AB 2188 requires that cities adopt an ordinance
that creates an expedited, streamlined building
permit process for small residential rooftop solar
energy systems in order to promote and encourage the use of solar energy systems and to limit
the obstacles to their use.
This Ordinance shall go into full force and effect
at 12:01 a.m. on the thirty-first (31st) day after
its adoption.

Gold Coast Health Plan
(GCHP) announced the hiring
of a new chief financial officer.
Patricia Mowlavi joins
GCHP with more than 20
years of experience in managed health care. Ms. Mowlavi
worked for seven years as the
senior director of accounting
and financial services at L.A.
Care Health Plan, the nation's
largest publicly operated health
plan. Prior to her work there,
she spent nearly 10 years as the
finance director of Blue Shield
of California in Woodland
Hills, where she managed $300
million in annual payments
to providers. She worked for
CareAmerica Health Plans for
four years before its 1998 merger
with Blue Shield.
"Patricia has an impressive track
record in managed health care
and will be a wonderful addition
to the GCHP executive team,"
said chief executive officer
Dale Villani. "I have complete

Motorcycle accident

Preliminary investigation indicates that the black Kia Optima,
driven by Lorena Cervantes, 22
years old, was traveling northbound on Ventura Road approaching Wagon Wheel Road. The
white Saturn Aura, driven by Sven
Ericsson, 47 years old, was traveling southbound on Ventura Road
in the left turn pocket at Wagon
Wheel Road. For an unknown
reason, the Saturn turned left into
the direct path of the Kia causing
a broadside collision. Carlos
Ramirez, 54 years old, who was
seated in the right front passenger
seat of the Saturn, sustained fatal
injuries and was pronounced dead
at the scene.
The airbags in both vehicles
deployed. Drivers Ericsson and
Cervantes sustained minor injuries
and were transported from the
scene to local hospitals.

Plans to build another Quieren construir otra
power plant in Oxnard planta eléctrica en Oxnard

Zaragoza declared war on plans
for a new Mandalay Beach power plant at Wednesday’s California Public Utilities Commission
hearing for the project in the
Oxnard Performing Arts Center.
Speaking to Administrative
Law Judge Regina DeAngelis
of the CPUC, Zaragoza led off
80 speakers from among the
roughly 200 people who packed
the center’s Ventura Room, most
of them repeatedly striking the
theme of protecting Oxnard’s
coastline.
“No NRG! Save our coast,
no more power plants,” said
Zaragoza. NRG is the company
contracted to supply Southern
California Edison with electricity for inland power grids like
Thousand Oaks, Moorpark and
Simi Valley.
The Puente Power Project
would replace NRG’s Mandalay Generating Station on
North Harbor Boulevard. Environmental activists have long
opposed development along
Oxnard’s shoreline because of
the risk to wildlife and to local
residents.
“We have been the host for
three power plants, we do not
need a fourth power plant let’s
keep our beaches clean!” continued Zaragoza, who said
he supports the Oxnard City
Council’s stated opposition to
the project.
“I do not and will not support
the development of any new
electrical generating facilities
within the City of Oxnard’s
coastal zone,” Zaragoza said.
“For far too long Oxnard has
been a dumping ground for
landfills, waste facilities and
other undesirable industrial
uses.”
Most speakers were opponents like Zaragoza, among
them Oxnard City Councilmember Carmen Ramirez, a vocal
opponent of the project who
spoke at protest rally before the
hearing.
“What kind of Oxnard do we
want to live in?” Ramirez asked
rhetorically at the rally sponsored by CAUSE (Central Coast
United for a Sustainable Economy). “Do we want to continue
accepting the consequences of
pollution on our beach?”
Other regional elected officials opposing the project
included Congresswoman Julia
Brownley, whose statement was
read by one of her office staff,
Brad Hudson.
“For decades Oxnard’s coast
has been blighted by pollution from three power plants,”
Brownley wrote. “This proposal
will further harm Ventura County’s fragile ecosystem.”
But most of the opponents
who spoke were local residents
like 16-year-old Hueneme High
School senior Emily Garcia, a
CAUSE member who spoke of
protecting the future for her
eight-month-old cousin.
“The thought of my city being even more polluted than it
already is breaks my heart,”
said Garcia. “This city over and
over has been taken advantage
of and been used as a dumping
ground for toxic waste and
power plants.”
Garcia called NRG irresponsible for threatening to abandon
two power plants because of
environmental regulations that
take effect in 2020, arguing
the company will just continue
building new plants if the Puente Project goes forward.
“It is time for Oxnard to
have the beautiful coastline we

