Parking: $10 per day city self-parking tax ($15 valet), Except hotel guests which is $10 per stay (unlimited
days and in-and-outs), TROPAdvantage casino card holder any get free parking if used during the conference.
The card is free in the casino.
Meeting Rooms: All but one are on the 4th floor South Tower, one is in the North Tower (4th floor).
Conference Registration Desk: South Tower, 4th Floor, in the Grand Exhibit Hall.

Guest Rooms: All have wireless internet access and have recently been remodeled. When making your
room reservation, request the South or North Tower, they are closest to the meeting rooms. Further away in
the hotel complex is the West Tower and the more expensive and up-scale Havana Tower.

All standard and
classic rooms are spacious, well-appointed, and
comfortable. Amenities include wireless highspeed internet access, premium television, videogame console, climate control, voice-mail,

dryer, and daily maid service. The conference and
expo are in the South Tower. When making a
room reservation it is wise to ask for the South or
North Tower. The deluxe Havana Tower is quite a
walk as is the West Tower.
Wi-Fi: Wireless high-speed Internet access is
available at points throughout the facility and in
guest rooms.
Business Center: Tropicana’s Business Center is a full-service facility supporting the needs of business
travelers and convention attendees. Services include copying, printing, computer work stations, mailing, and
shipping. The Business Center is located on the ground floor of the North Tower.
Health Club: Located in the South Tower, 6th floor. The Tropicana Health Club boasts all the amenities you’d
expect from a first-class facility. Exert yourself in the exercise rooms featuring equipment by Cybex and follow
your workout with a mentholated steam bath or a dry sauna. You can also take a dip in Tropicana’s heated
indoor pool or wind down in a whirlpool tub. Free to all TransAction Conference overnight guests, normally a
$10.00 fee per day is charged for the exercise room. The Tropicana Health Club and pool are open daily.
Shopping in the Trop: The Quarter is a major shopping center in the Trop, with over 30 shops and dining
options under one roof. You do not have to leave the Trop to shop! Other shopping areas also in the Trop:
Family Fun Station Arcade is filled with fun games such as air hockey, basketball, skeeball, and much more
for all ages to enjoy. Discover this new fun environment where you can hang out, play arcade games, win
prizes, and have a great relaxing time! It is open during April 2015 Monday through Friday from 3pm until 8pm.

The Boardwalk: Step out of the Trop right onto the world’s most famous boardwalk, over five miles long.
Within walking distance of the Trop are more restaurants, casinos, and attractions. Cap off your day at the
TransAction Conference by taking a relaxing walk on the boardwalk that parallels the beautiful sands and blue
water of the Atlantic Ocean. Take a walk or jog on the beach or take a relaxing ride in one of the famous
Boardwalk “wheel chairs” along the boardwalk.

1. Managing Climate Change, Sustainability, and Adaptation: An Integrated Approach. This
presentation will consider how environmental management systems (EMSs), risk-based assessment, and
other IT tools such as GIS and Asset Management Systems can be leveraged to manage the broader
concerns of climate change, sustainability, and adaption in the transportation industry. Specific examples
draw from recent FTA-funded pilot studies on adaption and other transit experience to illustrate the use of
these tools. The speaker will explain how climate change risk assessment can be used to develop
community and organizational risk mitigation strategies.
2. Technical Tools to Improve Transportation Planning. This session showcases innovative technical
planning tools that have been deployed, or are being developed, in northern New Jersey. Some applications
include: PR!ME (Planning Recommendation and Integration Management Engine), ViZtools Enhanced,
Green House Gas Tools, ITS Architecture, and Freight Analytical and Forecasting Tools, among others.
These and other technical tools, also featured at an annual NJTPA expo, can be used to make
transportation planning more effective and efficient. This session includes hands-on demonstrations of
several such tools.
3. Great Egg Harbor Bridge Replacement Project. This project includes preparation of the final contract
documents including plans, specifications, cost estimates, construction schedule and reports for two new
bridges crossing Great Egg Harbor Bay and Drag Channel. The structures consists of pre-stressed concrete
bulb tee beams, AASHTO I-Beams and a spliced pre-stressed post tensioned concrete girder system
supported by concrete piers on piles. Project is currently under construction.
4. Greenways - More than Trails, Essential Community Connections. Part 1. Greenways are
frequently thought of as trails through the woods used almost exclusively by hikers. This stereotype doesn’t
fit the reality of the transportation, economic development, and community public space benefits that
greenways can bring. These sessions will highlight and discuss the history and creation of local greenways
such as the Morris Canal and Middlesex Greenway before moving on to regional greenways such as the
East Coast Greenway and the Circuit. Panelists will discuss benefits, lessons learned, and challenges to
development.
5. Education, Engineering, and Enforcement: The Three “E’s” of Safety. This session is a “how-to” for
addressing safety concerns on roadways through engineering, education and enforcement. Speakers will
discuss regional and local safety initiatives, federal and state funding opportunities, and how to effectively
reduce roadway crashes through partnerships with the NJTPA, NJ DOT, NJ Div. of Highway Traffic Safety,
and the Federal Highway Administration.

