El jueves de la semana pasada
ocurrió esta segunda audiencia a
la que asistieron miembros de la
comunidad y del ayuntamiento,
al igual que representantes de
la compañía NRG, personal de
la Comisión de Energía y de la
Asesora Pública de la Comisión
de Energía.
El Presidente de la Comisión
de Energía asignó un comité de
dos comisionados para llevar a
cabo estos procedimientos. Janea
Scott y Karen Douglas eran los
comisionados quienes tenían a su
lado a diferentes asesores. La audiencia le permitió al solicitante
(NRG) presentar el Puente Power
Project y los beneficios que este
brindaría a la Ciudad de Oxnard;
aunque muchos de los que asistieron cuestionan esos beneficios.
La audiencia también le brindo
la oportunidad al solicitante de
presentar una línea de tiempo de
lo que tardaría la construcción
de la planta eléctrica y también

parte de Dawn Gleider y Michael
Carroll, quienes trabajan para
NRG, fue el tema de los beneficios ecológicos. Señalaron que
el consumo del agua potable se
reduciría un 80% y que la planta
generaría la suficiente energía
como para dar energía a 130,000
hogares. Contestaron a las preocupaciones sobre el aumento
del nivel del mar y lo que esto
causaría a la planta de energía,
explicando que el aumento del
nivel del agua no afectaría a
la planta en lo absoluto. NRG
se enfoco mayormente en los
beneficios económicos, uno de

dólares, 5 millones en impuestos

señaló que existe un problema de
transparencia porque la planta de

una peaker plant, no beneficiaria
directamente a Oxnard. Por otro
lado, NRG afirma que el proyecto crearía 199 empleos y generaría 14.4 millones en la nómina
de pago de la construcción local.
La Comisión de Energía también tuvo la oportunidad de
presentar su análisis sobre el

minute statement of why they
did or did not support the Puente Power Project. Michael
Stubblefield, who is part of the
Sierra Club and California
Energy Climate Committee,
believes that a power plant
can be built in Moorpark because no other Ventura County
Community has even had one
power plant. He noted that the
city of Oxnard needs to finish
the work it has planned for the
coastline first and that power
plants in the coast are not in the
community’s vision for Oxnard.
On the other hand, the Camarillo Chamber of Commerce
believes that the region needs
reliable power and for that
reason they support the NRG
Puente Power Project. One of
the many arguments presented
by people against the project,
was the fact that there is no
warranty that the electricity
generated here will be used by
local residents. This electricity
will go to another county in
Southern California. Many
also said that these power
plants generate lots of contamination to the environment and
are the cause of many diseases
to the residents in this county,
like cancer asthma and many
more ugly diseases.
Ellen Tracey, an Oxnard
resident stated that NRG is
putting profit before Oxnard’s
resident’s wellbeing and suggested they continue to be a
good neighbor elsewhere in
the city. Juan Carrillo, a young
student asked if there were any
power plants in Santa Barbara
and questioned why Oxnard
needed one more when it already has 3. It was said that
NRG would take two of the
power plants down in exchange
of the construction of the new
one. Carrillo ended his statement with: “2 is better than 4,
but 0 is better than 2”.
What lies ahead? A wait period in which a final decision has
to be made. If the project were
to be approved, then it would
be a 2-3 year construction
project and it would begin on
June 1st, 2020.

