Context:
Under the overall supervisions of the Senior Resource Management Officer, direct
supervision of the Resource Management Officer in Juba and the administrative
supervision of the Head of Sub-Office, the successful candidate will be responsible and
accountable for the administration and resource management functions of IOM Bentiu
sub-office.

Core Functions / Responsibilities:
1.
Assist in monitoring and overseeing the financial management for all activities in
Bentiu including the oversight of financial expenditure and accountability and
undertake financial analysis of projects implemented in Bentiu.
2.
Forecast cash flows according to activities in Bentiu and ensure daily control of
funds disbursed; ensure funding is received in accordance with donor
agreements.
3.
Assist the SRMO in preparing the annual budget for South Sudan, in
coordination with the relevant project coordinators. Monitor the budget control
process and analyze variances between budget(s) and actual expenditures on a
monthly basis and assist in the preparation of budgets for new projects.
4.
Inspect payroll versus budgets, ensuring that salaries are correctly allocated to
projects consistent with IOM's projectization criteria.
5.
Coordinate administrative and human resources policies and practices. Apply HR
policies, rules and regulations and make recommendations for resolving difficult
or sensitive cases.
6.
Assist in the drafting of guidelines and procedures to complement or to adapt the
general instructions of IOM, taking into consideration the volume of activity,
staffing and the constraints and specific needs of the Malakal, Renk and Maban
Sub-Offices, namely in the areas of general administration, finance and human
resources.
7.
Ensure that compliance with the IOM Standards of Conduct is in force; and
safeguard the appropriate follow-up on the implementation of IOM Regulations
and Rules.
8.
Assist in the supervision of the Mission's administrative functions, including
recruitment, personnel administration, and other related activities, in accordance
with the Organization's policies and procedures. Assist in training local staff in the
relevant areas of administration and finance.
9.
Liaise with other internal functional units of the Mission, as well as institutional
counterparts and other stakeholders as required in the performance of the
accounting function.
10.
Support the Head of Sub-Office (HoSO) to ensure that programmatic activities
are being implemented in a manner that is consistent with donor agreements both from an operational and budgetary perspective, and from an IOM
perspective with respect to IOM administrative and procurement rules applicable
during project implementation, and when required representing IOM in the
absence of the HoSO.

Required Qualifications and Experience
Education



Master’s degree in Finance,
Accounting,
Business
Administration,
Management, Logistics, Procurement or a related field from an accredited
academic institution with two years of relevant professional experience; or
University degree in the above fields with four years of relevant professional
experience.
Professional certification as Chartered Accountant or Certified Public Accountant
is an advantage.

Experience






Experience in financial management, accounting and budgeting;
Knowledge of human resources management an advantage;
Experience in liaising with governmental and diplomatic authorities as well as
with international institutions;
Ability to prepare clear and concise reports, supervise staff and coordinate
administrative activities;
High level of computer literacy, in particular, experience in computerized
accounting systems and software;
Knowledge of MS Office specifically EXCEL and IOM accounting systems,
software and procedures a distinct advantage.
Languages
Fluency in English is required. Working knowledge of Arabic is an advantage.
