The Government of Mexico has received financing from the Inter-American
Development Bank (IDB), and intends to apply part of the proceeds to payments
under the project Development of a Clean and Sustainable Electric Grid in Latin
America, for a study whose objective is to determine and quantify the economic
benefits arising from the reduction in the exposure to fuel price volatility risks due to
the increased use of renewable energy technologies for electricity generation in
Mexico.

The Inter-American Development Bank now invites eligible consulting firms to
indicate their interest in providing the services. Interested consulting firms must
provide information establishing that they are qualified to perform the services
(brochures, description of similar assignments, experience in similar conditions,
availability of appropriate skills among staff, etc). Consulting firms may associate to
enhance their qualifications.
The consultant is expected to accomplish the following tasks: a) Deliver a financial
optimization assessment of near-term power generation options for Mexico
(Mainland México and Baja California Sur). For this purpose, the consultant will use
a power sector portfolio optimization tool to determine the risk-cost tradeoffs for
different power generation options. b) Define a set of expansion scenarios to model
(the model should consider the demand to be met in 5 and 10 years time, including
structure of demand and seasonality). c) Adapt the model to local conditions in
Mexico and consider all the sources of energy available, including LNG, nuclear and
the renewable energies such as geothermal, hydro, solar and wind. d) Feed the
model with updated databases of energy commodities prices, integrate all the power
plant types and supply options into the model, and characterize each type of
technology in terms of cost and performance. e) Deliver a report that based on the
outputs of this modeling assessment, details the costs of alternative power
generation portfolios. The report must present detailed information on the
fundaments for the selection of input variables' values, participation of each type of
fuel across time, cost per kWh, risk of portfolio (in $), and efficient frontier for each
scenario. f) Assess and isolate key factors that account for differences in risk and
costs under the given scenarios and present conclusions and recommendations.
Eligible consultants will have demonstrated experience in energy systems modelling
and quantitative analysis of risk for power generation systems. Hence, the
Expressions of Interest should include (in addition to what has been stated above) a
brief description of the tools and approaches that have been used for quantifying the
risk in past studies. All the information provided should not exceed fifteen (15)
pages. Any additional information must be attached separately and labeled as
annexes. Include the official name and address of the consultant, and phone
number and e-mail address of a contact person.
Consulting firms will be selected in accordance with the procedures set out in the
Inter-American Development Bank: Policies for the selection and Contracting of
