Abstract:
Design and implement a Database System to facilitate the
monitoring and evaluation of the technical aspects of the programme’s outputs by
tracking the progress and impacts of the programme based on various indicators as
outlined in the Results Framework and Indicator Matrix as predetermined under the
Programme.

The Government of Barbados (GOB) has received a loan from the InterAmerican Development Bank (IDB) towards the Sustainable Energy Investment
Programme, also referred to as the Smart Fund, and intends to apply part of the
proceeds of this loan to procure consultancy and other contractual services for
which this Expressions of Interest (EOI) is issued.

The general objective of Smart Fund Programme is to promote the increased
use of renewable energy (RE) and the implementation of energy efficient (EE)
measures by providing financial and technical support to RE and EE projects in
Barbados.

The Division of Energy and Telecommunications (ETD), under the Prime
Minister’s Office, in conjunction with the Enterprise Growth Fund Limited (EGFL)
intends to implement a program of oversight and reporting to ensure that the
Government’s objectives are met in relation to the Results Framework and Indicator
Matrix as predetermined under the Programme.

The Government of Barbados, through the Project Executing Unit of the
Energy and Telecommunications Division (ETD) now invites eligible Firms from
member countries of the IDB to express an interest in developing and implementing
a Database System to facilitate the monitoring and evaluation of the technical
aspects of the programme’s outputs by tracking the progress and impacts of the
programme based on various predetermined indicators.

Interested firms must provide information indicating that they are qualified to
perform the required consultancy services. Information should include work
experience in the region; experience in projects of similar scope, complexity and
technical specialisation; competence in English; availability of appropriate skills
among staff; and other relevant information.
•Selection of consultants will be based on the Consultant’s Qualifications (CQS)
method in accordance with the procedures set out in the Policies for the Selection
and Contracting of Consultants financed by the Inter-American Development Bank
GN-2350-7 and open to all eligible bidders as defined in the Policies.
•A short list of no more than six (6) of those firms that indicate an interest will be
established and the firm with the most appropriate qualifications and experience will
be invited to submit a combined technical-price proposal

The successful applicant will be required to enter into a Contract drawn up by
or in a form approved by the Solicitor General or another Legal Officer in the Public
Service approved by her. A surety for the due performance of the contract will be
required by one of the methods listed below:-
•By way of a deposit with the Treasury of a sum of money or approved securities to
the value of not less than ten percent of the contract price; or
•By way of a Bank or accredited Insurance Company whose liability shall be not less
than ten percent (10%) of the contract price

All Corporate Applicants should include with their application a copy of the
company’s Certificate of Incorporation as evidence that the company is an existing
registered company as at the date of application. The Certificate must be in the
name of the applicant.

Where the Certificate of Incorporation has not been submitted at the date of
the opening, the applicant will be given a maximum of two (2) weeks to meet this
obligation. Failure to submit the Certificate of Incorporation within the extended
period would render the application void.
11.
Local applicants are advised that the Certificate of Incorporation referred to
at paragraph 9 above means a Certificate of Incorporation issued under the 1985
Companies Act of Barbados or where applicable a Certificate of Amendment.
Certificates must be dated after December 31, 1984.

(PUBLIC CONTRACTS) ACT CAP.349 SHALL, IN SO FAR AS IS APPLICABLE TO