Third generation Oxnard resident Irma Lopez the wife of former Mayor Manuel Lopez also
spoke of protecting the coastline
for future generations. She noted
there are other local sites not as
ecologically sensitive that a power
plant could be built on.
“I have fond memories of making the trek to Ormond’s beautiful
beaches as a child,” said Lopez, who said her husband also
opposed the project. “I would
hope that one day my four children, five grandchildren and nine
great-grandchildren would have
that opportunity.”
Supporters of the project, mostly
members of labor unions that
would build the plant, asked commissioners to ignore opponents’
emotion-charged rhetoric and
consider the project’s economic
benefits. But several residents
not connected to the unions also
supported the project.
“Speaking from a public safety
point of view, I have worked when
there is no (electrical) power, and
having reliable power is important to us,” said retired police
commander Tom Kady. “I suggest
there is a way to work this out in
a win-win fashion.”
Oxnard homeowner Larry Murphy said he supported the project,
noting long-term plans to tear
down two of the plants would
leave the region with only two
operating plants, as opposed to
four as opponents claimed.
“So I think it’s a good thing, the
project is going to create a lot of
jobs in the area,” Murphy said.
DeAngelis said comments would
be transcribed for her report to the
full utilities commission, but noted
the CPUC is not the only the state
agency with input on the Puente
Power Project.
The final decision will be up
to the California Energy Commission, which will have its own
hearing for the project on Aug. 27.

¿Quién es responsable del proyecto
y de qué se trata el Proyecto Puente?
NRG Energy Inc. es el mayor productor de energía solar en el país. La
NRG es la compañía que está a cargo
de construir la planta generadora de
electricidad en Mandalay. La NRG
ha propuesto derrumbar sus plantas
de electricidad viejas para poder
construir unas nuevas y mucho más
avanzadas que serán más eficientes y
que también podrán beneficiar a la comunidad, dijo uno de sus trabajadores.
La compañía de electricidad Edison
le ha otorgado un contrato a la NRG.
Las nuevas plantas eléctricas usarían
82% menos agua que las plantas que
ahora están en funcionando. La nueva
planta tendría la capacidad de iniciar
más rápidamente y tendrían una mayor
capacidad de potencia, 262 megavatios para ser exacto. Aunque la NRG
es la compañía principal, la compañía
Edison del Sur de California SCE, es
la compañía que está contratando a la
NRG para éste proyecto.
En el sitio web de la compañía, la
NRG Energy Inc. explica su compromiso con la búsqueda de nuevas
fuentes de energía limpias. Además, se
han comprometido a crear empleados.
Actualmente, la NRG está a cargo de
dos de las plantas eléctricas ya existentes en la Ciudad de Oxnard; una
se encuentra en la Playa Ormond y la

