se ha de autorizar se establece en las Secciones 5 y 6 de este
documento.
(d)
Como lo establecen las Secciones 5 y 6 de este documento, si los votantes aprueban los bonos, la Junta de
Síndicos estará autorizada para gravar impuestos anuales ad valorem sobre toda propiedad gravable del Distrito, suficientes, sin
límite de la tasa o cantidad, para pagar el capital y el interés de los bonos y cualquier acuerdo de crédito ejecutado en conexión
con los bonos.
(e)
Según las condiciones del mercado de bonos en la fecha de adopción de esta Orden, la tasa de interés máxima
para cualquier serie de bonos se estima en 5.00% como se calcula de acuerdo a la ley aplicable. Dicho estimado se basa en
recomendaciones recibidas del asesor financiero del Distrito, las cuales tienen en cuenta una serie de factores, incluidos el
programa de emisión, el programa de vencimiento y las clasificaciones esperadas de bonos de los bonos propuestos. Dicha tasa
de interés máxima estimada se provee a título informativo, pero no es un límite sobre la tasa de interés a la que podrían venderse
los bonos o cualquier serie de los mismos.
(f)
Como se establece en la Sección 5 de este documento, si se aprueban los bonos, se podrán emitir en una serie
o más, para vencer en un periodo que no exceda de 30 años.
(g) La cantidad agregada del capital pendiente de los bonos del Distrito (todos los cuales están garantizados por un
impuesto ilimitado establecido para los fines del servicio de la deuda) a partir del inicio del año fiscal 2014-15 del Distrito es de
$2,765,000.
(h) La cantidad agregada del interés pendiente de los bonos del Distrito a partir del inicio del año fiscal 2014-15 del
Distrito es de $1,129,735.
(i) La tasa del impuesto del servicio de la deuda ad valorem para el Distrito para el año fiscal 2014-15 es $0.079 por
cada $100 del valor de tasación gravable.
9.
En conformidad con la Sección 4.003(a)(1) del Código Electoral de Texas, una copia substancial de esta
Orden, que aparezca en inglés y en español, servirá como aviso adecuado de dichas elecciones y el Presidente de la Junta u otros
representantes del Distrito darán aviso mediante la publicación, una sola vez, no antes del trigésimo día ni después del décimo día
anterior a la fecha establecida para las elecciones, en un periódico publicado en el Distrito o, si no hay ninguno que se publique
en el Distrito, en un periódico de circulación general en el Distrito. Adicionalmente, en conformidad con la Sección 4.003(a)(2)
del Código Electoral de Texas, se colocará una copia substancial de esta Orden, en inglés y en español, en conformidad con el
Código Electoral a más tardar el vigésimo primer día antes de la elección. De acuerdo a la Sección 4.003(f) del Código Electoral
de Texas, una copia fiel de esta Orden, en inglés y en español, se colocará el día de la elección y durante la votación anticipada en
persona en un lugar prominente en cada lugar de votación; se colocará en tres lugares públicos en los límites del Distrito antes del
vigésimo primer día antes de la elección; y se colocará en el sitio web de internet del Distrito durante los 21 días anteriores a la
elección si el Distrito tiene un sitio web en internet.