13. Underwater Rail Access to Manhattan: Big Challenges & Solutions. The Northeast Corridor is at or
near capacity at many locations, but nowhere is the demand on the existing rail system greater than in the
100-year-old Hudson River rail tunnel into midtown Manhattan that was inundated with salt water during
Super Storm Sandy – the only intercity passenger rail crossing into New York City from New Jersey. The
solution is the Gateway Program, which will create the new infrastructure essential to preserve existing
service and eventually increase redundancy, add reliability for shared operations, and provide additional
capacity for the future increases in commuter and intercity rail service.
14. Garden State Parkway Shoulder Restoration and Widening Program Improves Safety and Access
to South Jersey. The panel will discuss the design, environmental and construction challenges for the GSP
Shoulder Restoration and Improvement Program, as well as the GSP Widening Program. A focus will be the
improvements to overall safety and traffic flow along the Garden State Parkway, which serves as a gateway
to South Jersey and the shore destinations.
15. The PennDOT Benefits from the Increase in the Pennsylvania Gas Tax. Pennsylvania increased its
gasoline tax in January 2014. While New Jersey’s infrastructure is crumbling, learn how the gasoline tax in
Pennsylvania is benefitting PennDOT programs and the citizens of Pennsylvania.
16. Sustainable and Improved Traffic Signal Projects from Across America.

circles or rotaries. Extrapolating by population from the number of modern roundabouts in France or
Australia gives a figure of 145,000 modern roundabouts; for the United States we have only 3,000, but the

and Transportation Officials (AASHTO) has released an updated matrix of 38 funding options for Congress

55. Creating Complete Streets Guidelines for a Circulation Element to a County or Municipal Master
Plan. This session will cover the fiscal impacts of including Complete Streets elements in the capital programs,
thequantity and types of improvements that have been made as well as the safety impact on the roadways that
received substantive changes. This presentation will outline the lessons learned and how Complete Streets is
not a sustainable but overwhelmingly positive venture for any County or local governments that is in the process
of considering how to address investments in their transportation infrastructure.
56. What is TRANSCAER®? Participants will learn all about TRANSCAER® (Transportation Community
Awareness and Emergency Response), a voluntary national outreach effort that focuses on assisting
communities to prepare for and respond to a possible hazardous material transportation incidents. As part
of the emergency preparedness training, community leaders are invited and encouraged to attend this
awareness course to learn how they can elevate their assistance and communication to the community
during transportation hazardous material emergencies.
57. How Are We Doing? Performance Measurement in Transportation Planning. Transportation
departments and MPOs are federally required to conduct performance-based planning and programming.
Key elements include data monitoring, target setting, and integration. This session looks at some of the
ways transportation planning efforts are monitored and gauged for effectiveness.
58. Bicycle Stress Level Mapping: Can We Bike There from Here? This session will provide an

how to apply it using available data. Bicycle stress level mapping involves evaluating individual street

62. Firm overhead rates and overhead rate audit compliance and Becoming a DBE. Many firms in the
transportation industry work on government projects under cost plus contracts and are required to submit
overhead reports. Managing an overhead rate as well as assuring they are in compliance is very important.
It is easy for management to get caught up on operations and neglect government regulations with respect
to overhead rate reporting. The presenter is an expert in internal and external audits and has been retained
by NJ DOT to do audits on their behalf for contracts and overhead.

railroad trespassing, including trespasser casualties, criminal activity, and the resources consumed.
Enforcement and educational strategies for mitigation will be discussed along with some case studies.

when it seems like there are so many other things to do. Work shifts, in addition to personal and family
obligations, often come between employees and a good night’s rest. But what is the difference between
feeling a little tired and experiencing fatigue? Since 30% – 40% of commercial vehicle accident reports cite
driver fatigue as a contributing cause, it is critical that transit workers know about the dangers of fatigue, how
to detect it, and what they can do to prevent and manage it.

services such as utility companies, goods deliveries, parking authorities, DPWs, enforcement, and EMS - all

Engineering. With scarce budgets for capital improvements and infrastructure maintenance, along with the
pervasive “do more with less” mentality, value engineering has become increasingly important in getting
major public works off the ground. A panel of agency leaders from the Port Authority, NJ DOT, NJ Turnpike,
and others share real-world stories of how value engineering got their projects from concept to reality. With
the Transportation Trust Fund crisis and major infrastructure projects being deferred due to budget