plantas utilizan gas natural como
combustible.
Algunas personas dicen que a pesar de que pudiese ser beneficioso el
permitir la construcción de la nueva
planta de energía, hay varias personas que están en contra del proyecto
y esperan que las viejas plantas sean
derrumbadas para reparar las zonas
de la costa que han sido dañadas y
han creado mucha contaminación por
tantos años. Después de la explicación
por parte de la SCE, el público tuvo la
oportunidad de compartir sus opiniones sobre el proyecto.
John Zaragoza, quien es el Supervisor del Condado de Ventura, a
cargo del Quinto Distrito hablo en
representación de sí mismo y expreso
lo siguiente: ¨No apoyo y nunca apoyaré el desarrollo de la nueva planta
de energía en la Ciudad de Oxnard…
La planta de energía estaría situada
en medio de ésta costa extraordinaria y bella…Hay sitios alternativos
que podrían proporcionar el mismo
tipo de instalación y no traerían
problemas ambientales, de salud y
de seguridad para los residentes de
Oxnard… el desmantelamiento de
las plantas actuales que tenemos en
Oxnard si crearía más trabajos para la
gente local¨. Al terminar su discurso,
el Señor Zaragoza le pidió a la Juez
DeAngelis que por favor dirigiera a
la Compañía Edison y a su personal
a que investigasen seriamente el
colocar la planta de energía en un
lugar alternativo.
Brad Hudson, quien asistió en
representación Julia Brownley,
miembro del Congreso y representante local, leyó una carta escrita por
ella. A través de su carta Brownley
explico que al igual que los californianos, los residentes de Oxnard
tienen derecho a tener agua limpia,
aire limpio, playas limpias y acceso
a las costas. Brownley, mencionó
que la costa hermosa de Oxnard ha
sido arruinada por la contaminación

O´Leary, quien es un maestro y
también es un Miembro de la Mesa
Directiva del Distrito Escolar de
Oxnard, les ha enseñado a sus estudiantes sobre la analogía de un
supermercado. ¨Si hacen algo malo
en un supermercado y los sacan o los
arrestan, entonces eso que hicieron
en el supermercado tampoco deberían hacerlo en la escuela por que
esta mal¨. O’Leary quiere decir que
si no les está permitido hacer algo
en un lugar porque tratar de hacerlo
en otro. El maestro O´Leary utilizó
la misma analogía para dirigirse al
proyecto: ¨En el caso de ahora, la
cuarta planta de energía, si trataran
de poner esa misma planta eléctrica
en Malibu o en Montecito, crearían
una indignación pública entre la gente de allá,¨ ¿Entonces porqué quieren
ponerla en Oxnard? ¿Sera porque
es donde más gente pobre vive y
porque tendrán menos resistencia
con nosotros?
Las personas que están a favor
de la construcción y renovación de
la nueva planta de energía, están
seguras que su construcción crearía
más puestos de trabajo. Aunque
otros dijeron que los trabajos buenos
los ocuparan gente califica que será
traída de otras partes y consecuentemente no beneficiara a esta comunidad, que serán solo unos meses lo
que durara la construcción.
Steven McKnoten explicó que
existe una necesidad de tener energía
más limpia en el área de Oxnard.
También explicó que el proyecto está
diseñado para reemplazar la planta
que se encuentra ahora en Mandalay.
Algunos expresaron que no existe ni
una garantía que la electricidad que
se genere aquí será utilizada en esta
comunidad y que más bien será enviada a tras área del estado e incluso
a otras partes del país.
Sin embargo, algunas personas expresaron que los riesgos ambientales
son mayores que los beneficios de
esta planta eléctrica. Algunos de los
riesgos ambientales mencionados
son, inundación, tsunamis, terremotos, erosión y la oxidación de la
planta. Muchos dijeron que la contaminación de esas plantas eléctricas
hacen que más gente se enferme de
cáncer y por eso en esta comunidad
hay muchos niños enfermos de asma
y otras enfermedades muy serias.
Esta audiencia fue con el objetivo
de escuchar y documentar la opinión de la comunidad acerca de la
construcción de la planta eléctrica
Proyecto Puente. La Juez DeAngelis
creara un reporte sobre las opiniones
expresadas por la gente que esta a
favor y los que están en contra de
esta planta eléctrica. El 27 de agosto se llevara a cabo otra audiencia
auspiciada por la California Energy
Commission, que es la agencia del
gobierno que al final de cuentas dará
o negara el permiso para la construcción de esta planta eléctrica.