Mexico.” Ramos calmly responded,

and was able to engage in a testy

WHEREAS, the City Council of the City of Oxnard has considered an application for Planning

WHEREAS, on July 21, 2015, the City Council
conducted a duly noticed public hearing and received all written and oral evidence in favor of

(“CEQA”); and
WHEREAS, on July 21, 2015, the City Council
certified SEIR 2014-04 pursuant to CEQA for approval of the Project and found that the SEIR was
completed in compliance with CEQA and reflects
the independent judgment of the City; and
WHEREAS, the documents and other material
that constitute the record of proceedings upon
which the decision to certify the SEIR is based
is located in the Planning Division, and the custodian of the record is the Planning Manager; and
WHEREAS, Planning and Zoning Permit No.
13-670-01 (First Amendment to Development
Agreement No. A-7122) was referred to various
City departments for recommendations; and
WHEREAS, the City Council does find that the
content of the First Amendment to Development Agreement No. A-7122 is consistent with
the 2030 General Plan, City Council Resolution
8139 (Development Agreement Resolution), California Government Code Section 65864 et seq
(Development Agreement Statute) and the Oxnard City Code; and
WHEREAS, the City Council finds that the applicant agrees with the necessity of and accepts
all elements, requirements, and conditions of this
permit as being reasonable manner of preserving, protecting, providing for, and fostering the
health, safety and welfare of the consistency in
general and the persons who work, visit, or live in
the proposed development in particular; and
NOW, THEREFORE, the City Council does ordain as follows:

Clerk shall cause this ordinance to be published
one time in a newspaper of general circulation

read on July 28th, 2015 and finally adopted on
September 1st, 2015 to become effective thirty

A bill by State Senator Hannah-Beth Jackson (D-Santa Barbara) to prohibit drones from
trespassing on private property
without the owner’s permission
and invading Californians’ privacy passed off the Senate floor. The
vote was 21-10. The bill passed
off the Assembly floor earlier this
week on a bipartisan, 56-13 vote.
Senate Bill 142 now heads to
Governor Jerry Brown’s desk.
California law already prohibits
someone from entering private
property – a person’s home or backyard, for example – without their
permission, and prohibits them
from photographing or recording
conversations. Senate Bill 142
clarifies that the rules pertaining
to trespassing by a human being
also apply to entry by remotely
operated aerial vehicles known
as drones. The bill would create
a drone ‘no-fly zone’ of 350 feet
above private property.
“I’m very pleased to see this bill
move on to the Governor’s desk
for his consideration. Drones are a
new and exciting technology with
many potentially beneficial uses.
But they should not be able to invade the privacy of our backyards
and our private property without
our permission, “ said Jackson.

