Director of Residential and Social Services

Responsibilities:
In this role, you will oversee, direct and manage the residential housing program for clients in the outpatient mental health clinic
and the day-to-day operation of a five-site supportive community housing program for formerly homeless individuals with a
range of health and mental health needs. You will develop a housing resource program to meet the housing needs of clients in
an outpatient mental health clinic, including overseeing and assessing clients' housing and quality of life needs. You will also
conduct a comprehensive housing needs assessment to determine specific housing needs. Additional job duties include: work
collaboratively with clients, mental health clinicians and psychiatrists to screen and assess client’s housing and quality of life
needs and develop housing related service plan goals; provide housing related case management to clients, including making
referrals to affordable/supportive housing, completing Human Resources Administration (HRA) 2010E NY/NYIII housing
applications, and eliciting clinical input from psychiatrist and clinician to meet HRA2010E eligibility criteria; provide clients with
training on NYC.GOV Housing Connect database including completing housing applications assessing eligibility for housing
based on self-care skills, mental health stability, income, benefits, and entitlement guidelines, as well as assessing social
service needs including home, community and peer support services; provide clients with a list of housing resources including
legal and housing advocacy services; develop and facilitate quarterly housing, financial empowerment and money management
skill and ongoing tenant’s rights workshops, as needed; develop, maintain and update Tenant’s Rights Information Resource
Guide, NYC Affordable Housing Resource Manual, and Housing Vacancy Resource Board in Mental Health Clinic; provide
weekly staff supervision of a Social Service Coordinator and direct caseload supervision of Case Managers and Social Work
Interns and conduct annual performance evaluations, including staff recognition and corrective actions, and identify staff
professional development needs; conduct intake and assessment procedures of prospective clients for housing sites, arrange
and conduct intake interview, including assessment of prospective client's appropriateness for program; monitor and ensure
quality of case management service of program staff, including psychosocial assessments, service plans, resource and program
referrals, outreach, advocacy and ongoing assessment of clients' health and mental health needs; develop and implement
effective chart documentation database program standards, policies and procedures; manage client incidents after hours on-call
support and case management follow up; develop and implement Homeless Management Information Systems (HMIS) policy,
procedure and standards including housing contract obligations, monthly data quality analysis and program reports, chart
documentation and tenant right issues; participate in program evaluation development and in agency community-building
activities; create partnerships with local social service agencies and civic organizations to enhance clients’ quality of life and
elicit input from various constituencies; function as program and agency representative at community meetings and with related
institutions and individuals; prepare and submit various program reports to the Mental Health Director, as required.
Qualifications:
Master’s degree in Social Work or a related field and 2 years of experience in the job offered or 2 years of experience in a
supportive housing program providing comprehensive services to formerly homeless individuals with a range of health and
mental health needs, developing responsive social services and community programming and setting social service department
team standards. Stated experience must include screening, interviewing and determining client readiness, suitability and income
eligibility for supportive and low income housing. Must also have knowledge and ability, demonstrated through MSW degree
course work, to assess prospective client’s psychiatric disorders, mental health stability and level of activity of daily living (ADL)
skills suitable for supportive housing settings. Must have a NYS LMSW License and work a flexible schedule, including some
weekend and/or evening hours as program needs dictate.