Latinos que cuidan
ancianos carecen
de experiencia
La mayoría de hispanos a cargo
del cuidado de ancianos o enfermos
en el país son jóvenes, carecen de
experiencia y consideran que dicho
papel es una obligación familiar,
según datos de una encuesta divulgados.
El sondeo "Muchos rostros del
cuidado", a cargo de la organización
no lucrativa Easter Seals, además
reveló que el 90% no son remunerados.
El 76% de los encuestados además
se mostraron inquietos sobre asumir
esta tarea, al reportar un aumento de
la ansiedad y preocupación por el
impacto financiero.
La encuesta, patrocinada por
MassMutual y conducida por Impulse Research Corp., detalló también
que no son profesionales capacitados
y muchos de ellos viven en hogares
multigeneracionales.
Por otro lado, precisó que más de
tres cuartas partes de estas personas
proporcionan cuidado a sus padres,
hijos, cónyuge o abuelos.
"La población hispana es más
joven y tiene familias multigeneracionales, por lo que no sólo están
manejando sus propias vidas sino
que frecuentemente están cuidando
a sus familias como hermanos con
discapacidad o en algunos casos,
los cónyuges que se lesionan o
veteranos discapacitados", explicó
Joanne Gruszkos, una directiva de
MassMutual.
De igual forma, están anticipando
el cuidado de un padre en el futuro,
agregó.
"Estos cuidadores son responsables no sólo por su propio futuro,
sino también del futuro financiero de
sus dependientes", aseguró.
El estudio "tiene como objetivo
descubrir la situación de los cuidadores y darles el apoyo y consejo
necesario para cuidar a sus seres
queridos, familias y a ellos mismos",
explicó Gruszkos en un comunicado.
En el estudio se descubrió que el
52% de los entrevistados indicaron
que sería beneficioso entender los
recursos disponibles para ellos.
La encuesta, que no ha sido divulgada en su totalidad, se llevó a cabo
a través de internet en enero pasado
con una muestra tomada al azar de
1,043 hombres y mujeres con edades
entre 25 y 49 años, con un error de
3% al 95% en el nivel de confianza.

Oxnard PAL celebró su
Octavo Festival del Niño
El programa de la policía de
Oxnard, Oxnard Police Activity
League (PAL) celebró su Octavo Festival del Niño, el pasado
viernes 10 de julio en el plantel
ubicado en la vieja Oxnard High
School en la Calle K. El festival
se llevó acabo de las 12 del medio
día hasta las 3 de la tarde.
Durante el festival se dio a los
presentes una rica comida, se conto con brincolines para los niños,
juegos de diversión y también
les pintaron las caras con bellos
colores. Niños y jóvenes gozaron
a lo grande del festival que fue
organizado con el fin de deleitarlos y que pasaran un rato felices
y contentos en compañía de sus
padres y la comunidad en general.