La marcha de los
campesinos desnudos
Alfonsina Sandoval reconoce
que no está feliz por enseñar sus
senos cansados y caidos en las
calles de México, pero a los 60
años solo puede llamar la atención
con su cuerpo y por eso lo usa para
protestar contra los políticos del
oriental Estado de Veracruz.
"Nos sentimos impotentes y
nos desnudamos para desnudar
al Gobierno de Veracruz. Esto de
salir a protestar ya me costó perder
a mi marido, sin embargo tenemos
necesidad de un acto radical", explica la integrante del movimiento
de Los 400 pueblos.
Es una mulata que en su juventud debió ser hermosa, pero
prefiere ser reconocida por sus
duros modales mientras baila una
cumbia en la calle junto a otras 23
mujeres, algunas jóvenes y bonitas
cuyos cuerpos unos pocos retratan
con sus teléfonos modernos.
El de los 400 pueblos es un
grupo campesino de más de 3,000
familias surgido a inicios de este
siglo para oponerse al despojo de
sus tierras.
Esta semana trajo a la ciudad de
México unas 500 personas para
denunciar al político veracruzano
del conservador Partido Acción
Nacional (PAN) Miguel Ángel
Yunes, quien fue también director del Instituto de Seguridad y
Servicios Sociales para los Trabajadores del Estado (ISSSTE), por
enriquecimiento ilícito.
Integrantes del movimiento de los 400 pueblos protestan en Ciudad de México. El de los 400
pueblos es un grupo campesino de más de 3,000 familias surgido a inicios de este siglo para
oponerse al despojo de sus tierras.
Pero el movimiento reclama de
forma distinta, con bailes y desnudos; los hombres con una pieza
que tapa los genitales, las mujeres
sin ropas de cintura para arriba.
Mientras una orquesta de nombre pueblerino, "Gallinero musical", toca ritmos alegres, la mitad
de los hombres se suben en una
tarima en la acera mientras la otra
parte se queda abajo y con una
sincronización de rueda de casino,
el conocido baile caribeño, hacen
movimientos corporales.
Las mujeres son menos, pero
llaman más la atención porque
se paran encima de las líneas
divisorias de los carriles de la
avenida Eje Central y allí, sin
giros laterales para no invadir la
vía de los autos, ejecutan bailes
jarochos, típicos de su región,
con una alegría que tiene más de
carnaval que de protesta.
"Bailan así de bien porque es
algo con lo que nacemos allá, es
mejor eso que gritar cosas feas,
ser violentos o molestar a la
gente. Denunciamos a Yunes por
enriquecimiento ilícito y aquí nos
encuentran dos horas a partir del
mediodía y otras dos en la tarde",
asegura Nereo Cruz, integrante del
consejo del movimiento.
Juan Carlos, manifestante residente en el poblado Martínez
de la Torre, reconoce que es duro
bailar cuatro horas al día, pero han
retado a las autoridades y ahora no
pueden decir que no.
"Estamos aquí por la necesidad
de manifestarnos contra estos
mendigos y ahora debemos aguantar el cansancio. Ya llevamos tres
días, comemos lo que podemos, y
en las noche acampamos en Tlatelolco, a veces con frío", revela
mientras baila con la foto de Yunes
colocada a la altura de su sexo.
En la Ciudad de México, donde
con la venia del Gobierno las manifestaciones suelen interrumpir
el tráfico, el grupo campesino ha
apostado a rebelarse con civismo
y ha puesto folclor a sus reclamos
sin bajarle al rigor.
Por momentos parecen un equipo deportivo o una comparsa,
aunque no se entrenan ni ensayan
antes, y se hidratan con bebidas
azucaradas porque son más baratas.
Al costado del Museo del Palacio de Bellas Artes, donde este fin
de semana una exposición desvela
la pasión de Miguel Ángel por los
cuerpos, los campesinos exponen
los suyos sin recato por la desnudez, que solo asumen como una
herramienta para reclamar.
"A veces duele, tengo una vieja
lesión en la espalda baja y tanto
ajetreo, me hace sentir que un
manojo de espinas baja por mis
piernas, pero no se lo digo a los
lideres porque me sacan", dice
un hombre de calzones azules y
cara tostada, negado a divulgar su
nombre y profesión.

