TECHNICIAN III - LABORER
Minimum requirements shall be but are not limited to: high school graduate or equivalent,
minimum age 18, valid driver’s license with excellent driving record. Class B CDL Endorsement
with air brakes and tanker endorsement, which may be obtained within 120 days from date of
hired. Heavy equipment operation experience is preferred, but not required.
If hired, applicant must live within 20 miles from the nearest City limits per Michigan act No
212 of 1999. Starting wage is $11.68 per hour plus an excellent benefit package. Preemployment testing may be conducted. A copy of a high school diploma or transcripts and copy
college transcripts (if applicable) shall be submitted with the application. Copies of all
certifications shall be submitted with the application. City of Alpena employment application
required.

Technician III
MINIMUM REQUIREMENTS
Age
Minimum age of 18 years at the announced closing date for filing applications.
Residence
U.S. citizen. Applicant, if hired and as a condition of employment, is required within 30 days of
appointment, to reside in and maintain their actual domicile within twenty (20) miles of the nearest Alpena
City limits per Michigan Public Act No. 212 of 1999.
Education
Graduation from high school or the General Educational Development Tests (GED) equivalent and associate
degree or vocational certification preferred.
Vision, Hearing, Height, Weight
Vision cannot be less than 20/100 in each eye without correction and must be corrected to 20/20 in each eye
by glasses or contact lenses; hearing in each ear of WV (whispered voiced) 15/15 with or without out hearing
aid.
Physical Condition
Excellent physical condition is required with or without reasonable accommodation.
Character
An applicant’s character must be above reproach. A comprehensive investigation will be conducted covering
school and work records; military, traffic, and criminal records, if any, etc. A fingerprinting and record
check will be made with state and federal law agencies. Applicant’s character must withstand complete
background investigation.

Examination
The City reserves the right to have applicant submit to a written examination before the interview process.
Oral
An oral examination will be given to candidates selected by the City and will be held at a time and place to
be announced later. The interviews will evaluate the candidate’s personal characteristics and potential ability
in the position, and the quality and applicability of his/her training and experience.
Physical Exam and Psychological Testing
The applicant must pass, to the City’s satisfaction, psychological, physical, hearing, and vision examinations to
be considered for appointment to Alpena City Department of Public Works. Tests would be at no cost to the
applicant
Probationary Period
Upon appointment to the position, the candidate will serve a one-year probationary period.

Summary Only - Uniforms and equipment are furnished by the City of Alpena. Provided and paid for by

GENERAL SUMMARY
Under the supervision of the Public Works Division Head, this entry-level position performs a broad
range of manual labor and semi-skilled maintenance tasks in the Public Works Department. Operates a
range of vehicles and some heavy equipment and performs work tasks related to street maintenance,
landscaping, utility distribution and catch basin repair, signage, equipment and building maintenance, and
other construction and repair activities.
ESSENTIAL DUTIES
1.
Performs semi-skilled tasks associated with road repair and maintenance utility distribution systems
upgrade and repair, landscaping and tree cutting, building maintenance, and other public works
duties.
2.
Performs laborer level tasks, such as grass cutting, mowing, trimming, pot hole patching, snow
shoveling, sign replacement, sweeping, and site clean-up.
3.
Operates construction and power equipment such as dump trucks, high rangers, auger trucks,
backhoes, street sweepers, and various other specialized pieces of equipment.
4.
Is generally proficient in the use of auxiliary equipment such as mowers, pumps, compressors,
scaffolding, electric power tools, and chain saws.
5.
Responds to emergency situations such as water main breaks. May be assigned to duties ranging
from barricading to accessing the problem or responsibility for repair or replacement.
6.
Adheres to established safety policies and procedures and participates in safety instruction and
programming.
7.
Records information related to vehicle usage, equipment maintenance, work assignments, and other
activities.
8.
Performs related duties as required.
9.
Periodic shift work, overtime, weekend, and/or holiday work is required of the employee.

Education

Experience

Good knowledge of heavy equipment operating principles.
Good knowledge of the tools, materials, and equipment used in the repair and maintenance of
buildings, construction or landscaping projects, and/or infrastructure systems.
Skill in operation of assigned vehicles, equipment, and power tools.
Skill in establishing and maintaining effective working relationships with other employees and the
public.
Ability to perform a variety of manual labor and semi-skilled maintenance tasks involving
landscaping, carpentry, electrical, plumbing, mechanical and/or road construction skills.
Ability to complete written report forms of a limited nature.
A valid Michigan Commercial Driver’s license (Class B with tanker and air brake) or acquired within
120-days of employment as a condition of continued employment. An excellent driving record is
required.