Nuestra obligación cívica
Si un dato puede destacarse de
las secuelas por las polémicas
declaraciones del multimillonario Donald Trump, es la entereza
y la dignidad con las que ha
respondido el creciente número
de personalidades, empresas y
organizaciones que han decidido
romper relaciones de negocios
con el aspirante presidencial republicano.
Primero fue Univisión, seguido
de NBC, Macy’s, Serta, PGA,
NASCAR y personalidades como
Roselyn Sánchez, Christian de la
Fuente, así como los chefs José
Andrés y Geoffrey Zakarian.
Asimismo, ha sido el centro de
sonoras protestas por miembros
de nuestra comunidad en el sitio
de su nuevo hotel en Washington
DC, como también en sus apariciones en Los Ángeles y Phoenix.
En su más reciente afirmación,
el señor Donald Trump declaró
que ganará el voto latino si logra
la nominación de su partido a la
presidencia en las elecciones del
2016 porque –según él-- todo el
mundo lo ama y creará empleos.
Un día antes de la manifestación
realizada contra Trump en el Viejo
Edificio Postal de Washington,
tuve la oportunidad de hablar con
varios de sus trabajadores latinos.
Ninguno de ellos siente que le
debe su trabajo al millonario. Y
entre aquellos que son ciudadanos, ninguno expresó interés en
apoyarlo.
George W. Bush obtuvo el 44
por ciento del voto latino en 2004.
Pero el porcentaje se desplomó
al 27 por ciento durante la puja
presidencial de Romney. El senador republicano Lindsey Graham
asegura que si el resto de los aspirantes no expresa públicamente su
desacuerdo con Trump, perderán
las elecciones del 2016.
El remolino del debate hará
que la migración continúe en un
lugar central del debate, porque la
reforma migratoria sigue siendo
Trump prometió que ganará el voto hispano para convertirse en el candidato republicano y
después en presidente, a pesar de sus polémicas declaraciones sobre los inmigrantes mexicanos.
la gran asignatura pendiente, en
momentos que una abrumadora
mayoría del público estadounidense apoya la legalización de
migrantes.
Todo lo cual nos lleva a la pregunta de cuál debe ser el papel que
debe desempeñar la comunidad
latina en este ambiente, donde
el carácter de los hispanos está
siendo desdibujado por personas
que claramente nos desconocen o
ignoran deliberadamente nuestras
significativas contribuciones a lo
largo de la historia de este país.
Algunos hispanos han decidido
externar su punto de vista a través
de movilizaciones de protesta,
pero la reacción de la comunidad
debe de ir más allá. Es nuestra
obligación cívica dar el siguiente
paso decisivo para mostrar que
nuestro peso demográfico no puede ser ignorado y mucho menos
ofendido.
De allí la importancia de que
los millones de latinos residentes
permanentes elegibles, se hagan
ciudadanos, y los ciudadanos se
registren a votar y todos acudan
a las urnas, y demos en los hechos una lección más de civismo
apoyando a quienes nos trate con
el respeto y la dignidad que nos
hemos ganado a pulso. Para más

Estadounidenses consumen
más sal de lo recomendado
Pese a ciertos avances, los estadounidenses consumen a diario
mucho más sodio del recomendado, lo cual los expone a un mayor
riesgo de padecer presión alta y
otras condiciones que aumentan
el riesgo de sufrir enfermedades
del corazón, de acuerdo con los
Centros de Control y Prevención
de Enfermedades (CDC).
Los datos más recientes de los
CDC indican que más de la mitad
de los estadounidenses están tratando de reducir la ingesta de sodio
o prestar más atención a la cantidad que consumen diariamente.
No obstante, los estadounidenses, incluidos los menores de
dos años en adelante, consumen
aún en promedio cerca de 3,500
miligramos por día sin contar la
sal de mesa, lo cual es una cantidad significativamente mayor al
máximo de los 2,300 miligramos
recomendados.
Los CDC señalan que más allá
del consumo de sal de mesa, el
principal problema radica en el
consumo de alimentos procesados
con alto contenido de sodio o en
aquellos productos como el pan,
la pasta o el cereal, que muchas
personas no asocian al mineral.
El informe resalta que tres cuartos del sodio contenido en la dieta
de los estadounidenses proviene
de alimentos procesados y comidas preparadas en restaurantes, lo
cual dificulta las opciones de los
consumidores al tratar de reducir
el consumo de sodio.
Los CDC desarrollan diferentes
iniciativas en coordinación con departamentos de salud estatales para
trabajar con restaurantes y brindar
opciones más saludables, además
de ofrecer información detallada
sobre el contenido nutricional de
los platos que ofrecen.
Uno de cada tres adultos, lo que
representa cerca de 70 millones de
personas, en Estados Unidos padecen de presión alta y solo la mitad
de ellos la tienen bajo control, de
acuerdo con los CDC.
El consumo excesivo de sodio
es uno de los mayores factores de
riesgo para padecer de hipertensión, lo cual aumenta significativamente las probabilidades de
padecer enfermedades del corazón
y derrames cerebrales, que son la
primera y quinta causa de muerte
en Estados Unidos.
Los hispanos (68 por ciento)
tienden en mayor proporción a no
tener la presión arterial bajo control en comparación con los blancos no hispanos (54 por ciento).