suficiente" para que estas personas
pudieran volver.
Un soldado vigilando el Superdrome mientras varios empleados recogen los escombros
dejados por el huracán Katrina en Nueva Orleans, Luisiana hace diez años de la tragedia.
Cuando Nueva Orleans era una
ciudad fantasma tras el devastador
paso del huracán "Katrina", miles
de trabajadores latinos llegaron a
ese lugar de donde todos se iban
y muchos terminaron por echar
raíces en una urbe que en estos
diez años ha visto acentuada su
histórica diversidad.
Con el "Katrina" surgió una
fuerte demanda de mano de obra
para labores de limpieza y reconstrucción: el huracán inundó el 80
por ciento de esta ciudad sureña de
Estados Unidos, destrozó 250,000
viviendas y dañó un millón más.
Muchos de los trabajadores
procedían de otros estados del
país pero otro buen porcentaje
llegó directamente de sus naciones
de origen. La gran mayoría eran
centroamericanos, sobre todo
hondureños.
"Algunos regresaron al lugar
de donde vinieron, otros fueron
deportados y otros se establecieron aquí. La población inmigrante
latina en Nueva Orleans y su área
metropolitana ha florecido desde
entonces, aunque ya había una
población hispana previa al 'Katrina'", explica por teléfono desde
Nueva Orleans Fernando López,
organizador comunitario con el
Congreso de Jornaleros.
El Congreso es una asociación
que constituyeron los trabajadores
de la reconstrucción de Nueva Orleans para defender sus derechos
y denunciar los abusos.
"Los jornaleros han hecho trabajos muy peligrosos para reconstruir Nueva Orleans. Formaron
el Congreso para luchar por su
dignidad y defenderse de la explotación brutal de los empleadores,
la Policía y las autoridades de
inmigración", reza el manifiesto
fundacional.
En 2006, un año después de la
catástrofe, alrededor de la mitad
de la mano de obra para reconstruir Nueva Orleans era latina y
el 54% de ellos indocumentados,
según un estudio de la Universidad Tulane y la Universidad de
California en Berkeley.
"Pese a que su labor era clave,
estos trabajadores fueron víctimas
de muchos abusos e injusticias
como el robo de salario, la explotación laboral, la exposición a materiales tóxicos, la discriminación
y persecución por parte de varias
agencias policiales, así mismo
como la deportación masiva de
cientos de ellos", denuncia López.
La histórica diversidad de Nueva Orleans se acentuó tras el
"Katrina": descendió la población
negra, mayoritaria y la más sacudida por la catástrofe, y crecieron
la blanca y la hispana.
En 2005, los afroamericanos
representaban el 67.3% de la población, y pasaron a ser el 58.8%
en 2006 y el 59.8 % en 2014, según los últimos datos de la Oficina
del Censo.
"La mayoría de los afectados
por el 'Katrina' fueron negros,
por razones económicas. Los que
tenían dinero y transporte, mayoritariamente blancos, pudieron irse
antes", explica Ernest Johnson,

Soldados descubren
el trabajo de Peña Nieto
arsenal en Jalisco
Efectivos de la Secretaría de
la Defensa Nacional de México
descubrieron un arsenal en el
estado occidental de Jalisco,
que incluye 30 armas cortas
y 12 largas, además de cargas
de demolición C4, informó
la Procuraduría General de la
República (PGR, fiscalía).
Los hechos ocurrieron en la
colonia Coapinole de Puerto
Vallarta cuando los elementos
del Ejército Mexicano vieron
un sujeto que portaba una arma
de fuego. Al percatarse de la
presencia de los soldados, el
individuo corrió y abordó un
vehículo en el que huyó.
Los militares iniciaron la
búsqueda del vehículo y el sujeto, pero sólo encontraron el auto
abandonado a las afueras de una
finca.
Muy cerca de esa propiedad
encontraron y aseguraron 30
pistolas, 12 rifles, 118 cargadores, cuatro iniciadores, tres
cargas de demolición C4, dos
rollos de cordón detonante, 12
cartucheras y 6,658 cartuchos
de diversos calibres.
La PGR inició una investigación por violación a la Ley
Federal de Armas de Fuego
y Explosivos, además de que
decomisó el inmueble y el
vehículo, que quedaron a disposición de la delegación en
Jalisco de la Subprocuraduría
de Control Regional, Procedimientos Penales y Amparo.
Un estudio destaca que la inconformidad de los ciudadanos ha crecido especialmente en algunos asuntos claves de la agenda del Gobierno.
Solo el 44% de los mexicanos
aprueba este año la gestión de su
presidente, Enrique Peña Nieto,
lo que supone un descenso de
siete puntos con respecto a 2014,
cuando el 51% apoyaba sus políticas, según un sondeo del centro
de estudios Pew.
La encuesta, efectuada el pasado
abril y publicada, muestra una
caída de popularidad del presidente, que ha tenido que librar estos
últimos meses con una severa
crisis por la huida del peligroso
narcotraficante Joaquín "El Chapo" Guzmán y la desaparición de
43 estudiantes en el sur del país.
El estudio destaca que la inconformidad de los ciudadanos ha
crecido especialmente en algunos
asuntos claves de la agenda del
Gobierno, como la reforma educativa que ha encontrado la firme
oposición interna de sindicatos de
maestros como la Coordinadora
Nacional de Trabajadores de la
Educación (CNTE).
De esta forma, el 43% de los
encuestados expresaron una opinión favorable sobre las reformas
en el sector educativo de Peña
Nieto, una cifra inferior al 55% de
aprobación del año pasado, según
revela el estudio.
Al ser preguntados por la manera en la que Peña Nieto actúa
para frenar al crimen organizado,
solo el 35% de los mexicanos
aprobaron su gestión, una bajada
de 18 puntos porcentuales respec-
to a 2014, cuando el 53% de los
encuestados defendía la actuación
del Gobierno.
La lucha contra el narcotráfico
fue otra de las preguntas de la
encuesta, realizada antes de que
el pasado 11 de julio El Chapo
lograra, por segunda vez, huir de
una cárcel de máxima seguridad
mexicana a través de un túnel
subterráneo de 1.5 kilómetros de
longitud.
El sondeo destaca que, antes de
la fuga, solo el 39% de los mexicanos pensaba que Peña Nieto estaba
logrando mermar el poder de los
capos de la droga, lo que supone
un nuevo descenso de popularidad
con respecto a 2014, cuando el
45% le respaldaba.
El mandatario, muy pendiente
de la imagen de su Gobierno
dentro y fuera de las fronteras
mexicanas, ha aludido en numerosas ocasiones a su compromiso
para combatir la corrupción, pero
los escándalos que han salpicado
a personas cercanas al poder han
contribuido a socavar su popularidad, considera el centro Pew.
En este sentido, el sondeo destaca que el 27% de los ciudadanos
aprueba la gestión del gobernante
contra la corrupción, lo que supone un retroceso de 15 puntos
porcentuales en comparación con
el año anterior.
Otra de las cuestiones que
devela el estudio es una baja en
popularidad del 47% al 38% del
oficialista Partido Revolucionario
Institucional (PRI).
Sin embargo, el PRI se mantiene
por encima del Partido Acción
Nacional (PAN), respaldado por el
29% y el Partido de la Revolución
Democrática (PRD), apoyado por
el 23%.
Para realizar el análisis, entre el
7 y el 19 de abril de este año, el
centro Pew entrevistó cara a cara
a 1,000 adultos de más de 18 años,
la mayoría de la zona metropolitana de la Ciudad de México, y
logró un resultado con un margen
de error igual o menor al 4.1%.

de noviembre es su entrenador,
Freddie Roach.
"Mi mayor ventaja y arma se
llama Freddie Roach, que es
quien me ha encarrilado y me ha
mandado a hacer cosas que nunca
había hecho anteriormente", dijo
Cotto a la prensa en el Coliseo
Rubén Rodríguez de Bayamón,
municipio colindante a San Juan.
Un día después de que los representantes de ambos gladiadores
atrasaran el cierre de la gira, que
arrancó el lunes pasado en Los
Ángeles (California), debido al
paso de la tormenta tropical Erika,
Cotto resaltó que Roach ha sido
la persona responsable de retomar
su carrera.
"Freddie ha logrado sacar lo
mejor de mí y desde que llegamos
al gimnasio el primer día estamos
en la mejor disposición de trabajar
y hacer los ajustes sobre el ring",
dijo Cotto de su entrenador, quien
lo dirigirá por cuarta ocasión tras
sus victorias sobre Devin Rodríguez, Sergio Martínez y Daniel
Geale.
"Freddie se ha convertido en
el eje principal de lo que hace
Miguel Cotto hoy en día en sus
peleas. Es él quien determinar
el plan de trabajo, la estrategia,

Cotto defenderá oficialmente
el próximo 21 de noviembre, en

faja de 40-4 y 33 nocáuts, mientras que Álvarez hará lo propio

"Me siento honrado de que sea
una pelea más entre Puerto Rico
y México. Es el mejor momento
para pelear contra Cotto por su
experiencia", expresó Álvarez,
quien dijo que se preparará por
los próximos tres meses para su
